Abstract

Penelitian tentang Analisis Lembaga Komisi Aparatur Sipil Negara (KASN) Pada Netralitas Aparatur Sipil Negara di Pemilukada 2024 sangatlah diperlukan bagi perkembangan ilmu hukum tata negara khususnya studi Lembaga Negara, pasca muncul berbagai kasus ketidaknetralan Aparatur Sipil Negara (ASN) pada Pemilukada tahun 2024. Tujuan penelitian ini mengetahui peran Lembaga Komisi Aparatur Sipil Negara dan hambatannya dalam penegakan pelanggaran Netralitas ASN. Metode yang digunakan ialah penelitian normatif, yaitu penelitian hukum kepustakaan yang dilakukan dengan cara meneliti bahan-bahan kepustakaan atau data-data sekunder. Abstract

The Aquaculture Village Program is a program initiated directly by the Ministry of Maritime Affairs and Fisheries through Ministerial Regulation No. 47 of 2021 aimed at increasing the production and productivity of fish farming and improving the welfare and income of fish farmers, including in Pasaman Regency. Therefore, effective and appropriate management is essential for its successful implementation. The method in this research is qualitative with a descriptive approach. Data collection techniques through observation, interviews, and documentation. The results of this study found that the Management of the Fisheries and Food Service Office in Implementing the Fisheries Village Program is technically good enough, but not optimal. There are findings in planning on program policies/regulations, namely Ministerial Regulation Number 47 of 2021 which is not clearly guided and tends to only guide Decree Number 64 of 2021, Management of Fish Seed Center infrastructure that has not been maximized because it has not been supported by adequate funding and marketing (market) of superior fish commodities, namely Carp, which has not developed and tends to stagnate because it is influenced by reduced demand for fish in the market, as well as indirect supervision that is not administratively corrected by the Fisheries and Food Service as the implementer of the Aquaculture Village Program. Therefore, it is recommended that the Pasaman Regency Fisheries and Food Service evaluate and take corrective action in supporting the implementation of Aquaculture Village Program

Abstract

ABSTRAK Latar Belakang: Berdasarkan data World Health Organization (WHO) sekitar 2,2 miliar orang mengalami gangguan penglihatan jarak dekat atau jarak jauh. Data American Optometric Association Tahun 2023 kondisi utama yang menyebabkan gangguan penglihatan jarak jauh atau kebutaan adalah katarak (94 juta), kelainan refraksi (88,4 juta), degenerasi makula terkait usia (8 juta), glaukoma (7,7 juta), retinopati diabetik (3,9 juta). Prevalensi Computer Vision Syndrome (CVS) mencapai 64-90% dengan jumlah penderita di seluruh dunia diperkirakan sebesar 60 juta orang dan setiap tahun muncul 1 juta kasus baru. Tujuan: Untuk menganalisis Pengaruh Intervensi Metode 20-20-20 Terhadap Kejadian Computer Vision Syndrome (CVS) pada Pekerja Pengguna Komputer di PDAM Kota Makassar. Metode: Penelitian ini menggunakan jenis penelitian kuantitatif dengan desain penelitian Quasi Eksperimen dengan pendekatan Pre-Post Test with Control Group Design. Teknik pengambilan sampel menggunakan teknik purposive sampling dengan jumlah kelompok eksperimen 22 responden dan kelompok kontrol 22 responden di PDAM Kota Makassar. Data penelitian dianalisis dengan uji Independent Sample T-Test dengan tingkat kepercayaan 95% (α=0,05). Hasil: Hasil uji Independent Sample T-Test menunjukkan terdapat perbedaan yang signifikan keluhan gejala Computer Vision Syndrome (CVS) antara kelompok eksperimen dan kelompok kontrol dengan nilai signifikan ρ = 0,000 (< 0,05). Saran: Diharapkan untuk instansi menerapkan metode 20-20-20 sebagai bagian dari kebijakan Kesehatan dan Keselamatan Kerja (K3) dan pekerja diharapkan secara mandiri dan konsisten menerapkan metode 20-20-20 untuk mencegah berkembangnya Computer Vision Syndrome (CVS) serta menjaga kesehatan mata selama bekerja di depan layar computer. ABSTRACT Background: Based on World Health Organization (WHO) data, approximately 2.2 billion people experience near or distance vision impairment. Data from the American Optometric Association in 2023, the main conditions that cause distance vision impairment or blindness are cataracts (94 million), refractive errors (88.4 million), age-related macular degeneration (8 million), glaucoma (7.7 million), diabetic retinopathy (3.9 million). The prevalence of Computer Vision Syndrome (CVS) reaches 64-90% with the number of sufferers worldwide estimated at 60 million people and 1 million new cases appearing every year. Objective: To analyze the Effect of the 20-20-20 Method Intervention on the Incidence of Computer Vision Syndrome (CVS) in Computer User Workers at PDAM Makassar City. Method: This study uses a type of quantitative research with a Quasi Experiment research design with a Pre-Post Test with Control Group Design approach. The sampling technique used purposive sampling technique with the number of experimental groups 22 respondents and control groups 22 respondents at PDAM Makassar City. The research data were analyzed using the Independent Sample T-Test test with a confidence level of 95% (α = 0.05). Results: The results of the Independent Sample T-Test test showed that there was a significant difference in complaints of Computer Vision Syndrome (CVS) symptoms between the experimental group and the control group with a significant value of ρ = 0.000 (<0.05). Suggestion: It is expected that agencies apply the 20-20-20 method as part of the Occupational Health and Safety (OHS) policy and workers are expected to independently and consistently apply the 20-20-20 method to prevent the development of Computer Vision Syndrome (CVS) and maintain eye health while working in front of a computer screen.

Abstract

Sungai Sebamban dimanfaatkan masyarakat disekitar bantaran sungai untuk keperluan sehari-hari untuk minum, mencuci (pakaian, piring dan lain-lain), mandi dan tempat pencarian ikan. Akan tetapi selian digunakan oleh masyarakat Sungai Sebamban pun berdekatan dengan pertambangan batu bara yang menyebabkan adanya cemaran logam dari hasil proses bongkar muat aktivitas pertambangan. Dilakukan dekstruksi basah terlebih dahulu dengan penambahan HNO3 dan HClO4 pada sampel air Sungai Sebamban selanjutnya dilakukan uji kualittaif dengan perekasi warna NH3; NaOH; KI dan uji kuanittaif dengan menggunakan instrument Spektrofotometer Serapan atom kemudian dilakukan uji Validasi dan Reabilitas. Pada ketiga sampel yang di uji secara kualitatif hasil yang di dapat adalah positif mengandung Logam Tembaga (Cu). pada hasil uji kuantitatif logam Tembaga (Cu) pada pukul 07.00-08.00; 12.00-13.00; 17.00-18.00 wita sebesar 5,25; 16,07; 3,20 mg/L. Diperoleh hasil analisis kadar yang paling tinggi pada pukul 12.00-13.00 wita. Dari hasil analisis di dapat adanya pengaruh variasi waktu pengambilan sampel terhadap kadar kandungan logam berat Tembaga (Cu). Analisis kandungan kadar logam Tembaga (Cu) yang paling tinggi diperoleh pada pukul 12.00-13.00 wita berdasarkan uji analisis kualitatif dengan reaksi warna dan uji kuantitatif dengan menggunakan SSA dan terdapat pengaruh waktu pengambilan sampel terhadap kandungan loham tembaga.

Abstract

Tropical coastal ecosystems possess high biodiversity and play a vital role in maintaining ecological functions, supported in part by the presence of sponges (Porifera) as filter feeders. This study aimed to identify species diversity, calculate ecological indices, and analyze the distribution patterns of sponges in the coastal waters of Labuan Beropa, South Konawe. Field surveys were conducted through sponge sampling at several observation sites, followed by taxonomic identification, calculation of Shannon-Wiener diversity index (H’), evenness (E), dominance (C), and distribution pattern analysis using the Morisita index. Seven benthic sponge species were recorded: Aaptos pernucleata, Aaptos suberitoides, Clathria (thalysias), Haliclona cymaeformis, Hyrtios erectus, Mycale sp., and Xestospongia muta. The highest density occurred in areas with stable rocky substrates, calm currents, and low anthropogenic disturbance, while the lowest density was observed in areas with intense human activities. H’ values were low (0.632–0.735), E values were high (0.748–0.869), and C values were low (<0.3). Distribution patterns were predominantly clumped, with some species exhibiting uniform or random patterns. These findings indicate that habitat physical quality and the degree of anthropogenic pressure are key determinants of sponge community structure. The baseline data generated can be used to support sustainable management and conservation of tropical coastal ecosystems.

Abstract

Poor management and health services bpjs health participation provided by the hospital to patients turned out to cause a lot of losses both hospitals and for patients. The purpose of this study is to determine the factors that affect bpjs patient satisfaction with health services. The design of this study is cross sectional study. The population in this study was all BPJS Non PBI patients in the Inpatient Room of Labuang Baji Hospital. Sampling technique is accidental sampling. The measuring instrument used is a questionnaire sheet. Analysis using multiple linear regression. The results showed that there was an influence between reliability (p = 0.002), empathy (p = 0.000), responsiveness (p = 0.037), assurance (p = 0.000), with the satisfaction of inpatient BPJS Non PBI in Labuang Baji Hospital, Makassar City. While the tangible variable (p = 0.545) had no effect on the satisfaction of BPJS Non PBI patients at Labuang Baji Hospital, Makassar City. Based on the results of the logistic regression test, it shows that the empathy variable is the most dominant variable. Keywords : Patient Satisfaction, Empathy, Hospitalization.

Abstract

School as a place of learning should be a place to develop students' interests and talents. The important thing in developing students' interests and talents is to have an awareness of their interests and talents. This awareness will lead him to strategic choices in the future related to the chosen field of study, a conducive learning environment and the choice of profession according to his interests and talents. Knowledge of these interests and talents needs to be facilitated by schools, parents and the community. This study aims to determine the application of utilizing students' interests and talents in improving student learning outcomes. This type of research includes qualitative research and uses descriptive analysis techniques. The results of this study can be said that the implementation of the utilization of interests and talents is carried out when students register and choose the majors of interest. Students also choose intra and extracurricular activities to support their interests and talents. In addition, students are also asked to fill out a student needs questionnaire as a basis for counseling services. However, at the implementation level, the use of interest has not been accompanied by a special aptitude test to support student interest.

Abstract

This study aims to design and implement a desktop-based e-library application at SMPN 3 Lamasi to simplify the management of library data, including books, borrowing, returning, visitors, and catalog records. The application is also equipped with reporting features that support library administrative needs. The development method used was Research and Development (R&D) with the Waterfall model, which consists of five stages. The first stage, Requirements Definition, involved gathering system requirements through observation, interviews, documentation, and literature review. The second stage, System and Software Design, included system design using Unified Modeling Language (UML). The third stage, Implementation and Unit Testing, involved coding the application with the Java programming language and performing initial testing on each module. The fourth stage, Integration and System Testing, ensured that all application components functioned correctly using the black-box testing method. The final stage, Operation and Maintenance, included deploying the application and maintaining it when errors occurred during usage. After completing all development stages, the application was validated by three experts. The first validator gave a score of 4.86, the second gave 4.56, and the third gave 4.95. The average validation score was 4.77, which falls into the “very good” category. The evaluation results indicated that the application fulfilled functional requirements and operated smoothly without significant errors. In conclusion, the desktop-based e-library application developed in this study successfully meets the operational needs of the library at SMPN 3 Lamasi. All features, including book data management, borrowing and returning transactions, visitor records, catalog management, and reporting, can be accessed and used effectively. Furthermore, the system has been proven to improve the effectiveness and efficiency of library management while supporting digital transformation in school library services.

Abstract

KKN merupakan salah satu bentuk pengabdian kepada masyarakat yang menjadi salah satu tridarma perguruan tinggi yang wajib dilaksanakan oleh semua mahasiswa diperguruan tinggi. Desa Malimbu merupakan salah satu desa di Kecamatan Sabbang Kabupaten Luwu Utara. Program kerja pembuatan infografis mengenai potensi desa Malimbu menampilkan informasi mengenai potensi sumberdaya alam dan budaya yang selama ini belum terekspos secara luas oleh masyarakat luar yang dibuat dengan menampilkan informasi yang didukung oleh dokumentasi dari hasil observasi dan wawancara oleh beberapa tokoh masyarakat. Berdasarkan hasil yang diperoleh bahwa Desa Malimbu mempunyai potensi sumber daya alam berupa kakao serta potensi budaya seperti adanya batu lakumba, batu sitanduk, dan tarian adat makkuranjeng. Melalui infografis yang dibuat, baik masyarakat malimbu maupun masyarakat luar khususnya wisatawan lebih mudah dalam mendapatkan informasi.

Abstract

The aim of this research, first, is to find out what forms of customary sanctions are imposed on perpetrators of palm oil theft in Balimbing Village, Natal District, Mandailing Natal Regency. Second, the level of effectiveness of Balimbing Village customary sanctions in preventing palm oil theft. Third, a review of Islamic law regarding customary sanctions in Natal District for perpetrators of Palm Oil Theft. The method used in this research is a qualitative descriptive method using field data (field research). Balimbing Village, Natal District, in resolving the dispute was resolved according to custom through a deliberation process. Then the palm oil thief is required to apologize to the entire community of Balimbing Village and return the stolen goods or replace them in the form of money according to what he stole, and also in return for his actions he is charged "tulak matah or tulak cooking" to the entire victim's family at home. The applicable sanctions have been effective for the people of Balimbing Village.
