Abstract

Tuberculosis (TB) is a very important and serious public health problem worldwide and is a disease that causes a global emergency. TB is the 13th leading cause of death globally and the leading cause of death from infectious diseases after the Covid-19 virus, even higher than HIV/AIDS. The WHO found that the number of TB patients worldwide reached 10.6 million in 2022. Indonesia is the second-largest contributor of TB cases (10%) after India (27%). The estimated TB incidence in Indonesia in 2021 was 969,000 or 354 per 100,000 population. Deaths due to TB are estimated at 144,000 or 52 per 100,000 population. The Tapanuli Tengah District Health Office recorded 750 TB cases in 2022. For the Pandan Community Health Center, the number of TB cases in 2022 was 38 with 2 deaths. The occurrence of TB is strongly influenced by host and environmental factors. This study aims to identify the risk factors for TB occurrence in the Working Area of Pandan Community Health Center, Central Tapanuli Regency. The outcomes of this study include publications in nationally accredited journals and learning modules. The results of the study indicate that the risk factors for TB occurrence in the Working Area of Pandan Community Health Center, Central Tapanuli Regency, are gender (p value = 0.438, OR = 1.714), knowledge (p value = 0.034, OR = 3.755), and residential density (p value = 0.747, OR = 1.522), ventilation area (p value= 0.045, OR= 6.000), and type of floor (p value= 1.000, OR= 1.144). Meanwhile, factors that are not considered risk factors for TB occurrence in the Pandan Community Health Center Work Area, Central Tapanuli Regency are age (p value= 0.182, OR= 0.306), nutritional status (p value= 0.144, OR= 0.345), and smoking status (p value= 0.211, OR= 0.412). It is expected that future researchers will examine in more depth the variables that are not associated with TB occurrence in this study. Keywords: tuberculosis, risk factors.

Abstract

Education in Indonesia faces major challenges in adapting to technological changes and the demands of the digital era. Traditional leadership models that rely on a single school leader are now considered less effective in managing the complexity of this fast-paced era. Distributed leadership has become a relevant model, where responsibilities and decision-making are not centralized in one individual but shared among principals, teachers, staff, and even students. Through a literature review, this article aims to provide an in-depth understanding of the implementation of distributed leadership in the context of digital-era schooling. The main discussion includes how collaboration and shared responsibility strengthen learning processes and school management, as well as the challenges faced in implementing distributed leadership amid digital transformation, such as infrastructure readiness, teachers’ digital competence, and shifts in school culture. The conclusion indicates that despite significant challenges, technology-driven distributed leadership has the potential to create more collaborative, innovative schools that are better prepared to face digital-era demands.

Abstract

This study aims to determine the inheritance law systems in Aceh (Indonesia) and Pattani (Thailand), two regions with strong historical, cultural, and Islamic backgrounds. Aceh implements Islamic inheritance law integrated into the national legal system through the Sharia Court, while the Muslim community of Pattani practices Islamic inheritance law in a limited manner within the context of Thailand's secular national law. This study employed qualitative methods with a juridical-normative and sociological approach, through literature review, analysis of legislation, and an examination of social practices. The results show that although both regions adhere to the principles of Islamic inheritance law, there are significant differences in their application and formal legal force. In Aceh, Islamic inheritance law has strong legal legitimacy and is recognized by the state, while in Pattani, its application is more cultural and depends on the agreement of families and religious leaders. This research is expected to contribute to the comparative study of Islamic law and an understanding of the dynamics of the application of Islamic inheritance law in Muslim-majority and minority regions.

Abstract

This study examines the professional liability of notaries for drafting Sale and Purchase Binding Agreements (PPJB) in Indonesia, which serve as preliminary contracts when a Sale and Purchase Deed (AJB) cannot yet be executed, but often give rise to legal disputes. Such disputes commonly stem from negligence in verifying the object's legality, weak application of the precautionary principle, and partiality toward one party. Using normative legal research, this study analyses primary, secondary, and tertiary legal materials using descriptive and analytical methods, drawing on statutory, conceptual, and case approaches. The findings show that notaries' professional liability in PPJB transactions rests on five core elements: compliance with positive law, application of the precautionary principle, neutrality, protection of the parties' interests, and observance of professional ethics. Establishing a causal link between notarial acts or omissions and parties' losses requires an integrated evidentiary approach that combines factual and juridical causation, particularly the doctrines of conditio sine qua non and adequate cause. Sanctions must be imposed proportionately, taking into account the degree of fault, the nature of the violation, and its impact, ranging from administrative and ethical sanctions to civil and criminal liability. The novelty of this research lies in formulating an integrative and systematic framework that connects notarial professional standards, causation doctrines, and proportional sanctions within PPJB disputes. This framework clarifies notarial accountability and strengthens preventive legal practice nationwide.

Abstract

The implementation of strategic quality management in zakat institutions is crucial for improving accountability, transparency, and the social impact of zakat fund management. This study aims to analyze the implementation of strategic quality management at the National Zakat Agency (BAZNAS) in Wajo Regency. A qualitative case study approach was used, with data collected through in-depth interviews with the Head of BAZNAS in Wajo Regency, observations, and document review. The results indicate that BAZNAS in Wajo Regency has adopted a strategic quality framework through planning based on the Strategic Plan and Work Plan (RKAT), the implementation of Standard Operating Procedures (SOPs), and a multi-layered monitoring and evaluation mechanism. The leadership acts as a motivator and facilitator using a participatory approach. Challenges faced primarily relate to the on-demand funding model and limited public understanding of zakat. Nevertheless, the implementation of strategic quality has strengthened organizational governance and increased public trust. This study recommends strengthening synergies with local governments and increasing zakat outreach to optimize BAZNAS's role in poverty alleviation

Abstract

Environmental law enforcement against corporations that commit destruction is constrained by the execution of court decisions to carry out rehabilitation or compensation, where business actors do not intend to implement the decision. Therefore, environmental insurance can be a solution to cover compensation for environmental damage to realize legal certainty. The research conducted is normative juridical or research that analyzes written law, jurisprudence, and norms that live in society. The descriptive-analytical approach aims to take systematic, factual, and accurate data on a problem based on applicable laws and legal norms. The results of this study show that the legal basis for environmental insurance is regulated in Articles 42 and 43 of Law Number 32 of 2009 concerning Environmental Protection and Management jo Government Regulation Number 22 of 2021 concerning the Implementation of Environmental Protection and Management. The implementation of environmental insurance is constrained by insolvency problems by corporations who are required to make a recovery due to environmental damage but are not willing to pay compensation costs. Environmental insurance is a preventive and anticipatory effort as a guarantee to repair and restore the environment damaged by activities or businesses, especially plantations, as well as providing certainty in the enforcement of environmental laws following sustainable development goals.

Abstract

Purpose – This study maps stakeholder perspectives on the goals, content, and delivery strategies of Religious Moderation Education (RME) in Indonesian universities, and tests alignment between preferences and current practice. It responds to policy calls to move beyond course‑only provision toward campus‑wide mainstreaming. Design/methods/approach – A cross‑sectional online survey of 500 respondents (200 lecturers, 300 students) from public and Islamic universities used structured Likert‑type questionnaires. Data were analyzed using descriptive statistics and cross‑tabulations. Findings – Respondents strongly endorsed core objectives: strengthening Pancasila‑based civic identity (85%), preventing conflict and radicalism (84%), and bridging religious–non‑religious perspectives (80%). Content priorities centred on interfaith harmony (M = 4.35) and civic‑constitutional values (M = 4.28), with intra‑Islam harmony also high (M = 4.12). Integrated cross‑curricular models received the highest effectiveness rating (M = 4.32) yet were less used than IRE‑only courses (41% vs 68%); campus‑culture programming was also effective (M = 4.05; usage 55%). These figures indicate a misalignment between stakeholder preferences and prevailing practice.  Research implications/limitations – Evidence supports system‑level integration of RME across curricula and campus culture, coupled with lecturer development and assessment. Cross‑sectional, self‑report data limit causal inference and generalizability; longitudinal and implementation studies are needed.         Originality/value – Provides a large‑N, multi‑stakeholder baseline and advances a goals–content–strategy framework not only as a practical policy tool but also as a conceptual contribution to the study of Religious Moderation Education (RME) and contemporary religious education more broadly. By analytically linking normative goals, curricular content domains, and delivery strategies, the framework offers a transferable lens for examining how religious education can balance identity formation with civic pluralism. It also guides institutional audits and policy design for inclusive, effective RME and underscores the need for system-level reforms to enhance the civic and pluralistic impact of religious education in diverse societies
