Abstract

Tugas pertahanan nasional sesungguhnya adalah tugas seluruh warga negara, bukan hanya bagi aparatur negara saja khususnya angkatan bersenjata, tetapi juga masyarakat sipil lainnya. Pemerintah Indonesia sebagaimana juga pemerintah lainnya di seluruh dunia menyediakan suatu kementerian yang menangani pertahanan. Melalui Kementerian Pertahanan inilah sejumlah kebijakan yang merupakan keputusan strategis diambil dengan melibatkan banyak pihak, terutama para pakar yang menguasai bidangnya masing-masing. Salah satu metode yang sering digunakan dalam pengambilan keputusan, termasuk di negara-negara maju seperti Amerika Serikat adalah Multi Criteria Decision Making (MCDM). Artikel ini bertujuan untuk mempelajari strategi pengambilan keputusan bagi pengembangan pertahanan nasional menggunakan MCDM sebagai sebuah pembelajaran dari Departeman Pertahanan di Amerika Serikat. Hasil analisis menunjukkan bahwa Kementerian Pertahanan Republik Indonesia sebagai kementerian yang secara spesifik mengelola sejumlah agenda kebijakan pertahanan, memerlukan penerapan MCDM dalam pengambilan keputusan-keputusan strategis. Melalui beragam metode yang telah berkembang saat ini diharapkan dapat digunakan dalam membantu, memudahkan, mempercepat, memperjelas, dan mempersingkat pengambilan keputusan tersebut. Pembelajaran dari Departemen Pertahanan Amerika Serikat (Dephan-AS) dalam merumuskan berbagai analisa alternatif bagi implementasi program pengembangan pertahanan, baik militer maupun nirmiliter menjadi pelajaran berharga untuk dapat menjadi model bagi kebijakan pengembangan pertahanan di Indonesia.

Abstract

As a company engaged in the industrial sector by producing certain components and localized in an industrial area, there will be an impact on the environment. These impacts can be positive in the form of employment, reducing dependence on imported heavy equipment, increase in foreign exchange due to reduced imports and increased exports, increased government revenue from taxes, public facilities improvement and supporting infrastructure, and opening up opportunities for other related industries. These impacts can also be negative in the form of environmental degradation such as noise disturbance, dust, and micro climate change, and changes in social and cultural conditions surrounding the industry. Data analysis was performed descriptively and with the Structural Equation Model (SEM). SEM is a multivariate statistical technique which is a combination of factor analysis and regression analysis (correlation), which aims to test the connections between existing variables in a model, whether it is between the indicator with the construct, or the connections between constructs. SEM model consists of two parts, which is the latent variable model and the observed variable model. In contrast to ordinary regression linking the causality between the observed variables, it is also possible in SEM to identify the causality between latent variables. The results of SEM analysis showed that the developed model has a fairly high level of validity that is shown by the minimum fit chi-square value of 93.15 (P = 0.00029). Based on said model, it shows that the company's performance in waste management is largely determined by employee integrity and objectivity of the new employees followed later by the independence of the employees in waste management. The most important factor that determines the employee integrity in waste management in the model is honesty, individual wisdom, and a sense of responsibility. The most important factor in the employee objectivity in waste management is the support of accurate data in each report of waste management by the company and transparency on reports of the company’s activity. While the factors that determine the employee independency is the company's interests, a sense of employee volunteering, and openness between the company and employees. Keywords : heavy equipment industry, management, environment, Structural Equation Model (SEM)

Abstract

This research was conducted to support increasing effectiveness and efficiency of corporate management, by determining alternative forms of managing the heavy industrial equipment components environment (PLIKAB)-based on participation and society partnerships. The determination of alternative uses analytical hierarchy process (AHP) with the help of the Criterium Decision Plus v3.04 software. These results indicate that according of experts, the environmental management of industrial waste heavy equipment components must consider the technological aspects of its management. This can be seen from the weighting of each element that indicates the technology element has the greatest weight, which is 0.456. Besides that, elements of human resources is also quite important (weight 0.289) as the manager and the supporting policies (0.140) as a boost to management regulations. Aspect Capital (0.075) and marketing (0.042) is currently not perceived as barriers. While the most influential actor in the management is the company (0.451), other stakeholders have enough role is the community (0.234). Jababeka (0.211) and cooperative business (0.104) has a smaller role in the management. The purpose element in relative management has a weight that is relatively balanced with elements of revenue (0.336) is the primary consideration in determining management strategies, although it should not ignore the aim of maintaining environmental quality (0.299), the purpose of minimizing conflict (0.194), and the purpose of increasing competitiveness (0.170). The best alternative for the management of industrial waste components of the heavy equipment is to form managers based on partnerships by different stock ownership (0.791). It is considered much better than by forming managers based on partnerships by the same stock (0.209). Key words : heavy equipment industry, management, environment, analitycal hierarchy process (AHP)

Abstract

Abstract: The right planning of educational supporting staff as human resources at local campus Indonesia University of Education can improve the performance of the university. The purpose of this study is to analyze the availability of educational supporting staff with their workload and the ideal standard formulation of human resources requirements in the campus area. This research used quantitative and qualitative descriptive method, while the data used primary and secondary data. Respondents were the entire supporting educational staff  accross five local campusses of Cibiru, Sumedang, Tasikmalaya, Purwakarta and Serang. Data were analyzed using simple statistics and workload analysis using full time equivalent. The study  results showed that the available of educational supporting staff  were still dominated by high school graduates with the field of general work equipment and those who possessed a higher education level mostly aged over 45 years old.  The tendon condition was caused by ineffective work accumulation at a certain time for a certain educational personnel. The ideal standard formulation of educational supporting staff on the campus areas showed that in Cibiru campuss have already ideal number of educational staff, while in Sumedang campuss the number of educational supporting staff are exceeded the ideal number. On the other hand in Tasikmalaya, Purwakarta and Serang campuses were having a shortage of ideal supporting staff. The steps to fulfill the requirements of educational supporting staff are by recruiting  educational supporting staff gradually and improve the  educational supporting staff’s competence.Keyword: Full Time Equivalent (FTE), human resources management, human resources planning, mapping and structuring of human resources, workload analysisAbstrak: Perencanaan sumber daya manusia tenaga kependidikan yang tepat di universitas pendidikan Indonesia kampus daerah dapat menigkatkan kinerja universitas. Tujuan penelitian ini adalah menganalisis ketersediaan tenaga kepedidikan dengan beban kerja serta formulasi standar ideal kebutuhan tenaga kependidikan di kampus daerah. Penelitian ini menggunakan metode deskriptif kuantitatif dan kualitatif, data yang digunakan adalah data primer dan data sekunder. Responden merupakan keseluran tenaga kependidikan di lima kampus daerah yaitu Cibiru, Sumedang, Tasikmalaya, Purwakarta dan Serang. Pengolahan data menggunakan statistik sederhana dan analisis beban kerja dengan menggunakan rumus full time equivalent. Hasil penelitian menunjukan bahwa ketersediaan tenaga kependidikan masih didominasi oleh pendidikan SMA dengan bidang kerja umum perlengkapan dan yang memiliki pendidikan tinggi kebanyakan sudah berusia diatas 45 tahun. Kondisi tendik tersebut mengakibatkan terjadinya penumpukan pekerjaan pada waktu tertentu dan tenaga kependidikan tertentu. Formulasi standar ideal tendik di kampus daerah menjukan bahwa kampus Cibiru sudah ideal, Sumedang melebihi jumlah ideal dan Tasikmalaya, Purwakarta dan Serang mengalami kekurangan tenaga kependidikan. Abstract

Abstrak Pembiayaan komoditas pertanian sistem resi gudang belum berlangsung sesuai harapan di Indonesia. Hal tersebut menurut beberapa studi karena masih banyak permasalahan penghambat. Studi ini mengidentifikasi kendala pembiayaan komoditas pertanian sistem resi gudang di Indonesia. Penelitian dilakukan melalui wawancara mendalam terhadap responden tertentu yang memiliki pengetahuan atau pengalaman pada pembiayaan komoditas pertanian berbasis sistem resi gudang yang diimplentasikan terhadap komoditas pertanian seperti kopi, lada, beras dan jagung. Data yang dikumpulkan diidentifikasi, dikelompokkan dan diklasifikasikan secara terstruktur di dalam pola berfikir strategis dan dianalisa secara analisa deskriptif. Penelitian ini berhasil menemukan faktor penghambat pembiayaan komoditas pertanian sistem resi gudang di Indonesia antara lain: ketidaksesuaian nilai manfaat yang dibangun dengan karakteristik petani di Indonesia khususnya petani kecil; keterbatasan sumber layanan, ketidakcocokan skema dan fitur pembiayaan, harga pembiayaan dan skala ekonomi petani, suplai informasi yang memengaruhi kesadaran pada pembiayaannya. Permasalahan tersebut harus dapat diminimalisasi sehingga meningkatkan aksesibilitas dan kelangsungan pembiayaan sistem SRG pada petani di Indonesia. Kata kunci: Pembiayaan Komoditas Pertanian, Kendala, Sistem Resi Gudang Abstract Agricultural commodity financing in the warehouse receipt system has not performed as expected in Indonesia. According to several studies, it is due to many obstacles hindering the system to grow. This study identifies the constraints on agricultural commodities financing on the warehouse receipt system. The research was conducted through in-depth interviews with certain respondents who have knowledge or experience in agricultural commodities financing based on a warehouse receipt system implemented on agricultural commodities such as coffee, pepper, rice, and maize. The collected data are identified, grouped, and classified in a structured manner in the pattern of strategic thinking and analyzed by descriptive analysis. The study succeeded to identify the barriers that hindering agricultural commodities financing in warehouse receipt system to grow in Indonesia: the incompatibility of the value built with the characteristics of agriculture business, especially for small farmers; limited financing sources, incompatibility of financing schemes and features, financing prices and farmer economies of scale and supply of information that affects awareness of financing. These problems must be minimized to encourage the accessibility and continuity of financing on WRS for farmers in Indonesia. Abstract

The purpose of this study was to analyze the leadership strategy of the State University Public Service Agency in improving the performance of institutions in Indonesia. The study was conducted at three State University Public Service Agency in Indonesia on regional considerations and ranking of State University Public Service Agency institutions version of The Ministry of Research, Technology and State University (MoRHE) for 2015-2017, namely the University of Lampung (West Region), Sebeles Maret University (Central Region) and Gorontalo State University (Eastern Region). Leadership strategy as an effort to improve the performance of institutions of State University Public Service Agency involves twelve experts, namely the highest leader (Rector), Vice Rector, Dean and Chair of the Institute for at least one period (four years). Development of strategies using Analytical Hierarchy Process (AHP). Leadership strategy of State University Public Service Agency can be implemented by integrating the leader selection system, leadership development and leadership performance evaluation. The performance measures include graduate quality, publication quality, innovation quality, student quality and service quality.

Abstract

Integrating two different systems between higher education and pesantren (Islamic boarding schools), Pesantren-based Higher Education (PTBP) is alleged as an ideal Islamic higher education model considering its critical role in the process of integration-interconnection of science and Islamic teaching. Like other Islamic higher educations in Indonesia, PTBP represents poor organizational performance, particularly in research productivity and quality. Since research performance has the most considerable portion in the higher education performance evaluation both nationally and internationally, this study attempted to explore the factors that possibly improve lecturers' research performance at PTBP, categorized into the level of the individual, institutional and resource factors. This study involved 84 lecturers at 7 PTBP in Bogor, Indonesia, selected based on the stratified random sampling and voluntary sampling method. The collected data was analyzed using Structural Equation Modeling-Partial Least Square (SEM-PLS). The results showed that only research competence positively affected research performance at the individual level, but not for work motivation and time management. Research culture and academic leadership insignificantly affected research performance. However, only high-performance work practice (HPWP) at the institutional level positively affected research performance. Meanwhile, collaboration networks at the resource level positively affected research performance, but not for university research funding. The managerial implications are further discussed in this study.

Abstract

Purpose - Bank Indonesia as a central bank uses Perum Peruri as a banknote printing service provider. In general, Bank Indonesia is a consumer and a banknote paper provider that intends to change the business model from printing services to finished banknotes or end-to-end processes. Therefore, this study aimed to analyze the obstacles faced while implementing the finished banknotes business model by Perum Peruri. Methodology - A total of 9 obstacles were identified based on the literature and discussions with five experts from the banknotes printing industry, Bank Indonesia as a consumer and regulator, the Ministry of State-Owned Enterprises, and the Indonesian Printing Security Association. An interpretive structural modeling analysis was used to measure the strength of the relationship between obstacles, develop hierarchical levels, and classify and rank each obstacle. Findings - The results showed that the main obstacles included limited working capital, dependence on supplies of foreign banknotes, the complexity of their procurement, and barriers to accessing banking. These obstacles can be solved when Perum Peruri improves its capabilities and receives support from the government. Originality - This study is original and provides new knowledge about the obstacles faced by banknote printing companies when changing their business model.

Abstract

UMKM pada era ketidakpastian membutuhkan beberapa faktor untuk bertahan menghadapi gangguan yang terus-menerus terjadi, tidak terduga, dan makin kompleks. Pendekatan holistik yang menggunakan empat teori, yaitu teori sumber daya, teori entrepreneurial orientation, teori corporate entrepreneurship, dan teori entrepreneurship ecosystem dibutuhkan untuk memperkuat daya tahan UMKM. Penelitian ini bertujuan menemukan formulasi faktor yang membentuk daya tahan UMKM dan memilih bisnis UMKM yang memiliki daya tahan tinggi. Lokasi penelitian berada di Kabupaten Takalar, Sulawesi Selatan dan penelitian dilaksanakan pada bulan Agustus sampai dengan Oktober 2021. Data diperoleh dari kuesioner yang diisi oleh dua puluh orang pakar untuk menyusun ranking empat belas kriteria yang berasal dari empat teori yang mendasari penelitian. Analisis data dilakukan dengan menggunakan metode Eckenrode untuk memperoleh bobot setiap kriteria dan metode TOPSIS untuk menetapkan bisnis yang memiliki daya tahan tinggi. Hasil penelitian menunjukkan urutan bobot empat belas kriteria dari terbesar ke terkecil, yaitu sumber daya (0,111), pasar (0,108), perilaku inovatif (0,103), strategi (0,93), perilaku proaktif (0,093), pembiayaan (0,087), pengambilan risiko (0,075), kebijakan (0,073), agresivitas kompetitif (0,063), proses (0,061), supporting (0,054), struktur (0,036), budaya (0,028), dan perguruan tinggi (0,015). Urutan bobot kriteria tersebut ditetapkan sebagai formulasi faktor yang membentuk daya tahan UMKM. Bisnis UMKM yang memiliki daya tahan tinggi adalah rumput laut karena memiliki koefisien kedekatan tertinggi (0,815). Kesimpulan penelitian ini menyatakan bahwa formulasi faktor yang membentuk daya tahan UMKM secara berurut adalah sumber daya, pasar, perilaku inovatif, strategi, perilaku proaktif, pembiayaan, pengambilan risiko, kebijakan, agresivitas kompetitif, proses, supporting, struktur, budaya, dan perguruan tinggi. UMKM sektor perikanan yang memiliki daya tahan tinggi adalah UMKM yang berbisnis rumput laut. Title: The Resilience of Micro, Small and Medium Enterprises (MSMEs) of Takalar District Fisheries in the Era of UncertaintyFacing the era of uncertainty, MSMEs need several factors to survive due to unpredictable and complex disruption. A holistic approach that uses four theories, namely resource theory, entrepreneurial orientation theory, corporate entrepreneurship theory and entrepreneurship ecosystem theory is needed to strengthen the resilience of MSMEs. The research aims to find the formulation of factors forming the resilience of MSMEs as well as to choose the kind of MSMEs businesses that have strong resilience. The location of the research was in Takalar Regency, South Sulawesi. The research was carried out from August to October 2021. Data obtained from a questionnaire filled out by twenty experts and analyzed using the Eckenrode and TOPSIS method. Fourteen criteria derived from the four theories approach in this research were assessed by experts then calculating their weights according to Eckenrode method. The results show the order of the weights of fourteen criteria from largest to smallest as following: resources (0.111), market (0.108), innovative behavior (0.103), strategy (0.93), proactive behavior (0.093), financing (0.087), risk taking (0.075), policy (0.073), competitive aggressiveness (0.063), process (0.061), supporting (0.054), structure (0.036), culture (0.028) and higher education (0.015). The order of criterion weight is determined as factors formulation forming the resilience of MSMEs. The strongest resilience of MSMEs business is seaweed with the highest closeness coefficient (0.815). The conclusion of this study states that the formulation of factors that shape the resilience of MSMEs in sequence are resources, market, innovative behavior, strategy, proactive behavior, financing, risk taking, policy, competitive aggressiveness, process, supporting, structure, culture and higher education. MSMEs in the fisheries sector that have high resilience is MSMEs in the seaweed business.
