Abstract

Classification of diabetic retinopathy (DR) based on retinal images is important for early detection, but is often hampered by poor image quality such as noise, uneven lighting, and low contrast. This study analyzes the effect of applying three image filtering techniques, namely Graph Laplacian Filtering (GLF), Graph Convolutional Network (GCN), and Non-Local Means (NLM), on improving the performance of Diabetic Retinopathy classification. The three methods were compared with a baseline model without filtering using VGG16 and evaluated through accuracy, AUC, loss, and image quality metrics such as PSNR, SSIM, MSE, and RMSE.The results showed that graphical and spatial filtering did not always improve classification performance, as VGG16 Fine-Tuning without filtering achieved the highest accuracy of 97.84%. Combinations with NLM, GCN, and Graph Laplacian resulted in lower accuracy due to the smoothing effect that removed important microfeatures on the retina. However, NLM remained effective in reducing noise without disturbing edge structures. These findings confirm that improving image visual quality does not always correlate with CNN accuracy, so preprocessing must focus on preserving diagnostic features.

Abstract

This study aims to design and implement an Arduino Uno and NodeMCU ESP8266-based air quality monitoring system integrated with Telegram as an Internet of Things (IoT)-based automatic notification medium. This system uses MQ-7, MQ-135, and MG811 sensors to detect CO, CO₂, and other air pollutants. The research method is descriptive quantitative with testing at two locations with different activity levels, namely (1) Lebak Bulus Terminal (heavy traffic) and (2) Jl. H. Midar Pondok Pinang (low activity). The results show that CO levels reached 120 PPM at Lebak Bulus Terminal in the afternoon, which is categorized as “unhealthy” based on the Air Pollutant Standard Index (ISPU). The system was able to detect differences between clean and polluted air with 97% accuracy, a response time of 2.3 seconds, and a 98% notification success rate via Telegram. These results indicate that the system operates in real-time, efficiently, and is easily accessible, while also increasing public awareness of air quality and mitigating health risks due to pollution.

Abstract

This study aims to implement the Policy to Reduce Stunting Rates in Muara Jawa Subdistrict, Kutai Kartanegara Regency, and to examine the supporting and inhibiting factors that influence its implementation. This study uses a qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies. The Implementation Framework refers to Edward III's theory, which covers four dimensions of policy implementation: communication, resources, disposition, and bureaucratic structure, adding two additional dimensions, namely supporting and inhibiting factors. The results of the study show that the implementation of the policy to reduce stunting rates in Muara Jawa Subdistrict is driven by a very strong and integrated governance system, supported by factors of communication (very effective and consistent), disposition (high and controlled commitment), and bureaucratic structure (adaptive and convergent). The main strength lies in the authoritative authority of the sub-district head, who has successfully controlled sectoral egos and integrated financial resources quickly through the involvement of the village head (TPPS). However, the overall effectiveness of implementation is structurally hampered by a serious resource deficit. These obstacles include a quantitative deficit of technical human resources (nutritionists/midwives) and volunteers (cadres) who are vulnerable due to high workloads and low incentives, as well as a structural deficit of sensitive intervention facilities (sanitation and clean water) that require large budgets beyond the authority of the sub-district level. Strengthening structural resources, enhancing functional human resource support, and enriching educational communication.

Abstract

This study aims to compare the performance of TF-IDF and Word2Vec feature representations for emotion classification of Tokopedia e-commerce reviews using the LinearSVC algorithm. The dataset used is PRDECT-ID, which consists of 5,400 Indonesian-language reviews labeled with positive and negative emotions. The preprocessing stages include case folding, non-alphabet character cleaning, slang normalization, stopword removal, Sastrawi stemming, and emoji handling. Feature extraction was performed using TF-IDF and Word2Vec, after which the models were trained using LinearSVC and evaluated through 5-Fold Cross Validation and holdout testing. The experimental results show that TF-IDF achieves better performance, with an accuracy of 0.65, a macro-F1 score of 0.645, and a Cohen’s Kappa value of 0.294. Meanwhile, Word2Vec attains an accuracy of 0.58 and a macro-F1 score of 0.540. These findings indicate that TF-IDF is more effective for short and informal texts characteristic of Indonesian e-commerce reviews.

Abstract

Abstract

Regional autonomy in Indonesia aims to increase the efficiency and effectiveness of government administration through decentralization. However, its implementation still faces various challenges, especially in fiscal inequality, the quality of public services, and transparency and accountability of governance. Regional dependence on central transfer funds hinders financial flexibility, while disparities in human and administrative capacity exacerbate development inequality. Other obstacles include a sluggish bureaucracy, low use of information technology, and weak supervision of regional policies, which contribute to the rampant practice of corruption and maladministration. This study uses a normative juridical approach by analyzing Law Number 23 of 2014 concerning Regional Government as well as literature studies to evaluate the effectiveness of local government governance. The results of the study show that improving the fiscal transfer mechanism, optimizing Regional Original Revenue (PAD), digitizing services, and strengthening the supervision system and public participation are strategic steps in increasing the effectiveness of regional autonomy. Policy reform based on good governance and transparency is a key factor in creating an accountable and responsive local government to the needs of the community. With these steps, it is hoped that local governance in Indonesia can run more optimally and sustainably

Abstract

The existence of expanding oil palm plantations is inevitable, as it has contributed significantly to increasing household incomes. However, the continued practice of monoculture oil palm plantations in forest areas poses a critical challenge to the sustainability of the ecosystem. This study aims to analyze farmers’ perceptions and participation in oil palm-based agroforestry management, as well as the relationship. Data collection was conducted through interviews, data were analyzed using a descriptive qualitative approach and a quantitative approach using Chi Square. The variables studied were farmer perception (X) and farmer participation (Y).The study population consisted of members of Forest Farmer Groups (KTH) in the Jangka Benah program a collaborative effort between the Forest Management Unit (KPHP) Unit XVI Tanjung Jabung Barat and the Natural Resources Conservation Agency (BKSDA) of Jambi Province. This program was implemented in Sungai Penoban Village and involved three farmer groups: KTH Anugerah, KTH Bukit Indah, and KTH Tri Jaya Makmur. The results of the study indicate that although farmers generally have positive perceptions, but the farmer participation is very low. The results of the Chi-Square test indicate that there is no significant relationship between perception and participation in Jangka Benah programs (0.406) with a contingency degree of 0.1 (very weak). The main factor influencing this reluctance was concern over potential economic risks, especially the perceived threat of reduced oil palm productivity. In addition, poor growth of intercrops planted three years earlier further hampered participation, ultimately leading most farmers to discontinue agroforestry practices in their oil palm plantations.
From Narrative of Innocence to Theology of Presence: Barthesian Semiotic Analysis on "Aku Ada" by Panji Sakti: Dari Narasi Kepolosan Menuju Teologi Kehadiran: Analisis Semiotika Barthesian pada Lagu ’Aku Ada’ Karya Panji Sakti Haikal, M. Abstract

This study examines the phenomenon of meaning transformation in the song Aku Ada by Panji Sakti, a work that presents a unique anomaly in the landscape of Indonesian Sufi music. Contrary to the general assumption that Sufi works are born from complex adult contemplation, genetic data from this research reveals that the song originated from the author’s spontaneous interaction with kindergarten children. The central problem lies in how a text born from the innocence of “childhood narrative” can transcend into a profound theological text for adult listeners. This study aims to dismantle this semiotic mechanism using a qualitative method with Roland Barthes’ Semiotics approach, supported by exclusive interview data as genetic context. The results reveal three key findings. First, at the connotation level, the children’s impulse to immediately help a friend (“when falling”, “when hungry”) is a pure manifestation of fitrah (innate nature), paralleling the ethics of Futuwwah. Second, at the myth level, the negation of fictional figures (“I am not Superman”) serves as a deconstruction of the “myth of power” and a critique of modern human ego inflation, while affirming the realism of physical presence. Third, the inspiration from the story of Prophet Ibrahim seeking a dining companion provides an intertextual basis for the ambiguity of the pronoun “Aku” (I), where the profane act of sharing food is reinterpreted as God’s manifestation (tajalli) through the availability of His servant. The conclusion confirms The Death of the Author theory, where the author’s pedagogical intent is surpassed by the text’s theological meaning production, proving that the path to gnosis (makrifat) can be found through the innocence of human nature.
