Abstract

Collaborative governance is a method of governance that directly involves stakeholders outside the government or state, oriented towards consensus and deliberation in the collective decision-making process aimed at creating or implementing public policies and public programs. This research aims to understand how community involvement in collaborative governance can contribute to the development of the water system in Bakti Agung Village, North Poso Coastal Region. This study employs a qualitative descriptive approach and utilizes purposive sampling techniques. Data collection methods include observation, interviews, literature study, and documentation. To gather data, this research involves five informants. The theory used is Ratner's (2012), which includes three indicators: Identification of Barriers and Opportunities, Debate Strategies to Influence, and Planning Collaborative Actions. The results of this study indicate that the poor rural irrigation system is caused by inadequate identification of obstacles and opportunities. Communication between the community and the government regarding the repair of damaged dams is still not well-established. Decision- making needs to be carefully considered in the collaboration process to address the needs and problems faced by farmers. To prevent recurring damage, a routine maintenance system is necessary to ensure the irrigation system is well-maintained. Improvements in irrigation infrastructure must include better and cleaner channels to reduce the risk of blockages due to waste and sedimentation.

Abstract

Atrial fibrillation is the most common type of arrhythmia. The process of detecting AF disease is quite difficult. This is because it is necessary to detect the presence or absence of a P signal wave in the ECG signal. However, this method requires special expertise from a cardiologist. Several literatures have proposed an automatic ECG classification system. However, the intra-patient paradigm does not simulate real-world scenarios. One of the challenges in the inter-patient paradigm is the morphological differences between one subject and another. In order to overcome the problems that arise in the automatic classification of ECG signal patterns a deep learning approach was proposed. This study proposes the classification process of atrial fibrillation in the inter-patient paradigm using a one-dimensional convolutional neural network architecture. The test is divided into two cases: two labels (Normal and AF) and three labels (Normal, AF and Non-AF). In the case of two test labels with an inter-patient scheme, the performance was 100% for all test metrics (accuracy, sensitivity, precision, and F1-Score). However, in the three-label case, the model's performance decreased to 85.95, 70.02, 72.50, 71.19 for accuracy, sensitivity, precision and F1-Score, respectively.

Abstract

Teachers in Islamic education play a fundamental role, not only as transmitters of knowledge (mu’allim), but also as moral and spiritual guides for students (murabbi and mursyid). The background of this research highlights the crucial role of teachers in Islamic education amidst modern challenges such as globalization, technological advancements, and the changing character of students influenced by social media. The aim of this study is to explore the essence of a teacher’s role in Islamic education and how they can integrate Islamic values into the education process amidst these challenges. The research utilizes a library research methodology by analyzing various literature on the concept of teachers in Islamic education and the challenges they face in the modern era. The findings indicate that teachers in Islamic education must be able to harmonize religious values with contemporary educational methods to effectively shape a generation that is morally upright, intellectually capable, and spiritually grounded.Keywords: Teacher, Islamic Education, Mu’allim, Murabbi, Globalization, Educational Challenges

Abstract

The Design Investigation Survey (SID) activity is a program by the Ministry of Agriculture aimed at utilizing swamp land to enhance food production through land optimization. The target location for land optimization in Rokan Hilir Regency is situated in Mukti Jaya Village, Rimba Melintang District. This community service activity aims to provide knowledge and guidance regarding the SID land optimization program to rice farmers in Mukti Jaya Village. This activity is beneficial for aligning perceptions regarding the requirements that serve as a reference for the SID land optimization activities, the necessary data, and the forms of assistance provided to improve land productivity and rice planting indices. The methodology involves outreach and guidance directed at the target  farmer groups. Outreach will cover the requirements and supporting data necessary for SID land optimization. Guidance will consist of directions regarding the infrastructure to be developed for optimizing land and its budgeting. There is a priority scale and budget provisions that will serve as a reference for communicating urgent needs in the field. The results of this community service activity indicate that (a) participants understand the importance of the SID land optimization program and its benefits for farmers, and (b) participants are aware of the criteria, requirements, and implementation provisions of the SID OPLA program from the Ministry of Agriculture, as well as the data that farmer groups need to provide.

Abstract

This situation occurs based on the fact that a person cannot be in two different places at the same time. Conflict and doubt is an attitude that is often experienced by every human being, although the form and quality of conflict and doubt is different for each individual. This research uses qualitative methods in the form of library research. The results of this study can be concluded, that as a Muslim, every action or something that is to be decided, should be done after maximum consideration, so that there is no doubt in carrying it out. Even in believing in Allah and the Pillars of Faith, every Muslim should not have doubts about what he believes, so that he has complete and perfect faith in Allah and all that must be believed. So in addressing the steps to overcome the attitude of doubt, namely strengthening skills and abilities, discussion / asking for other people's opinions, self-confidence, planning the actions to be taken and being ready to bear the risks of the actions taken.

Abstract

This study aims to identify the social education values within the Five Pillars of Islam, their implementation, and their outcomes in the lives of students at Pondok Pesantren Miftahussa’adah. The research indicates that social education values in the Five Pillars include fostering trust in others' potential, thoughts, and responsibilities, maintaining cleanliness, discipline, orderliness, consistent concern for others, refraining from causing harm, and preserving social ties with any community. The implementation of social education values at Pondok Pesantren Miftahussa’adah includes communal prayers, recitations of Ratib and Yasin, Sholawat, tahlil, and commemorating the founders of the school. The outcomes of implementing social education values from the Five Pillars in the lives of the students at Pesantren Miftahussa’adah are increased awareness and concern for others, mutual respect and trust, collaborative decision-making, and maintaining a clean environment.

Abstract

Pengaturan netralitas dalam Undang-Undang ASN tidak hanya mengatur mengenai kenetralan dari Pegawai ASN nya saja, tetapi Undang- Undang ini juga mengatur kenetralitasan dari suatu lembaga non-struktural yang disebut dengan Komisi Aparatur Sipil Negara yang selanjutnya disebut KSAN. Jenis peneilitian yang digunakan adalah penelitian hukum yuridis normatif. Metode ini dilakukan dengan beberapa cara yaitu seperti melakukan pengkajian, mendeskripsikan, interprestasi, melakukan sistematisasi, serta menilai dan menganalisis hukum positif. Dalam upaya menjaga netralitas PNS dari pengaruh kepentingan politik dan untuk menjamin keutuhan, kekompakan, dan persatuan PNS, serta agar dapat memusatkan segala perhatian, pikiran, dan tenaganya pada tugas yang dibebankan kepadanya, maka setiap kegiatan PNS harus dilandasi pada asas netralitas. Peraturan yang baik mengenai pengawasan ASN dalam Pemilihan Kepala daerah haruslah sesuai dengan peraturan perundang-undangan yang berlaku.

Abstract

Kemajuan teknologi informasi telah memicu digitalisasi di berbagai sektor, termasuk dalam manajemen rumah kos. Sistem manajemen kos tradisional yang masih dilakukan secara manual sering mengalami masalah dalam pencatatan data penghuni, pembayaran, dan perawatan fasilitas, yang dapat mengakibatkan kesalahan dan ketidakefisienan dalam pengelolaan. Studi ini bertujuan menciptakan sistem manajemen pengetahuan (KMS) berbasis Android untuk Arina Kos dengan menerapkan metode Rational Unified Process (RUP) untuk meningkatkan efisiensi operasional serta kualitas layanan bagi penghuni kos. Proses pengembangan perangkat lunak melibatkan tahap Inception, Elaboration, dan Construction dengan pemodelan sistem memakai Unified Modelling Language (UML). Hasil pengujian dengan metode Black Box Testing menunjukkan bahwa semua fitur sistem beroperasi dengan baik sesuai dengan spesifikasi yang telah dirancang, dengan tingkat keberhasilan uji mencapai 100%. Evaluasi dengan System Usability Scale (SUS) menghasilkan nilai 84,21, yang menunjukkan sistem sangat mudah digunakan. Penelitian ini juga mengisi celah yang belum banyak diteliti, yaitu penerapan KMS Android dengan RUP untuk manajemen rumah kos, serta kontribusi untuk peningkatan efisiensi dan komunikasi dalam pengelolaan kos.

Abstract

This study aims to determine the influence of work motivation, which includes the need for achievement, the need for power, and the need for affiliation, both simultaneously and partially, on the performance of police officers in the Traffic Unit of the Paser Police Resort. This is a quantitative study designed to address the formulated research problems, achieve specific objectives, and test hypotheses. The population consisted of all 45 officers in the Intelligence and Security Unit of the Paser Police Resort, and due to the relatively small number, the entire population was used as the sample. Data were analyzed using regression analysis. The results showed that the need for achievement has a positive and significant effect on police performance, as indicated by a t-value greater than the t-table value. The need for power, however, while having a positive relationship, did not significantly influence performance since its t-value was lower than the t-table value. The need for affiliation also showed a positive and significant effect on performance, with a t-value higher than the t-table value. Among the three motivational factors, the need for affiliation was found to be the most dominant variable influencing police performance in the Traffic Unit of the Paser Police Resort.

Abstract

Student organizations are an important forum for students to develop themselves and contribute to society. The performance of student organizations is highly dependent on the quality of internal and external communication. Effective interpersonal communication can build strong relationships between members, increase collaboration, and encourage the achievement of organizational goals. This study aims to analyze the role of interpersonal communication in improving the performance of student organizations. This study uses a qualitative approach with a literature study method. Data sources were obtained from various scientific articles and books related to interpersonal communication and student organizations. The source of article data is the database on Google Scholar. Data analysis was carried out descriptively. The results of the analysis show that students' activeness in organizations is positively related to their interpersonal communication skills, which in turn can strengthen social networks and create an inclusive environment. Through organizational experiences, students not only learn to communicate verbally, but also develop the nonverbal and digital skills required in the modern era. Good interpersonal communication can increase student participation in campus activities, strengthen collaboration, and resolve conflicts more effectively
