Abstract

Phishing is a type of cybercrime that continues to develop with diverse methods, aiming to manipulate victims for the perpetrators’ personal gain. Its complexity raises legal issues, particularly regarding the alignment of phishing definitions within the framework of cybercrime and the applicable legal norms in Indonesia. This study seeks to analyze the concept of phishing from a cybercrime perspective and to evaluate the extent to which Indonesian legal norms—particularly the Electronic Information and Transactions Law (UU ITE)—accommodate phishing practices. It also examines the effectiveness of existing regulations, including the Criminal Code (KUHP), the Personal Data Protection Law (UU PDP), and sectoral regulations issued by the Financial Services Authority (OJK), the Ministry of Communication and Information Technology (Kominfo), and Bank Indonesia (BI). The research method employed is a literature study, drawing on primary legal sources such as legislation, secondary sources such as scholarly works, and court rulings, including Decision No. 28/Pid.Sus/2021/PN Semapura. The findings indicate that the regulation of phishing in Indonesia is still fragmented and lacks comprehensiveness. Provisions in the ITE Law, such as Article 28(1), are often used to prosecute offenders but do not adequately cover the full scope of modern phishing practices. Similarly, the KUHP, PDP Law, and sectoral regulations focus more on system and consumer protection but do not provide clear legal certainty in addressing phishing. Therefore, regulatory reform—particularly amendments to the ITE Law—is necessary to explicitly and comprehensively regulate phishing in order to ensure legal certainty and stronger protection for society.

Abstract

This study examines the representation of Acehnese cultural identity in Tere Liye’s Hafalan Shalat Delisa through Stuart Hall’s theory of representation within the context of post-tsunami Aceh. Using a qualitative descriptive-analytical approach, the study combines textual analysis of the novel with interview and field observation data from Aceh. The findings show that the novel constructs Acehnese identity primarily through religiosity, spiritual resilience, and social solidarity, positioning faith as the main source of cultural endurance after disaster. However, this representation is selective, privileging moral and religious unity while downplaying the social, ethnic, and cultural plurality of Acehnese society. From a constructionist perspective, the study demonstrates that literary representation does not simply mirror reality but actively produces meaning through processes of inclusion and exclusion. Unlike previous studies that focus mainly on moral or educational aspects of the novel, this research highlights how post-disaster identity is discursively shaped, contributing to a more critical understanding of cultural representation in Indonesian literature.

Abstract

In the last two decades, Information and Communication Technology (ICT) has transformed the education landscape, opening up new opportunities to increase parental involvement in children's education. This study aims to explore how ICT can be used to support parental involvement in children's learning and identify possible challenges and strategies to overcome them. The study was conducted through a comprehensive literature review, collecting and analyzing data from various sources, including peer-reviewed journals, academic conferences, research reports and case studies relevant to the use of ICT in education. The results of the literature show that ICT plays an important role in enhancing parental engagement through communication tools such as email, parent portals, and mobile applications that enable access to educational information and communication between school and home. It was found that enhanced parental involvement through ICT contributes to increased student learning motivation and better educational outcomes. However, challenges such as technology access gaps, lack of digital literacy skills among parents, and privacy and data security concerns were also revealed. Strategies to address these challenges include increased investment in ICT infrastructure, digital literacy training programs for parents, and implementation of strong privacy and security policies.

Abstract

Public sector financial management demands transparency and accountability to realize good governance. However, challenges such as limited human resource competence, weak internal control, and fraud risks remain obstacles in the preparation of government financial statements. This study aims to review the role of financial information systems, internal audit, and investigative audit in enhancing public sector financial accountability. The method used is a Systematic Literature Review (SLR) by analyzing 20 articles published between 2021–2025, consisting of national and international literature selected through databases such as Scopus, Web of Science, EBSCO, Google Scholar, and Portal Garuda. The results show that financial information systems, particularly the implementation of SAKTI, serve as the technical foundation of transparency, but their effectiveness highly depends on user competence and organizational support. Internal audit, through the role of APIP/BPKP, functions as a preventive control mechanism that requires independence and institutional support. Meanwhile, investigative audit functions as a reactive protection instrument against fraud, in which the competence and experience of forensic auditors are dominant factors. The synthesis of the literature confirms that the synergy of these three aspects strengthens public financial accountability while supporting the implementation of good governance principles in state financial management.

Abstract

21st century education demands a more adaptive, creative, and contextual learning approach, especially in improving student literacy. This study aims to examine the urgency of developing locality-based differentiated e-modules as an effort to improve elementary school student literacy. This research employed a quantitative descriptive method focused on exploring needs based on percentage values, supported by the actual learning conditions in elementary schools. Based on an analysis of the needs of students and teachers through questionnaires and interviews, it was found that students and teachers need learning media that are more interesting, relevant to the surrounding environment, and can be adjusted to individual learning styles and abilities. Differentiated e-modules based on local wisdom have the potential to meet these needs by providing a more personal and contextual learning experience. These findings indicate that the development of locality-based differentiated e-modules is very important in order to improve student literacy, enrich learning experiences, and prepare students to face increasingly complex educational challenges. Therefore, the development of technology-based learning media needs more attention in efforts to improve the quality of elementary education in Indonesia. The level of student needs is 76.4 which is included in the need category, and the level of teacher needs is 83.3 which is included in the very need category.
