Abstract

The phenomenon of slum areas in several cities is a social dynamic due to high urbanization, limited land, and high land prices. Objectives This study analyzes the effectiveness of sustainable city development in creating SDG's point 11 through eradicating slums from the international regime of the United Nations to apply to national regulations and locus in the city of Palembang. The method used in this study is qualitative, descriptive, and exploratory by analyzing the influence and relationship between variables with empirical testing into a design to explore sustainable urban Development through alleviating slums in Palembang City. Furthermore, the data collection techniques used are literature studies and in-depth interviews with several parties directly related to the study. In this study, using the concept of international regime effectiveness, Arild Underdal has three phases in its implementation. First, output refers to the rules, programs, and organizations set by the PPB regarding the written concept of the SDGs and implemented by Indonesian member countries. Second, the Outcome: Palembang is a city that adjusts and implements these rules to achieve slum alleviation through SDG sustainable city development, point 11; Third,  Impact, the level of success in overcoming the problems that are the basis for the formation of the UN regime regarding Development, where Indonesia has ratified it into a national law to cities in several provinces, including the creation of sustainable city development through sustainable areas and slum-free areas in Palembang City through the synergy of the Ministry of Public Works and Public Works and the Ministry of Environment.

Abstract

Agrarian reform in Indonesia faces complex challenges in the implementation of land registration. This study analyzed 43 national scientific publications related to Complete Systematic Land Registration (PTSL) to understand the dynamics of land policy implementation. Using the literature study method with the theoretical approach of Van Meter and Van Horn, the study explores the factors that influence the success of land registration programs in Indonesia. The results show that PTSL has registered 118,047,564 land plots (93.69% of the national target), with significant achievements but facing challenges, including limited resources, geographical constraints, and variations in implementation between regions. Key success factors include inter-organizational communication, local government support, and community participation. The research recommends improved institutional coordination, resource capacity building, and more comprehensive socialization strategies. The study's findings provide a new conceptual framework for understanding land policy implementation in Indonesia and an empirical basis for developing more effective and equitable agrarian reform.

Abstract

Indonesia's vulnerability to natural disasters significantly challenges local government fiscal management and disaster preparedness. This study examines the relationship between budgetary dependence and disaster risk index on the allocation of contingency expenditures  (BTT) in local governments in Indonesia. This study analyzes how fiscal dependence and regional disaster risk index affect local government decisions in preparing resources to anticipate emergencies. This research is academically relevant because of the limited studies linking fiscal governance and disaster risk in developing countries, particularly Indonesia. The study uses a quantitative approach with correlation analysis of regency/city government budget data throughout Indonesia in 2023. The study's results show that the level of fiscal dependence or the disaster risk index does not entirely determine the allocation of BTT by local governments. Although there is a significant negative correlation between disaster risk scores and unexpected spending allocations, the relationship is weak. This indicates that other factors play a greater role in BTT budgeting decisions. In the context of policy, the results of the study recommend the development of regulations that encourage local governments to allocate unexpected spending budgets proportionally according to the level of risk faced, so that regional fiscal readiness in dealing with emergencies can be more optimal. Academically, this study enriches the literature on fiscal governance in developing countries by including disaster risk variables as an essential factor in regional budgeting.

Abstract

This study examines the implementation of hotel and restaurant tax policies on tourist ships in West Manggarai Regency. This policy aims to optimize the potential of Regional Original Revenue (PAD) from the tourism sector, especially accommodation and restaurant services provided by tourist ships. Hill and Hupe used a reference to policy implementation theory to analyze this problem. Data is collected through document studies sourced from written documents or archives, newspapers, and published and qualitatively analyzed statistical data. The study results concluded that although online tax reporting systems have been implemented to improve efficiency, the realization of tax revenues often does not reach the target. Factors that hinder these achievements include low taxpayer compliance, lack of socialization, limited human resources in supervision, and lack of coordination between stakeholders. This study recommends increasing socialization, technical training for business actors, and strengthening stakeholder coordination to improve policy effectiveness. In addition, strict sanctions are needed for business actors who do not comply, and incentives are provided for those who fulfill their obligations. These findings are expected to be useful for local governments in managing tourism tax potential more optimally.

Abstract

This study analyzes the implementation of household waste management policies in Muara Enim Regency based on the implementation theory of George C. Edwards III, which includes four main variables: communication, resources, disposition, and bureaucratic structure. The background of this research is the increasing volume of household waste that has not been balanced with an effective and sustainable management system. This research employs a qualitative descriptive method, utilizing regional policy documents, field observations, and interviews with relevant parties. The results of the study show that the implementation of waste management policies has not been optimal. Inhibiting factors include a lack of policy socialization, limited transportation facilities and infrastructure, weak coordination between agencies, and low public awareness of independent waste management. Improvement efforts should focus on enhancing cross-sector communication, strengthening the capacity of human resources and facilities, and empowering the community to maintain environmental cleanliness. This research emphasizes the importance of collaboration between the government and the community to realize effective, efficient, and sustainable waste management in Muara Enim Regency.

Abstract

This research aims to find out how the administrative process of official travel at the Secretariat of the Regional House of Representatives of South Sumatra Province. The problem is focused on the administrative process of implementing official travel. To approach this problem, a reference to Max Ammerman's 1998 Root Causal Analysis theory is used. Data were collected through observation and in-depth interviews and analyzed qualitatively. This study concludes that official travel can be carried out by council members as well as civil servants and non-civil servants, and the administrative process of official travel consists of three administrative processes, namely the administrative process of implementing official travel by civil servants and implementation by council members, the administrative process of accountability and the administrative process of payment or disbursement of reimbursement by the treasurer of routine expenses to the executors of official travel. This study concludes that there is one official travel administration process that is considered less effective, namely the accountability administration process, this happens because there are several official travel executors who take a long time to deposit the cost details to the finance department, or this delay is considered not to have implemented South Sumatra Governor Regulation Number 5 of 2021 concerning Guidelines for the Implementation of Official Travel within the South Sumatra Provincial Government chapter ix article 34.

Abstract

Researchers about the world's Muslims have presented a collection of scientific works on halal tourism in many countries. The positive impact of tourism can be seen in terms of social, cultural, environmental, and economic. This article aims to see the trends and impact of the development of research on halal tourism around the world. To approach this problem, bibliometric analysis is used as a method that can map research specialization, and the meta-synthesis method as a technique for integrating data to obtain broader results. This study concludes that there are 25 top countries identified in publications related to halal tourism. The impact of halal tourism is positive on the economic sector, so the results of the literature explain that halal tourism brings foreign exchange, especially in the tourism sector.

Abstract

This reserach aims to find out the anomalous phenomenon in the election of village heads in Kamal village, West Pemulutan District, Ogan Ilir Regency. The problem focuses on anomalies in the election of village heads in Kamal village, West Pemulutan District, Ogan Ilir Regency. In order to approach this problem, social action theory by Max Weber is used as a reference because this theory is able to analyze actions such as what are the driving factors for anomalies in village head elections. Data was collected through documentation and interviews and analyzed qualitatively. This study concludes that the anomaly in the election of village heads in Kamal village, West Pemulutan District, Ogan Ilir Regency, is due to several social actions. The first is instrumental rational action, in the form of strategies used by each candidate for village head, such as conducting outreach to the community and putting up banners. Second, value-oriented rational actions, such as creating a vision and mission. Third, traditional actions in the form of identity politics. Abstract

Handling public complaints is important in public services in Indonesia, including in the field of law enforcement by the Indonesian National Police (Polri). National Police investigators have a crucial role in conducting investigations and investigations into criminal acts involving juveniles, children, and women. However, there are challenges in ensuring the effectiveness of complaint handling to increase public trust. This study aims to investigate the practice of handling complaints by investigators of the Sub-Directorate of the Ditreskrimum of the South Sumatra Regional Police, especially related to cases involving vulnerable groups. The research method used is qualitative with in-depth interviews with investigators and related parties. The results highlight supporting and inhibiting factors in handling complaints and formulate a complaint-handling model that can be applied by investigators to increase public trust. Thus, applying this model is expected to build a fair, responsive environment, and increase public confidence in law enforcement agencies in handling cases involving vulnerable groups.

Abstract

Digital transformation has become the main basis for government agencies to increase the effectiveness of supervision and resource management, including in the context of public security. The Regional Police of South Sumatra, Indonesia, adopted e-government innovations in an effort to increase supervision of the use of organic firearms. This research aims to analyze the implementation of e-government in digital transformation in the regional police force, with a focus on the effectiveness of organic firearms control. The research methods used are documentation analysis, interviews and surveys among police personnel. The research results show that the implementation of e-government has made a significant contribution to increasing the effectiveness of monitoring the use of organic firearms. E-government systems enable more efficient data collection and analysis, enabling more timely and accurate decision-making. In addition, the implementation of e-government also results in greater transparency in the management of organic firearms, strengthening accountability and reducing the risk of misuse. However, challenges faced include the need for adequate technological infrastructure, sufficient training for personnel, and adequate data protection. This research provides valuable insight into how digital transformation, through the implementation of e-government, can increase the effectiveness of organic firearms monitoring and management in the Regional Police of South Sumatra, Indonesia. The implications of these findings can provide a basis for updating related policies and practices at national and local levels, as well as contribute to the literature on digital transformation in the context of public security.
