Abstract

This study describes the administration of Excavation C permits in Nagari Buayan, Batang Anai District, Padang Pariaman Regency. It started with the C mining activity managed by PT Zulia Mentawai Rik which caused rejection from the community because the mining location was in a community plantation area. This study used a qualitative approach with descriptive methods supported by interview results. The data collection techniques for this research are observation, interviews, and documentation studies. The validity test was carried out using triangulation techniques, namely method triangulation and source triangulation. Data analysis techniques namely data reduction, data presentation, and drawing conclusions. The results showed that PT Zulia Mentawai Rik's Quarry C mining site, which is located in a community plantation area, is incompatible with Article 64 of Padang Pariaman Regency Regional Regulation Number 5 of 2020 concerning the RTRW of Padang Pariaman Regency for 2020-2040.

Abstract

The aim of this research is to describe the competence, compensation, motivation and performance of ASN of the Ministry of Religion of Muaro Jambi Regency and to analyze the partial and simultaneous direct and indirect influence of competence and compensation on ASN motivation and performance, as well as to analyze motivation on ASN performance. To answer the research objectives, this research is supported by theoretical studies related to research variables, namely competence, compensation, motivation and performance. Apart from that, the author also looks for relevant previous research in the form of articles/journals and previous theses to support this research. The population in this research is employees of the Ministry of Religion, Muaro Jambi Regency, totaling 76 employees with conditions in 2022. The data analysis technique used in this research is through path analysis followed by hypothesis testing via F (simultaneous) and t (partial) tests. From the path analysis tests carried out, it was found that competence and compensation have an influence on ASN motivation and performance, both directly and indirectly. This explains that if the organization has high competence and higher compensation, this will increase ASN motivation towards the organization and provide maximum work results. This research concludes that partial and simultaneous competency and compensation have a positive and significant influence on the motivation and performance of ASN at the Ministry of Religion, Muaro Jambi Regency. Likewise, motivation has a positive and significant influence on the performance of the ASN Ministry of Religion, Muaro Jambi Regency.

Abstract

This study purpose to investigate and analyze the influence of innovation policy and bureaucratic structure reform on organizational citizenship behavior (OCB) of apparatuses in the government agencies in Padang City. In this study,  innovation policy and bureaucratic structure reform were the independent variables and OCB was the dependent variable. The population of this study was apparatuses at several the government agencies in Padang City with a total of 30 people. Data collection techniques were collected through questionnaires and literature study. Hypothesis testing done by using statistical tests, especially multiple regression analysis. The feasibility test of the model was obtained from the adjusted R-squared value of .0524 which means that up to 52.4% of variations in apparatus OCB can be explained by testing the variations of two independent variables, namely innovation policy and bureaucratic structure reform. While the remaining 47.6% was explained outside the model.  The results of the causality test obtained by looking at the influence of innovation policy and reform of the bureaucratic structure on the OCB variable with a reliability level of 99%. From this study, it can be concluded that the innovation policy and bureaucratic structure reform variables had a significant effect toward the OCB of apparatuses in the government agencies in Padang city.

Abstract

Penelitian ini menggunakan metode pendekatan interdisipliner, yaitu pedagogis, psikologis, teologis, yuridis dan manajemen.Jenis penelitian ini adalah deskripsi kualitatif dengan teknik pengumpulan data dalam bentuk observasi, dokumentasi dan wawancara. Data yang diperoleh kemudian dianalisis secara berkesinambungan dengan cara mereduksi data, display data dan verifikasi data. Setelah melakukan analisis terhadap data yang diperoleh maka hasilnya menunjukkan adanya peningkatan akhlak mulia peserta didik di MI al-Abrar Makassar, yang meliputi sikap kesoponan, kejujuran dan kedisiplinan yang dicapai melalui penerapan strategi pembelajaran dengan berbagai macam metode yaitu keteladanan, pembiasaan, ceramah, tanya jawab, demonstrasi, kerja kelompok dan resitasi/pemberian tugas. Adapun proses penerapan strategi pembelajaran tersebut yang secara umum dilakukan melalui tiga tahap yaitu tahap permulaan (praintruksional), tahap pengajaran (intruksional) dan tahap penilaian tindak lanjut. Berbagai proses penerapan strategi pembelajaran guru akidah akhlak dalam pembinaan akhlak mulia peserta didik di MI al-Abrar Makassar hendaklah dipertahankan, bahkan kalau perlu ditingkatkan dengan berbagai kreativitas yang mampu menunjang proses pembinaan akhlak mulia bagi peserta didik. Selain itu, upaya maksimal yang telah dilakukan guru akidah akhlak dalam pembinaan akhlak mulia peserta didik juga perlu inovasi dengan semakin menggali potensi-potensi sumber daya pendidikan yang ada guna pembinaan yang berkelanjutan. Dukungan seluruh aspek pendidikan hendaklah sejalan dengan program pembinaan yang dilakukan guru akidah akhlak, turutamaketeladanan, pembiasaan dan pengawasan dalam lingkungan keluarga, masyarakat dan sekolah.

Abstract

The responsibility of the Land Office if there is a problem with the IT system or HT-el application is only technical responsibility by providing access to the PPAT/Bank as the creditor to communicate directly with the local Land Office employees in the Electronic Mortgage registration service section via the Whatsaap application and can also come by. go directly to the land office and Obstacles with PPAT are: 1). Corrections carried out by the Land Office on files that have been uploaded by PPAT often occur in a short time. 2). The HT-el application often experiences problems or server errors which usually occur during working hours. 3). Insynchronization between the physical data of the Certificate and the data in the Land Office's electronic system. 4). The certificate is not ready when it is uploaded, it has not been validated, it has not been deployed. 5). Banks as creditors need to always be reminded to immediately carry out the Mortgage Rights registration process. 6). HT-el services do not provide access to land that has not been certified and the obstacles for banks as creditors are: 1). Server errors often occur in Ht-el partner applications. 2). In the roya process, there is often a lack of synchronization between the roya records on the physical certificate and the records contained in the Land Office's electronic system. 3). In the Roya process, there are many processes that cannot be done with a computer, you have to use a cellphone first.

Abstract

Penelitian ini bertujuan untuk mengkaji penerapan gaya kepemimpinan dalam lembaga kemasyarakatan Bundo Kanduang di Padang Utara. Lembaga ini memiliki peran penting dalam menjaga dan melestarikan adat istiadat Minangkabau, serta dalam mengelola kegiatan sosial, budaya, dan agama. Namun, lembaga ini menghadapi tantangan dalam pengelolaan sumber daya manusia. Kepemimpinan yang efektif menjadi kunci keberhasilan dalam menjalankan fungsi lembaga ini. Oleh karena itu, penelitian ini dilakukan untuk mengetahui gaya kepemimpinan yang paling sesuai dengan karakteristik Bundo Kanduang di Padang Utara. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Hasil penelitian ini menunjukkan bahwa Gaya kepemimpinan Bundo Kanduang berlandaskan pada prinsip-prinsip adat Minangkabau yang melibatkan perempuan dalam peran kepemimpinan. Gaya kepemimpinan Bundo Kanduang meliputi gaya kepemimpinan demokratis, kharismatik, dan transformasional. Dalam lembaga Bundo Kanduang, terdapat tiga bidang utama yaitu pendidikan, adat, dan HAM.

Abstract

Penelitian ini bertujuan untuk mengetahui: (1) Pengaruh one day one ayat (ODOA) terhadap hasil belajar pada mata pelajaran Al-Qur’an hadits siswa kelas XI Madrasah Aliyah Negeri 2 Sinjai. (2) Pengaruh one day one ayat (ODOA) terhadap sikap spiritual pada mata pelajaran Al-Qur’an hadits siswa kelas XI madrasah aliyah negeri 2 sinjai. Populasi penelitian ini adalah seluruh peserta didik kelas XI yang berjumlah 44 siswa. Tehnik pengambilan sampel dilakukan secara Proportionate Stratified Random Sampling dimana sampel diambil dengan menggunakan acak dalam strata sehingga terpilih 36 siswa. Penelitian ini termasuk dalam jenis penelitian ex post vacto dengan menggunakan pendekatan kuantitatif. Subyek dalam penelitian ini adalah siswa kelas XI. adapun metode pengumpulan data yaitu dengan teknik angket dan dokumentasi. Sedangkan analisis datanya menggunakan deskriptif statistic melalui program SPSS 20 pada taraf signifikan α = 0.05. Hasil penelitian menunjukkan bahwa: Pertama, ada pengaruh one day one ayat (ODOA) terhadap hasil belajar siswa pada mata pelajaran al qur’an hadits siswa kelas XI Madrasah Aliyah Negeri 2 Sinjai dengan nilai 0.000<0.05. Adapun besar pengaruh sebesar 39,3%. Ke dua, ada pengaruh one day one ayat (ODOA) terhadap sikap spiritual siswa pada mata pelajaran al qur’an hadits siswa kelas XI Madrasah Aliyah Negeri 2 Sinjai dengan nilai 0.000<0.05. Adapun besar pengaruh sebesar 37,4%.

Abstract

Transformasi birokrasi merupakan upaya penting untuk meningkatkan efisiensi, transparansi, dan akuntabilitas pemerintahan. Penelitian ini bertujuan untuk mengkaji perubahan struktural dalam sistem kepegawaian dan dampaknya terhadap kinerja dan motivasi pegawai. Dengan menggunakan metode penelitian kualitatif dan pendekatan deskriptif, data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen resmi. Hasil penelitian menunjukkan bahwa persepsi pegawai terhadap reformasi bervariasi, di mana penerimaan yang positif terhadap perubahan meningkatkan motivasi dan kinerja, sementara ketidakpastian dan ketidakadilan menurunkan semangat kerja. Oleh karena itu, implementasi reformasi yang adil, transparan, dan melibatkan pegawai dalam proses perubahan sangat penting untuk mencapai tujuan transformasi birokrasi yang efektif. Disarankan agar program pelatihan yang relevan dan berkualitas serta evaluasi berkelanjutan dilakukan untuk mendukung keberhasilan reformasi ini.

Abstract

Inovasi dalam manajemen sumber daya manusia (SDM) pemerintah menjadi penting di era kontemporer untuk membangun birokrasi yang responsif dan adaptif. Artikel ini menganalisis persepsi pegawai pemerintah terhadap inovasi dalam manajemen SDM serta dampaknya terhadap motivasi dan kinerja mereka. Pendekatan kualitatif dengan pendekatan deskriptif digunakan dalam penelitian ini, melibatkan wawancara mendalam, observasi langsung, dan analisis dokumen. Hasilnya menunjukkan bahwa persepsi positif terhadap inovasi cenderung meningkatkan motivasi dan kinerja pegawai, sementara persepsi negatif dapat menghambat kinerja dan mengurangi efektivitas organisasi. Saran yang diajukan termasuk perbaikan dalam komunikasi, partisipasi pegawai, dan peningkatan program pelatihan. Dengan implementasi yang tepat, inovasi dalam manajemen SDM dapat menjadi kunci untuk meningkatkan kinerja birokrasi pemerintah di masa depan.

Abstract

This study is motivated by the importance of enhancing employee productivity in governmental institutions through extra-role behavior, or Organizational Citizenship Behavior (OCB), which has yet to be fully optimized. The aim of this research is to examine the influence of OCB on the work productivity of employees at the Regional Secretariat of Bukittinggi City. A quantitative approach with an associative research design was employed. The population consisted of 101 civil servants (ASN) and government employees under contract (P3K), with a sample of 80 respondents determined using Slovin’s formula and selected through simple random sampling. Data were collected using a closed-ended questionnaire based on a four-point Likert scale and analyzed using SPSS version 25. The instrument’s validity and reliability were tested using item-total correlation and Cronbach’s Alpha. Analytical techniques included descriptive analysis, classical assumption tests (normality and linearity), and simple linear regression. The results showed that employee OCB levels were categorized as high, and work productivity was considered good. A positive and significant influence was found between OCB and work productivity, indicating that the higher the OCB, the greater the employee productivity. These findings underscore the vital role of OCB in improving public sector employee performance. This study contributes to the development of organizational behavior research and recommends further exploration of additional variables such as motivation or organizational culture to enrich future analyses.
