Abstract

AbstractAbaca fiber is a natural reinforcement material with potential to improve the tensile performance of concrete. However, its application in high-strength concrete is often hindered by fiber agglomeration, and studies on its use in such concrete remain limited. This research investigates the effect of incorporating abaca fiber in combination with 5% Oyster Shell Ash (OSA) as a partial cement replacement on the splitting tensile strength of high-strength concrete. Concrete specimens (100 mm × 200 mm cylinders) were prepared with abaca fiber contents of 0.15%, 0.30%, and 0.45% by weight of cement. The OSA was sourced from Krueng Neng, Aceh Besar, while the abaca fiber was obtained from East Java, Indonesia. The mix design followed ACI 211.4R-93 guidelines and ASTM testing standards, targeting a compressive strength of 9000 psi (≈ 62 MPa). After 28 days of water curing, results showed that the lowest splitting tensile strength was recorded for normal concrete (6.81 MPa), while the highest value was obtained for the mix containing 5% OSA and 0.30% abaca fiber (8.87 MPa). These findings indicate that the synergy between OSA and optimal abaca fiber content can significantly enhance the tensile performance of high-strength concrete. Keywords:Oyster shell ash; abaca fiber; concrete high strength; splitting tensile strengthAbstrakSerat abaka merupakan material penguat alami yang berpotensi meningkatkan kinerja tarik beton.

Abstract

The validity of assessment instruments is a crucial element in educational research, particularly in evaluating the success of a learning model. In developing an integrated STEM inquiry learning model, it is necessary first to validate the assessment instruments to ensure they can effectively measure the desired learning outcomes, including both academic knowledge and the 21st-century skills developed by students. This study evaluates the validity of the instruments used to assess the feasibility of the integrated STEM inquiry model, which includes the model book, teacher's book, student's book, and a 21st-century skills assessment instrument. The instruments were validated through expert judgment involving three validators: an educational expert in evaluation, a STEM curriculum developer, and a language and communication practitioner. The instruments were assessed using a five-point Likert scale, and the data were analyzed using descriptive statistics to determine content, construct, and criterion validity. The results show that the 21st-century skills instrument scored 0.89, the model book scored 0.84, the student book scored 0.87, and the teacher book scored 0.86, all falling into the very high validity category. These findings indicate that the instruments are appropriate and reliable for measuring both academic competencies and essential 21st-century skills such as problem-solving, creativity, and collaboration. The study concludes that employing valid assessment instruments is essential for the effective implementation of the integrated STEM inquiry model and for ensuring its success in fostering the holistic development of students. The findings also highlight the importance of instrument validation in educational settings to ensure that learning models achieve their intended outcomes and prepare students for future challenges.

Abstract

This research examines how education-cost policies shape access and participation in a community-based Islamic primary school, focusing on Madrasah Ibtidaiyah (MI) Muhammadiyah Sidokerto, Plupuh, Sragen, which serves 352 students with 20 teachers. The research aims to explain why “school costs” remain a meaningful determinant even when the government expands operational support and establishes education financing standards. A descriptive case-study design is employed by combining policy review and school-level financing mapping to identify cost components borne by schools and households. The findings highlight three patterns. Operational support reduces barriers related to routine school fees, yet indirect costs—such as uniforms, transportation, learning materials, and informal contributions—remain decisive for families. Participation is more than enrolment: continuity of attendance, learning engagement, and involvement in extracurricular activities are sensitive to household cash flow and the timing of support received. School governance also plays a decisive role in translating policy into real relief through transparent budgeting, fair targeting of subsidies, and flexible payment arrangements.

Abstract

Improving quality in Islamic primary schools requires a headmaster who can strategically interpret internal and external conditions. This paper aims to map strengths, weaknesses, opportunities, and threats in educational quality management at Madrasah Ibtidaiyah Muhammadiyah Sidokerto Plupuh Sragen and to formulate feasible quality-improvement strategies centered on headmaster leadership. The method is a literature study using content analysis of recent scholarly works and relevant documents, synthesized through the SWOT framework and the TOWS matrix. The main findings indicate that internal strengths are generally driven by religious culture, organizational networks, and leadership potential to cultivate a quality culture, while weaknesses often relate to inconsistent internal quality assurance practices, uneven teacher competence development, and limited resources to sustain innovation. External opportunities include strengthening parent–community partnerships, expanding digital learning literacy, and improving program planning based on quality indicators; key threats stem from competition among similar institutions, rising service expectations, and the risk of innovation stagnation.

Abstract

This study aims to describe the implementation of learning technology at Madrasah Ibtidaiyah Muhammadiyah Karangwaru Plupuh Sragen, identify enabling and constraining factors, and interpret its impact on student engagement. A qualitative case study with a descriptive approach was employed. Data were collected through in-depth interviews with three key informants—Umi Khasanah (principal), Zuli Nurdayati (class teacher), and Sitisamlatun (class teacher)—supported by classroom observations and document review (lesson plans, digital media artifacts, and assessment evidence). Data analysis followed thematic coding, data reduction and display, and conclusion drawing with source and technique triangulation to enhance trustworthiness. The main findings indicate that technology was integrated in three domains: planning (using digital resources to design learning materials), implementation (audiovisual media, interactive quizzes, and learning communication through messaging applications), and assessment (simple platform-based formative tests and digital portfolio documentation). Most practices remain at substitution–augmentation levels, yet initial movement toward modification is evident when teachers redesign learning flows into collaborative and project-based micro-tasks. Enablers include the principal’s instructional leadership, peer-sharing culture, and parent partnership; major barriers involve limited devices, unstable internet connectivity, and varied teacher digital literacy.

Abstract

Freedom of expression in public is a fundamental pillar in a democratic state guaranteed by the Indonesian constitution, particularly Article 28E paragraph (3) of the 1945 Constitution of the Republic of Indonesia and further regulated in Law Number 9 of 1998. However, in practice, law enforcement against violations of this right is often colored by complexity and challenges. Based on this, the formulation of the problem of this study is first, What are the legal regulations regarding violations of freedom of expression in public at the Labuhan Batu Police?, Second, What is the mechanism for law enforcement against violations of freedom of expression in public at the Labuhan Batu Police?; and Third, What factors are the obstacles and supporters in law enforcement against violations of freedom of expression in public at the Labuhan Batu Police?. The method used in this research is empirical legal research with a conceptual approach and statutory regulations. Data collection techniques are through observation, interviews and documentation studies with qualitative descriptive data analysis. The results of this study indicate that. First, related to legal regulations, namely the 1945 Constitution of the Republic of Indonesia and Law No. 9/1998 concerning Freedom of Expression in Public, Law (UU) Number 1 of 1946 concerning Regulations on Criminal Law, Law No. 11 of 2008, revised to Law No. 19 of 2016 concerning the Law on Information and Electronic Transactions and Regulation of the Chief of Police of the Republic of Indonesia No. 7 of 2012 concerning Procedures for organizing services, securing and handling security cases of expressing opinions in public. Second, the law enforcement mechanism is multi-layered, from pre-action to enforcement, with the Police Standard Operating Procedures (SOPs) as the primary guideline. Third, inhibiting factors include uneven human resource capacity in understanding human rights, the existence of ambiguous articles, political intervention, and a repressive legal culture. Supporting factors include the constitutional basis of the 1955 Constitution and Law No. 9/1998 as the legal basis.

Abstract

This research aims to analyze the application of criminal sanctions in Law Number 41 of 2014, which plays a crucial role in supporting national food security in the livestock and animal health sector. This law stipulates strict criminal sanctions for violations such as animal abuse, the slaughter of productive fe males, and the distribution of illegal animal products. However, its implementation in Deli Serdang Regency still faces obstacles, such as weak law enforcement, limited resources, and low public awareness. Based on these issues, the research questions are formulated as follows: First, are the criminal sanctions stipulated in Law Number 41 of 2014 effective in preventing violations in the animal health sector? Second, how are the criminal sanctions in Law Number 41 of 2014 concerning Livestock and Animal Health applied to violations in the livestock sector? And Third, what are the obstacles faced in the implementation of criminal sanctions in Law Number 41 of 2014, both in terms of law enforcement and socio-economic aspects of society? The method used in this study is empirical juridical with observation data collection, interviews and document studies, while data analysis uses descriptive analysis. This study found that although normatively Law No. 41/2014 regulates strict criminal sanctions (for example, Articles 86 and 87), its effectiveness in preventing violations in the field of animal health is not optimal. The application of criminal sanctions for violations in the livestock sector (for example, cultivation without a permit, use of non-standard feed, illegal slaughter) is also not consistent, often hampered by the complexity of technical and scientific evidence, as well as the tendency for case resolution to end in coaching or administrative sanctions. The main obstacles faced include the difficulty of proving technical criminal elements, limited human resource capacity (HR) of law enforcement officers in understanding aspects of livestock and animal health, lack of coordination between institutions, and limited facilities and infrastructure (for example, testing laboratories). From a socio-economic perspective, obstacles arise from low legal understanding and awareness among livestock businesses, particularly small-scale ones, as well as economic pressures that encourage them to ignore standards for the sake of profit.
