Abstract

Penelitian ini menganalisis dan menyusun strategi manajemen mutu pelayanan kesehatan di berbagai fasilitas kesehatan. Penelitian ini bertujuan untuk mengidentifikasi masalah utama dalam pelayanan kesehatan, menerapkan metode manajemen mutu, serta mengevaluasi hasil penerapan tersebut. Metode yang digunakan mencakup studi teoritis dan praktis, dengan pengumpulan data dari berbagai sumber. Hasil penelitian menunjukkan adanya peningkatan kepuasan pasien dan efisiensi operasional setelah penerapan strategi manajemen mutu. Kesimpulannya, manajemen mutu yang efektif dapat meningkatkan daya saing sektor kesehatan Indonesia secara signifikan. Implikasi dari penelitian ini adalah pentingnya integrasi manajemen mutu dalam kebijakan kesehatan nasional.

Abstract

Large amounts of data require good processing and analysis. One of the data analysis techniques is data clustering, which is grouping data into several groups or data clusters based on the similarity of data characteristics. This study observed the clustering process and cluster results using the K-Means and Agglomerative Hierarchical Clustering (AHC) algorithms or methods. Clustering was carried out using three different amounts of data, namely 10 (A10 data), 30 (B30 data), and 60 (C60 data), with choices of two, three, and four clusters. The experimental results obtained were that the A10 data cluster was the same, but the C60 data was different. Both methods provide the same cluster results, namely in the number of cluster members and their data numbers; conversely, different cluster results are obtained if there are differences in the number of cluster members. The B30 data cluster results for three clusters are the same, while for two and four clusters they are different. The results of this study are expected to provide a better understanding of the data clustering process and can be a basis for selecting a more appropriate clustering method.

Abstract

Management of Hazardous and Toxic Waste (B3) is a critical aspect in maintaining environmental health and safety, especially in health service facilities such as Community Health Centers. This research aims to analyze the B3 waste management system at the Puskesmas Sirnajaya, in order to identify the weaknesses and strengths of existing procedures and provide recommendations for improvements that can be implemented to increase the efficiency and safety of waste management. The research method used is a qualitative descriptive method with a case study approach. Data was obtained through direct observation, in-depth interviews with health workers and waste managers, as well as analysis of documents related to B3 waste management policies and procedures at the Puskesmas Sirnajaya. Data analysis was carried out thematically to identify patterns and main issues in B3 waste management. The research results show that the Puskesmas Sirnajaya, has B3 waste management procedures which include the stages of collection, temporary storage, transportation and handover to licensed third parties. However, there are several significant weaknesses, including a lack of routine training for officers, limited storage facilities that meet standards, and a lack of regular supervision and monitoring. Some of the advantages found were officers' awareness of the importance of B3 waste management and collaboration with third parties who have official certification.

Abstract

Anugerah Indah Sippan Tourism is a natural destination that offers the charm of a hill in the Saribu Dolok area.. Even though it has just opened, Anugerah Indah Sippan Tourism is a favorite vacation location on weekends. This is because many distinctive charms can be found such as stunning views of the surrounding natural orchestra, a garden on a hill and cool fresh air. However, there are several problems such as accessibility and infrastructure facilities for the Sippan Village tourist attraction, which are still lacking in attention from the government. In this case, the Simalungun Regency Tourism and Culture Office as the manager of the Sippan Village tourist attraction has an important role in managing village tourism objects. The theory used in this study is the role theory by Pitana and Gayatri (2005:95), this research uses a qualitative type methodology that uses interview techniques, observation, and also documentation. As reinforcement, this study also consisted of key informants, main informants and additional informants using data analysis techniques by Miles and Hubermen namely data collection, data reduction, data presentation and conclusions. Abstract

Small Medium Enterprise (SME) plays a strategic role in developing countries economy. Each of SMEs has unique strategy of order fulfillment management. This is influenced by factor dynamics influencing the system. The system characteristic becomes the inspiration to be studied furthermore continues especially using system dynamics modeling approach. System dynamics modeling approach used because this method used to know and learn the system behavior. This paper represents of order fulfillment management analysis with case study at CV. Kurnia Jaya – Yogyakarta. The developed model has 4 sub models: customer order sub model, order fulfillment sub model, raw material management sub model and labor sub model. Next step is calibrating the developed model with boundary adequacy test, extreme conditions test and behavior reproduction test. After passing all these steps, the developed model to be ran with policy design (different scenario of order such as: constant order, step order, impulse order and actual order). Finally 3 alternative recommendations proposed for increasing the production rate so the order backlog and delivery delay decrease.

Abstract

ABSTRACT Pulmonary Tuberculosis (TB) is the leading cause of death in the world caused by a single infectious agent in 2023 with an estimated 10.8 million people infected. In Indonesia, the prevalence of TB cases is 0.30%, with 821,200 cases in 2023. West Sumatra is one of the provinces in Indonesia with a TB prevalence of 0.29%. Padang City is the city with the highest number of TB cases in West Sumatra Province, with 3,093 cases in 2023. This study aims to map the level of TB vulnerability in Padang City to determine the priority of TB treatment. This study is an ecological study conducted using a quantitative descriptive method with the application of Geographic Information Systems (GIS). The results of the study illustrate that there are 2 sub-districts with very high levels of vulnerability and 5 sub-districts with high levels of vulnerability which are the main priorities in handling TB disease in Padang City. The government is expected to invite the community to handle TB and improve existing programs. Keywords: Pulmonary Tuberculosis, Altitude, Population Density, Healthy Homes, GIS ABSTRAK Tuberkulosis Paru (TB) menjadi penyebab kematian utama di dunia yang disebabkan oleh satu agen infeksius pada tahun 2023 dengan perkiraan 10,8 juta orang terjangkit TB. Di Indonesia, prevalensi kasus TB sebesar 0,30%, dengan 821.200 kasus di tahun 2023. Sumatera Barat merupakan salah satu provinsi di Indonesia dengan prevalensi TB sebesar 0,29%. Kota Padang menjadi kota dengan jumlah kasus TB tertinggi di Provinsi Sumatera Barat, dengan jumlah kasus sebesar 3.093 pada tahun 2023. Penelitian ini bertujuan untuk melakukan pemetaan tingkat kerawanan TB di Kota Padang dalam rangka penentuan prioritas penanganan TB. Penelitian ini merupakan studi ekologi yang dilakukan menggunakan metode deskriptif kuantitatif dengan aplikasi Sistem Informasi Geografis (SIG). Hasil penelitian menggambarkan bahwa terdapat 2 kecamatan dengan tingkat kerawanan sangat tinggi dan 5 kecamatan dengan tingkat kerawanan tinggi yang menjadi prioritas utama dalam penanganan penyakit TB di Kota Padang. Pemerintah diharapkan dapat mengajak masyarakat dalam penanganan TB serta membenahi program-program yang sudah ada. Kata Kunci: Tuberkulosis Paru, Ketinggian Wilayah, Kepadatan Penduduk, Rumah Sehat, SIG

Abstract

Micro, Small, and Medium Enterprises (MSMEs) have a fundamental role in the regional economy as well as the national economy. This study aims to provide empirical evidence regarding the performance variability of MSMEs during the COVID-19 pandemic. The research population is all MSMEs in Magelang City. The research sample was 7,924 MSMEs obtained through purposive sampling. This study uses descriptive statistical analysis. The results and discussion show that the City of Magelang, from an economic perspective, has a fairly stable economic condition from 2015 to 2019. However, the COVID-19 pandemic in 2020 put the economy of Magelang City in a recession phase. Nevertheless, the competitiveness of Magelang City in 2020 has increased compared to 2019. The analysis of the variability of the performance of MSMEs shows that the South Magelang District has the lowest turnover of MSMEs. Central Magelang Subdistrict has the highest MSME turnover value. South Magelang Subdistrict has the highest average turnover of MSME compared to the average turnover of MSME in North Magelang and Central Magelang Districts.

Abstract

This study is the result of a quantitative study that aims to answer how individual factors, organizational culture, and incentives simultaneously and partially affect the performance of the employees of the Regional Secretariat of Southeast Aceh Regency. Research data were collected through initial observations and filling out a list of statements by respondents who were designated as samples in this study. Further analyzed by quantitative analysis. In the F test the results state that simultaneously there is a significant influence between Individual Factors (X1), Organizational Culture (X2), and Incentives (X3) on the Performance (Y) of the Regional Secretariat of Southeast Aceh Regency employees. The t-test shows that there is no significant impact of Individual Factors (X1) and Organizational Culture (X2) on Performance (Y). Meanwhile, there is a significant impact of Incentives (X3) on Performance (Y). So that the Incentive becomes the variable that has the most impact on performance. In line with the conclusions above, it is recommended to take a more performance-based approach through the application of fair rewards and sanctions (punishment) to the State Civil Apparatus at the Regional Secretariat of Southeast Aceh Regency.

Abstract

The objectives of this research are as follows: Knowing and analyzing the implementation of ASN Policy Functions as Implementing Public Policy in Improving Employee Performance at the Regional Civil Service Agency Office of North Sumatra Province. Knowing and explaining the supporting and inhibiting factors in the Implementation of ASN Policies Functioning as Implementers of Public Policies in Improving Employee Performance at the Regional Personnel Agency Office of North Sumatra Province. This research is a qualitative design. Research approach based on phenomenology and constructivism paradigm in developing science Thus, qualitative research based on phenomenology and constructivism paradigm becomes the basis for researchers to interpret research findings so that they become a description of the research that occurs. The policy implementation model developed by Edward III is called Direct and Indirect Impact on Implementation. According to Edward III, there are four variables or factors that influence public policy, namely Communication, Resources, Disposition and Bureaucratic Structure. The four factors must run simultaneously because the four factors are interrelated.

Abstract

Penelitian ini bertujuan untuk mengkaji Impementasi Surat Direktur Jenderal Imigrasi Nomor IMI.3-UM.01.01-1192 Tahun 2020 Tentang Aplikasi Izin Tinggal Online (IT Online) di masa pandemi Covid-19 pada Kantor Imigrasi Kelas I Khusus Medan. Jenis penelitian ini adalah deskriptif dengan metode kualitatif. Teori Edwards III dijadikan sebagai pedoman analisis dan teori Miles, Huberman dan Saldana sebagai teknik analisis. Hasil penelitian menunjukkan implementasi IT Online di masa pandemi Covid-19 pada Kantor Imigrasi Kelas I Khusus Medan telah dilaksanakan namun masih belum optimal berdasarkan indikator-indikator teori Edwards III sebagai berikut: a) komunikasi perintah kebijakan telah ditransmisikan dengan jelas kepada pelaksana namun intensitasnya kurang konsisten dan sosialisasi ke masyarakat juga belum intensif; b) sejumlah sumber daya untuk implementasi IT online tersedia namun masih kurang maksimal; c) disposisi pelaksana mendukung implementasi IT Online; dan d) struktur birokrasi, IT Online belum memiliki SOP tersendiri dan fragmentasi tergolong minim. Faktor-faktor pendukung implementasi IT Online adalah SDM yang memadai serta fasilitas yang menunjang pelayanan izin tinggal sedangkan faktor penghambatnya ialah kondisi aplikasi belum handal, anggaran kurang maksimal untuk pengembangan lebih lanjut IT Online, sosialisasi kepada masyarakat belum intens, dan dukungan masyarakat masih rendah.
