Abstract

The purpose of this study was to examine and analyze the legal rules regarding the handling of children who commit criminal acts, the factors that cause narcotics abuse and the policies taken by the Directorate of Drug Investigation of the North Sumatra Regional Police in Handling children who abuse narcotics. This research relies on secondary data sources consisting of positive criminal law legislation in Indonesia, namely the Criminal Code, laws and regulations outside the Criminal Code relating to problems, the 2008 National Criminal Code Concept, the Child Criminal Justice System, various laws and regulations obtained from various countries as material for comparison as well as various opinions of legal experts that are closely related to this research. The results of the research state that the legal rules regarding the handling of children are regulated in the SPPA Law No. 11 of 2012, where in the law that the handling of children must prioritize the protection of children. The factors causing narcotics abuse by children in the Legal Area of the North Sumatra Regional Police are: lack of parental supervision, follow-up factors, intentionally being used by narcotics dealers, narcotics trafficking which is getting out of control until it is very close to the social environment of children. everyday life, as well as the lack of children's understanding of the dangers of narcotics. Policies for handling children who commit criminal acts of narcotics abuse in the North Sumatra Regional Police are guided by the SPPA Law No.11of2012.

Abstract

The purpose of this paper is to describe the implementation and the factors that support and hinder Government Regulation Number 11 of 2017 concerning Civil Servant Management in developing ASN competencies at the Office of the Human Resources Development Agency of North Sumatra Province. The type of research used is qualitative to answer the existing problems. The data analysis of this research was carried out by means of data reduction; Presentation of data and drawing conclusions or verification. The results of the research found that the implementation was not optimal, namely: Communication was not optimal because not all information was given to employees; Human Resources are still lacking and the level of awareness about PNS Management is still lacking; Disposition of employee responsibilities is still very low in carrying out their work; Bureaucratic Structure Coordination of employees is not good because employee awareness in improving competencies related to PNS Management still needs to be further improved. The inhibiting factors for the implementation of Government Regulation Number 11 of 2017 concerning Civil Servant Management in developing ASN competence at the Office of the Human Resources Development Agency of North Sumatra Province such as Not all information being conveyed, Human resources are considered to be not good, some employees are less responsible for coordination between employees, there is still a lack optimal.

Abstract

ABSTRAK Observasi dan analisis menunjukkan bahwa masih banyak mahasiswa calon guru yang memiliki keterbatasan dalam penguasaan teknologi pendidikan serta kurangnya kepercayaan diri dalam mendesain media pembelajaran digital. Hal ini menjadi kendala dalam memenuhi tuntutan kompetensi abad ke-21 dan implementasi program Merdeka Belajar-Kampus Merdeka (MBKM) yang menekankan pada kemandirian dan inovasi digital. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kompetensi mahasiswa dalam bidang teknologi pendidikan melalui pelatihan pembuatan media pembelajaran interaktif berbasis IT. Sasaran kegiatan adalah mahasiswa Program Studi Pendidikan Bahasa Indonesia FKIP Universitas Muhammadiyah Mataram. Metode yang digunakan dalam pelatihan ini adalah coaching, dengan pendekatan partisipatif dan praktik langsung menggunakan platform seperti Canva, Wordwall, Padlet, dan Google Slides. Hasil kegiatan menunjukkan adanya peningkatan signifikan dalam penguasaan teknologi pendidikan, kreativitas, serta kepercayaan diri mahasiswa dalam mendesain media pembelajaran digital. Setiap peserta berhasil menghasilkan produk berupa media pembelajaran interaktif yang telah divalidasi dari sisi konten, desain visual, dan kesesuaian pedagogis. Selain itu, terbentuk pula komunitas praktisi mahasiswa yang secara mandiri melanjutkan kolaborasi dan berbagi praktik baik melalui media sosial, sejalan dengan tuntutan program Merdeka Belajar-Kampus Merdeka (MBKM) yang mendorong pengembangan kompetensi digital calon guru. Kegiatan ini membuktikan bahwa pelatihan berbasis coaching dengan integrasi teknologi edukatif mampu memberdayakan mahasiswa secara optimal dan mendorong terciptanya inovasi pembelajaran yang kontekstual dan relevan dengan kebutuhan abad ke-21. Kata kunci: pelatihan; media pembelajaran interaktif; literasi digital; mahasiswa; teknologi Pendidikan; ABSTRACT The analysis indicates that many pre-service teacher students still face limitations in mastering educational technology and lack confidence in designing digital learning media. These challenges hinder their ability to meet the demands of 21st-century competencies and the implementation of the Merdeka Belajar–Kampus Merdeka (MBKM) program, which emphasizes autonomy and digital innovation. This community service activity aims to enhance students’ competencies in educational technology through training on the development of interactive, IT-based learning media. The target participants were students from the Indonesian Language Education Study Program, Faculty of Teacher Training and Education (FKIP), Universitas Muhammadiyah Mataram. The training employed a coaching method with a participatory approach and hands-on practice using platforms such as Canva, Wordwall, Padlet, and Google Slides. The outcomes of the activity showed a significant improvement in students’ mastery of educational technology, creativity, and self-confidence in designing digital learning media. Each participant successfully produced an interactive learning media product that was validated in terms of content, visual design, and pedagogical relevance. Furthermore, a student practitioner community was established, which continues to engage in collaborative efforts and share best practices independently through social media. This aligns with the goals of the MBKM program, which encourages the development of digital competencies among future educators. This initiative demonstrates that coaching-based training integrated with educational technology can effectively empower students and foster the creation of innovative learning models that are contextual and aligned with 21st-century educational needs. Keywords: training; interactive instructional media; digital literacy; students; educational technology

Abstract

The purpose of this study is to examine the Developer's Responsibility for delayed construction to buyers in a house sale and purchase agreement (Study on PT X). In this case, it will discuss the principles of contract law, applicable regulations, and legal consequences of delayed house construction by developers to buyers in a house sale and purchase agreement. In the context of a house sale and purchase agreement, buyers can be harmed if there is a delay in construction in the house sale and purchase contract. The developer PT X was involved in a case of delayed housing construction. PT X and the buyer had a promise of a construction completion time in the house sale and purchase agreement. However, PT X failed to complete the construction on time, causing consumers to be harmed. Consumers then sued for compensation because the service was not available. This case shows how important the developer's legal responsibility is in fulfilling the obligations of the agreement and providing legal protection to consumers. The role of the developer is very important to ensure that the construction project is completed on time as stipulated in the contract. The method used is the normative legal research method, with data collection instruments for documentation studies and interviews, while data analysis uses descriptive analysis. The results of this study indicate that PT X has a legal obligation to complete construction according to the agreement on time. Due to the delay, consumers suffer material and immaterial losses. Developers are required to pay for these losses in accordance with the provisions of consumer protection law.

Abstract

Penelitian ini dilaksanakan di SMP Negeri 3 Wera Kabupaten Bima NTB. Penggunaan media teknologi Pendidikan memiliki peran penting dalam meningkatkan literasi digital siswa, terutama dalam mata Pelajaran PPKn. Dengan pemanfaatan teknologi, siswa dapat lebih memahami konsep kewarganegaraan serta memiliki keterampilan literasi digital yang baik.Tujuan penelitian untuk mengukur pengaruh penggunaan media teknologi Pendidikan terhadap peningkatan literasi digital siswa di SMPN 3 Wera. Penelitian menggunakan pendekatan Kuantitatif dengan analisis deskriptif melalaui kuesioner yang diberikan kepada siswa kelas IX. Populasi yang digunakan dalam penelitian yaitu siswa kelas IX di SMPN 3 Wera kabupaten Bima yang berjumlah 100 siswa sedangkan sampel dalam penelitian adalah 62 siswa. Teknik pengumpulan data yang di gunakan dalan penelitian ini adalah observasi, kuesioner, dan dokumentasi. Adapun Teknik analisis data yang digunakan yaitu analisis deskriptif dan analisis regresi sederhana.Hasil penelitian menunjukan penerapan media teknologi Pendidikan dalam pembelajaran PPKn dapat menjadi strategi yang efektif untuk meningkatkan literasi digital siswa kelas IX di SMPN 3 Wera. Hasil menunjukan besarnya pengaruh media teknologi pendidikan terhadap literasi digital PPKn siswa sebesar 0,269 artimya pengaruh penggunaan media teknologi Pendidikan terhadap literasi digital PPKn siswa secara Parsial adalah sebesar 26.9% dengan sisanya yaitu 73,1% dipengaruhi oleh variabel lain yang tidak terdapat dalam penelitian ini

Abstract

Hypertension is a major risk factor for cardiovascular disease, posing significant public health challenges globally. The prevalence of hypertension with uncontrolled blood pressure and its increasing number is not only caused by individual negligence but can be caused by community ignorance as a result of a lack of information on a disease. Measures to control and prevent hypertension in the community can be carried out including hypertension self-management education, introduction of antihypertensive plants, and training in making health supplements from herbs. To improve the degree of public health and knowledge of the community in the area of West Martapura Subdistrict, counseling, and training were conducted with the PKK mobilizing team of West Martapura Subdistrict using visual (electronic) media, leaflets in the form of education and demonstrations of making health supplements (fermented garlic). In this activity, the average post-test results of knowledge about self-management of hypertension prevention and control were 90.5, the average knowledge of herbal plants that have the potential as antihypertensives was 89.0 and the average post-test value of knowledge and skills in making health supplements from herbal plants in the form of fermented garlic was 84.5.

Abstract

Tulisan ini merupakan hasil kegiatan Pengabdian Kepada Masyarakat dengan sasaran kegiatan siswa SMP (remaja awal) tentang upaya penanggulangan kenakalan remaja. Fenomena kenakalan remaja yang terjadi di Sumatera Barat juga tidak jauh berbeda dengan apa yang terjadi di Kota-kota besar. Kenakalan remaja saat ini beragam, mulai dari membolos sekolah, kebut-kebutan di jalan, penyalahgunaan narkoba, perilaku seksual pranikah, perkelahian antar pelajar, dan lainnya. Persoalan kenakalan remaja sulit di akomodir oleh pihak sekolah karena tuntutan remaja yang begitu kompleks. Dibutuhkan kerja sama dari berbagai pihak (sinergi keluarga inti, keluarga luas, lembaga pendidikan, pemerintah, perguruan tinggi) dalam mengatasi kenakalan tersebut. Berbagai studi menunjukkan secara struktur, pihak tersebut berkontribusi dalam upaya preventif. Namun dalam artikel ini dinyatakan perlu pelibatan peer group memperkuat upaya preventif kenakalan remaja. Atas dasar ini, kami tim pelaksanaan kegiatan pengabdian pada masyarakat memberikan pemahaman kepada siswa tentang kenakalan remaja, sebagai upaya penyadaran untuk menghindari kenakalan remaja, serta membentuk remaja yang menjalankan fungsi kontrol dalam mencegah kenakalan remaja yang berpotensi dilakukan oleh kelompok sebaya. Abstract

Seagrass species thrive in coastal ecosystems and known for their ability to accumulate heavy metals from their surrounding environment. This study aims to evaluate the ecological risks related to the accumulation of heavy metals in seagrass roots, leaves, and sediments. The seagrass examined belong to the genera Cymodocea and Thalassia, collected from two sites: Jeralangan and Cukuh Nyai on Pahawang Island, Lampung, Indonesia. The heavy metals analyzed included Pb, Cu, Ni, and Zn, which were measured using the wet destruction method and quantified with a SHIMADZU AA-7000 Atomic Absorption Spectrophotometer (AAS). The ecological risk was evaluated through various indices, such as the Bioconcentration Factor (BCF), Translocation Factor (TF), Geoaccumulation Index (Igeo), Contamination Factor (Cf), and Pollution Load Index (PLI). The highest concentrations of heavy metals in sediment were detected at station 1 was Zn (15.486 mg.kg-1). In the roots of Cymodocea was Zn (8.772 mg.kg-1), while the highest concentration in leaves was Cu in Thalassia (10.541 mg.kg-1). The ecological risk assessment revealed that BCF < 1 categorize an excluder, while TF > 1 for Pb and Zn indicate effective translocation from roots to leaves. Additionally, Igeo < 0 signify no contamination, Cf < 1 indicate low pollution levels, and PLI < 0 confirm a non-polluted status. In conclusion, the results show that the seagrass ecosystems at the study sites currently have low levels of heavy metal pollution and minimal ecological risk, suggesting they remain in a relatively safe condition.

Abstract

This study aims to examine the supervision strategy carried out by the Business Competition Supervisory Commission (ICC) against anti-competition practices that can harm the market and consumers. ICC has a very important role in maintaining healthy business competition through supervision, law enforcement, and policy recommendations. This study uses a qualitative approach with in-depth interview methods and document analysis related to the implementation of the business competition law. The results of the study show that ICC carries out supervision through a preventive, detective, and law enforcement approach. Preventive supervision is carried out through education to business actors, while detective supervision utilizes technology such as big data to detect anti-competitive practices. Although the law enforcement carried out by ICC has succeeded in cracking down on many violations, it is constrained by a deterrent effect that is still low due to the amount of sanctions that are not proportional to the profits obtained from these illegal practices. In addition, ICC also functions as a policy advisor to encourage the creation of regulations that support fair business competition. This research suggests the need to increase the capacity of technology and human resources, as well as revisions to the amount of sanctions so that they can be more effective in tackling anti-competitive practices in Indonesia.

Abstract

Traffic law enforcement is one of the important efforts in creating order and driving safety. This study aims to analyze the effectiveness of law enforcement against traffic violations in the Central Tapanuli Police Station, identify the factors that cause the high number of violations, and propose a more effective alternative solution model. This study uses a qualitative method with a descriptive approach. Data was obtained through interviews with police officers and the public, observations at several traffic points, and documentation studies related to traffic policies and regulations. The results of the study show that law enforcement at the Central Tapanuli Police still faces various obstacles, including low public awareness of the law, lack of supervision, limited infrastructure, and poor driving culture. Law enforcement, which currently focuses more on repressive measures, has not been able to create a significant deterrent effect. Therefore, more effective alternative models are needed, such as the SIM Point System, Traffic Education for Offenders, Social Sanctions, and ETLE Strengthening. This model is expected to increase public awareness and reduce the number of traffic violations in a more sustainable manner. With the implementation of a more innovative and education-based strategy, it is hoped that the level of traffic compliance in Central Tapanuli can increase significantly. The conclusion of this study indicates that a combination of strict law enforcement and a preventive approach is the main key in creating a more orderly and safe traffic system.
