Abstract

Stakeholder collaboration through community participation and other sectors is an important element of sustainability in regional development. One form of community participation that is increasingly popular is collaborative management with a good governance approach. Abstract

This paper explores the availability and significance of state counterclaims in international investment arbitration, a mechanism typically perceived as favoring investors. While investor-state dispute settlement (ISDS) provides foreign investors with powerful legal recourse, it has led to concerns over the asymmetry in investor-state relations, often perceived as skewed against host states. By allowing states to file counterclaims, a more balanced and sustainable arbitration framework can be achieved, discouraging baseless claims and promoting fairness. The analysis draws on arbitration rules of major tribunals, including the ICSID and UNCITRAL frameworks, and reviews notable cases such as Metal-Tech v. Uzbekistan, Al-Warraq v. Indonesia, and Perenco v. Ecuador to illustrate how tribunals handle state counterclaims and the associated legal hurdles. The paper emphasizes that for a counterclaim to be admitted, it must align with the agreement to arbitrate, meet jurisdictional requirements, and be supported by the applicable treaty’s provisions. The research concludes that while state counterclaims are theoretically permissible under current arbitration rules, their practical application remains constrained by treaty language and procedural norms. Allowing counterclaims more explicitly could deter opportunistic claims by investors and foster a more equitable ISDS system.

Abstract

Background: Data Centre industry activity in Asia Pacific is experiencing significant growth, driven by the increasing adoption of cloud technology and data-driven solutions. Telkom Group faces the biggest challenges in data centre development in the form of compliance with increasingly stringent sustainability regulations, increasing demand for skilled and experienced talent, as well as the challenge of adopting green innovation as a solution to sustainability issues. Data Centre Managers need to encourage talent who are capable of developing innovations to reduce carbon emissions, as well as the need for very high electrical power.Purpose: The purpose of this study is to examine how data center performance is impacted by green innovation and digital talent development. It also looks at how green innovation may help data center companies become more competitive, increase operational sustainability, and improve energy efficiency in the face of regulatory obstacles and a lack of skilled digital workers.Design/methodology/approach: The research uses Partial Least Square (PLS) analysis using SmartPLS software to test various related variables. Data collection used a survey method which included in-depth interviews and questionnaires. Respondents are Data Center Managers, Digital Talent Development Experts, Data Center Operational and Technical Teams, and Experts and Consultants in the Field of Green Technology and Data Centers.Findings/Result: By increasing energy efficiency and reducing negative impacts on the environment, green innovation greatly impacts data centre performance. Data centres can significantly reduce their energy consumption and carbon emissions by implementing renewable energy and efficient cooling systems. This research emphasizes the importance of green innovation and digital transformation to improve data centre performance, and emphasizes the positive benefits of green innovation on data centre performance. The research also shows that incorporating environmentally friendly practices and advanced technologies into data centre operational strategies can provide major benefits in terms of energy efficiency, resource efficiency and cost efficiencyConculusions: Through modern technology, carbon reduction, and energy efficiency, digital transformation and green innovation greatly improve data center performance. Reliability, cost effectiveness, and sustainability are increased by integrating automation, efficient cooling, and renewable energy. According to this survey, green innovation is essential for streamlining operations and encouraging eco-friendly data center practices.Originality/value (State of the art): This study highlights the unique role of green practices in boosting energy efficiency, operational sustainability, and competitiveness in the data center business despite regulatory and talent shortages by using renewable energy and modern technologies. Abstract

This study aims to analyze internal and external factors influencing PT Metra-Net’s business, identify strategic alternatives to support its digital business development, formulate strategic priorities to increase sales and growth, and derive managerial implications to align Metranet’s vision and mission with its parent company, Telkom Indonesia. The research employed a qualitative approach conducted from October to December 2024. Data were collected through Focus Group Discussions (FGDs) and in-depth interviews with seven participants: four internal Metranet personnel, two from Telkom, and one Metranet product user. The analysis used the External Factor Evaluation (EFE), Internal Factor Evaluation (IFE), SWOT analysis, and Quantitative Strategic Planning Matrix (QSPM). Findings revealed various internal strengths and weaknesses, along with external opportunities and threats shaping Metranet’s business development. Based on these insights, strategic alternatives were formulated using SWOT analysis and then prioritized using QSPM to determine the most suitable options for implementation. The recommended strategies are expected to strengthen Metranet’s competitive advantage in the digital industry and enhance its contribution to Telkom. As the first study focusing on Metranet’s business development strategy, this research enriches the literature on strategic management, especially in the context of digital transformation and subsidiaries of state-owned enterprises.

Abstract

The food and beverage sector competition demands efficiency and digital readiness amid managerial and digital constraints. This study aims to determine priority strategies to improve the performance of MSMEs in the food and beverage sector, with a case study. The methods employed in this study use a mixed-method approach, combining qualitative analysis and quantitative strategic tools, including business model canvas for initial business mapping, internal factor evaluation matrix, external factor evaluation matrix, internal-external matrix, SWOT analysis, and quantitative strategic planning matrix. The results indicate that the F&B MSME is positioned in cell V (hold and maintain) based on the IE matrix. The SWOT analysis generates several alternative strategies, which are further evaluated using a quantitative strategic planning matrix to determine priority strategies. The main selected strategy is WO2, which focuses on improving internal management systems, including expanding cashier access and developing more structured operational standard operating procedures supported by the potential for increasing online-based sales volume, with the highest Total Attractiveness Score (TAS) of 4.18. The next strategies are WO1 (TAS 3.31) and WT2 (TAS 3.01), which emphasize improving human resource competencies and enhancing digital promotion activities.

Abstract

This research investigates the impact of knowledge management, competitiveness, and innovation on the performance of civil servant personnel within the Applied Undergraduate Program at T University. Driven by fluctuating performance outcomes (2018–2023) and the professionalism mandates of Law Number 5 of 2014, this study addresses a critical gap by analyzing the specific mediating mechanisms of performance in technical-vocational higher education. Using a census method, data were collected between August and October 2024 through interviews with assessors and managers, complemented by objective performance appraisals from 2023. Partial Least Squares Structural Equation Modeling (PLS-SEM) via SmartPLS revealed that knowledge management significantly enhances innovation and competitiveness. Furthermore, innovation significantly drives personnel performance, whereas the direct effects of knowledge management and competitiveness were insignificant. Indirectly, knowledge management improves performance solely through innovation, acting as a mediator rather than through competitiveness. The novelty of this research lies in empirically demonstrating that, in highly regulated vocational education environments, knowledge assets translate into tangible performance only when strictly channeled through innovative practices. Theoretically, this extends the knowledge-based view by isolating innovation as the critical mediator for civil servant performance. Practically, university administrators and policymakers must prioritize knowledge-sharing initiatives that directly stimulate innovation to meet academic and bureaucratic targets, rather than focusing primarily on individual competitiveness.

Abstract

This community service activity aimed to improve the performance of micro enterprises through innovation-based entrepreneurship assistance in Asinan Village, Ambarawa, Semarang. The main problems faced by the participants included limited innovation capabilities, weak managerial skills, and low utilization of digital technology in marketing activities. The program adopted a participatory approach through training, intensive mentoring, hands-on practice, and business performance evaluation. A total of 25 micro-enterprise owners participated in this activity. The results demonstrated significant improvements in participants’ entrepreneurial knowledge, innovation capabilities, and utilization of digital marketing. Approximately 72% of the participants successfully developed more innovative products, while 65% began utilizing social media platforms as marketing tools. In addition, participants’ businesses experienced an average revenue increase of 20–30% after completing the mentoring process. These findings indicate that innovation-based entrepreneurship assistance is an effective and sustainable strategy for empowering micro enterprises and strengthening the economy of Asinan Village, Ambarawa, Semarang through collaborative and sustainable community development programs.

Abstract

This research explores the intersection of employee engagement and scenario planning within tax institutions, emphasizing the importance of a motivated workforce for enhancing organizational effectiveness. The study employs a mixed-methods approach, integrating qualitative and quantitative data collection techniques, including surveys and semi-structured interviews, to assess current levels of employee engagement and the factors influencing them among approximately 360 employees from various tax institutions across Indonesia. The findings reveal that work-life balance contribute significantly to employee disengagement. By implementing scenario planning, tax institutions can proactively address these challenges, fostering a culture of adaptability and resilience. The research identifies key drivers of engagement and develops actionable recommendations for enhancing employee engagement through targeted strategies, such as improving work-life balance and creating a supportive organizational culture. Ultimately, this study aims to develop actionable recommendations for enhancing employee engagement through targeted strategies, ultimately contributing to improved organizational performance and employee satisfaction. The implications of this study extend to public administration, offering valuable insights for policy and practice in the realm of employee engagement within the public sector.

Abstract

Background: The development of a partnership system based on contract farming can effectively address the challenges faced by farmers in boosting coffee production and subsequently improve their overall welfare.Purpose: This study aims to assess the viability of investing in replanting according to the methods of Kopista community per 2023. Design/methodology/approach: The technique analysis is a descriptive analysis of financial statements with the International Financial Accounting Standard (IFRS) approach. The study examines six key financial aspects, including production levels, operational costs, profit and loss, balance sheet, cash flow, and investment feasibility. The investment feasibility analysis employs three types of calculations, namely Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP).Findings/Result: The findings of this study demonstrate that investing in the coffee estate is a profitable venture, as it generates substantial income over a ten-year investment period. Notably, the revenue surpasses production costs, particularly during the highly productive period of coffee plants spanning from seven to twenty-five years. Consequently, implementing an investment in the new coffee estate is both viable and advisable.Conclusion: This research reveals the potential acceptance of a contract farming model designed to produce high productivity for farmers. The development of this model will have implications for improving the welfare of coffee farmers in Indonesia. The contract farming model design for replanting the Kopista method can be implemented with great support from relevant stakeholders such as banks, entrepreneurs and the government so that coffee farmers can produce more quantity compared to previous conditions.Originality/value (State of the art): This study presents coffee production methods for farmers that are proven effective and efficient through investment feasibility analysis.
