Abstract

Bureaucratic simplification is part of the national bureaucratic reform that aims to create an effective, efficient, and professional government. One form of implementation is the equalization of administrative positions into functional positions. In the Institute of Domestic Government, this policy began to be implemented in 2020 by equalizing 137 administrative positions into functional positions. However, many functional officials resulting from the equalization still have difficulty in carrying out their new duties. This study aims to evaluate the implementation of the policy of equalizing administrative positions into functional positions at IPDN. In addition, this study also identifies supporting factors, obstacles, and efforts made to overcome them using a qualitative approach and the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam. Data were collected through in-depth interviews, observations, and documentation, and analyzed using NVivo software. The evaluation results show that this policy has a strong foundation and supports the bureaucratic reform agenda and is relevant to IPDN's objectives, but still faces challenges in the input aspect, such as limited resources, lack of training, and inadequate work guidelines. In terms of process, policy implementation is hampered by weak coordination between units, minimal monitoring and evaluation, and low employee involvement in decision making. Although in the evaluation of this policy product it has a positive impact on employee professionalism and satisfaction, the effectiveness of its implementation is still not optimal due to mismatched tasks and increasing administrative burdens.

Abstract

The high harmonic content in the electrical load or in the power distribution system can result in worse power quality, lower system power factor, distorted system voltage waveform, increased power losses in the system, overheating of the transformer, and inefficient use of electrical energy. So that it can reduce the efficiency of the transformer. The purpose of this study is to analyze the effect of harmonics on a distribution transformer with a capacity of 2500 kVA using a quantitative data collection method, namely primary and secondary data collection. This study offers an integrated approach that includes harmonic measurements and analysis of direct impacts on the efficiency of a 2500 kVA distribution transformer in the context of the automotive industry, which has not been widely reported in the national literature. Based on the results of measurements and calculations on the transformer, the Total Harmonic Distortion Current (THDI) value is + 9% which exceeds the permissible value of 8% while the Total Harmonic Distortion Voltage (THDV) value is + 2% in accordance with the permissible limit of 5%. The analysis results obtained that due to the presence of harmonics in the electrical distribution system, the distribution transformer experienced a decrease in its efficiency value by 2%, which was originally without harmonics the transformer efficiency was 98.8% and due to the presence of harmonics the transformer efficiency became 96.8%. The combination of real-time harmonic measurements and calculations in the industry not only offers technical advantages, but also strategically supports efficiency, reliability of the electrical system, and smarter data-based decision making.

Abstract

This research aims to determine the influence and causes of the fading use of the Tolaki language among teenagers in Sampara District in Konawe Regency. The selection of informants in this research used purposive techniques. This research uses Bronislaw Malinowski's theory of Cultural Diffusion (1944). The data collection technique used in this research is field research techniques using observation and in-depth interviews. This research is qualitative research using ethnographic research methods. The results of this research show that: First, there are several things that make the teenagers there unable to speak Tolaki, namely because of several external and internal factors. The internal factor is the family. Meanwhile, external factors are school and playmates. Second, because of their childhood habits, most of them are not taught from childhood, which makes it difficult for them to know their own regional language. This means that the teenagers there no longer use the regional language Tolaki but use the common language Indonesian.
