Abstract

Studies regarding work discipline in police agencies or institutions are still relatively rare research in the realm of public administration research in Indonesia. This study was intended to analyze the effect of organizational commitment and organizational culture on organizational discipline among the police officers in the Kerinci Police Station. In the long term, this research aims to improve the quality of discipline of police officers in the delivery of services to the community, especially at the Kerinci Police agency, which so far seems to have not been optimal. One of the causes of the low quality of discipline is, among other things, assumed to be the impact of the low quality of commitment and organizational culture among the members of the Polres concerned. This study was conducted using a quantitative approach. The data were collected through distributing questionnaires as well as documentation data support. The data were analyzed with descriptive statistics consisted of frequencies, averages, percentages and multiple regression. The finding of this study indicated that organizational commitment and organizational culture did not significant influences on organizational discipline among the police officers in the Kerinci Police Station.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan implementasi penanggulangan bencana banjir di Nagari Duku Utara oleh Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Pesisir Selatan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Informan dipilih secara purposive yang terdiri dari pejabat BPBD, aparat nagari, dan masyarakat terdampak banjir. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi, dengan validitas data diuji melalui triangulasi sumber. Hasil penelitian menunjukkan bahwa implementasi penanggulangan bencana mencakup empat aspek utama, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Komunikasi kebijakan berjalan cukup baik di tingkat birokrasi, namun masih kurang efektif dalam penyampaian kepada masyarakat. Hambatan utama yang dihadapi meliputi keterbatasan anggaran, personel, dan kesadaran masyarakat, serta kondisi geografis yang rawan banjir. Meskipun demikian, koordinasi lintas lembaga dan keberadaan Tim Reaksi Cepat (TRC) menjadi faktor pendukung pelaksanaan kebijakan. BPBD juga telah melakukan berbagai strategi seperti gotong royong pembangunan saluran air, kerja sama dengan lembaga non-pemerintah, dan pemulihan infrastruktur. Pelaksana yang berkomitmen menjadi kekuatan utama dalam menjaga keberlanjutan implementasi kebijakan penanggulangan bencana banjir secara menyeluruh.

Abstract

Studies on work discipline and Organizational Citizenship Behavior (OCB) in government agencies in relation to gender leadership was still relatively rare in the realm of public administration study in Indonesia, including within the BKPSDM agencies in Sungai Penuh City and Kerinci Regency, Jambi Province, even though the study of this aspect was very important in developing knowledge and practice of public administration among employees, including within the BKPSDM agency as a government agency which should prioritize work discipline. This study aimed to identify how much influence gender leadership had on employee work discipline with OCB as an intervening variable at BKPSDM agencies in Sungai Penuh City and Kerinci Regency. This study was conducted using a quantitative approach. The data were collected through questionnaires as well as documentation data support. The data were analyzed using descriptive statistics in the form of frequency, average, percentage, T-Test, and linear regression. The finding of this study indicated that gender leadership had had significant influences on employee work discipline and OCB variables at BKPSDM agencies in Sungai Penuh City and Kerinci Regency.

Abstract

Purpose – This study aims to determine the influence of workplace facilities and compensation on the job satisfaction of village officials in Gembira Village, Gaung District, Indragiri Hilir Regency. Methodology/approach – A survey method was employed, with questionnaires distributed to village officials holding various positions within the Gembira Village administration. The collected data were analyzed using multiple linear regression techniques. Findings – The results indicate that workplace facilities and compensation significantly influence the job satisfaction of village officials. The workplace facilities variable positively contributes to job satisfaction, suggesting that improving workplace facilities can enhance job satisfaction. Similarly, the compensation variable demonstrates that fair and adequate compensation can increase job satisfaction among village officials. Novelty/value – This study highlights the importance of workplace facilities and compensation as key factors influencing job satisfaction among village officials. Effective management of these aspects within the village officials’ work environment can help improve their performance and loyalty to the organization.

Abstract

Latar belakang: Emisi gas buang kendaraan bermotor merupakan sumber pencemaran udara yang paling signifikan, terutama di wilayah perkotaan. SO2 merupakan salah satu polutan yang dihasilkan oleh emisi gas buang kendaraan bermotor. Kota Samarinda terkenal dengan pesatnya peningkatan jumlah kendaraan pribadi, terutama kendaraan berbahan bakar fosil, yang berpotensi meningkatkan konsentrasi SO2 dan dapat berdampak pada kesehatan. Penelitian ini bertujuan untuk mengetahui risiko paparan konsentrasi SO2 pada penyapu jalan dan hubungan antara kejadian hipertensi dengan asupan SO2.Metode: Penelitian ini menggunakan pendekatan penilaian risiko kesehatan lingkungan. Pendekatan EHRA akan memperkirakan risiko yang diterima oleh penyapu jalan akibat paparan SO2 di jalan raya Kota Samarinda. Populasi dalam penelitian ini mencakup seluruh pekerja penyapu jalan yang bertugas pada empat lokasi jalan raya yang telah ditentukan. Sampel penelitian berjumlah 61 orang dan diperoleh melalui teknik total sampling. Teknik pengukuran konsentrasi SO2 menggunakan impinger dengan analisis spektrofotometer. Tekanan darah diukur secara real-time. Uji chi-square digunakan untuk menunjukkan perbedaan proporsi antara variabel asupan dan hipertensi.Hasil: Konsentrasi SO2 masih di bawah batas baku mutu lingkungan yang dipersyaratkan (< 150 mg/Nm3) yakni 18,18 mg/Nm3. Hasil uji chi-square menunjukkan tidak ada perbedaan proporsi kejadian hipertensi dengan asupan SO2 (nilai p = 1.000). Akan tetapi, pekerja dengan asupan SO2 >0,0012 mg/kg/hari memiliki peluang lebih besar untuk mengalami hipertensi dibandingkan penyapu jalan dengan asupan >0,0012 mg/kg/hari (OR = 1,111).Simpulan: Kualitas udara di jalan raya Kota Samarinda masih tergolong aman dan sehat, terutama pada parameter sulfur dioksida. Petugas penyapu jalan tidak berisiko mengalami gangguan kesehatan khususnya kejadian hipertensi. ABSTRACT Background: Vehicle exhaust emissions are the most significant source of air pollution, especially in urban areas. SO2 is one of the pollutants produced by car exhaust emissions. The number of private vehicles, especially fossil fuel vehicles, is increasing rapidly in Samarinda City. These vehicles have the potential to increase SO2 concentrations and can have an adverse on health. This study aims to determine the risk of exposure to SO2 concentrations among street sweepers and the relationship between the incidence of hypertension and SO2 intake.Methods: This study used an environmental health risk assessment approach. The EHRA approach estimated the risk faced by street sweepers due to exposure to SO2 in Samarinda City highways.  This study’s population consisted of all street sweepers working at four specified roadways.  The sample, comprising 61 participants, was selected using a to tal sampling technique. The SO2 concentration measurement technique involved an impinger with spectrophotometer analysis. Blood pressure was measured in real-time. The chi-square test was used to show differences in proportions between intake and hypertension variables.Results: The SO2 concentration, measured at 18.18 mg/Nm3, was found to be below the required environmental quality standard limit (< 150 mg/Nm3). The results of the chi-square test showed no difference in the proportion of hypertension incidents with SO2 intake (p-value = 1,000). However, workers with SO2 intake of >0.0012 mg/kg/day showed a higher likelihood of developing hypertension than street sweepers with an intake of >0.0012 mg/kg/day (OR = 1.111).Conclusion: The air quality in the highways of Samarinda City is deemed safe, especially in terms of the sulfur dioxide parameter. Street sweepers are not at risk of experiencing health problems.

Abstract

Background : Environmental in tropical rainforest with warm temperature duo to the increasing risk of strongyloidiasis where low sanitation and personal hygiene of communities. Sebuntal sub-distric, East Kalimantan has an high risk of the infections Objective : This study would be showed the infection rates, the correlation analysis between the risk factors and the prevalence of strongyloidiasis Research Methods/ Implementation Methods : A cross-sectional study was performed among 118 participants from the rural community of Sebuntal sub-district. This study would be showed the infection rates, the correlation analysis between the risk factors and the prevalence of strongyloidiasis had used logistic regression analysis. Kato Katz technique and Koga agar plate culture/KAP culture method were be used in this study for diagnosing of the infections. Results : The infection was found In this study was founded the infection; 16 (13.3%). The high risk of strongyloidiasis were occupation; 2.08 (0.99-4.35), drinking water; 1.99 (1.08-3.69), personal hygiene especially usual foot washing after soil contact 1.26 (1.01-1.58), usual un-cook vegetable 1.27 (0.98-1.63), and wash hand after soil contact1.27 (1.02-1.58) respectively. Abstract

Background : Food Poisoning Extraordinary Events (KLB KP) are often not fully reported, with the vast majority of cases not being recorded. In 2019, there were 77 KP KLB cases in Indonesia, especially in West Sumatra, with most cases caused by unhygienic household processed foods. Judging from the type of food that causes food poisoning, household processed food has the largest percentage compared to snack food, food service food, and processed food The number of KP KLB reports does not always indicate the level of food safety. Objective : The purpose of the study was to determine the relationship between the quality of sanitary hygiene and the presence of germs in cooking utensils in the home industry of chips in Tanjung Selor Floating Village. Research Methods/ Implementation Methods : The research design used is a type of correlation descriptive research with a cross sectional design where this research is measured or observed at the same time at one time. The population in this study is the entire home chip industry of Tanjung Selor Floating Village as many as 7 home industries, with the Total sampling technique. The research instrument used observation sheets and interviews, analyzed using the Chi-Square Test. Results : The results of the statistical test were obtained from the relationship between personal hygiene and sanitation of cookware storage and the presence of germ numbers (pValue=0.048). Meanwhile, the relationship between cooking ware washing techniques and cooking utensils sanitation with the presence of germ numbers (pValue=0.143). Conclusion/Lesson Learned : The conclusion and suggestion of this study is that there is a relationship between personal hygiene and sanitation of cookware storage and the existence of germ numbers in the chip home industry in Tanjung Selor Floating Village. There is no relationship between cooking ware washing techniques and cooking utensils sanitation and the existence of germs in the chip industry home of Tanjung Selor Floating Village. It is recommended to the local government to increase supervision and guidance on the home industry.

Abstract

The increase in the number of Village-Owned Enterprises (BUMDes) in Indonesia reflects a positive trend in strengthening the rural economy. However, these enterprises still face various challenges related to governance and operational effectiveness. This study aims to analyze the governance of BUMDes Sumber Rejeki in Sari Mulya Village by integrating public sector governance aspects with the managerial functions of public organizations. This research uses a descriptive qualitative method with purposive sampling techniques, data collection through in-depth interviews and document analysis, and data analysis using the Miles and Huberman model. The findings reveal that organizational structure and participatory leadership have been established. However, recruitment mechanisms, procedural documentation, internal supervision, and risk management have not been fully optimized. Managerial functions such as planning, organizing, mobilizing, and controlling have been implemented adaptively, but they are not yet integrated into a sustainable institutional system. These findings suggest that strengthening written Standard Operating Procedures (SOPs), internal evaluation systems, community participation, and local potential-based planning are strategic steps toward building a more accountable and sustainable governance model for BUMDes.

Abstract

In organising the government administration system in Indonesia, it is known as the appointment of the Acting (Plt) Head of the Religious Affairs Office who is a Temporary Official because the Definitive Official has permanent obstacles. The position of Executive has a term of office of 3 months and can be extended for 3 months based on the mandate given by his Superior. Plt is not authorised to make decisions and/or strategic actions that have an impact on changes in legal status in aspects of personnel organisation and budget allocation. However, in filling the position of Acting Head of KUA, it is often done when there is a definitive vacancy due to the previous official's retirement, mutation, death, or dismissal. The appointment of Plt is a valid administrative solution as long as it is done by complying with the provisions of time and applicable authority. However, when the implementation of the filling of the Plt position deviates from the normative provisions, there are legal issues that need to receive serious attention. The regulations regarding the Acting Head of KUA are regulated based on the Regulation of the Minister of Religion Number 34 of 2016. However, this PMA does not explicitly regulate the mechanism of filling the position of Acting Head of KUA when there is a vacancy, so the regulation space refers to the general provisions that apply in state personnel and government administration provisions. Therefore, the internal regulations of the Ministry of Religion also play a role in filling the gaps in technical regulations related to the appointment of Executives in the field. The type of research used is normative juridis.

Abstract

Lahirnya Mahkamah Konstitusi didasarkan pada kewenangan konstitusional amandemen I, III dan IV UUD 1945 yang sekaligus menunjukkan bahwa kekuasaan kehakiman tidak lagi semata-mata dipegang oleh Mahkamah Agung dan badan peradilan di bawahnya. Kedua kekuasaan kehakiman ini memiliki kedudukan yang sama dengan fungsi dan peran yang berbeda sebagaimana tercantum dalam Pasal 24 ayat (2) UUD 1945. Selanjutnya Pasal 24 C ayat (1) menyatakan “Mahkamah Konstitusi berwenang mengadili pada tingkat pertama dan terakhir yang putusannya bersifat final. memeriksa undang-undang terhadap UUD, memutus sengketa kewenangan lembaga negara yang kewenangannya diberikan oleh UUD, memutus pembubaran partai politik, dan memutus perselisihan hasil pemilihan umum. Rumusan masalah dalam penelitian ini dilihat ntuk pengaturan para pihak yang bersengketa di lembaga negara dan mencari solusi atas permasalahan yang melekat pada kewenangan tersebut.   Dengan pendekatan konsep, perundang-undangan dengan  metode yuridis normatif. Jenis penelitian adalah deskriptif. Sumber datanya adalah data sekunder dengan penggunaan bahan hukum primer, sekunder dan terseier. .Berdasarkan hasil kajian dapat disimpulkan bahwa UUD 1945, serta Undang-Undang Nomor 24 Tahun 2003 yang telah diubah dengan Undang-Undang Nomor 8 Tahun 2011 tentang Mahkamah Konstitusi tidak menjelaskan secara rinci pelaksanaan kewenangan tersebut. menyelesaikan sengketa antar lembaga negara, sehingga Mahkamah Konstitusi diberi wewenang untuk mengatur hal-hal yang diperlukan demi kelancaran pelaksanaan tugas dan wewenangnya. Sejak hadirnya MK hingga saat ini sudah ada 19 permohonan sengketa kewenangan lembaga negara yang diajukan ke MK dengan persoalan yang sangat beragam. Ke depan, penting untuk menata kembali penyelesaian sengketa kewenangan lembaga negara di MK, menata kembali potensi permasalahan sengketa kewenangan konstitusional lembaga negara, mengelola potensi sengketa kewenangan komisi negara. , memperluas makna penafsiran “lembaga negara yang dapat mengadili di MK”, dan meningkatkan pemberian legal standing pemohon di MK.
