Abstract

This research analyzes the strategic communication design and implementation of the "Gempur Rokok Ilegal" campaign conducted by the Directorate General of Customs and Excise during 2022–2023, as well as evaluating public awareness levels toward the campaign. The study employed a concurrent mixed methods approach with a constructivist paradigm, integrating the SOSTAC model and McQuail Windahl’s communication framework for qualitative analysis through case studies and in-depth interviews with campaign officials, while the quantitative analysis utilized an online survey of 1,000 validated respondents. Findings reveal the campaign demonstrates a strategic evolution from passive communication to participatory communication that integrates repressive and persuasive approaches. Multi-platform implementation with a dominance of social media achieved high effectiveness scores across three dimensions: affective (4.58), conative (4.55), and cognitive (4.53) on a 5.0 scale, indicating success in building emotional awareness, positive behavioral intentions, and factual understanding regarding illegal cigarettes. Instagram and TikTok effectively reached 66.1% of respondents with optimal exposure frequency, while content integration through news media and institutional accounts created dual credibility that strengthened message legitimacy.

Abstract

In Indonesia’s political history, leadership struggles within political parties are not uncommon. Major parties such as PDIP, PKB, Golkar, PPP, and Hanura have experienced similar internal conflicts. However, the 2022 leadership dispute within the Democratic Party is distinctive because the main actor, Moeldoko, was not a party member but an active government official. This incident represents a new form of political leadership crisis that threatens the integrity of Indonesia’s democratic process. This study aims to analyze the political communication strategies of the Democratic Party’s Strategic Communication Agency (Bakomstra) in rebuilding the party’s electability after the conflict with Moeldoko. Employing a qualitative method, the study applies Suwandi’s (2000) model of political communication strategy, which includes objectives, audience, strategy, tactics, budget, timing, and evaluation. The findings reveal that Bakomstra implemented an open communication strategy through press conferences, media publications, and massive digital campaigns. Social media content was strategically produced to strengthen public support for Agus Harimurti Yudhoyono (AHY) while portraying Moeldoko as a political adversary. This approach effectively restored public trust and improved the Democratic Party’s electability.

Abstract

XYZ is a sports club specializing in swimming and water polo training, primarily focusing on developing young athletes. In the digital era, the club utilizes social media as its main platform to promote services and enhance brand visibility among the public. This study aims to analyze the digital marketing communication strategies implemented by XYZ Sports Club and explore ways to optimize their effectiveness. The research adopts a post-positivist paradigm with a qualitative descriptive approach using a case study method. Data were collected through in-depth interviews with club managers, coaches, and members, as well as observation of digital activities across social media platforms. The findings reveal that XYZ has applied an integrated marketing communication framework encompassing five strategic principles: identification, individualization, interaction, integration, and integrity. However, the effectiveness of these strategies remains limited due to the absence of a structured customer feedback system and insufficient use of digital analytics. The study recommends strengthening data-driven evaluation mechanisms to enhance message personalization and improve the overall effectiveness of digital marketing communication in community sports organizations.

Abstract

Purpose: This study aims to identify key factors affecting millennial farmer’s human resource development and to formulate a strategic development approach using SWOT and Grand Strategy analyses to support food security in Ogan Komering Ulu Regency. Research Methodology: This study employs a mixed methods approach with an explanatory sequential design. Quantitative data were collected through a survey of 94 millennial farmers aged 19–39 years, while qualitative data were obtained through in-depth interviews supported by a SWOT analysis. Quantitative analysis was conducted using multiple linear regression, while strategy formulation applied the Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), SWOT Matrix, and Grand Strategy Matrix. Results: The findings show that formal education, age, access to financing, agricultural extension services, and family support significantly influence millennial farmers’ human resource development, with an explanatory power of 86%. The SWOT and Grand Strategy analyses place the development strategy in Quadrant I (S-O), indicating a progressive and growth-oriented approach emphasizing digital agriculture training, agripreneurship development, digital markets, and institutional collaboration. Conclusions: Millennial farmers in the OKU Regency have good potential to support food security but require stronger digital skills and technology adoption. An aggressive strategy focusing on digital agriculture, financing access, and institutional collaboration is recommended for the future. Limitations: The study is limited by its regional scope and relatively small sample size, which may limit the generalizability of the findings. Contributions: This study provides strategic and empirical insights for policymakers, extension services, and research on developing millennial farmers to strengthen regional food security.

Abstract

This study aims to analyse the potential for collecting swiftlet nest tax in Bantan Subdistrict, Bengkalis Regency, with focus on tax revenue, collection potential, obstacles encountered, and government efforts to optimise revenue. Swiftlet nest tax is a strategic source of Local Own-Source Revenue given the prevalence of swiftlet farming in the coastal area of Bengkalis. This study uses a descriptive method with a qualitative approach through in-depth interviews with the Head of the Technical Implementation Unit (UPT) and the District Revenue Administration staff in Bantan Subdistrict, as well as 20 swiftlet entrepreneurs spread across various villages. The results show that swallow nest tax revenue fluctuated during the 2021–2025 period, influenced by a 50% decline in selling prices and production instability. The potential for tax collection has not been optimally explored due to the gap between self-assessment regulations and field practices, low taxpayer understanding of the applicable rates (10%), and the limited capacity of officers to reach all business units. Efforts made by the local government include socialisation, data collection, implementation of the SIPBUKAS application, and multisectoral coordination. This study recommends the application of progressive rates based on production volume, strengthening tax literacy, and integrating a more inclusive digital system.

Abstract

Coffee commodities are one of the important commodities in the plantation subsector. Most of Indonesia's coffee production is a plantation commodity that is exported to global markets. To address the above issues, the Location Quotient (LQ) analysis is used; LQ analysis is employed to determine basic/superior and non-basic commodities. Based on the research conducted, it was concluded that the LQ analysis of coffee commodities has an index value of 3.45 = LQ > 1, which indicates that coffee commodities in South OKU Regency are basic or superior commodities, meaning that the production sector of coffee commodities can already meet the needs of South OKU Regency.
