Abstract

Purpose of the study: This study examines Islamic character education strategies implemented to prevent bullying behavior at Madrasah Aliyah Baitul Arqam, Aceh Besar. Methodology: A qualitative case study design was employed involving 15 informants, including the school principal, Islamic Religious Education teachers, guidance and counseling teachers, and students. Data were collected through in-depth interviews, participant observation, and documentation, and analyzed using descriptive qualitative techniques supported by triangulation. Main Findings: The findings indicate significant qualitative outcomes, including positive behavioral changes among students, increased awareness of the psychological and social impacts of bullying, stronger internalization of Islamic moral values, and a noticeable reduction in bullying incidents. Islamic character education is systematically implemented through teacher role modeling, religious habituation, moral instruction, and Islamic-based disciplinary practices. These mechanisms cultivate empathy, self-regulation, mutual respect, and a sense of safety within the school environment. Novelty/Originality of this study: This research introduces an integrative Islamic preventive model that combines character education and Islamic conflict resolution such as nasihah, musyawarah, and spiritual guidance as an effective framework for bullying prevention in Islamic secondary education.

Abstract

Bureaucratic reform has become a central agenda in public administration, yet implementation outcomes remain uneven, especially in decentralized systems where local governments translate national reform mandates into practice. This article examines how institutional constraints shape bureaucratic reform implementation in Konawe Selatan Regency, Indonesia. Using a qualitative evaluative case study, the analysis draws on documentary evidence from the assessment of the 2015–2019 reform cycle and the formulation of the 2020–2024 bureaucratic reform roadmap, complemented by five semistructured interviews with anonymized key informants (I1–I5) involved in reform coordination, human resource management, performance monitoring, and policy advisory functions. Findings indicate that reform underperformance is driven less by the absence of policy than by interconnected institutional misalignment across four dimensions. Regulative constraints emerged through policy incoherence and limited operational guidance, producing interpretive variation and compliance-driven implementation. Structural constraints reflected fragmented reform machinery and discontinuous coordination, weakening sustainability across staffing changes. Capacity constraints involved limited competence in performance-based management and uneven technological readiness, contributing to the persistence of procedural routines. Political constraints were evident in weak reform ownership and limited leadership innovation, allowing reform to remain a routine administrative agenda rather than a strategic governance priority. The study contributes by reframing local bureaucratic reform failure as an institutional alignment problem rather than a managerial deficiency. Practically, it suggests that local governments should govern reform as a sequenced institutional alignment strategy—strengthening roadmap intelligibility, institutionalizing coordination, prioritizing capability-building, and sustaining political ownership to shift reform from symbolic compliance toward durable governance improvement.

Abstract

The purpose of this research is to find out how the competence and instructional strategies of teachers in improving the quality of student learning. The method used is library research, in the form of literature review of relevant sources from books and research journals. The research results obtained information that teacher competence, pedagogic abilities and teacher motivation to students are components that play an important role in improving the quality of student learning, which ultimately determines the ability of teacher instructional strategies. The conclusion of a teacher's professionalism can be seen in his ability to apply instructional strategies in learning. Abstract

This study aims to assess the evaluation of apprenticeship programs using the Kirkpatrick evaluation model at PT Jambi Prima Coal. This study used a quantitative method with a gradual pre- and post-test evaluation approach to apprentice participants at four levels, namely 1) the level of satisfaction of the participants with the implementation of the training, as measured by a questionnaire for the participants; 2) the participants' level of understanding of the training material, as measured by the pre-test and post-test questions for the participants; 3) changes in the work behavior of the training participants after returning to work, as measured by a questionnaire for the participants' superiors and subordinates; 4) the impact of changes in the work behavior of the training participants on the company's productivity level, as measured by the reduction in waste due to decreased absenteeism and tardiness of staff led by the training participants. The first three levels of data are processed using Kirkpatrick's weighting formula. The results of the evaluation show that the satisfaction level of the participants ranges from 77-83%. The pre-test average value was 46.58%, while the post-test average value was 58.50%. Of the 20 participants, 16 people had better work behavior according to their superiors, and all of them according to their subordinates. The data shows that there is no decrease in the lateness rate but there is a decrease in the absenteeism rate. In conclusion, the satisfaction level of the training participants showed a positive reaction, most of the participants showed an increase in understanding of the material, most of the training participants were quite able to apply the training material well in the workplace and there was a decrease in absenteeism which had an impact on saving the company. Abstract

ABSTRACT The purpose of this research is to describe the importance of considering the capacity of the number of students in the learning process so that the learning process becomes effective. This study uses the literary method, by exploring theoretical studies and expert opinions and looking for literature reviews as material for analysis to draw conclusions. The conclusion of this study is that effective learning is a process of producing students' absorption of learning material and changes in student behavior that are useful for their lives. The success of learning is not only focused on student achievement academically which is symbolized by numbers but also concentrated on how to make students smart, well-behaved and broad-minded. The number of students can affect the task-oriented classroom climate, increase student participation in class, make it easier for teachers to monitor students and achieve learning goals properly and according to plan. Conclusion, an important factor in effective learning is class organization including the number of students in one class, a number that is too large is less effective in achieving learning goals.
