Abstract

The limited availability of land and the high price of land make it difficult for the government to carry out sectoral development. To overcome this problem, the government has established a special agency (sui generis) in 2021, the Indonesia Land Bank Authority. The purpose of this study is to conduct a study of the regulations and legal entities that manage the provision of land using the Regulatory Impact Assessment (RIA) research method. The scope of the study is limited to regulations and institutions related to land provision management, namely Perumnas, BP Batam, Land Bank Agency and Private Enterprises. The results show the limited role of the Ministry of ATR/BPN and the suboptimal role of various forms of institutions as state land managers in managing land supply, especially in relation to overlapping land acquisition functions in existing agencies. In conclusion, this research proposes a policy that the only appropriate institution as the State Land Manager is the Land Bank Agency due to its specificity (sui generis), which can flexibly carry out public and private interests in land supply management. However, in its implementation, this agency needs regulatory support to effectively become the state land manager, namely through a one-door policy for the government's land acquisition function. Abstract

Human Resource Management (HR) is an important element for the company. PT Jayabana Sinergi Utama (PT JSU) that has been established for more than two years, since December 2020, is a company that operates in electrical and mechanical services. PT JSU has not yet adopted or implemented the operations management well. However, the company was only run by the experience of the people involved which causes the optimality of the employee performance. Based on that problems, the purpose of this research was to see the factors or variables that influence the performance of PT JSU employees. The variables were taken are Compensation (X1), Competence (X2), Work Discipline (X3), Work Environment (X4) and Employee Performance (Y). Then, to determine the improvement strategy of employee performance, the authors used the analysist AHP method. The results of the SEM-PLS analysis test in this study indicate that the compensation, the competence, the work discipline, and the work environment directly influence the performance of PT Jayabana Sinergi Utama employees. While the best alternative to improve the employee performance based on the AHP analysis is by raising the status of the employees of the company. Abstract

Background: Since 2017-2022, the achievement of the PTSL program have been less than optimal due to internal and external factors. From the target of issuing land certificates for 126 million plots in 2025, there is still a shortfall of 50.8 million plots that must be completed within 2 years. In order to accelerate the achievement of the PTSL target, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency issued the Regulation Number 6 of 2018 on the Complete Systematic Land Registration (PTSL). Purpose: This research aims to analyze the optimization of the complete systematic land registration implementation through the Ministerial Regulation of ATR/BPN Number 6/2018. Design/methodology/approach: The research was conducted qualitatively using Regulatory Impact Assessment (RIA).Findings/Result: The research results indicated that the regulation had increased the optimization of accelerating the achievement of PTSL target. However, the regulation required managerial regulation reinforcement at the operational level to better optimize the acceleration and sustainability of the PTSL target achievement. Conclusion: First, the Ministerial Regulation of ATR/BPN Number 6/2018 has been effective to optimize the complete systematic land registration performance. Second, by revoking Ministerial Regulation of ATR/BPN Number 6/2018, the policy option "continuing Ministerial Regulation of ATR/BPN No 6/2018" is considered the best. However, this policy option requires strengthening of technical regulations underneath it in the form of technical guidelines (Juknis) to update the strategy for implementing outreach activities (socialization), developing coordination mechanisms among stakeholders, managing human resources, and monitoring and evaluating PTSL target achievements. Abstract

Background: Private universities in Indonesia play an important role in widening access to higher education and contributing to national development. At the same time, many of these institutions operate under conditions of limited financial resources, human capacity, and infrastructure, while facing increasing competition. These challenges place pressure on their long-term competitiveness and sustainability.Purpose: This study explores how private universities may move toward an entrepreneurial university orientation by examining key factors and managerial practices that support competitiveness, sustainability, and socio-economic contribution.Design/methodology/approach: The study adopts a qualitative approach based on Soft Systems Methodology (SSM) to examine complex institutional change involving multiple stakeholders. Data were drawn from a review of relevant literature and interviews with selected experts.Finding/Results: The study shows that efforts to move toward an entrepreneurial university are shaped by how academic, innovation, and entrepreneurial activities are brought into relation with one another. When these activities begin to interact more consistently, they create conditions that support the development of innovation and entrepreneurial initiatives linked to institutional sustainability.Conclusion: The analysis suggests that changes toward an entrepreneurial orientation in private universities tend to be associated with leadership practices, governance arrangements that allow adaptation, and the gradual formation of an innovation-oriented culture. How human resources are developed, curricula are adjusted, collaborative relationships are built, and monitoring processes are carried out appears to influence the sustainability and competitiveness of these institutions over time.Originality/value: This study offers a context-specific framework for Indonesian private universities and provides practical insights for institutional leaders seeking to enhance innovation capacity and long-term sustainability.      Keywords:  academic ecosystem, entrepreneurial university, entrepreneurship ecosystem, innovation ecosystem, private university

Abstract

Knowledge management has a crucial role in higher education institutions to achieve competitive advantages, spur innovation, and adapt to changes that occur in the industry. In the Applied Bachelor of Manufacturing Engineering Program at a polytechnic, the application of good knowledge management significantly improves the professionalism and ability of the graduates. However, the program faces demographic challenges: more than half of its teachers are aged 50 and over, and the results of the Internal Quality Audit (AMI) show that its competitiveness is still low. This issue raises concerns about the loss of core knowledge as well as the sustainability of undocumented knowledge transfer. This study aims to find these obscure areas as well as design a knowledge management strategy by combining AMI methods and Knowledge Management Capability Assessment (KMCA) to assess the state of the organization. Actor analysis was carried out using Interpretive Structural Modeling (ISM), and strategy priorities were prepared using the Analytical Hierarchy Process (AHP) Method, which involved 12 experts (from academia and practitioners). The results of the KMCA assessment indicate that the organization's current capabilities are 2.5 out of 5, confirming the high uncertainty arising from knowledge management systems that still depend on individuals. Based on the weighting of AHP, this study proposes four main strategies io mitigate these uncertainties: (1) the development of integrated digital platforms to support higher education management (51.3%), (2) increasing the integration of industrial knowledge (51.7%), (3) optimizing local knowledge (49.9%), and (4) implementing community-based knowledge management strategies (50.6%). As a follow-up, future research should focus on developing evaluation models to assess the effectiveness of digital platforms and on exploring the use of knowledge to align curriculum with industry needs.

Abstract

Village-Owned Enterprises in Indonesia face challenges in increasing the resilience, competitiveness, and empowerment of rural communities. Therefore, business diversification is an important strategy to support inclusive development. This study examines the utilization of business diversification techniques by village-owned enterprises in Indonesia to improve resilience, competitiveness, and empower rural communities. Employing a grounded theory methodology, data were gathered via comprehensive interviews and focus group discussions with principal stakeholders of village-owned enterprises. The coding method, which included open, axial, and selective coding with NVivo 12, produced a theoretical framework elucidating the determinants, strategies, and consequences of village-owned enterprises diversification. The results indicate that effective diversification is influenced by four interconnected factors: innovation, collaborative governance, digital transformation, and community participation. Janti Jaya village-owned enterprises had substantial growth via agrotourism, e-ticketing, Micro, Small, and Medium Enterprises facilitation, and Corporate Social Responsibility collaborations, generating IDR 4 billion in revenue during the first semester of 2023 and receiving acknowledgment as one of the Top 15 “Desa Brilian.” Karunia Sejahtera VOE utilized Umbul Ngrundul’s tourism and digital services to strengthen sustainability, while the study extends grounded theory and offers policy insights on innovation, governance, and collaboration for inclusive rural development.

Abstract

Abstrak Strategi pemasaran berperan penting dalam meningkatkan daya saing bank digital di tengah pesatnya perkembangan industri keuangan digital di Indonesia. Meskipun industri bank digital terus berkembang, tingkat penetrasinya masih lebih rendah dibandingkan bank konvensional, sehingga menunjukkan adanya kesenjangan antara brand awareness dan akuisisi nasabah digital. Penelitian ini bertujuan merumuskan dan menentukan prioritas strategi pemasaran untuk meningkatkan brand awareness dan digital customer acquisition pada bank digital di Indonesia. Penelitian menggunakan pendekatan mixed methods dengan melibatkan 124 responden dan tujuh pakar. Analisis dilakukan menggunakan VRIO, Porter's Five Forces, Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), SWOT-TOWS, dan Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa industri bank digital berada pada posisi strategi Hold and Maintain. Berdasarkan hasil AHP, strategi prioritas yang direkomendasikan adalah pengembangan strategi akuisisi berbasis integrasi ekosistem digital (WO2), yang didukung oleh pemanfaatan customer experience yang unggul serta data analytics untuk memperkuat keunggulan bersaing dan meningkatkan akuisisi nasabah bank digital.  Kata kunci: brand awareness; bank digital; akuisisi nasabah digital; strategi pemasaran; manajemen strategi.

Abstract

The increasing complexity of business operations and the demand for efficiency have prompted PT XYZ to implement an Enterprise Resource Planning (ERP) system. However, ERP implementation often faces obstacles such as user resistance and difficulty adapting to new technologies. The research method used a direct approach. Data were analyzed using Structural Equation Modeling with Partial Least Squares (SEM-PLS), followed by strategic prioritization using the Analytical Hierarchy Process (AHP). The results showed that performance expectations, social influence, and enabling conditions significantly influenced ERP usage behavior, while effort expectations did not. Based on these findings, key strategies identified included improving user training, increasing managerial involvement, and developing a more user-friendly ERP interface. The company needs to ensure that ERP delivers tangible benefits to work efficiency, supported by management commitment and adequate infrastructure. Developing a structured implementation plan and engaging top management from the outset are crucial for the system's success.

Abstract

PT. Perkebunan Nusantara V is one of the companies engaged in oil palm plantations. During the 2011-2017 period PTPN V carried out the recruitment and selection process with a span of 2 years. New employees from the results of recruitment, selection and placement are required to always improve performance. The purpose of this study is to determine the effect of recruitment on performance, the effect of selection on performance, the effect of placement on performance, the effect of recruitment on selection, and the influence of selection on placement, as well as strategies to improve employee performance in PTPN V. This study uses Structural Equation Model Partial Least Squares (PLS-PLS) and the Analytic Hierarchy Process (AHP) to test the hypothesis. The sample of this study is 90 employees. The results of this study show that recruitment has no effect on performance, selection has a significant effect on employee performance, placement has a significant effect on employee performance, recruitment has a significant effect on selection and selection has a significant effect on placement. Then the results of the formulation of the right strategy is to improve employee welfare, development of performance and competency based HRM, improve the recruitment system according to needs and improve performance monitoring and evaluation.

Mercury levels and tolerable weekly intakes (TWI) of tuna and tuna-like species from the Southern Indian Ocean (Indonesia): Public health perspective. Biodiversitas 20: 504-509. Tuna and tuna-like species are essential sources of protein for much of the world and provide employment in areas where fishing and processing are concentrated, as well as their value are confirmed as extremely valuable. However, their benefits may be overshadowed by the presence of mercury. The main objectives of the study were to analyze mercury content in tuna and tuna-like caught from Southern Indian Ocean related to its correlation with the weight of fish. The method used was linear regression and tolerable weekly intake (TWI) calculation. Mercury levels in yellowfin tuna (Thunnus albacares) and bigeye tuna (Thunnus obesus) indicated significant variations with the level that ranged from 0.049 to 0.654 mg/kg across individual fish weight, while for tuna-like ranged from 0.014 to 1.908 mg/kg. All mercury levels in tuna not exceeded 1.0 mg/kg, while for tuna-like 7.3% (30 kg up), 27.3% (51 kg up) and 34% (51 kg up) for oilfish (Lepidocybium flavobrunneum), marlin (Makaira indica) and swordfish (Xiphias gladius) were exceeded of 1.0 mg/kg respectively. TWI calculation indicates that people who are not in high-risk categories (most adult and adolescents) may consume about 1,000 g of tuna a week and less than for tuna-like.
