Abstract

One-stop public service malls are designed to reduce citizens’ transaction costs by consolidating multiple services in a single location. Yet early-stage implementation often faces adoption and credibility challenges. This study investigates how outreach effectiveness and inter-organizational coordination shape perceived service quality in a one-stop public service mall in Padang Panjang, Indonesia. Using a single-case qualitative design, the study draws on interviews with key stakeholders, non-participant observation, and document review, analyzed through triangulation and a mechanism-oriented coding scheme. Findings show that outreach is most effective when it functions as citizen preparedness infrastructure, providing standardized, actionable information on requirements, process flows, operating hours, and realistic completion expectations, thereby strengthening assurance before arrival. Coordination affects service quality primarily by producing reliability through multi-tenant operational consistency, including stable staffing, uniform application of standards, synchronized information updates, and rapid problem-solving. Crucially, outreach and coordination are tightly coupled: when outreach raises expectations faster than operational reliability improves, credibility erodes and adoption slows. The study proposes a credibility-first operating model for early-stage one-stop malls, emphasizing a single source of truth for public information, enforceable tenant commitments, daily monitoring with escalation, and closed-loop complaint governance.

Abstract

Price fluctuations at the producer and consumer levels determine the performance of the maize market in Gorontalo Province. This will affect the decisions and ability of the corn marketing agencies involved in responding to price changes. The slow response of marketing agencies to changes in maize prices indicates inefficient market conditions in terms of prices. In addition, differences in market power between marketing agencies indicate inefficiencies in marketing maize from an operational perspective. Therefore, this research was conducted with the aim of 1) analyzing market integration and transmission of maize prices between producers and consumers, 2) analyzing the distribution of marketing margins in the maize marketing channels in Gorontalo Province. The research data used is in the form of weekly price data at the producer and consumer levels for 148 weeks, from March 2016 to March 2019 and added data from direct interviews with the marketing actors involved, namely farmers as many as 30 people, while sampling of traders was carried out by snowball sampling technique. Data analysis used the Asymmetric Error Correction Model (AECM), marketing margin and farmer share for each channel. The results showed that the transmission of maize prices at the producer and consumer level is symmetrical in the long run indicating market integration. The smallest marketing margin and the largest farmer share are in Channel III, where marketing is done directly to an exporter. Corn marketing in Gorontalo Province shows price transmission and market integration as well as high farmer share value in each channel, so it can be concluded that marketing is efficient.

Abstract

State asset management is a core function of public law through which the State exercises authority over public resources to support sustainable development. In modern international legal discourse, state assets are no longer viewed merely as economic tools but as legal objects governed by international obligations and good governance principles. This article examines the international legal framework on state asset management and its relevance to strengthening asset governance in Indonesia using a normative legal research approach that analyzes both international and national legal instruments, with particular attention to the interaction between soft law and hard law. It reviews key frameworks such as the Sustainable Development Goals, the Paris Agreement, the International Covenant on Economic, Social and Cultural Rights, and the United Nations Convention against Corruption, and evaluates their alignment with Indonesia’s domestic regulations through library research and qualitative analysis using systematic and teleological interpretation. The study finds that while soft law provides important normative guidance for sustainability-oriented governance, excessive reliance on non-binding mechanisms risks weakening legal certainty and accountability; therefore, binding regulations grounded in good governance principles transparency, accountability, public participation, and the rule of law are essential to ensure that state assets function effectively as instruments of sustainable development. From an ius constituendum perspective, aligning international commitments with enforceable domestic law is necessary to protect public interests, ensure intergenerational equity, and promote sustainable national development.

Abstract

Public stigma against people living with HIV/AIDS (ODHA) remains a major obstacle in efforts to control the HIV epidemic. Health literacy and the social environment play a role in shaping the public's perception of ODHA. This study aims to analyze the influence of literacy and the social environment on public stigma within a community-based community service framework. The study used a cross-sectional analytical design. The study was conducted in the Salimbongan Community Health Center (Puskesmas) area of ​​Pinrang Regency from October to December 2025. A sample of 200 respondents was selected purposively. Data were collected using a structured questionnaire. Analysis was performed using univariate, bivariate analysis using the Chi-square test, and multivariate analysis using logistic regression. Some respondents still exhibited stigma against ODHA. Bivariate analysis showed a significant relationship between knowledge, perceptions, family attitudes, and community leaders' attitudes with stigma (p<0.05). Multivariate analysis showed that community leaders' and family attitudes were the most dominant determinants of public stigma after controlling for other variables. Strengthening literacy alone is not sufficient to reduce stigma. Community-based interventions involving key social actors are more effective in transforming societal attitudes toward HIV/AIDS.

Abstract

Background: Diabetes mellitus is a chronic disease with a steadily increasing prevalence and is frequently accompanied by foot complications that substantially impair patients’ quality of life. Diabetic foot complications, including foot ulcers, can be prevented through appropriate foot care practices. Foot care knowledge is a critical component in shaping self-care behaviors; however, patients knowledge levels remain variable and are influenced by sociodemographic factors, clinical characteristics, and exposure to health information. Objective: This study aimed to analyze factors associated with foot care knowledge among patients with diabetes mellitus. Methods: This analytic observational study employed a cross-sectional design. The study was conducted at Sudiang Raya Primary Health Care Center from October to December 2025. A total of 80 patients with diabetes mellitus were recruited using a total sampling technique. Data were collected from the primary health care database and structured questionnaires assessing participants’ characteristics and foot care knowledge. Data analysis included descriptive analysis, bivariate analysis using Chi-square or Fisher’s exact tests with calculation of odds ratios and 95 % confidence intervals, and Receiver Operating Characteristic (ROC) analysis to evaluate the discriminative ability of the model using the Area Under the Curve (AUC). Results: The results demonstrated that age, educational level, employment status, duration of diabetes mellitus, and exposure to health information were significantly associated with foot care knowledge. Exposure to information emerged as the most dominant factor and significantly increased the likelihood of patients having good foot care knowledge. Conclusion: Foot care knowledge among patients with diabetes mellitus is influenced by a combination of sociodemographic factors, clinical characteristics, and exposure to health information. These findings highlight the importance of structured, continuous, and contextually appropriate foot care education as an integral component of diabetes nursing care to prevent foot-related complications.

Abstract

Kemajuan teknologi informasi telah mendorong transformasi digital dalam berbagai bidang, termasuk pelaksanaan jabatan notaris. Penggunaan tanda tangan elektronik dalam pembuatan akta menimbulkan implikasi hukum baru, khususnya terkait kepastian hukum, serta perlindungan hukum bagi notaris. Penelitian ini bertujuan untuk menganalisis bentuk perlindungan hukum preventif dan represif yang diberikan oleh peraturan perundang-undangan kepada notaris dalam penggunaan tanda tangan elektronik pada pembuatan akta, serta mengkaji kebijakan hukum positif Indonesia terkait penerapan tanda tangan elektronik dalam praktik kenotariatan. Metode penelitian yang digunakan adalah Yuridis Normatif dengan pendekatan perundang-undangan dan pendekatan konseptual, melalui analisis bahan hukum primer, sekunder, dan tersier. Hasil penelitian menunjukkan perlindungan hukum terhadap notaris dalam penggunaan tanda tangan elektronik masih bersifat terbatas. Selain itu, belum adanya pengaturan teknis dalam Undang-Undang Jabatan Notaris terkait tanda tangan digital. Oleh karena itu, diperlukan harmonisasi regulasi antara Undang-Undang Jabatan Notaris dan Undang-Undang Informasi dan Transaksi Elektronik guna menjamin kepastian hukum dan perlindungan profesi notaris di Indonesia.

Abstract

Transparency in the distribution of social assistance funds is an important principle in realizing good governance, particularly in the Family Hope Program (PKH), which is intended for underprivileged communities. However, the implementation of transparency at the local level often has not run optimally. This study aimed to analyze the transparency of PKH fund distribution in Nagari Pakan Rabaa Utara, South Solok Regency. This study used a qualitative approach with a descriptive method. Data were obtained through in-depth interviews, observation, and documentation involving nagari officials, PKH facilitators, and beneficiary and non-beneficiary communities. The results showed that the transparency of PKH fund distribution in Nagari Pakan Rabaa Utara had not been implemented optimally. Information regarding beneficiary criteria, distribution mechanisms, and lists of beneficiaries had not been openly published and was not yet easily accessible to the community. This condition resulted in targeting inaccuracies, both in the form of inclusion errors and exclusion errors. The factors influencing the transparency of PKH fund distribution included weak availability and access to public information, limited use of information technology, and suboptimal mechanisms for community monitoring and complaints. Thus, strengthening the transparency of PKH fund distribution requires the commitment of officials, information disclosure, and active community involvement so that social assistance program governance becomes more accountable, well-targeted, and equitable.
