Abstract

This research aims to find out how bureaucratic reform is implemented in developing human resources for the apparatus at the Dharmasraya Regency Small and Medium Enterprises Cooperatives and Trade Service. Researchers conducted qualitative research using descriptive methods. The research was conducted at the Dharmasraya Regency Small and Medium Enterprises Cooperatives and Trade Service. To select informants using purposive sampling. The data sources for this research are primary and secondary data, which were collected through interviews and documentation. However, triangulation of methods and sources is used to test the validity of the data. Data analysis consists of four stages: data collection, data reduction, data delivery and conclusions. The research results show that the implementation of bureaucratic reform in the development of human resources for the apparatus has gone well, although not optimally. employee skills are still lacking, thus explaining the importance of providing training to State Civil Servants who need it. The Dharmasraya Regency Small and Medium Enterprises Cooperatives and Trade Service has implemented bureaucratic reform in the aspect of human resource development. There are three indicators in human resource development according to Lijan Poltak Sinambela (2016), namely (1) Training and development of human resources such as training for civil servants (Laksa), career advancement training, (2) Compensation (3) Career development. Meanwhile, in the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 18 of 2021 concerning the Road Map for Bureaucratic Reform of the Ministry of State Apparatus Empowerment and Bureaucratic Reform for 2020-2024, there are seven indicators of success in developing human resources, namely (1) Planning employee needs (2 ) Employee recruitment (3) Employee development (4) Promotion, transfer and rotation of employees (5) Implementation of employee performance assessments (6) Enforcement of employee code of ethics (7) Developing a personnel information system. However, in implementing bureaucratic reform, the Dharmasraya Regency Cooperatives, Small and Medium Enterprises and Trade Service experienced obstacles, such as a lack of infrastructure, a lack of budget, and a lack of training provision for ASN. Abstract

The corona virus pandemic forced many fields to change work patterns including education. But many are not ready to face these changes. One institution that is not ready is the UIN Imam Bonjol Padang Library UPT where adequate access is not yet available to support academicians working and learning from home. Therefore, it is deemed necessary to develop a media that can cover these deficiencies, namely Telegram bot. Telegram was chosen because of the openness of the API which allows anyone to develop their own bot. This research uses a research development method which consists of five stages, namely requirements analysis, product design, product manufacture and testing. The results showed that the bot telegram was able to help the fulfillment of the information of the academics of UIN Imam Bonjol Padang in working and learning from home, thus the use of social messenger has a great opportunity to help libraries in serving users without having to be bound by time and space.

Abstract

Abstract The research aims to analyze the causes of re-voting in regional head elections based on statutory regulations and to consider the circumstances under which re-voting for regional heads can be conducted according to statutory regulations. It utilizes a normative juridical writing approach related to re-voting in regional head elections based on statutory regulations. The research findings indicate that the primary causes of re-voting in regional head elections based on statutory regulations include: the opening of ballot boxes containing voting and counting documents not compliant with statutory regulations, the issuance of special marks on ballot papers such as signatures or voter addresses upon the request of the Village Election Organizing Group (KPPS), intentional or unintentional destruction of ballot papers by KPPS resulting in their invalidity, and the presence of voters not listed in the Permanent Voter List (DPT), Additional Voters List (DPTB), and lacking electronic ID cards. Considerations for conducting re-voting for regional heads based on statutory regulations rely on the confidence derived from evidence. For KPPS members who believe that only A5 cardholders should be served, they can present arguments to reject such voters. Keywords: Analysis, Implementation, Voting, Repeat.   Abstrak Penelitian ini bertujuan untuk: 1) Mengetahui dan menganalisis penyebab terjadinya pemungutan suara ulang pemilihan kepala daerah berdasarkan peraturan perundang-undangan; 2) Mengetahui dan menganalisis pertimbangan untuk dapat dilakukan pemungutan suara ulang kepala daerah berdasarkan peraturan perundang-undangan. Tipe penelitian. Dalam penelitian penulisan menggunakan tipe penulisan yuridis normative atau penelitian ilmu hukum normative, yang berkaitan dengan pemungutan suara ulang pemilihan kepala daerah berdasarkan peraturan perundang-undangan. Hasil Penelitian. 1) Penyebab Utama Terjadinya Pemungutan Suara Ulang Pemilihan Kepala Daerah Berdasarkan Peraturan Perundang-Undangan: a) Membuka kotak suara yang didalamnya terdapat berkas pemungutan dan penghitungan suara yang tidak berdasarkan aturan perundang-undangan; b) Pemberian tanda khusus pada surat suara berupa tanda tangan atau alamat pemilih pada surat suara yang digunakan oleh pemilih atas permintaan KPPS; c) KPPS sengaja/tidak sengaja merusak lebih dari satu kali surat suara yang sudah digunakan oleh pemilih sehingga menyebabkan surat suara tidak sah; d) Terdapat pemilih yang tidak terdaftar dalam Daftar Pemilih Tetap (DPT), Daftar Pemilih Tambahan (DPTB) dan tidak memiliki KTP elektronik. 2) Pertimbangan Untuk Dapat Dilakukan Pemungutan Suara Ulang Kepala Daerah Berdasarkan Peraturan Perundang-undangan. Berbekal keyakinan dari hasil alat bukti. Bagi KPPS yang berkeyakinan bahwa hanya pemilih pemegang A5 lah yang bisa dilayani, mereka dapat menyampaikan argumen untuk menolak pemilih tersebut. Namun, di beberapa TPS, adu argumen antara calon pemilih ber KTP Elektronik luar daerah dengan KPPS dan Pengawas TPS, menggoyahkan keyakinan KPPS dan berakhir dengan diperbolehkannya pemilih tersebut menggunakan hak untuk memilih Gubernur dan Wakil Gubenur Kasus lain yang serupa terjadi di beberapa TPS di mana KPPS mempersilakan warga yang sudah tinggal sangat lama di wilayah tersebut, namun masih ber KTP Elektronik di Kabupaten lain, juga diperkenankan untuk memilih tanpa mengurus pindah memilih. Abstract

AbstrakThis research is based on the Regional People's Legislative Council (DPRD) which is a regional people's representative institution that is located as an element of Regional Government administration. DPRD is responsible for carrying out one of the management functions of the regional government, namely controlling and supervising. However, in practice this very vital function is not carried out perfectly and satisfactorily. Based on the real conditions that occur in the field, the realization of local tax and regional retribution revenues has not yet reached the target according to the time set each year. This turned out to be inseparable from the problem of achieving regional tax and regional retribution targets in order to increase local revenue, the problem that occurs in the field is that the target of regional tax and regional retribution revenues has not been achieved in all sectors. The problem in this study is how the function of the Regional People's Representative Council (DPRD) of Tebo Regency in carrying out the supervisory function of Regional Regulation No. 15 of 2010 concerning market service fees and what factors support and hinder efforts to carry out the supervisory function of market service fees in Tebo district. The purpose of this study was to determine the function of the Regional People's Representative Council (DPRD) of Tebo Regency in carrying out the supervisory function of Regional Regulation No. 15 of 2010 concerning Market Service Charges and to find out the factors that support and hinder the implementation of the DPRD's supervisory function on the implementation of Regional Regulation No. 15 of 2010 concerning market service fees. This study used empirical juridical research methods with the research location at the Tebo Regency Industry and Trade Service with samples interviewing the head of the Tebo Regency Industry and Trade Office Market, 2 reception staff and the reception treasurer. The results of this study are that the Regional People's Representative Council (DPRD) is part of the regional government, because in a unitary state there is no regional legislature, therefore DPRD is included in the administration of regional government. In running the government, the authority of the DPRD is not like the authority of the Regional Head who has so much authority, so that the domination of authority in running regional government lies with the Regional Head, this shows that actually the role of the DPRD is only as a complement in running governance in the region, even though the DPRD has a supervisory function. but in terms of implementation, has it been carried out effectively, bearing in mind that the DPRD is also part of the regional government, of course it will be difficult to carry out this task, because the DPRD cannot act independently like the DPR of the Republic of Indonesia. The factors that influence the implementation of market retribution collection policies in the Tebo Regency market include: communication, resources and facilities andinfrastructure. Keywords: The Role and Function of DPRD Oversight, Market Service Retribution Abstrak Penelitian ini didasari oleh Dewan Perwakilan Rakyat Daerah (DPRD) adalah lembaga perwakilan rakyat Daerah yang berkedudukan sebagai unsur penyelenggaraan Pemerintahan Daerah. DPRD bertanggung jawab melaksanakan salah satu fungsi manajemen pemerintah daerah yaitu pengendalian dan pengawasan (controlling and supervisison). Namun dalam prakteknya fungsi yang sangat vital ini tidak dilaksanakan secara sempurna dan memuaskan. Berdasarkan kondisi nyata yang terjadi dilapangan, realisasi penerimaan pajak daerah dan retribusi daerah belumlah mencapai target sesuai waktu sebagaimana yang telah ditetapkan setiap tahunnya. Hal tersebut ternyata tidak lepas dari adanya masalah terhadap pencapaian target pajak daerah dan retribusi daerah guna meningkatkan penerimaan pendapatan asli daerah, masalah yang terjadi dilapangan yaitu masih belum tercapainya target penerimaan pajak daerah dan retribusi daerah disegala sektor. Permasalahan dalam penelitian ini adalah bagaimana fungsi Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Tebo dalam melaksanakan fungsi pengawasan terhadap Peraturan Daerah No. 15 tahun 2010 tentang Retribusi Pelayanan Pasar dan faktor apa saja yang mendukung dan menghambat dalam mengupayakan fungsi pengawasan dari hasil pungutan Retribusi Pelayanan pasar di Kabupaten Tebo. Tujuan penelitian ini adalah untuk mengetahui fungsi Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Tebo dalam melaksanakan fungsi pengawasan terhadap Peraturan Daerah No. 15 tahun 2010 tentang Retribusi Pelayanan Pasar dan untuk mengetahui faktor-faktor yang mendukung dan menghambat implementasi fungsi pengawasan DPRD terhadap pelaksanaan Peraturan Daerah No.15 tahun 2010 tentang retribusi pelayanan pasar. Penelitian ini menggunakan metode penelitian yuridis empiris dengan lokasi penelitian di Dinas Perindustrian dan Perdagangan Kabupaten Tebo dengan sampel mewawancarai kabid Pasar Dinas Perindustrian dan Perdagangan Kabupaten Tebo, 2 orang pegawai bagian penerimaan dan bendahara penerimaan. Hasil dari penelitian ini adalah Dewan Perwakilan Rakyat Daerah (DPRD) merupakan bagian dari pemerintah daerah, karena di dalam negara kesatuan tidak ada legislatif daerah, oleh karenaitu DPRD dimasukkan ke dalam penyelenggaraan pemerintah daerah. Dalam menjalankan pemerintahan, kewenangan DPRD tidak sepertikewenangan Kepala Daerah yang memiliki kewenangan begitu besar, sehingga dominasi kewenangan dalam menjalankan pemerintahan daerah berada pada Kepala Daerah, hal ini menunjukkan bahwa sebenarnya peranan DPRD hanyalah sebagai pelengkap saja dalam menjalankan pemerintahan di daerah, walaupun DPRD mempunyai fungsi pengawasan tetapi pada implementasinya apakah sudah dijalankan secara efektif, mengingat bahwa DPRD juga merupakan bagian dari pemerintah daerah, tentu saja akan sulit menjalankan tugas ini, karena DPRD tidak bisa berlaku independen seperti DPR Republik Indonesia. Adapun faktor-faktor yang berpengaruh dalam implementasi kebijakan pemungutan retribusi pasar di pasar Kabupaten Tebo, antara lain: komunikasi, sumber daya dan sarana danprasarana.Kata kunci : Peranan dan Fungsi Pengawasan DPRD, Retribusi Pelayanan Pasar

Abstract

Penelitian ini bertujuan 1) Untuk mengetahui dan menganalisis peranan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam Pemberian Izin Mendirikan Bangunan di Kota Jambi; 2) Untuk mengetahui dan menganalisis faktor-faktor apa saja yang mendukung dan menghambat Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam Pemberian Izin Mendirikan Bangunan di Kota Jambi. Rumusan masalah dalam penelitian ini adalah 1) Bagaimana peranan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam Pemberian Izin Mendirikan Bangunan di Kota Jambi, dan 2) Faktor-faktor apa saja yang mendukung dan menghambat Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam Pemberian Izin Mendirikan Bangunan di Kota Jambi. Hasil penelitian menunjukkan bahwa peranan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam Pemberian Izin Mendirikan Bangunan di Kota Jambi sepenuhnya menjadi kewenangan dari DPMPTSP Kota Jambi. Di dalam proses permohonan, pemrosesan berkas pemohon IMB, sampai pada tahap penerbitan surat izin mendirikan bangunan dilakukan oleh pihak DPMPTSP. Dalam melakukan kegiatannya DPMPTSP bekerja sama dengan dinas-dinas teknis. Dinas-dinas tersebut meliputi Dinas Pekerjaan Umum (DPU) dan Dinas Lingkungan Hidup. Keterlibatan pihak kelurahan, kecamatan, RT/RW juga mendukung dari pelaksanaan perizinan mendirikan bangunan. Faktor-faktor yang mendukung dan menghambat Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam Pemberian Izin Mendirikan Bangunan di Kota Jambi adalah Sarana dan prasarana, berdasarkan pengamatan peneliti di lapangan sarana dan prasarana di DPMPTSP sudah cukup baik untuk menunjang kenyamanan masyarakat pada saat penyelenggaraan pelayanan khususnya pelayanan izin mendirikan bangunan (IMB), Kurangnya kesadaran dan pemahaman masyarakat, dalam hal ini kesadaran masyarakat mengurus secara mandiri masih kurang. Masyarakat masih banyak yang menggunakan jasa perantara (calo) dikarenakan tidak memiliki waktu luang untuk mengurus IMB secara mandiri. Masih banyak masyarakat yang belum bisa memahami beberapa persyaratan dari pengurusan izin mendirikan bangunan sehingga berkas tersebut tidak bisa diproses terlebih dahulu sampai benar-benar lengkap

Abstract

This study purpose to investigate and analyze the influence of innovation policy and bureaucratic structure reform on organizational citizenship behavior (OCB) of apparatuses in the government agencies in Padang City. In this study,  innovation policy and bureaucratic structure reform were the independent variables and OCB was the dependent variable. The population of this study was apparatuses at several the government agencies in Padang City with a total of 30 people. Data collection techniques were collected through questionnaires and literature study. Hypothesis testing done by using statistical tests, especially multiple regression analysis. The feasibility test of the model was obtained from the adjusted R-squared value of .0524 which means that up to 52.4% of variations in apparatus OCB can be explained by testing the variations of two independent variables, namely innovation policy and bureaucratic structure reform. While the remaining 47.6% was explained outside the model.  The results of the causality test obtained by looking at the influence of innovation policy and reform of the bureaucratic structure on the OCB variable with a reliability level of 99%. From this study, it can be concluded that the innovation policy and bureaucratic structure reform variables had a significant effect toward the OCB of apparatuses in the government agencies in Padang city.

Abstract

The purpose of the study was to see how organizational communication affects employee performance at the Bathin VIII District office, Sarolangun Regency. The background of the study found problems such as the lack of quality of work in the sub-district office of Bathin VIII, Sarolangun district, employee performance at the sub-district office of Bathin VIII, Sarolangun district, and employees of the Bathin VIII sub-district office in Sarolangun. sub-districts that still do not understand office communication. inability to communicate effectively The research used to investigate the data was a quantitative strategy supported by qualitative data, and this study used mixed methods, thus combining quantitative and qualitative approaches. The employees of the Bathin VIII District Office are the research population with a sample of 40 respondents. Questionnaires with a Likert scale, observations and interviews were used to collect data in this study. Simple linear regression analysis was used to analyze the data. The results of the study revealed that organizational communication variables had a significant effect on employee performance at the Bathin VIII District office, Sarolangun Regency. Organizational communication variable contributes to employee performance by 30.7%.

Abstract

This research was done in Puskesmas Lubuk Buaya Padang City whichpurpose to discover about to effectiveness of organized e-puskesmas in Puskesmas Lubuk Buaya Padang City. This research applies a descriptive qualitative method, namely a method by providing a comprehensive description of the research. Informants selection of informants in this  reseacrhusing purposive sampling technique. Prosess of aggregation data colth pass through observation technique, study documentation and interviews, while technique for validity testing data that using resource triangulation with data analysis such as a data collection, data reduction, data presentation, along with pulling conclusions. The results of the research conducted by researchers was explain effectiveness of organized e-puskesmas in puskesmas Lubuk Buaya Padang City was not yet effective, because in case still presence obstacle inside administration that e-puskesmas, that e-puskesmas namely network problems are not always good, sometimes disconnected when used so that it can slow down patient services in medical treatment, and other obstacles, sometimes the patient data input report for each clinic is also done manually till case mentioned needed much time in data in data input medical patient and be able pulling conclusion its not yet effective organized e-puskesmas in that Lubuk Buaya.

Abstract

Tujuan Penelitian ini adalah untuk mengetahui peran kepemimpinan Kepala Dinas Bina Marga, Cipta  Karya dan Tata Ruang Provinsi Sumatera barat dalam penegakan disiplin Pegawai Negeri Sipil. Latar belakang dari penelitian ini karena ditemukan beberapa permasalahan kedisiplinan pegawai seperti pegawai tidak mengindahkan peraturan disiplin yang berlaku di Pemerintah Provinsi Sumatera Barat, sering tidak masuk kantor tanpa alasan dan juga tinggi nya angka kemangkiran dari pegawai negeri sipil. Penelitian ini diolah menggunakan teknik analisis kualitatif dengan metode deskriptif, untuk teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian dan pembahasan ditemukan bahwasanya peran kepemimpinan Kepala Dinas dalam penegakan disiplin pegawainya sudah berjalan dengan baik, hal tersebut dibuktikan dengan kepribadian kepribadian Kepala Dinas yang dijadikan panutan oleh pegawai dan tidak saja menjadikan pegawai sebagai bawahan tetapi juga sebagai rekan kerja. Namun dalam penegakan disiplin pegawai ditemukan berbagai kendala yaitu adanya saling tenggang rasa antara pemimpin dengan pegawai dalam menindak kasus disiplin lingkup kecil, selanjutnya absensi kehadiran pegawai tidak menambah tunjangan pegawai dan juga dalam penginputan absensi kehadiran pegawai masih menggunakan manual. sehingga dalam aturan yang berlaku di Pemerintah Provinsi Sumatera Barat yaitu Peraturan Gubernur No. 55 Tahun 2012 dapat berjalan dengan semestinya.

Abstract

The aim of this research is to determine and analyze the arrangements for archival depreciation in order to improve the performance of local governments from a legislative perspective in Indonesia. This research uses normative juridical research methods. In this research, two research approaches were used, namely the statutory approach and the conceptual approach. The results of this research are Article 27 of Law Number 43 of 2009 concerning Archives and Article 12 of Government Regulation Number 28 of 2012 concerning Implementation of Law Number 43 of 2009 concerning Archives regulating procedures for depreciation of archives. However, there are differences between the two articles in terms of archive depreciation criteria. Article 27 of the Archives Law regulates that depreciation of archives is carried out based on the archive's use value. The use value of archives is the benefit obtained from archives for organizations or society. Meanwhile, Article 12 PP Archives regulates that archive depreciation is carried out based on the archive's use value and organizational needs. Organizational needs are the organization's need to use archives in carrying out its duties and functions. These differences in archive depreciation criteria can cause confusion and uncertainty for local governments in carrying out archive depreciation. Regional governments do not know which laws and regulations must be complied with in carrying out archive depreciation.
