Abstract

Qualitative research from this type of single instrumental case study is aimed at providing an alternative analytical framework regarding the discourse on developing human resource competencies for state civil servants, which specifically focuses on employees at the Center for Rehabilitation and Social Protection-Sentra Gau Mabaji in Gowa Regency, South Sulawesi. We use Critical Realism as a philosophical basis and an interpretative method modified from contemporary social studies, combined with theoretical eclecticism to allow for a more dynamic analysis. The purposive sampling technique was used with certain practical and methodological considerations to select only subjects who were relevant to the research objectives as respondents. The interviews were then conducted in depth and semi-structured by focusing on three aspects: Knowledge, Utilizing the coding conducted earlier, Skills and Attitudes are identified as dimensions of competency, forming a conceptual framework to steer the analysis. The outcomes present a phenomenological depiction that elucidates diverse perspectives among state civil servants concerning the development of human resource competencies. This exploration encompasses the aspects of knowledge, skills, and attitude, examining their interrelation with the individuals' status, duties, and functions as employees in the rehabilitation and social protection service.

Abstract

Coastal areas are dynamic areas with interactions between land and sea, which exposes complex challenges in integrated management. Law No. 1 of 2014 on the management of coastal areas and small islands in Indonesia is a step to increase state authority in coastal waters management. However, environmental sustainability is often not a top priority in practice. This condition is reflected in various phenomena in Makassar City, where development and human activities have resulted in damage to the coastal environment and marine pollution. This study uses a qualitative approach to analyze the implementation of coastal protection policies in Makassar City. Through interviews with various stakeholders, including government agencies, NGOs, and communities, it was found that there are still many as challenges faced in implementing this policy. Among them are the readiness of human resources in various relevant agencies, effective communication between parties, complex bureaucratic structures, and the important role of the private sector. With cooperation and commitment from all parties, it is hoped that the implementation of coastal area protection policies can be successful and have a positive impact on the environment and coastal communities of Makassar City.

Abstract

Introduction: Cucumber (Cucumis sativus L.) is a type of vegetable that is widely consumed by the public. Cucumber production is still low due to cultivation systems that are not by standard operating procedures and low soil fertility. Therefore it is necessary to improve cultivation techniques through the use of quality seeds and fertilization. The study aimed to determine the effect of various concentrations of indigenous microorganisms from the corm of banana on the growth and yield of three varieties of cucumber. Methods: The study used a randomized block design with two factors: cucumber variety (Hercules, Mercy, Harmony) and concentration of indigenous microorganisms from banana corm (0, 200, 400, 600 ml/L). Each treatment was repeated three times with eight plants per plot, totaling 288 plants. Results: There was an interaction between cucumber varieties and microorganism concentrations. The Harmony variety with 600 ml/L of microorganisms showed the best results: plant height (162.03 cm), number of leaves (31.92), branches (3.57), fruits (10.58), and fruit weight (156.28 g). Conclusion: The Harmony variety and 600 ml/L concentration of indigenous microorganisms from banana corms significantly improved cucumber growth and yield. This method can reduce production costs by using easily available and cheap materials, decreasing reliance on expensive synthetic fertilizers.

Abstract

This phenomenological study examines the role of artificial intelligence (AI) in Green Human Resource Management (HRM), focusing on the implementation of eco-friendly chatbots for sustainable recruitment processes in Makassar, Indonesia. Through in-depth interviews with HR professionals, recruiters, and candidates, the research explores how AI-driven recruitment tools contribute to environmental sustainability by reducing paper waste, optimizing energy use, and enhancing green employer branding. While findings confirm significant efficiency gains and ecological benefits, they also reveal critical challenges, including algorithmic bias, digital inequity, and the risk of depersonalizing candidate experiences. The study highlights the need for ethical AI design, contextual implementation frameworks, and holistic sustainability strategies to ensure that technological advancements in HRM align with both environmental and social equity goals. By bridging the gap between AI innovation and sustainable HR practices, this research offers practical insights for organizations navigating the complexities of digital transformation in emerging economies.

Abstract

This qualitative study investigates the multifaceted challenges of implementing blockchain technology within Human Resource Management (HRM) to enhance sustainability reporting transparency among Jakarta multinational corporations. As global and local pressure mounts for verifiable ethical practices, blockchain’s promise of immutable data integrity confronts complex socio-technical realities. Through in-depth interviews with 28 HR leaders, technology experts, and sustainability officers, the research identifies five interconnected barriers: (1) profound technical integration difficulties with legacy HR systems, (2) limited efficacy in verifying initial data authenticity across Jakarta’s complex supply chains, (3) tensions between regulatory agility in Indonesia’s evolving compliance landscape and blockchain’s inherent inflexibility, (4) deep-seated stakeholder resistance rooted in transparency anxieties and cultural reluctance, and (5) the sustainability-energy paradox where blockchain’s environmental footprint contradicts ESG goals. Findings reveal that while blockchain strengthens auditability, its successful adoption demands addressing Jakarta-specific infrastructural constraints, fostering cultures of trust, and prioritizing human oversight alongside technological solutions. The study advocates for strategic, context-sensitive approaches to blockchain deployment, positioning it as one tool within a broader ecosystem of ethical governance, not a standalone solution for HR-driven sustainability transparency.

Abstract

This research analyzes the communication strategy implemented by the Department of Communication, Informatics, and Statistics (DKIS) of Cirebon City in tackling the spread of hoaxes through Instagram @cirebonsaberhoaks. The widespread dissemination of false information through various digital platforms has become a serious threat to healthy public information and communication. The purpose of this research is to analyze the communication strategies and challenges faced by DKIS Cirebon City in countering hoaxes. Using a qualitative descriptive approach, data was collected through observation, interviews, and literature studies. The results show that DKIS Cirebon City implements a communication strategy consisting of three key components: focused utilization of digital platforms, a dual-focus approach (information clarification and education), and publication of anti-hoax content. Nevertheless, the program still faces significant challenges in the form of evolving technology for hoax dissemination, limited reach of a single platform, and suboptimal inter-institutional coordination. This research contributes to the development of more adaptive and innovative public communication models in tackling hoaxes at the regional level.
