Abstract

Penelitian ini bertujuan untuk merumuskan strategi yang tepat dalam proses rekrutmen dan seleksi tenaga pendidik di SMA Negeri 11 Samarinda, Kalimantan Timur. Dalam prosesnya penelitian ini menggunakan metode kualitatif yang diuraikan secara deskriptif dengan sumber data yang terdiri dari observasi, wawancara, dan dokumentasi. Proses pengambilan data dengan menggunakan subjek penelitian yang diperoleh dari 3 informan utama, yaitu 1 kepala sekolah, 1 wakil kepala sekolah bidang Humas dan 1 guru. Pengolajan data menggunakan uji kredibilitas data dalam yaitu dengan teknik triangulasi. Hasil penelitian menunjukkan bahwa proses rekrutmen dan seleksi di SMA Negeri 11 Samarinda telah dilaksanakan berdasarkan prinsip transparansi, objektivitas, dan kompetensi, meskipun terdapat tantangan dalam hal keterbatasan fasilitas pelatihan dan beban administrasi guru. Kepala sekolah berperan sentral dalam perencanaan kebutuhan guru, sedangkan wakil kepala sekolah memastikan pelaksanaan teknis dan guru menjadi pelaksana kebijakan yang berorientasi pada peningkatan profesionalisme. Temuan ini menegaskan bahwa sinergi antarkomponen sekolah melalui pendekatan sistem menjadi kunci keberhasilan manajemen pendidikan yang berkelanjutan Kata kunci : Strategi, Rekrutmen dan seleksi, Tenaga Pendidik, dan SMA Negeri

Abstract

Penelitian ini bertujuan menganalisis pengaruh perencanaan tenaga kependidikan terhadap peningkatan mutu pendidikan di era Society 5.0. Perencanaan tenaga kependidikan memerlukan pendekatan yang integratif dengan memperhatikan kesesuaian antara kebutuhan organisasi, perkembangan teknologi, serta kompetensi individu agar mampu mendukung tujuan pendidikan yang berorientasi pada mutu dan keberlanjutan. Penelitian ini menggunakan pendekatan kualitatif dengan metode literature review melalui analisis deskriptif. Data diperoleh dari berbagai jurnal ilmiah lima tahun terakhir yang relevan. Proses pengumpulan dilakukan dengan mengidentifikasi, mengevaluasi, dan mensintesis hasil penelitian sebelumnya guna memperoleh dasar teoritis yang kuat dan mengidentifikasi kesenjangan pengetahuan terkait manajemen tenaga kependidikan di era digital. Hasil kajian menunjukkan bahwa perencanaan tenaga kependidikan yang efektif terbukti berpengaruh signifikan terhadap peningkatan mutu pendidikan. Lembaga pendidikan yang menerapkan perencanaan strategis berbasis data, digitalisasi sistem, dan pengembangan kompetensi sumber daya manusia mampu meningkatkan efisiensi operasional hingga 40%. Strategi tersebut meliputi rekrutmen berbasis teknologi seperti Big Data, Artificial Intelligence (AI), Machine Learning. Dengan demikian, peningkatan mutu pendidikan tidak hanya ditentukan oleh kecanggihan teknologi yang digunakan, tetapi juga oleh kualitas sumber daya manusia yang mampu mengintegrasikan teknologi dengan nilai-nilai kemanusiaan dalam pembelajaran. Kesimpulannya, semakin baik perencanaan tenaga kependidikan yang dilakukan secara sistematis, berbasis data, dan berorientasi pada pengembangan kompetensi digital, semakin besar pula peluang tercapainya mutu pendidikan yang unggul, adaptif, dan berkelanjutan

Abstract

This study aims to describe and analyze the planning, organizing, strategies, impacts, and challenges of performance-based school principal leadership at SMP Negeri 27 Penajam Paser Utara in efforts to improve the quality of education. The research employs a qualitative approach using a case study method. Data collection techniques include observation, interviews, and documentation. The findings are as follows: (1) Performance-based leadership at SMP the Buffer Nusantara Capital City (Ibu Kota Nusantara) emphasizes continuous teacher competency development through routine training and systematic evaluation using a participatory transformational approach; (2) Leadership organization involves structured and synergistic resource management, supported by ongoing monitoring and program evaluation to maintain the quality of education; (3) Leadership strategies focus on strengthening teachers’ professional capacity, developing a culture of innovative quality, implementing school-based management (SBM), engaging the community, and managing facilities that support optimal learning; (4) The impact of performance-based school principal leadership is evident in improved learning quality, school community motivation, discipline, academic achievement, and innovation; (5) Challenges in performance-based leadership include limited resources, diverse teacher motivation, resistance to innovation, and heavy workloads, which are addressed through routine evaluations, effective communication, and conflict and time management strategies

Abstract

This study aims to describe the implementation of policies, analyze decision-making mechanisms, and describe their contribution to the development strategy of the Islamic Education Management Study Program (MPI) at STAI Sangatta, East Kutai. The research used a descriptive qualitative approach. Study program leaders, lecturers, educational staff, and students were selected through purposive sampling. Data were collected using semi-structured interviews, participant observation, and document analysis. The Miles and Huberman interactive model was used to process the data. The findings indicate that policy implementation has been incorporated in the curriculum, academic activities, research, and community service. However, limited resources have constrained its effectiveness. Decision-making is done through lecturer meetings and deliberation forums. Yet, participation is unequal due to leadership dominance and low student involvement. Consistent policy implementation and participatory decision-making have contributed significantly to the development strategy of the MPI Study Program. These efforts have strengthened curriculum alignment, enhanced lecturer competence, and expanded research and community engagement initiatives. However, their impact has not yet been optimal due to limited human resources and unequal participation in decision-making. The findings suggest that the success of the study program's development strategy depends on the integration of effective policy implementation with inclusive governance practices that ensure shared responsibility, transparency, and sustainable academic improvement.

Abstract

Education serves as a foundational pillar in developing learners’ potentials to become individuals who are faithful, ethical, competent, creative, and responsible, as mandated by Indonesia’s Law No. 20 of 2003. In response to evolving educational needs, the curriculum has continuously undergone reforms, culminating in the introduction of the Merdeka Curriculum. This curriculum emphasizes student-centered learning, flexibility, and the strengthening of the Profil Pelajar Pancasila. This study aims to analyze how the implementation of the Merdeka Curriculum across various educational levels influences learning innovation. Using a literature review approach, the study synthesized findings from national and international publications focusing on curriculum reform, project-based learning, teacher competency development, and the Merdeka Belajar Kampus Merdeka (MBKM) policy in higher education. Abstract

Penelitian ini bertujuan untuk menganalisis penerapan keamanan dan manajemen data pada sistem informasi sekolah di era transformasi digital, dengan fokus pada upaya perlindungan data pendidikan serta efektivitas tata kelola digital. Metode yang digunakan adalah pendekatan kualitatif deskriptif berbasis data sekunder, yang bersumber dari laporan Badan Siber dan Sandi Negara (BSSN), publikasi Kementerian Pendidikan Dasar dan Menengah (Kemendikdasmen), serta publikasi ilmiah terkait kasus kebocoran data di sektor pendidikan Indonesia periode 2019–2023. Data dianalisis menggunakan kerangka kerja Confidentiality, Integrity, and Availability (CIA) Triad dan Data Governance Principle untuk menilai penerapan prinsip keamanan informasi dan tata kelola data di lingkungan sekolah. Hasil penelitian menunjukkan bahwa masih terdapat kelemahan signifikan dalam perlindungan data, terutama akibat kelalaian internal, kurangnya kebijakan keamanan yang komprehensif, serta lemahnya pengawasan terhadap sistem digital pendidikan. Dua aspek utama yang ditemukan berperan penting dalam memperkuat sistem keamanan informasi sekolah adalah kebijakan backup data yang berlapis dan terjadwal, serta manajemen akun pengguna berbasis role-based access control (RBAC). Penelitian ini berkontribusi dalam memperkaya literatur mengenai manajemen keamanan data pendidikan di Indonesia dan memberikan rekomendasi strategis bagi sekolah untuk membangun sistem informasi yang aman, akuntabel, dan berkelanjutan.

Abstract

This study aims to analyze the effectiveness of data-driven school policies in improving student literacy and numeracy outcomes at SMP Negeri 1 Anggana through a targeted intervention program. The primary focus of this study was evaluating the impact of supplemental numeracy tutoring provided to 45 selected students in preparation for the Computer-Based National Assessment (ANBK). The results showed that the school's numeracy achievement increased significantly from 60% in 2023 to 84.44% in 2024, reaching the Good category (95.56%) in 2025. Furthermore, the Chromebook-based literacy program and the School Literacy Movement also boosted literacy achievement to 95.56% in 2025. These findings demonstrate that technology-based interventions and intensive tutoring are effective in strengthening students' basic competencies. However, the program's limited reach, which only covers a subset of students, still creates gaps in achievement. Therefore, expanding access and program equity are priorities to ensure equitable learning for all students. The research results show that data-driven interventions and intensive mentoring significantly improve students' basic competencies. However, the effectiveness of the policy still needs to be strengthened in terms of equity, as some programs still focus on specific student groups. Therefore, expanded access and program sustainability are needed to ensure that all students receive equal and sustainable learning opportunities. ABSTRAKPenelitian ini bertujuan untuk menganalisis efektivitas kebijakan sekolah berbasis data dalam meningkatkan capaian literasi dan numerasi peserta didik di SMP Negeri 1 Anggana melalui program intervensi yang terarah. Fokus utama penelitian ini adalah evaluasi dampak bimbingan belajar tambahan numerasi yang diberikan kepada 45 siswa terpilih dalam menghadapi Asesmen Nasional Berbasis Komputer (ANBK). Hasil menunjukkan bahwa capaian numerasi sekolah meningkat signifikan dari 60% pada tahun 2023 menjadi 84,44% pada tahun 2024, dan mencapai kategori Baik (95,56%) pada tahun 2025. Selain itu, program literasi berbasis Chromebook dan Gerakan Literasi Sekolah juga mendorong peningkatan capaian literasi menjadi 95,56% pada tahun 2025. Temuan ini menunjukkan bahwa intervensi berbasis teknologi dan bimbingan intensif mampu memperkuat kompetensi dasar siswa secara efektif. Namun, keterbatasan sasaran program yang hanya mencakup sebagian siswa masih menimbulkan kesenjangan capaian. Oleh karena itu, perluasan akses dan pemerataan program menjadi prioritas untuk menjamin keadilan pembelajaran bagi seluruh peserta didik.  Hasil penelitian menunjukkan bahwa intervensi berbasis data dan pendampingan intensif mampu meningkatkan kompetensi dasar siswa secara signifikan. Namun, efektivitas kebijakan masih perlu diperkuat dalam hal pemerataan, karena sebagian program masih berfokus pada kelompok siswa tertentu. Oleh karena itu, perlu perluasan akses dan keberlanjutan program agar seluruh peserta didik memperoleh kesempatan belajar yang setara dan berkelanjutan.

Abstract

The Acting School Principal faces the challenge of increased responsibilities. This is especially true for teachers who are given the additional task of serving as acting school principal. This challenge can affect their work motivation because their workload increases, which also means their responsibilities grow. Such conditions can impact the effectiveness of the leadership management function due to the work motivation of an acting school principal who is temporarily filling the position. This study uses a qualitative method with a case study design aimed at understanding how acting school principals interpret their roles, the strategies they use to manage the school organization, how management functions are applied, and how motivation influences daily leadership actions. The results show that the Acting Principal of SMA Negeri 02 Tenggarong has high motivation in carrying out leadership functions, performs responsibilities by implementing management functions (planning, organizing, actuating, controlling), and there are supporting and inhibiting factors in carrying out their duties.

Abstract

Introduction: The urgency of research focused on educational human resource management aims to uncover and understand the meaning of experiences of unprofessional educational human resource management that undermine the quality of learning, thereby providing a more comprehensive understanding of the phenomenon of bilingual schools in East Kalimantan. Method: Systematic literature review with keywords relevant to the research focus. Result: By focusing on the meaning of experiences of unprofessional educational human resource management, this research makes a comprehensive contribution. Discussion: A phenomenological approach is relevant and essential because it allows researchers to explore the meaning of experiences of unprofessional educational human resource management into a dimension that cannot be captured by quantitative surveys or structural case studies. As demonstrated in the literature on teacher identity, professional identity is strongly influenced by organizational processes, recruitment, and development. This gap underscores the urgency of in-depth studies to reconstruct an understanding of how professionalism is practiced.

Abstract

This study aims to analyze the implementation of educational human resource management (HRM) and its role in enhancing teachers’ professional competence in schools. In the current era of educational transformation, effective HRM is essential to ensure that teachers continuously develop their professional capacities in line with institutional goals and technological advancement. The research employed a descriptive qualitative approach, involving principals, teachers, and supervisors from five public schools in City Samarinda. Data were collected through in-depth interviews, field observations, and document analysis, and were analyzed using the Miles and Huberman interactive model, consisting of data reduction, data display, and conclusion drawing. The findings reveal that educational HRM contributes significantly to teacher professionalism through three primary dimensions: 1. systematic career planning and competency-based professional development, 2. continuous training, mentoring, and academic supervision, and 3. transparent and fair performance evaluation and reward systems. Supporting factors include visionary and participatory leadership, collaborative organizational culture, and policy support from educational authorities. However, budget constraints, insufficient training facilities, and low teacher motivation remain as barriers to optimal HRM implementation. The study concludes that strengthening integrated, adaptive, and data-driven HRM practices particularly those aligned with digital transformation is crucial to fostering teachers’ professional competence and enhancing educational quality. Educational HRM should not be viewed merely as an administrative function but as a strategic and transformational framework for building a professional, innovative, and sustainable learning environment in the twenty-first century.
