Abstract

Technological innovation continues to develop, but many remote areas in Indonesia still experience limited internet access. This digital divide has an impact on economic development, especially for local entrepreneurs who rely on technology to grow their businesses. This article examines the potential of offline internet as an innovative solution that enables entrepreneurs in remote areas to overcome internet access constraints, create new opportunities, and drive local economic growth. By utilizing local networks, such as mesh networks and peer-to-peer communication, the offline internet allows entrepreneurs to stay connected, exchange information, and carry out business transactions without having to be directly connected to the internet. This technology provides space for the development of micro, small, and medium enterprises (MSMEs) in remote areas, allowing them to expand markets, accelerate business growth, and increase productivity. This study uses a descriptive qualitative method by conducting a literature review of research articles and books. The results show that offline internet innovation is able to reduce dependence on conventional internet infrastructure, while opening up access to information and markets for entrepreneurs in remote areas. On the other hand, there are still challenges in terms of technology education and the development of adequate local infrastructure to support the adoption of this technology. This article emphasizes the importance of government and private sector support in encouraging the spread of offline internet technology, especially in 3T (Disadvantaged, Frontier, and Outermost) areas. This innovation, if supported by the right policies, has the potential to become a driving force for digital entrepreneurship in remote areas, as well as bridge the digital divide that has been the main obstacle in local economic development.

Abstract

Early marriage remains a public health problem in developing countries, including Indonesia. Adolescents who marry before the age of 18 are at higher risk of pregnancy complications and low utilization of quality antenatal care (ANC) services. This study aims to evaluate the impact of early marriage on the quality of midwifery care in antenatal care (ANC) services, and to provide evidence-based prevention policy recommendations. This study is a systematic literature review (SLR) of articles published in the last five years (2019–2024) and retrieved from five electronic PubMed, ScienceDirect, SpringerLink, EBSCOhost, and ProQuest. The selection process followed the PRISMA 2009 process. Inclusion criteria were determined based on the PICOS approach, and article quality was assessed using the Center for Evidence-Based Medicine (CEBM) critical appraisal tool. Results: A total of three articles met the inclusion criteria. The study was conducted in Nigeria, Pakistan, and Sub-Saharan Africa, using a cross-sectional and retrospective design based on secondary data (DHS and MICS). The results show that early marriage is negatively correlated with the frequency and quality of ANC visits, including delays in the first visit and poor access to skilled health workers. Sociodemographic factors, education, residence, and social security are the main determinants. Early marriage negatively impacts the quality of midwifery care in ANC services. Cross-sectoral policies are needed to prevent early marriage and strengthen youth-friendly midwifery services, particularly in rural areas.

Abstract

Background: Antioxidants are compounds that can protect against oxidative stress caused by free radicals, both from inside the body (endogenous) and outside (exogenous). Many plants have antioxidant properties, including gambling (Syzygium cumini (L.) Skeels). This plant is known to have various bioactive components that can capture and neutralize free radicals; Jamblang fruit has antioxidant activity caused by the content of flavonoid compounds in it. These compounds can be utilized as topical preparations for skin care products. Objective: This study aims to determine the effect of ethanol extract concentration of jamblang fruit (Syzygium cumini (L.) Skeels) on the physical stability of the cream. Methods: This research is conducted in an experimental laboratory. Jamblang fruit extract was obtained using the maceration method using 96% ethanol. The extract was then formulated in the form of a m/a type cream preparation with concentration variations of 1% (FI), 2% (F2), and 3% (F3). The physical stability test of the cream includes viscosity, spread, adhesion, and pH value tests. The data is analyzed to determine the effect of adding extracts and the storage time on the physical stability of the cream. Results: The test showed that an increase in the concentration of ethanol extract from jamblang fruit led to a decrease in pH value, viscosity value, and adhesion and could increase dispersion. It was concluded that the variation in the concentration of ethanol extract from jamblang fruit influenced the physical properties of M/A cream. Conclusion: It can be concluded that the variation in the concentration of ethanol extract of jamblang fruit affects the physical properties of the oil cream in water (M/A). The effects caused include a decrease in pH value, a reduction in viscosity, a decrease in adhesion, and an increase in dispersion. These changes will ultimately affect the physical stability of the cream preparation.

Abstract

This study discusses the evaluation of the governance of the Personnel Information System (SIMPEG) in XYZ Agencies using the COBIT 2019 approach, focusing on the MEA03 and MEA04 domains. The main purpose of this study is to assess the extent to which the personnel system is in accordance with the applicable information technology governance principles and identify aspects that still need improvement. The approach used is a mixed method through the distribution of questionnaires and interviews to employees who play a direct role in the management and supervision of the system. The assessment was carried out based on the 2019 COBIT capability level model and was strengthened by responsibility mapping using the RACI Chart. The results showed that the MEA03 domain was at a level 3 capability level (Established), while the MEA04 domain had reached level 4 (Predictable). Some weaknesses were found in the aspects of documentation, consistency of implementation, and coordination between units that were not fully optimal. In addition, the involvement of leaders still needs to be strengthened so that the evaluation and supervision process runs more effectively. Based on these findings, this study recommends improving governance policies, routine training, and strengthening the capacity of human resources as sustainable steps to improve the effectiveness and efficiency of IT governance systems in local government environments.
