Abstract

Several methods for evaluating the effect of site specific condition of soil layers against earthquakes are presently available. Site Specific Analysis (SSA) and Horizontal-to-Vertical Spectral Ratio (HVSR) are two methods commonly used for estimating the amplification factor of soil layers above bedrock. SSA can be performed using subsurface shear wave velocities and dynamic soil properties (density, shear modulus and damping). The HVSR is a simple method for estimating the site amplification factor. Based on the time and budget requirement HVSR is more efficient and effective compare to SSA method.This paper presents result of SSA and HVSR methodscomparison for estimating the amplification factor of soil layers. Two boring locations and six single station seismometer tests were perform within Tembalang District Area.

Abstract

The Horizontal-to-Vertical Spectral Ratio (HVSR) is a simple method for estimating the resonance frequency of sedimentary layers. This method can also be used for estimating the site amplification factor. By using the resonance frequency and the amplification factor HVSR method can also be used for predicting the depth of the bed rock or the thickness of sediment layer (Nakamura, 1989). This paper presents results of HVSR method applied to ambient vibrations for estimating the amplification factor of sedimentary layer. A total of 16 ambient vibration measurements were performed in the City of Semarang to predict the amplification factor for the shallow sedimentary layers.

Abstract

The purpose of this study was to analyze the leadership strategy of the State University Public Service Agency  in improving the performance of institutions in Indonesia. The study was conducted at three State University Public Service Agency  in Indonesia on regional considerations and ranking of State University Public Service Agency institutions version of  The Ministry of Research, Technology and State University (MoRHE) for 2015-2017, namely the University of Lampung (West Region), Sebeles Maret University (Central Region) and Gorontalo State University (Eastern Region). Leadership strategy as an effort to improve the performance of institutions of State University Public Service Agency involves twelve experts, namely the highest leader (Rector), Vice Rector, Dean and Chair of the Institute for at least one period (four years). Development of strategies using Analytical Hierarchy Process (AHP). Leadership strategy of State University Public Service Agency can be implemented by integrating the leader selection system, leadership development and leadership performance evaluation. The performance measures include graduate quality, publication quality, innovation quality, student quality and service quality.

Abstract

Abstract. Tujuan penelitian ini adalah untuk merumuskan model strategi pengembangan sumber daya manusia (SDM) agroindustri kopi Gayo dalam menghadapi Masyarakat Ekonomi ASEAN (MEA) dengan pendekatan soft system methodology (SSM). Penelitian ini menghasilkan permodelan konseptual strategi pengembangan SDM para pemangku kepentingan (stakeholder) agroindustri dengan meningkatnya produktifitas dalam mewujudkan kesejahteraan dan keberlanjutan agroindustri kopi Gayo. Strategi pengembangan SDM agroindusti kopi Gayo merupakan tindakan strategis untuk melahirkan kompetensi dan kualitas pelaku agroindustri dengan daya saing yang tinggi terutama dalam menghadapi persaingan global dan persaingan dalam kawasan MEA melalui berbagai program pengembangan kapasitas SDM. Investasi SDM merupakan sebuah investasi intelektual yang memiliki arti penting bagi pembangunan daerah dan meningkatkan kesejahteraan masyarakat di kawasan produksi agroindustri kopi Gayo.Kata kunci: Agroindustri, kopi Gayo, masyarakat ekonomi ASEAN, soft system methodology, sumber daya manusia.Abstract. The purpose of this study is to formulate the model of strategy for human resource development (HRD) Gayo coffee agro-industry in the ASEAN Economic Community (AEC) with the approach of soft system methodology (SSM). This research resulted in a conceptual modeling of human resource development strategy for stakeholders agro-industry by increasing productivity in the welfare and sustainability Gayo coffee agro-industry. Human resource development strategy for Gayo coffee agro-industry is a strategic action to deliver the competence and quality of agro-industry actors with high competitiveness, especially in the face of global competition and rivalry in the AEC region through various of HRD capacity building program. The HRD investment is an intellectual investment that has significance for the regional development and improves the welfare of the community in the area of agro-industrial production Gayo coffee.Keywords: Agro-industry, ASEAN economic community, Gayo coffee, human resources, soft system methodology.

Abstract

Abstrak. Pelaksanaan Masyarakat Ekonomi ASEAN (MEA) akan dimulai pada awal 2016 sesuai dengan kesepakatan yang ditandatangai oleh semua Kepala Negara ASEAN. Salah satu kesepakatan dalam MEA adalah aliran bebas tenaga kerja ahli dan trampil termasuk di bidang jasa Manajemen Sumber Daya Manusia (MSDM). Praktisi MSDM di Indonesia tidak sepenuhnya siap menghadapi persaingan yang semakin terbuka ini. Kompetensi praktisi Manajemen Sumber Daya Manusia (MSDM) di Indonesia perlu diteliti secara mendalam untuk mengetahui keberadaannya dilihat dari sisi praktisi MSDM. Penelitian ini menggunakan metoda statistik deskriptif untuk memetakan pendapat, persepsi, dan opini praktisi MSDM tentang kompetensinya. Responden yang dilibatkan dalam penelitian ini meliputi praktisi MSDM di Jabodetabek serta kota-kota besar di pulau Jawa, sesuai dengan lokasi utama organisasi/perusahaan swasta. Kerangka sampling yang dipergunakan adalah purposive non random sampling yang ditujukan pada anggota Perhimpunan Manajemen Sumber Daya Manusia (PMSM) Indonesia melalui studi kuisioner secara online. Responden yang telah mengisi kuisioner secara lengkap sebanyak 250 orang. Temuan penelitian menunjukkan bahwa latar belakang pendidikan yang berkarir di MSDM beragam dari berbagai lulusan dan didominasi dari Jurusan Manajemen, kemudian disusul Psikologi, Teknik, dan Hukum. Evolusi profesi MSDM di Indonesia menunjukkan bahwa sebagian besar praktisi MSDM Indonesia (35%) masih terlibat dalam aktivitas administrasi dan Hubungan Industrial, sebanyak 21% sudah terlibat dalam pengambilan keputusan yang strategis, dan 20% sudah bertindak sebagai mitra strategis dan agen perubahan. Standar kompetensi praktisi MSDM beserta program pengembangan dan sertifikasinya dipersepsikan sangat penting serta memiliki urgensi yang tinggi untuk dikembangkan, walaupun pemerataan kesempatan untuk mengembangkan kompetensi tersebut tidak merata di seluruh Indonesia. Organisasi/perusahaan telah memberikan penghargaan yang signifikan pada profesi MSDM dengan 34,8% posisi tertingginya berada di level direktur, 14% berada di posisi general manager, dan 32,4% di posisi manajer. Lebih dari setengah responden menyatakan kurang siap menghadapi Masyarakat Ekonomi ASEAN (MEA), sehingga proses percepatan pengembangan kompetensi praktisi MSDM di Indonesia perlu dilakukan untuk meningkatkan daya saingnya dalam kompetisi regional dan global.Kata kunci: Masyarakat Ekonomi ASEAN, kompetensi, praktisi Manajemen Sumber Daya Manusia Indonesia, purposive non random sampling, statistik deskriptif.Abstract. ASEAN Economic Community (AEC) will be implemented at the early 2016 referred to the agreement signed by all ASEAN countries' leaders. One of the agreement content is the free flow of skilled labor including Human Resources (HR) professional. Indonesia's HR practitioners are not fully ready to face this upcoming more open competition. HR professional competency in Indonesia needs to be examined deeply to find its existence to be seen from HR practitioners' point of view. This research uses descriptive statistic method to map ideas, perceptions, and opinions from HR practitioners pertaining their competencies. Respondents come from Jabodetabek area and the big cities in Java Island due to the main location of private companies. Sampling frame is purposive non random sampling to cover members of Indonesia HR Management Association via online questionnaire study. There are 250 respondents who filled the questionnaries completely. Research findings show that the educational background of Indonesia's HR practitioners is various and dominated by Management, then followed by Psychology, Technic, and Law. HR evolution in Indonesia indicates mostly being exposed in administration dan industrial relations (35%), 21% has been involved in strategic decision making process, and 20% has demonstrated as strategic partner and change agent. HR competency standard and its development and certification programs are perceived very important and urgent to be developed further, although the uqualization of development opportunity is not well distributed across Indonesia areas. Organization/company has already showed significant recognition to HR profession by giving the highest position at director level (34,8%), General Manager (14%), and Manager (32,4%). More than half respondent stated not ready to face the ASEAN Economic Community (AEC), however the acceleration process of HR practitioners' competency development program needs to be done in order to enhance the competitiveness in regional and global competition.Keywords: ASEAN Economic Community, competency, descriptive statistic, Indonesia's Human Resources practitioner, purposive non random sampling.

Abstract

Drought risk in Indonesia , particularly in Java Island will continuously increase. Global warming, environmental degradation, increased population, and poverty will more and more increase drought risk faced by the community. It is estimated that approximately 77% of the districts and cities in Java Island have experienced one to eight months of water deficit in one year. In 2025 the number of districts and cities experience water deficit will become 78.4% with a deficit from one month to twelve months or one full year. To reduce the risk posed by drought, community’spreparedness will need to be enhanced through the provision of water to deal with drought. Several rain harvesting techniques such as construction of water reservoirs, water tanks and absorption wells, as well as conservation of ground water, may be applied in high risks areas. Such rain harvesting techniques have indeed been implemented in many areas by traditional communities. Community’s capacity may be enhanced through continuous drought risk reduction programs that are based in the grassroots level and involve all relevant stakeholders. The role ofthe community becomes very crucial because in reality the people and local organizations constitute the keys in disaster risk reduction initiatives. The present initiatives involve community’s participation that is based on the following principles: based on the problems faced and the opportunities available in the community; using feasible solutions; encouraging partnerships with external parties; employing local knowledge and skills; focusing on the original conditions; and with clearly visible outputs.

Abstract

This study aims to analyze the state of energy security in East Sumba, one of the four regencies dividing the Island of Sumba, East Nusa Tenggara Province, Indonesia. This region was chosen for this study as it is popularly known as the Iconic Island of Renewable Energy. Data was gathered by applying expert interview method and analytical hierarchy process. In sum, 30 source persons dealing with the energy security issue were interviewed: 11 government officials (G), 8 businessmen (B), 5scholars (A), 4 from the common society (C), and 2 from a financial institution. This study applied energy security index to assess energy security in East Sumba. The data was analyzed by using descriptive analysis and Eckenrode method, with energy security as a criterion. The study results show that the energy security index based on renewable resources in East Sumba is still relatively low (5.91). East Sumba is rich in natural sources of energy, such as sunlight, water, biomass, wind, and biogas. Factors such as poor affordability lead to a low energy security index in East Sumba, which is often a result of poverty. The natural vast hilly and grassland topography and the decentralized settlement of the people of East Sumba also lead to poor accessibility of energy. Moreover, the supporting infrastructure, such as roads, also causes a low index of energy security. The lack of an institutional model also discourages investors from investing in East Sumba. The electrification ratio in East Sumba is still low, reaching only 31%.

Abstract

arious strategic issues that have an effect towards the performance of local governments in Indonesia are very complex just like the local governments in other countries, as investigated on previous researches. These strategic issues, which include the fiscal capacity, the background of the local leaders as entrepreneurs, and the capacity of management, would have significant influence towards the performance of local governments. This research tries to conduct the investigation towards other strategic issues i.e. the characteristics of local governments, the public entrepreneurship, the strategic environment, and the enforcement of ethics and accountability of bureaucracy, which is both very important and very certain in terms of the influence towards the performance of local governments. As the initial phase of thorough research is related to the influence of public entrepreneurship towards the performance of local government, the mapping needs to be conducted in order to ensure the level of importance and certainty of the strategic issues with the use of the Strategic Assumption Surfacing Test (SAST) approach involving the selected experts through limited Focus Group Discussion (FGD). The results of data processing would give an overview that the characteristics of local governments and its elements (the regional assets, the fiscal capacity, the capacity of management and entrepreneurial behavior), the public entrepreneurship (innovation, the creativity of the individuals within bureaucracy, proactiveness, risk-taking and public-oriented) are the strategic issues, which are important and certainly influence the performance of local governments in Indonesia.
