Abstract

The future of project management in the telecommunications industry is not just a distant possibility but a rapidly approaching reality. Driven by unprecedented technological advancements and a complex project environment, this transformation is imminent. This paper explores the development of leadership competencies among project managers in this volatile landscape through a combination of transactional and transformational leadership styles in facing future challenges. Using a scenario planning methodology, the author identifies critical drivers through a PESTLE analysis. The author then employs a 2x2 matrix to categorize environments based on two key uncertainties in the telecommunications industry: project complexity and technological uncertainty. This results in a Telecommunications Project Scenario Matrix, consisting of four future scenarios, namely Stability, Complexity, Innovation, and Disruption Quadrants. These scenarios present distinct challenges and opportunities for project managers, ultimately shaping the leadership competencies required for success in combining transactional and transformational styles. The analysis suggests five leadership development actions. This insight will be valuable for academics and project management practitioners in the telecommunications industry.

Abstract

Islamic religious education is an effort made to develop all human potential both physically and mentally so that the formation of a whole Muslim person. Islamic education places humans as creatures created by Allah SWT. Thus, Islamic religious education is important in shaping the character of students, one of which is an honest character. The aim to be achieved is to find out the relationship between learning Islamic religious education towards students' honest behavior. The research method used is quantitative research by random sampling as a research sample selection technique. School chosen as research is a school that has implemented the 2013 Class 8 curricula in Ibnu Aqil Middle School, Bogor Regency. based on this, 54 students were selected as the study sample consisting of classes A to F, which each class took 9 people as the study sample. Data collection was done using a questionnaire based on a Likert scale assessment. Before being used to collect the data needed in research, the validity of the instrument was tested using SPSS. The results of the study explains that there is a significance of 0,000 less than 0.05 which means (Ho) is rejected, and there is a correlation value of 0.679 which means (Ha) is accepted, which means there is a significant positive relationship between learning Islamic education (variable X) on behavior honest students (variable Y), it can be concluded that learning Islamic education has a significant relationship to honest behavior in Ibn Aqil Middle School, Bogor Regency.

Abstract

Performance measurement in the Secretariat of the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) were not comprehensive and thorough yet, so it is necessary to design a new performance measurement by performance indicators. The approach used is balanced scorecard (BSC). This research was conducted in July-August 2016 using primary and secondary data sources. A number of 53 high officials of the Secretariat of the Ministry of PANRB of echelons I, II, III, and IV were included as the study sample. Data were analyzed with descriptive analysis, crosstab, Chi-square, Eckenrode, and Importance Performance Analysis (IPA). The results showed that a major priority for the BSC was the customer's perspective (10 sub perspectives), followed by internal business (20 sub-perspectives), finance (10 sub-perspectives), learning and growth (20 sub-perspectives). Four perspectives of BSC showed its position on the quadrant of IPA showed at ‘keep up the good work',˜concentrate here'˜possible overkill, and low priority'. In general, the three priority indicators on each perspective shows good performance with a high level of importance. Nevertheless, there are indicators that still having low performance despite its high level of importance, and vice versa.

Abstract

Islamic Divorce is a significant issue not only due to the rising rates of divorce but also because of the complex interpretations of gender and authority that surround it. The dynamics of divorce proceedings in religious courts reveal how legal spaces often become arenas for reproducing unequal power relations between men and women. Previous studies on divorce have mostly emphasized normative, procedural, or legalistic aspects. However, substantive dimensions—such as the role of gender interpretation in reshaping authority within judicial spaces—remain underexplored. To address this gap, this study poses the question: How do gender interpretations influence the formation and reproduction of authority in the practice of Islamic divorce? Using a qualitative approach, the study analyzes data from court ruling documents, interviews with involved parties, and courtroom observations in several religious courts. The findings reveal that legal authority in Islamic divorce is often produced through masculine gender interpretations, which marginalize women's experiences and narratives. Mediation processes, courtroom settings, and the language of legal rulings emerge as three key arenas where male authority is symbolically and structurally reproduced. As such, divorce practices are not merely legal procedures but also symbolic battlegrounds that illustrate the narrowing of social, cultural, and ideological spaces. This study contributes a critical perspective by highlighting gender interpretation as a key variable in the construction of authority within Islamic family law. Therefore, a structural and cultural transformation is necessary to understand divorce not merely as a normative issue, but as a social matter that demands substantive justice and gender equality. Abstrak: Perceraian Islam merupakan isu penting bukan hanya karena meningkatnya angka perceraian, tetapi juga karena kompleksitas tafsir gender dan otoritas yang melingkupinya. Dinamika perceraian yang terjadi di pengadilan agama menunjukkan bagaimana ruang hukum kerap menjadi arena reproduksi relasi kuasa yang timpang antara laki-laki dan perempuan. Studi-studi terdahulu tentang perceraian lebih menekankan aspek normatif, prosedural, atau legalistik. Namun, aspek substantif seperti peran tafsir gender dalam membentuk ulang otoritas dalam ruang peradilan masih jarang dibahas secara mendalam. Untuk mengisi kekosongan tersebut, penelitian ini mengajukan pertanyaan: bagaimana tafsir gender mempengaruhi proses pembentukan dan reproduksi otoritas dalam praktik perceraian Islam? Dengan menggunakan pendekatan kualitatif, studi ini menganalisis data dari dokumen putusan pengadilan, wawancara dengan pihak-pihak yang terlibat, dan observasi persidangan di beberapa pengadilan agama. Hasil penelitian menunjukkan bahwa otoritas hukum dalam perceraian Islam sering kali diproduksi melalui tafsir gender yang maskulin, yang meminggirkan pengalaman dan narasi perempuan. Mediasi, ruang sidang, dan narasi putusan hukum merupakan tiga arena utama di mana otoritas laki-laki direproduksi secara simbolik dan struktural. Dengan demikian, praktik perceraian tidak hanya menjadi prosedur legal, tetapi juga menjadi ruang konflik simbolik yang memperlihatkan penyempitan ruang sosial, kultural, dan ideologis. Kontribusi studi ini terletak pada tawaran perspektif kritis mengenai tafsir gender sebagai variabel pembentuk otoritas dalam hukum keluarga Islam. Oleh karena itu, diperlukan transformasi struktural dan kultural dalam memahami perceraian, bukan semata sebagai persoalan normatif, melainkan sebagai isu sosial yang menuntut keadilan substantif dan kesetaraan gender.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kualitas pelatih dan fasilitas latihan terhadap kepuasan pelanggan pada Akademi Futsal di Kota Cirebon. Latar belakang penelitian ini adalah menginkatkanya minat masyarakat terhadap olahraga futsal serta pentingnya layanan berkualitas dalam mempertahankan pelanggan. Penelitian ini menggunakan metode kuantitatif dengan pendekatan survei. Jumlah responden sebanyak 50 orang yang merupakan peserta aktif dari berbagai akademi futsal di Kota Cirebon. Data dikumpulkan melakui kuesioner yang telah diuji validitas dan reliabilitasnya. Hasil analisis regresi liner berganda menunjukkan bahwa kualitas pelatih berpengaruh signifikan terhadap kepuasan pelanggan, demikian pula dengan fasilitas latihan. Kedua variabel bebas ini secara simultan memberikan kontribusi terhadap peningkatan kepuasan pelanggan sebesar 62,7%. Penelitian ini menunjukkan pentingnya peningkatan kualitas sumber daya manusia dan sarana prasana dalam pelayanan jasa olahraga. Penelitian ini memberikan rekomendasi bagi pengelola akademi untuk memperkuat aspek pelatihan dan fasilitas guna meningkatkan daya saing

Abstract

Digital innovation reshapes disaster preparedness education, with mobile platforms offering accessible learning opportunities. This study examines InaRISK Personal, Indonesia's government-developed mobile disaster education application, addressing the research gap in evaluating digital disaster preparedness tools in developing countries. Using descriptive qualitative content analysis combined with systematic literature review, we assessed the application against established disaster education frameworks (Petal et al., 2008; Paton & Johnston, 2017). Analysis reveals InaRISK Personal provides localized risk assessments, real-time hazard mapping, and personalized mitigation recommendations across four disaster phases. Despite 399,000 cumulative downloads by December 2024, active monthly users declined 18.85%, indicating critical retention challenges. Key barriers include limited digital literacy in Indonesia's context, weak curriculum integration, and absence of gamification features. This study contributes the first comprehensive content analysis of a government-developed disaster education app in Indonesia's high-risk context, providing empirical evidence of the retention paradox, where initial adoption does not guarantee sustained engagement. Findings suggest enhancing teacher training, embedding platforms within curricula, implementing engagement strategies, and strengthening digital literacy programs are critical for maximizing mobile-based disaster preparedness education effectiveness in disaster-prone developing countries.

Abstract

The Law Number 11 of 2020 concerning Job Creation amended 79 laws, including Law Number 5 of 1999 concerning the Prohibition of Monopolistic Practices and Unfair Business Competition. Far from being comprehensive, the Job Creation Law amended the system of law enforcement regarding business competition that had been in place for over twenty years. With a normative method, this research aims to discuss the legal implications of the effectuation of the Job Creation Law regarding the enforcement of the law concerning business competition. This research reveals that Law 11/2020 could lead to a better legal certainty and adequacy of law enforcement concerning business competition in Indonesia in the time to come.

Abstract

The government neglects to pay attention to village development as a result of the inaccurate data collected by numerous entities. Whereas in reality, there are many people who currently hold land tenure that might be used to grow into a community that is sustainable. This study therefore intends to evaluate the Indonesian Big Agrarian Data (IBAD) implementation paradigm based on sustainable villages. The study was carried out in the West Nusa Tenggara village of Senawang in the Orongtelu District of Sumbawa Regency. Six months were spent conducting the research. The information used is a combination of primary data from questionnaire and secondary data from earlier studies or library searches. The ISM analysis approach was employed to develop a sustainable village implementation model. The findings indicate that proper implementation can impact the community, BPN/ATR, and BIG by utilizing licensed surveyors and focusing on policy interpretation from the Coordinating Ministry for the Economy. However, there is no complete data survey and map method, and a data guardian has not been established. Therefore, adjustments are necessary to develop comprehensive village measurement policies and change employee perspectives.

Abstract

The information technology revolution has changed the threat map into a more complex space. Cyberspace has become an unlimited platform for cyber activities conducted by various domestic, regional, and international actors. While some people in the world utilize advances in information technology for positive activities, others use it to present threats. This research analyses the State’s perspective on cyber threats, particularly in the context of cyber warfare, in line with Indonesia’s State defense doctrine that classifies threats into three forms: military, non-military, and hybrid. The research method used is qualitative. The research results are expected to provide a clear picture of the nature of the cyber war threat in Indonesia and the government’s strategy in dealing with it. Thus, it is expected that there will be synergy between the role of the TNI as the main component of national defense and related ministries/agencies in developing strategies and implementing the national defense system to face the threat of cyber warfare.

Abstract

As the country with the largest market share in the Hajj, Indonesia possesses the innate ability to contribute to the Hajj and Umrah ecosystem. Nevertheless, the management of this ecosystem is not yet optimized. This study aimed to formulate a model for developing Indonesia's commercial Hajj and Umrah ecosystems. The research was conducted from August 2021 to July 2022 at the Directorate General of Hajj and Umrah of the Ministry of Religion and the Head Office of the Hajj Financial Management Agency (BPKH). Interpretative structural modeling (ISM) was utilized to assess this study. The principal institutions or groups involved in constructing a model for developing Indonesia's Hajj and Umrah ecosystems were the DPR RI and the Ministry of Hajj in Saudi Arabia. The major obstacles encountered include the absence of an institution that focuses on optimizing the Hajj and Umrah ecosystems and the unpredictability of the Hajj and Umrah regulations that the Kingdom of Saudi Arabian government governs.
