Abstract

This study geared to analyze current problems faced by the One Stop Investment and Integrated Services Offices (Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu/DPMPTSP) in delivering licenses to private sectors and subsequently to construct conceptual models in improving their performance. Respondents of this study are experts and leaders representing Ministries/Institutions, DPMPTSP, Technical Offices, Local Governments, and business actors, which total up to 36 respondents. The data were analyzed through Soft System Methodology (SSM) techniques. The results showed that the improvement of licensing service mechanism is the most relevant effort to support the realization of an integrated investment licensing service. Improved licensing service mechanisms are expected to be able to create more effective and efficient licensing services in terms of time, process, and requirements that have been expected by business actors. Through the application of seven stages of SSM analysis, two action plans for improvement are proposed, namely the improvement of the Online Single Submission (OSS) system and Institutional Improvement. Further research is needed to study the implication of time and cost saving could be made if the new models were implemented.

The Delphi method was used to identify criteria or construct for the research framework, while AHP was used to evaluate and determine the score and priorities of the MSMEs financial performance criteria, business goals, digital economy's alternative products, and fintech penetration strategies. The Delphi method consists of round 1 - to explore the research framework, round 2 - to rank the research indicators, followed by AHP at round 3. The study involves 20 expert panels of MSMEs in greater Jakarta. This study found that the use of digital economy products - particularly fintech will enhance MSMEs' financial performance by increasing sales volume and business profits. It helps them achieving business goals by increasing their revenue and expanding their business. MSMEs need digital payment and mobile banking as vital fintech services. This study also provides strategic guidance to fintech players and government to effectively penetrate fintech products to MSMEs mainly through knowledge dissemination and digital knowledge improvement.

Abstract

This study examines the level of chemical risk literacy among secondary school students residing in industrial areas prone to chemical disasters. The research focuses on SMAN 2 Krakatau Steel Cilegon, located near a chemical industrial zone. The aim is to assess students’ understanding of hazardous chemicals, their preparedness for chemical incidents, and the role of teachers, the Regional Disaster Management Agency (BPBD), and industry in supporting such literacy. Employing a descriptive qualitative approach, data were gathered through interviews, observations, and document analysis. The findings reveal that students’ literacy remains largely theoretical and disconnected from actual environmental risks. Contributing factors include a lack of contextual curriculum, insufficient teacher training, and the absence of joint simulations with BPBD and local industry. This study concludes that a risk-based education approach and contextual assessment are essential to enhance school preparedness for chemical disasters.
