Abstract

This study aims to determine Public Service Accountability in the Implementation of Building Permits (Case Study at the Makassar City Investment and One-Stop Service Office). This research includes descriptive qualitative research with data collection techniques through observation, interviews, literature study and documentation. Data analysis techniques consist of data reduction, data presentation and drawing conclusions. The results of the study show that Public Service Accountability in the Implementation of Building Permits (Case Study at the Makassar City Investment and One-Stop Services Office) is based on process accountability indicators according to Sheila Elwood (Raba, 2006), namely: 1) Compliance with procedures, 2) Public services with cost certainty, 3) Compliance with time standards, 4) Responsive public services, that in general are not fully accountable in providing services. This is based on that service references are not fully oriented to the service user (public/applicant), this can be seen from the length of time for issuance of the IMB and the priority of the applicant's interests are not fully prioritized because the applicant sometimes waits because the certainty of the IMB processing time is not informed and the officer concerned sometimes not in place.

Abstract

The Social Forestry Program is a community participation-based initiative for sustainable forest management, aimed at reducing poverty, protecting the environment, and improving farmers' welfare. This study aims to analyze the program's socio-economic impacts on farmer households in Enrekang District, South Sulawesi, focusing on 12 villages in 10 sub-districts. Mixed methods (quantitative and quantitative) were used through surveys, interviews, and observations of 372 respondents, including farmers, community leaders, and government representatives. Results show that participation in Social Forestry contributes to increased income, especially through superior commodities such as shallots and brown rice, as well as economic diversification such as dairy farming (dangke). However, challenges such as gender inequality (male dominant: 87.4%), limited market access, and climate change impacts still hinder the optimization of the program. Respondents' characteristics are dominated by productive age (40-61 years: 63.9%) with secondary education (SMA: 31.5%), while the average family size is 3-4 people (45.4%). The study highlights the importance of locally-based approaches, multi-stakeholder collaboration, and inclusive policies to strengthen program sustainability. The findings recommend strengthening farmers' capacity through training, increasing access to capital, and policy synergy to support sustainable livelihoods while maintaining forest ecosystems.

Abstract

This Sovereignty and liberalization are often considered opposites. This resistance is caused by differences in the interests of the two instruments. The object of this research is the Constitutional Court Decision Number 21-22/PUU-V/2007 about judicial review of the UUPM. This study aims to review the Constitutional Court Decision based on The Inclusive Legal Theory. It addresses the research question: What is relevance of The Inclusive Legal Theory in analysing the Constitutional Court's Decision? This study uses normative legal research, which examines the Constitutional Court Decision and the UUPM. The results show that the Constitutional Court sought, in its decision, to bridge the gap between liberalization and sovereignty by returning to the interpretation of the 1945 constitution. The mechanism of legal proceedings in the Constitutional Court is still relevant to elements of the Inclusive legal theoryKeywords: Constitutional Court, Investment, The Inclusive Legal Theory.
