Abstract

The enactment of Law Number 6 of 2014 concerning Villages introduces a distinct dimension to the democratization process within villages, emphasizing recognition and subsidiarity that portrays villages not merely as geographic entities but as integral parts of their socio-cultural communities. Currently, the formulation of village regulations as a manifestation of village autonomy remains a stagnant process. This article aims to critically examine the development of village regulations within the framework of village democratization, employing doctrinal research methods alongside statutory and conceptual approaches. Findings reveal that village regulations constitute a subset of statutory regulations, incorporating provisions from higher-level frameworks while embodying community participation grounded in village-specific authority and rights. The transformation prompted by Law Number 6 of 2014 enhances the scope for village democratization, influencing the formulation of regulations that must meet both substantive and procedural requirements, thus presenting villages with opportunities and challenges in realizing local democratization effectively.

Abstract

Railway traffic contributes significantly to noise pollution in urban areas, adversely affecting human health. This study focuses on the impact of train noise on hypertension among residents living near the Kendal Regency railroad tracks. With 105 participants residing within 0–30 meters from the tracks, aged 25–64, the study utilized purposive sampling to select 50 individuals. The average noise intensity measured was 73.1975 dBA, exceeding the permissible limit of 70 dBA. While the mean systolic and diastolic blood pressures indicated pre-hypertension, statistical analysis revealed a significant association between age and hypertension incidence (p = 0.042), with those over 40 facing a 4.5 times higher risk. However, no significant association was found between noise intensity and hypertension incidence (p = 0.292), systolic (p = 0.312), or diastolic blood pressure (p = 0.729). Additionally, factors such as distance from home, length of stay, rest, BMI, water consumption, and physical activity showed no significant association with hypertension incidence (p > 0.05). These findings suggest that while age is crucial in hypertension risk, noise intensity from railway traffic may not be a primary contributing factor. Further research is warranted to explore additional variables impacting hypertension in railway-adjacent communities.

Abstract

In 2021, the Banyuasin Health Center's area in Purworejo reported 143 malaria cases, which decreased to 33 cases in 2022. To understand the factors influencing malaria transmission, a case-control study was conducted. The study focused on environmental and behavioral risks within the health center's jurisdiction. The case group included 33 individuals who had malaria in 2022, while the control group comprised 33 individuals without malaria, matched by sex and age. Data was collected through questionnaires, interviews, and observations using Chi-square analysis with a 5% significance level and 95% confidence interval. Significant risk factors identified included the presence of puddles (OR 4.808, 95% CI 1.667–13.862), absence of wire netting on ventilation (OR 4.713, 95% CI 1.341–16.566), not using mosquito nets (OR 7.429, 95% CI 2.461–22.422), not using mosquito repellents (OR 6.042, 95% CI 1.731–21.086), and not wearing tight clothes (OR 5.714, 95% CI 1.925–16.965). Conversely, the absence of a ceiling (OR 3.444, 95% CI 0.641–18.508), absence of cattle (OR 0.320, 95% CI 0.116–0.883), and absence of bushes (OR 2.692, 95% CI 0.631–11.488) were not significant factors. In conclusion, the study highlighted that stagnant water, poor ventilation measures, and inadequate personal protection contribute significantly to malaria risk in the Banyuasin Health Center's area. Improving housing conditions and promoting the use of mosquito nets and repellents are crucial in mitigating malaria transmission effectively in this region of Purworejo.

Abstract

Pneumonia is a respiratory disease that affects more than 287,000 children under five in Indonesia, with 444 deaths among those under five. One of the factors causing pneumonia is exposure to tobacco smoke in the home. This study aimed to describe the association between exposure to indoor tobacco smoke and the incidence of pneumonia among under-fives in Indonesia. This study method was a systematic review using articles from national and international journal databases. Databases used included Google Scholar, Garuda Portal, Scopus, Science Direct, ProQuest, and Springer Link. Articles in this study used the case-control method, published between 2013 and 2023, and focused on the association between indoor tobacco smoke exposure and under-five pneumonia incidence. There were 15 articles reviewed in this study. From the review of 15 articles, factors of exposure to secondhand smoke found in the home include the smoking habits of family members, the presence of family members who smoke, the number of family members who smoke, the location of smoking in the house, the presence of secondhand smoke exposure in the house, the number of cigarettes consumed by family members, the togetherness of infants with smokers, and the smoking status of the father. Most articles show a significant association between exposure to tobacco smoke in the home and the incidence of under-five pneumonia, so it can be concluded that exposure to tobacco smoke in the house is associated with pneumonia in under-fives.

Abstract

WHO has conducted surveys from 2000 to 2018, revealing that out of 161 countries, at least one in three women in the world has experienced physical and/or sexual violence. Additionally, The United Nations Entity for Gender Equality and the Empowerment of Women states that an estimated 35% of women worldwide have experienced physical and sexual violence. The issues addressed in this research are the specific regulations on sexual violence criminal acts in Law Number 12 of 2022 concerning the Sexual Violence Crime Law and the legal protection policy for victims of sexual violence. This research adopts a normative juridical approach, utilizing a literature review as well as secondary data analysis with a statute approach. The research findings indicate that the specific regulations in Sexual Violence Crime Law can be classified based on their definitions, types, evidence arrangements, victim rights, and criminal sanctions. The victim rights encompass the right to assistance, restitution, and compensation, the right to temporary protection, the right not to appear at trial, and the rights related to handling, protection, recovery, and rights for the family of victims of sexual violence criminal. The new regulations and provisions in Sexual Violence Crime Law have introduced many new innovations, particularly in legal protection policies that are oriented towards the rights of victims. However, some aspects still need to be considered to ensure the effective implementation of these regulations. It is necessary to promptly establish further implementing regulations regarding granting victims' rights.

Abstract

Membrane technology has gained attention in wastewater treatment due to its great potential for producing high-grade water products for reuse. The membrane also effectively removes persistent pollutants in water effluent. However, their application is constrained by low productivity due to fouling formation. Incorporating functionalized nanoparticles into polymeric membranes has attracted much attention due to the improved membrane performance and additional features. Metal-organic frameworks (MOFs) incorporated into polymeric membranes have been widely applied in reverse osmosis (RO), forward osmosis (FO), nanofiltration (NF), and microfiltration (MF) for water and wastewater treatment. This short review presented recent findings, fabrication methods, and a systematic understanding of transport mechanisms under various operating conditions. This study also focused on several important parameters, such as improving physicochemical properties, membrane features, and performance enhancement in wastewater treatment. The reported studies show that MOFs incorporated membranes have reached >95% organic pollutants and 100% suspended solids. The membrane durability was also enhanced up to 140%, and the flux recovery can be maintained at 98% after several cycles. Even some MOFs, such as ZIF-8 and UiO-66, exhibited excellent performance in harsh conditions (pH < 4). The prospects and challenges of MOFs-incorporated membranes in industrial applications were also provided in this study.

Abstract

This study aims to analyze the factors that influence the intention of individual investors, both Muslim and non-Muslim, to invest in Retail Sukuk issued by the Indonesian government using the Theory of Planned Behavior (TPB). This study is quantitative research. Data was obtained by distributing questionnaires that had previously been tested to ensure their validity and reliability. The participant data was processed by 214 participants who came from various levels of society and various cities in Indonesia. Furthermore, the data was processed using the Microsoft Excel application and the Smart PLS-SEM application version 3.3.3. The results show that the intentions of Muslim investors and non-Muslim investors are both significantly determined by their attitude toward investing, subjective norms that exist within them, and perceptions of behavioral control. The government considers the results of this research as input for determining the right strategy to expand the retail sukuk investor base, both Muslim and non-Muslim investors in Indonesia. The limitations of this study are the number of participants which is quite small.

Abstract

Corrections are organized in an integrated manner between the supervisor, supervised, and community. Recognizing the important role of the community in supporting the social reintegration of correctional clients, the Ministry of Law and Human Rights of the Republic of Indonesia issued the Decree of the Director General of Corrections Number: PAS-06.OT.02.02 2020 dated February 10, 2020, concerning the Guidelines for the Establishment of Pokmas Lipas at Bapas, which will become a partner and forum for community empowerment. The results showed that the effectiveness of the implementation of Pokmas Lipas in supporting the social reintegration of correctional clients of Bapas Class II Purwokerto has not been effective by looking at data on the number of active Pokmas Lipas and the number of clients who follow Pokmas Lipas is very small compared to the total number of clients of Bapas Class II Purwokerto. The obstacles faced are that there is no further regulation on the guidelines for the working mechanism of Pokmas Lipas, the number of Community Supervisors is not proportional to the number of clients and the coverage of a very large work area, and there is still a negative stigma from the community towards clients. Suggestions that can be given are that it is necessary to immediately form a Regulation of the Minister of Law and Human Rights of the Republic of Indonesia concerning guidelines for the work mechanism of Pokmas Lipas, so that there are clear procedures in its implementation and increase the role of Community Supervisors in empowering Pokmas Lipas according to their respective levels.

Abstract

Village Council (BPD) plays an important role in the formation of village regulation (Perdes). Strengthening the role of BPD in legislation is an effort to improve the quality of village regulation products. This is outlined in Article 61 Village Law, BPD is an institution that embodies democracy in the administration of village governance that functions to accommodate and channel community aspirations, carry out the task of supervising the performance of the Village Head, and together with the Village Head, discuss and agree on the draft village regulation in Dawuhan Kulon Village during 2020-2023 was 24 Perdes’s. One person was purely an initiative for BPD. This research shows that the Dawuhan Kulon BPD, in its role in the initiative to create village regulations, has not been optimal, as seen from the number of Perdes produced. BPD's position in carrying out aspirations is carried out through community activities. BPD places itself as an extension of the village community. Activities are carried out to socialize information on village development, accommodate community aspirations for village regulations, and agree with the Village Head. Recommendations from this research are formulated such that the community is aware that village regulation is a legal product for the benefit of the community; therefore, the community also needs to be involved. The BPD should socialize with its citizens through Rukun Tetangga meetings if there will be discussions and the creation of Perdes.

Abstract

The provision of conjugal visit facilities in prisons is one of the rights needed by prisoners as a maintenance and improvement of relationships with their legal partners, in addition to fulfilling their sexual desires and avoiding deviations of sexuality that prisoners are vulnerable to in prison. The effectiveness of the implementation of conjugal visits for prisoners in Nusakambangan Class IIB Open Correctional Institution can be said to be effective because prisoners who carry out the conjugal visit program feel the benefits in maintaining and maintaining the integrity and harmony of the household, so that prisoners who will soon be free feel more ready and confident to return to society. The obstacles faced by correctional officers in carrying out conjugal visits for prisoners in Nusakambangan Class IIB Open Correctional Institutions are from the aspect of legal substance, namely the implementation of the conjugal visit program at Nusakambangan Class IIB Open Correctional Institutions using assimilation rights and the right to receive family visits so that there is no implementing regulation that specifically regulates the conjugal visit program.
