Abstract

Credit guarantee institutions play a pivotal role in expanding financial inclusion, particularly for Micro, Small, and Medium Enterprises (MSMEs), which contribute over 60% to Indonesia’s GDP and employ approximately 97% of the national workforce (Kemenkop UKM, 2024). PT Asuransi Kredit Indonesia (Askrindo), a state-owned enterprise under the Indonesia Financial Group (IFG), serves as a key factor in mitigating credit risk and facilitating access to financing through its guarantee schemes. This study critically examines the legal reform of credit guarantee mechanisms in Indonesia by analyzing the regulatory framework governing Askrindo and its ongoing digital transformation. The research highlights regulatory fragmentation across the Insurance Law (Law No. 40/2014), OJK regulations, and Ministry of Finance policies, which often results in operational inefficiencies and legal ambiguities in claim settlement and risk management. Concurrently, Askrindo’s digital initiatives—such as the implementation of e-guarantee platforms, AI-based credit scoring, and integration with national MSME databases—have significantly improved service delivery and data transparency. Empirical data from Askrindo’s annual reports (2020–2024) indicate an 18.7% increase in guaranteed credit volume following digital adoption, with a notable reduction in manual processing time by 42%. However, unresolved legal disputes related to 12.3% of defaulted claims underscore the urgency of harmonizing digital innovation with legal accountability. Interviews with regulators and Askrindo executives further reveal gaps in consumer protection, audit mechanisms, and legal clarity surrounding digital guarantees. Using a law and economics approach, this article argues that Indonesia’s credit guarantee system requires a comprehensive legal reform that aligns regulatory oversight with digital innovation. Important suggestions include creating a single set of laws for digital guarantees, requiring clear information sharing, and adding real-time audit trails to improve accountability and protect MSME beneficiaries.

Abstract

Baluran, sebagai Taman Nasional yang memiliki fungsi melindungi seluruh kehidupan ekologis (termasuk spesies dan ekosistem pendukungnya) menghadapi permasalahan kebakaran hutan setiap tahunnya. Sementara itu menurut penelitian sebelumnya, peristiwa akibat kebakaran hutan menyebabkan tanah bekas lokasi kebaran memiliki kandungan logam berat yang dapat terserap oleh akar tanaman, dan dapat membahayakan fauna yang terlindungi. Salah satu logam berat yang terkandung yaitu Kadmium (Cd) pada tanah kebakaran. Penelitian ini bertujuan untuk mengetahui variasi kandungan logam berat Kadmium (Cd) pada tumbuhan di area terbakar berdasarkan perbedaam waktu terjadinya kebakaran. Adapun waktu terjadinya kebakaran dalam penelitian ini yakni, kebakaran di bulan Juni, Juli dan Agustus Tahun 2019. Jenis penelitian ini adalah deskriptif komparatif. Penelitian ini diawali dengan tahap observasi lapangan, dilanjutkan dengan analisis vegetasi tumbuhan di lokasi terbakar dengan menentukan INP tertinggi, pengambilan sampel data tumbuhan, identifikasi spesimen tumbuhan, dilanjutkan dengan analisis tumbuhan yang dikonsumsi satwa, kemudian yang terakhir dilakukan pengujian logam berat Kadmium yang terkandung. Berdasarkan hasil penelitian kandungan logam berat kadmium pada E. ruderalis merupakan kandungan kadmium tertinggi pada area terbakar pada bulan Juni, sedangkan kandungan kadmium tertinggi pada I. cylindrica merupakan kandungan kadmium tertinggi pada area terbakar pada bulan Juli.

Abstract

This research is based on the phenomenon of maladministration practices in the position of Village Head in Jepara Regency, including service delays and illegal levies, which hinder development and infringe on residents' constitutional rights. The urgency of this research lies in the need for digital transformation as a preventive legal instrument to mitigate the risk of abuse of authority through transparency and systemic accountability. The method used in this study is a quantitative approach using path analysis, complemented by the examination of regional regulations, such as the Jepara Regent Regulation on the Electronic-Based Government System (SPBE), and case studies in Rajekwesi Village. The results of the study show that the implementation of e-Government through the Village Information System (SID) and Siskeudes significantly improves the integrity of village leadership in preventing corruption. In addition to the technological aspect, the value of Jepara's local wisdom, especially the philosophy of Ratu Kalinyamat, has proven effective in moderating the relationship between the digital system and leaders' personal honesty. The conclusion of the study emphasizes that the synergy between strict regional regulations, the standardization of digital procedures, and the internalization of cultural ethics is a fundamental strategy for realizing clean, service-oriented village governance.

Abstract

This study aimed to explore the values of aqidah (Islamic creed) and akhlaq (morality) in Ibn 'Athaillah Assakandari’s Al-Hikam and their role in the spiritual and moral development of contemporary adolescents. Using a qualitative descriptive-analytical approach, data were collected through in-depth interviews with ten purposively selected students actively engaged in Islamic spiritual activities. The findings indicated that key teachings from Al-Hikam including tawhid (divine unity), sincerity, self-reflection (muhasabah), patience, and ma‘rifatullah (gnosis of God) facilitate spiritual transformation by enhancing emotional resilience, moral stability, and a deeper sense of purpose. The study indicated that Sufi-based soul development, as presented in Al-Hikam, offered a relevant and effective pedagogical framework for addressing the psychological and moral challenges of youth in a globalized, digital era. The implications of this study highlight that integrating classical Sufi teachings into formal and non-formal education can enhance not only religious understanding but also emotional resilience, social responsibility, and ethical decision-making among adolescents.

Abstract

This study addresses the limited empirical evidence on the influence of parental motivation on students’ interest in learning Akidah Akhlak, despite the family’s important role in shaping religious character and supporting religious education. It aims to assess students’ perceptions of parental motivation, describe their level of interest in Akidah Akhlak, and evaluate the strength of the influence of parental motivation on that interest among female students at Madrasah Qur’aniyah Al-Husnayain Karanganyar in the 2025/2026 academic year. Employing a quantitative, descriptive-correlational design, the study used total sampling to include all 35 students; data were collected via a Likert-type questionnaire and analyzed using descriptive statistics and Pearson Product-Moment correlation in SPSS 25. The findings show that parental motivation is at a moderately good level (mean = 55.8), while students’ interest in Akidah Akhlak is similarly moderate (mean = 55.5). Correlational analysis indicates a significant positive relationship between parental motivation and student interest (r = 0.592, p < 0.001), with parental motivation accounting for approximately 35% of the variance in interest. These outcomes highlight that both emotional and instructional parental involvement substantially contribute to students’ motivation and engagement in religious learning and open opportunities for follow-up research using mixed-methods or longitudinal designs to explore family involvement dynamics more deeply.

Abstract

This article discusses double/overlapping certificates as land administration defects and examines the parameters for their cancellation according to Government Regulation 18/2021 and Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 21/2020, while also testing how these parameters actually work in practice and court decisions. The objectives of this study are (1) to systematize the normative parameters for the cancellation of duplicate certificates as a "gateway, requirements, and safeguards" for administrative authority, (2) to formulate applicable parameters in the form of indicators of proof used in ATR/BPN practice and litigation forums (PTUN/civil) to determine which certificates should be canceled, and (3) to analyze the legal consequences of cancellation on the status of rights, the control of registration data, and the protection of third parties. This study uses a normative (doctrinal) legal method with a legislative, case, and conceptual approach; primary legal materials include Government Regulation 18/2021, Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 21/2020, as well as chamber/SEMA formulations and relevant decisions; secondary materials are in the form of books and journal articles. The analysis was conducted qualitatively and normatively through the classification of legal materials, interpretation and construction of norms to develop normative parameters, reading of decisions/formulations to develop a checklist of applicable indicators (physical control, good faith, history of rights, procedural compliance, and forum selection), and drawing deductive conclusions. The results of the study show that normative parameters provide a framework for administrative correction, but in their application they shift to become operational parameters that determine the evidence and direction of the settlement forum, especially when there is a transfer of rights, a third party acting in good faith, or a burden of encumbrance. The novelty of this research lies in the systematic mapping and linking of two layers of parameters (normative-applicative) as operational measures for the cancellation of double certificates and their legal consequences in order to be more consistent and predictive.

Abstract

Sriwedari Park in Surakarta is a cultural heritage area that has high historical and social value, but has experienced a prolonged land dispute since 1970. This study aims to analyze the settlement of the land dispute of the former Recht van Eigendom (RvE) Verponding No. 259 between the heirs of KRMT Wirjodiningrat and the Solo City Government. The object of the research is the process of converting colonial land rights into national rights based on the Basic Agrarian Law (UUPA), as well as the legal and policy dynamics surrounding the dispute. The research method used is an empirical juridical approach. The results of the study show that although the process of conversion of rights has been in accordance with the law through the issuance of Building Rights (HGB) No. 22 in 1965, the Solo City Government continues to control the land factually and issue the right of use unilaterally, even though it has been defeated in a series of court decisions to the level of review. Non-compliance with court rulings reflects weak law enforcement and the dominance of local political interests over citizens' property rights. This study concludes that dispute resolution requires political commitment from local governments, intervention from supervisory institutions, and administrative and juridical restitution of rights to heirs.

Abstract

The climatological pattern of rainfall and the occurrence of extreme drought and extreme wet in Indonesia are influenced by monsoon dynamics, topography, and Sea Surface Temperature Anomalies (SSTA) in the Pacific and Indian Oceans. Although studies on extreme droughts in Indonesia exist, none have quantified the spatial frequency of extreme drought and rainfall events. This study aims to determine the frequency and trend of extreme drought and extreme rain in Indonesia during 1995–2024. Gridded precipitation data from the Global Precipitation Climatology Center (GPCC) with 0.5° resolution were used. Frequencies of extreme drought and extreme wet were calculated using the Standardized Precipitation Index (SPI), while trends were estimated from the Poisson Regression slope. Frequency and trend were computed for the grid to represent spatial distributions. SPI results at 3, 6, and 12-month scales show Sumatra, Kalimantan, and Papua experienced extreme droughts 8–12 times, with varying frequencies. Extreme droughts were widespread in eastern Indonesia during the dry season (JJA and SON), with longer persistence in SPI-6 and SPI-12. In contrast, extreme wet events occurred more frequently in western and central Indonesia, during the rainy season (DJF), when the western monsoon transported moisture from the Indian Ocean.

Abstract

Land occupies a strategic position within Indonesia’s legal system, functioning not only as an economic asset but also as a social instrument intended to achieve the greatest prosperity of the people, as mandated by Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia. In the context of infrastructure development, the implementation of social functions of land frequently necessitates land acquisition for public purposes, particularly in transportation projects aimed at reducing traffic congestion and enhancing public welfare. This study aims to analyze land acquisition for the construction of the Waru–Buduran Frontage Road in Sidoarjo Regency, examining its legal basis, governing principles, and underlying legal-political orientation. The research employs a normative juridical method, utilizing statutory and conceptual approaches, supported by empirical data on the implementation of land acquisition at the research site. The findings reveal that the land acquisition process for the Waru–Buduran Frontage Road has been conducted in accordance with the applicable legal framework, particularly Law Number 2 of 2012 on Land Acquisition for Development in Public Interest and its implementing regulations, and is guided by principles of humanity, justice, utility, and legal certainty. Furthermore, policy reflects the local government’s legal politics aimed at accelerating infrastructure development and alleviating traffic congestion while ensuring protection of affected landowners’ rights through fair and adequate compensation. The implications of this study underscore the importance of enhancing public participation, enhancing transparency in compensation valuation, and ensuring the consistent application of land acquisition principles to achieve effective infrastructure development that remains aligned with the rule of law and social justice.

Abstract

Penelitian ini bertujuan untuk mengkaji peranan bukti-bukti arkeologi Alkitab dalam memperkuat dan membangun iman orang percaya di masa kini. Dalam konteks perkembangan zaman yang ditandai oleh kemajuan ilmu pengetahuan dan teknologi, banyak orang percaya membutuhkan dasar iman yang kokoh, bukan hanya berdasarkan pengalaman spiritual, tetapi juga pada fakta sejarah yang dapat diverifikasi. Bukti-bukti arkeologi seperti Prasasti Tel Dan, Gulungan Laut Mati, Prasasti Pilatus, serta reruntuhan Kota Yerikho menjadi penunjang kuat terhadap keakuratan catatan Alkitab. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui studi literatur, wawancara mendalam, dan observasi. Analisis data dilakukan secara tematik untuk mengidentifikasi hubungan antara temuan arkeologis dan keyakinan iman umat Kristen.  Hasil penelitian menunjukkan bahwa bukti-bukti arkeologi berfungsi sebagai verifikasi historis terhadap kebenaran Alkitab, memperkuat kepercayaan jemaat terhadap Firman Tuhan, serta menjadi sarana edukatif dalam pengajaran gereja dan apologetika. Dengan demikian, arkeologi Alkitab memiliki kontribusi penting dalam menjembatani iman dan sejarah, sehingga orang percaya dapat memiliki keyakinan yang lebih teguh di tengah tantangan zaman modern.
