Abstract

Abstract Purpose: This research aims to obtain a description of the policy of developing human resource educators at the University of Dili in accordance with applicable academic regulations. Research methodology: The method used in this research was a descriptive qualitative method. Six respondents were determined as research samples. The research instruments for this study were interview guides, notebooks, recording devices, test books and researchers. Data collection was done through interview method and the data was analyzed by referring to Miles and Huberman's Intractive model framework. Results: there are some efforts to develop the human resources of educators in universities such as sending of teaching staff to continue their education and various policies that enable the development of educators' human resources. Some factors that influence the development of human resource educators in universities are the organizational structure, organizational policies, allocation of funds, the level of educators’ education and the participation of educators in support for the development of human resources Limitations: this research only discusses the development of educators as human resources at the University of Dili and various factors that influence it. Contribution: This research was conducted to answer problems related to the management of development for educators as human resources at the University of Dili and what factors influence the development of teaching human resources at the University of Dili Timor-Leste Keywords: Development, Human resource, Educator

Abstract

Purpose: This study aimed to analyze the disaster management of the Malaka Regency Government in flood disaster management. Research methodology: The research method used in this study is a qualitative research method. The informants in this study were elements of the government as well as elements of society consisting of the Flood Victims Community. The analysis technique in this study uses data analysis developed by Miles and Huberman (2014: 10) as follows; (a) data reduction (b) data display and (c) concluding. Finding: The result of this research is that the Malaka Regency Government's disaster management in flood disaster management has implemented the best management even though it is still not optimal. Limitations: This study's limitation is that this study only discusses the disaster management of the Malaka district government in overcoming the floods that occurred there. Abstract

Purpose: This study describes and analyzes Social participation in Management of Village Fund in Sanleo village, East Malaka sub-district, Malaka regency. Research methodology: This study uses a descriptive research method with a qualitative approach. Social participation is analyzed using the views of Cohen and Uphoff (1977. Results: The results in this study are that the village society has been quite actively involved from the decision-making stage to enjoying the results. However, it is not even implemented at the evaluation stage, so the village government cannot confidently measure the success of a program being implemented. Limitations: This research only describes and analyzes social participation in the Management of Village Fund in Sanleo village, East Malaka sub-district, Malaka regency. Findings may differ in other areas. Contribution: This research becomes scientific information for public administration science.

Abstract

Purpose: The purpose of this study is to measure and analyze the effectiveness of Sehati Village-Owned Enterprises (BUMDes) in Nekmese Village, South Amarasi District, Kupang Regency. Research Methodology: This study used descriptive research with a qualitative approach that used the effectiveness measurement criteria of Chambell J.P (1989). Results: The findings in this study are that BUMDes has been effective with several successes, namely program success, target success, satisfaction with the program and the achievement of. Limitations: This research only reviewed the effectiveness of BUMDes Sehati in Nekmese village, Kupang Regency. Abstract

Purpose: The purpose of this research was to identify the potential loss of business service levies received by the Department of Maritime Affairs and Fisheries, East Nusa Tenggara Province. Research Methodology: This study used a qualitative approach and power analysis using spiral data analysis techniques. The informants consisted of 33 people. Data collection was carried out by qualitative observation, qualitative interviews, qualitative document tracing, and qualitative audio-visual material. Results: There was a potential loss from receiving business service levies at the Department of Maritime Affairs and Fisheries, East Nusa Tenggara Province. Limitations: This research focused on identifying the potential loss of business service levy at the Department of Maritime Affairs and Fisheries, East Nusa Tenggara Province. Contribution: This research can be a scientific source and can be the basis for the Department of Maritime Affairs and Fisheries of East Nusa Tenggara Province in overcoming the potential lost problem. Furthermore, this research can be scientific information for public administration students.

Abstract

Background: Discharge planning is one way in which leadership styles can motivate nurses to up their game and provide better care to patients. Examining how a servant leadership style affects the success of discharge planning initiatives is the primary goal of this study. Methods: The initial part of this mixed-method study involved doing qualitative research using an exploratory descriptive methodology with seven participants at Surabaya's Bhakti Dharma Husada Hospital. Research using quantitative methods and a quasi-experimental design is the second phase. Using a purposeful sampling technique, 114 nurses from the inpatient population at Bhakti Dharma Husada Hospital Surabaya participated in the study. Of this, 57 were assigned to the intervention group and 57 to the control group. Results: The first stage of the study produced a servant leadership module for the head of the room. In the second stage, based on the paired sample t-test, there was an effect after the intervention was given while entering the hospital (ρ = 0.000), during treatment (ρ = 0.000), and before leaving the hospital (ρ = 0.000). In the independent sample t-test, there was a significant difference in the post-test mean between the intervention and control groups during entering the hospital (ρ = 0.000), during treatment (ρ = 0.000), and before leaving the hospital (ρ = 0.000) on the performance results of the discharge plan. Conclusion: The ward head at Bhakti Dharma Husada Hospital Surabaya can use the servant leadership module and intervention to improve the performance of discharge planning from the time a patient enters the hospital to the time they leave.

Abstract

Di tengah pusaran disrupsi digital yang masif, sistem Pendidikan Agama Islam (PAI) menghadapi urgensi reorientasi fundamental, khususnya dalam mengorkestrasi integrasi Pembelajaran Jarak Jauh (PJJ). Artikel ini bertujuan untuk mendekonstruksi sekaligus merekonstruksi paradigma transformasi epistemologis dan prosedural PJJ dalam koridor PAI melalui sintesis kerangka kerja Technological Pedagogical Content Knowledge (TPACK) dan model Substitution, Augmentation, Modification, Redefinition (SAMR). Dengan mengadopsi metodologi studi pustaka yang komprehensif, diskursus ini menyingkap fakta bahwa integrasi PJJ bukan sekadar migrasi medium informasi ke ruang siber, melainkan sebuah evolusi signifikan dalam metodologi konstruksi, validasi, dan transmisi pengetahuan di ekosistem digital. Temuan penelitian menunjukkan bahwa sinergi TPACK membekali pendidik PAI dengan kapasitas intelektual untuk menyelaraskan nilai spiritual transenden dengan kemajuan teknologi secara koheren. Sementara itu, model SAMR berperan sebagai peta jalan strategis untuk mencapai level redefinisi, di mana pembelajaran PAI mampu melampaui limitasi fisik dan temporal demi menciptakan pengalaman pedagogis yang imersif. Implikasi teoretis penelitian ini menegaskan perlunya transformasi identitas pendidik dari sekadar transmitor informasi menjadi arsitek pembelajaran digital yang tetap teguh dalam menjaga marwah karakter Islami.

Purpose: This research aims to analyze the implementation of policies on developing Indonesian migrant workers’ families in the field of economic empowerment in Kupang city. Research methodology: The method used in this research is a qualitative research method with a case study approach. Results: The implementation of the family empowerment program for Indonesian workers is going well. This is supported by the existence of good communication, the availability of information and human resources, the influence of the position, and organizational arrangements to run the program in accordance with the SOP. Limitations: This research only analyzes the implementation of policies on the development of Indonesian migrant workers’ families in the field of economic empowerment in Kupang city. Abstract

Purpose: The discussion of this research is Society Participation, Budget, and Organization on the Effectiveness of Pond Maintenance Program in Kobalima District, Malaka Regency. Research Methodology: This study uses quantitative research methods with sampling techniques in research using the Slovin formula and data analysis techniques using regression, namely looking for the effect of each independent variable on the dependent variable, and the instrument used in this study is intended to produce accurate data by using a Likert scale. Results: Each independent variable, namely society participation, budget, and organization, partially has a significant influence on the effectiveness of the pond maintenance program. Simultaneous society participation, budget, and organization also have a significant effect on the effectiveness of the pond maintenance program. Limitations: Research variables are complex and research results may change in the future. Contribution: Research findings can serve as a basis for evaluation and the basis for maintaining existing good performance in promoting an effective pond maintenance program.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are crucial to Indonesia’s economy, especially in East Nusa Tenggara (NTT), where they contribute significantly to employment and GRDP. Despite their potential, particularly in agriculture and handicrafts, these sectors remain vulnerable to climate change and often lack environmentally friendly practices. In response, Bank Indonesia initiated the Green MSME development program to promote sustainable, inclusive, and circular economic practices. This study aims to analyze the relevance of Bank Indonesia's green MSME policies to the development of MSMEs in NTT and identify the supporting and inhibiting factors. Using a qualitative descriptive approach, data were collected through interviews, observations, and literature review in Kupang. Findings reveal BI NTT’s strategic role in promoting digitalization, green entrepreneurship training, and local resource-based clusters. However, challenges persist, including low environmental literacy, limited access to green financing, and weak infrastructure. Opportunities lie in NTT’s rich natural and cultural resources, which, if supported by cross-sector collaboration and contextual policies, can position green MSMEs as drivers of sustainable development. The study recommends strengthening policy implementation, contextual adaptation, and inter-agency synergy to accelerate green economic transformation in the region.
