Abstract

The enactment of Government Regulation (GR) No. 28 of 2025th on Risk-Based Business Licensing has not been automatically followed by regulatory adjustments at the regional level nor by improvements to the electronically integrated licensing system (Online Single Submission). This condition has legal implications for the validity of business licenses and has hindered the delivery of licensing services administered by the Investment and One-Stop Integrated Services Office (DPMPTSP) of Central Sulawesi Province. This research aims to examine the extent of the juridical implications of the implementation of The enactment of Government Regulation on the legitimacy and authority of the Head of DPMPTSP in administering licensing services in Central Sulawesi. This study employs normative legal research, using a statutory approach, and a conceptual approach, which are analyzed and presented prescriptively. The findings indicate that the enactment of GR No. 28 of 2025 does not affect the institutional authority of the Head of DPMPTSP; however, its substantive authority related to types of licenses, including licensing norms, standards, procedures, and criteria, requires adjustments to the Governor’s Regulation in conformity with GR No. 28 of 2025 in order to ensure legal legitimacy.

Abstract

Frozen boneless milkfish is an innovative processed fishery product with high economic value, but product quality must be maintained to ensure food safety and competitiveness in the market. This study aims to analyze the suitability of frozen boneless milkfish quality at XYZ SMEs using the Statistical Process Control (SPC) approach. The quality parameters observed include sensory tests (color, aroma, taste, and texture), microbiological tests in the form of Total Plate Count (TLC), and measurements of the core temperature of the fish. The study used two storage methods, namely freezer and cold storage, with three storage periods (7, 14, and 21 days) and each was carried out three times. The results showed that all samples met the sensory quality standard with a value of ≥7, the core temperature of the fish was in the range of ≤–18°C, and the TLC value was still below the maximum limit of SNI, which is ≤5×10⁵ colonies/g. However, the results of the SPC analysis using the X-chart and R-chart control charts showed several points outside the control limits, indicating that the production process was not yet fully statistically stable. This indicates that although product quality generally meets standards, variations in the production process still need to be controlled to maintain quality consistency between batches. Therefore, the implementation of continuous quality control and production process improvements are essential to improve process stability and product quality of frozen boneless milkfish.

Abstract

The aim of this study was to determine the effect of substituting concentrate using azolla flour (Azolla microphylla) in rations on the quality of native chicken semen. 10 adult male native chickens were used in this study as replications. Chickens were kept in individual cages with feed containing concentrate (P0) for 2 weeks then the semen was evaluated. Furthermore, they were kept for 2 weeks given a ration with azolla flour (P1) as a substitute for concentrate. Semen was collected by massage method and evaluated macroscopically and microscopically. Macroscopic research parameters were volume, color, pH, and consistency of semen, while microscopic parameters were motility, viability, abnormality and concentration of spermatozoa. This study used a paired T test with 2 levels of treatment, namely before azolla flour substitution (P0) and after azolla flour substitution (P1). The results showed that azolla flour substitution in rations was able to increase spermatozoa motility significantly (P <0.05) up to 88%. While other parameters showed that there was no difference in semen quality (semen volume, semen color, semen consistency, semen pH, spermatozoa viability, spermatozoa abnormalities and spermatozoa concentration) after administration of azolla compared to before administration of azolla (P>0.05). The semen quality obtained was semen volume 0.18-0.23 ml, milky white semen color, thick semen consistency, semen pH 7.47-7.58, spermatozoa viability 91.5-93%, abnormalities 10.2-19.7% and spermatozoa concentration 2.47-2.9 billion/ml.

Abstract

Antimicrobial-resistant Escherichia coli is widely used as an indicator organism in antimicrobial resistance (AMR) surveillance, with most studies focusing on livestock. However, AMR in companion animals, particularly exotic pet species in Indonesia, remains poorly explored. This preliminary study aimed to presumptively detect resistant E. coli in pigeons, civets, and iguanas housed in pet shops located on Seutui’s main road in the city of Banda Aceh, Indonesia. A descriptive cross-sectional study was conducted to collect 15 fecal samples from pigeons (n = 9), civets (n = 3), and iguanas (n = 3) kept in three pet shops from June to July 2025. E. coli isolates were confirmed using Eosin Methylene Blue agar (EMBA). Antibiotic susceptibility testing (AST) was performed using the Kirby–Bauer method against five antibiotics: cephalothin (CEP, 30 μg), sulfamethoxazole/trimethoprim (SXT, 25 μg), ciprofloxacin (CIP, 5 μg), tetracycline (TE, 30 μg), and chloramphenicol (CHL, 30 μg). Presumptive E. coli positivity was confirmed in 46.67% (7/15) of the fecal samples. Species-specific positivity rates were 44.44% (4/9), 33.33% (1/3), and 66.67% (2/3) in pigeons, civets, and iguanas, respectively. The multidrug resistance (MDR) profile across all isolates was 85.71% (6/7). Species-specific MDR was observed in 75.00% (3/4) of pigeon-derived isolates and 100% of both civet-derived (n = 1) and iguana-derived isolates (n = 2). In conclusion, multidrug-resistant E. coli was detected in pigeons, civets, and iguanas housed in pet shops. A One Health approach and mitigation framework should be implemented to control AMR in pet shops and other relevant veterinary settings.

Abstract

Nilai koefisien gaya kepemimpinan sebesar 0,776 menyatakan jika terjadi peningkatan gaya kepemimpinan sebesar satu satuan, maka kepuasan kerja akan mengalami peningkatan sebesar 0,776 satuan. Semen Tonasa Tbk.

Abstract

Nickel mining activities have been identified as a factor in insect biodiversity degradation. This study aimed to evaluate insect community parameters, including species, diversity, abundance, and evenness, by comparing post-mining and natural land in Amonggedo District, Konawe Regency. Sampling was conducted using sweep net, pitfall trap, and light trap methods. The findings showed a significant decrease in species richness in the post-mining land (4 orders, 6 families, 11 individuals) compared to the control land (6 orders, 11 families, 104 individuals). Although both locations had a moderate diversity index (H’) (1.55 vs. 1.72), the post-mining land recorded a higher evenness index (E) (0.86), indicating a more balanced distribution between families but with a much lower population. Dominance shifted from Ectobiidae in the natural land to Crambidae and Scoliidae in the post-mining area, confirming a transformation in community structure due to the impact of nickel mining.

Abstract

Sharia marketing strategies in micro, small, and medium enterprises (MSMEs) have received attention in several studies, but research that specifically discusses the integration of the marketing mix (4P) with the functions of sharia business management (POAC) in facing modern market competition remains limited. This study aims to analyze the implementation of sharia marketing strategies and their management from the perspective of sharia business management at Toko Ikhlas MSME in Nagari Koto Baru, IV Nagari Subdistrict, Sijunjung Regency. This study employed a qualitative approach with a case study design, involving the main informants, namely the business owner, employees, and customers selected through purposive sampling. Data were collected through in-depth interviews, direct observation, and documentation, and were then analyzed using interactive analysis techniques through the stages of data reduction, data presentation, and conclusion drawing. The results showed that Toko Ikhlas had implemented sharia marketing strategies through the marketing mix, which includes product, price, place, and promotion, adjusted to community needs and sharia values such as honesty and justice. In addition, the functions of sharia business management, which include planning, organizing, actuating, and controlling, had been implemented, although they were still simple and had not yet been formally documented. These findings contribute to the development of sharia business management theory and broaden understanding of sharia marketing practices at the MSME level. The conclusion of this study affirms the importance of integrating sharia marketing strategies with systematic business management in facing modern market competition, while also indicating the need to enhance the use of digital technology and business planning among MSME actors.
