Abstract

Enhancing educational quality remains a pressing and strategic concern, particularly for schools in remote regions such as Muara Wis State Junior High School. This research investigates strategic efforts to improve educational quality through the reinforcement of school management practices. Employing a qualitative descriptive methodology, data were gathered from selected school principals, teachers, and parents through purposive sampling. The research instruments included in-depth interviews, direct classroom observations, and a review of relevant school documents. The collected data were analyzed using data reduction, thematic categorization, and narrative elaboration. The study indicates that the comprehensive application of fundamental management functions plays a vital role in elevating educational standards. Moreover, effective leadership, infrastructure planning, and financial management emerged as key elements that significantly shape school performance. The interaction between internal factors (e.g., principal leadership) and external influences (e.g., national education policy) was found to contribute jointly to the overall educational quality. The research concludes that school management strengthening should be viewed not only as an administrative necessity but as a strategic approach to achieving long-term improvements in educational outcomes. The insights gained offer valuable direction for policymakers, educators, and stakeholders who seek to adopt effective models of school governance in similar contexts. It is recommended that future studies incorporate mixed-method designs to gain a more comprehensive understanding of how management strategies impact student learning and school effectiveness.

Abstract

The implementation of Holistic Integrative Early Childhood Education (PAUD HI) in Samarinda still faces challenges such as suboptimal cross-sectoral coordination, limited regulations, and low stakeholder participation, resulting in less than optimal service quality. This study aims to develop an effective partnership strategy in improving Holistic-Integrative Early Childhood Education (PAUD HI) quality. The research employed a Research and Development approach using the Plomp model, which consists of five stages: preliminary investigation, design, construction, evaluation and revision, and implementation. Data were collected through observation, interviews, documentation, and Focus Group Discussions. The study was conducted at TK Negeri 1 Samarinda and TK Islam Silmi Samarinda, representing public and private early childhood education (ECE) institutions. The findings reveal that the main challenges include weak partnership legalization, limited trained human resources, inconsistent stakeholder participation, concentrated coordination on principals, and limited funding. These conditions highlight the need for strengthening strategies through standardized systems, cross-sectoral coordination forums, capacity building, funding diversification, and integrated monitoring and evaluation. The developed strategy produced strategic documents, including a partnership roadmap, cross-sectoral Standard Operating Procedures (SOPs), and an integrated action plan. Expert validation indicated the strategy was highly valid (83.3%), while practitioner assessments showed it was highly effective (89.5%), with indicators covering contextual relevance, coordination feasibility, operational practicality, impact on service quality, and replication potential in other institutions. The study concludes that the success of the model requires structured, participatory, and sustainable multisectoral synergy, and the developed strategy can serve as a reference for local governments, ECE institutions, and stakeholders in developing comprehensive PAUD HI services.

Abstract

This study examines the principal's management in implementing the deep learning pedagogical approach to improve educational quality at SMA Negeri 1 Penajam Paser Utara. The research was motivated by the need to strengthen 21st-century competencies, character development, and meaningful learning in the context of Indonesia's Merdeka Belajar (Freedom to Learn) curriculum policy. Employing a qualitative case study design, data were collected through in-depth interviews, observation, and documentation analysis involving the school principal, vice principal for curriculum affairs, teachers, the school committee, and students. Data were analyzed using Miles and Huberman's interactive model: data reduction, data display, and conclusion drawing. The findings reveal that the principal's management in implementing deep learning was executed strategically across four management functions: (1) Planning the principal integrated deep learning principles into the School Operational Curriculum (KOS), lesson plans, and teacher professional development programs, with sensitivity to student diversity including student athletes; (2) Organizing collaboration was strengthened through internal subject teacher forums (MGMP), academic supervision, and a school quality assurance team, reflecting principles of distributed leadership; (3) Implementing learning shifted toward student-centered activities including project-based learning, contextual discussion, formative assessment, and reflective practice, enhancing student engagement and critical thinking; (4) Evaluating comprehensive and participatory evaluation involving teachers, students, and the school committee served as the basis for continuous improvement and evidence-based decision making. The study concludes that visionary, collaborative, and instructionally-focused principal leadership is the key determinant in successful deep learning implementation and educational quality improvement.

Abstract

Abstract: The demand to improve the quality of education at the elementary and junior high school levels has made teacher work effectiveness a critical indicator of institutional success. In this context, the principal's leadership and the workload faced by teachers are dominant factors influencing their motivation and performance. Principals who apply servant leadership are believed to be capable of creating a supportive and collaborative work environment, thereby potentially increasing teachers' motivation and work effectiveness. However, on the other hand, the high workload serves as a serious obstacle that can reduce teacher enthusiasm. This study aims to determine how servant leadership and workload affect teacher work effectiveness, both directly and indirectly, through work motivation as an intervening variable. This research is limited to elementary and junior high school teachers in Kaubun District. It employs a quantitative approach with a survey method. The population consists of all elementary and junior high school teachers in Kaubun District, totaling 207 teachers. The sample was determined using proportionate random sampling based on the Slovin formula, resulting in 137 respondents. Data analysis tools included SPSS and the Sobel calculator to test the intervening variable. The findings reveal that servant leadership has a positive and significant effect on teacher work effectiveness (0.174), while workload has a significant negative effect (-0.325). The indirect influence tested using the Sobel calculator shows that work motivation mediates the effect of servant leadership and workload on teacher work effectiveness. The significance values for the mediation of servant leadership and workload through work motivation were both 0.000 (Path I and Path II), indicating that work motivation successfully mediates these effects. The conclusion of this study is that servant leadership directly has a positive effect on teacher work effectiveness, while workload directly has a negative effect. Indirectly, work motivation is able to mediate the influence of both servant leadership and workload on teacher work effectiveness. Abstrak Tuntutan untuk meningkatkan mutu pendidikan di Sekolah Dasar dan Sekolah Menengah Pertama membuat efektivitas kerja guru menjadi indikator penting dalam keberhasilan institusi pendidikan. Dalam konteks ini, kepemimpinan kepala sekolah dan beban kerja yang dihadapi guru menjadi faktor dominan yang memengaruhi motivasi serta kinerja mereka. Kepala sekolah yang menerapkan servant leadership diyakini mampu menciptakan lingkungan kerja yang suportif dan kolaboratif, sehingga berpotensi meningkatkan motivasi dan efektivitas kerja guru. Namun, di sisi lain, tingginya beban kerja menjadi hambatan serius yang dapat menurunkan semangat kerja guru. Penelitian ini bertujuan untuk mengetahui bagaimana pengaruh servant leadership dan beban kerja terhadap efektivitas kerja guru baik secara langsung maupun tidak langsung melalui motivasi kerja sebagai variabel intervening. Penelitian ini terbatas pada guru Sekolah Dasar dan Sekolah Menengah Pertama di Kecamatan Kaubun. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei. Populasi penelitian adalah seluruh guru SD dan SMP di Kecamatan Kaubun yang berjumlah 207 guru. Sampel ditentukan menggunakan metode proportionate random sampling berdasarkan rumus Slovin, sehingga diperoleh 137 responden. Alat bantu analisis data menggunakan SPSS dan Kalkulator Sobel untuk menguji variabel intervening. Penelitian ini mendapatkan hasil servant leadership memberikan pengaruh positif dan signifikan terhadap efektivitas kerja guru dengan sebesar 0,174 dan beban kerja memberikan pengaruh negatif signifikan terhadap efektivitas kerja guru sebesar -0,325. Pada pengaruh tidak langsung yang di uji dengan kalkulator sobel didapatkan hasil bahwa motivasi kerja mampu memediasi pengaruh servant leadership dan beban kerja terhadap efektivitas kerja guru. Nilai Signifikansi pada servant leadership dan beban kerja terhadap efektivitas kerja guru melalui motivasi kerja sebesar 0.000 (Jalur I) dan 0,000 (Jalur II) mengidikasikan bahwa motivasi kerja memediasi pengaruh tersebut. Kesimpulan dari penelitian ini adalah servant leadership dan secara langsung berpengaruh positif terhadap efektivitas kerja guru dan beban kerja secara langsung berpengaruh negatif terhadap efektivitas kerja guru. Abstract

This study aims to examine the role of human resource management (HRM) of lecturers and students in improving educational quality at the Early Childhood Education (PAUD) Study Program, Faculty of Teacher Training and Education, Universitas Widya Gama Mahakam Samarinda. Educational quality in higher education is strongly influenced by the effectiveness of human resource management, particularly lecturers as key actors in learning and students as active participants in academic processes. This research employed a qualitative descriptive approach using semi-structured interviews with the head of the study program, lecturers, and students. Data were analyzed inductively through data reduction, coding, categorization, and thematic interpretation. The findings reveal that lecturer HRM plays a crucial role in maintaining instructional quality; however, challenges arise due to lecturers’ limited time availability caused by professional commitments outside the institution. In addition, most students are working students who experience difficulties in managing study time, which affects academic performance and timely graduation. Flexible academic scheduling, structured seminar planning, and strengthened academic guidance were identified as effective strategies to enhance educational quality. This study concludes that adaptive and sustainable HRM practices for both lecturers and students are essential to support continuous improvement of educational quality in higher education.

Abstract

Peningkatan Pembangunan Kalimantan Timur bidang pendidikan sangat penting dalam mendukung Ibu Kota Nusantara (IKN). Kepemimpinan kepala sekolah merupakan kekuatan dalam mewujudkan kepuasan kerja dan kinerja guru, yang berpengaruh untuk menghasilkan lulusan yang berkualitas dan berdaya saing tinggi. Tujuan dari kegiatan pengabdian kepada masyarakat (PkM) ini adalah untuk memberikan penguatan kepemimpinan kepala sekolah dalam mendukung IKN melalui peningkatan kepuasan kerja dan kinerja guru. Kegiatan ini dilaksanakan pada hari Senin, 27 Mei 2024, dihadiri 40 orang kepala sekolah dan 134 orang guru. Peserta berasal dari beberapa wilayah di Kalimantan Timur, yaitu Balikpapan, Samarinda, Kutai Kertanegara, Kutai Timur, Bontang dan Berau. Pelaksanakan dilakukan secara daring, dengan metode presentasi dan tanya jawab. Respon peserta kepala sekolah terhadap penyelengaraan kegiatan ini diperoleh melalui pengisian kuesioner secara daring melalui aplikasi google form. Kuisioner yang diberikan terdapat 2 jenis jawaban, yaitu pengukuran sikap menggunakan skala guttman/skala likert dan essay. Jawaban kuesioner dianalisis sesuai jenis jawaban. Pilihan skala sikap dianalisis berdasarkan skor yang diperoleh, sedangakan jawaban essay dilakukan analisis kata kunci menggunakan aplikasi wordclouds. Hasil kegiatan PkM ini menunjukkan bahwa respon peserta terhadap kegiatan PkM ini sangat positif, peserta mengatakan bahwa materi yang disampaikan sangat mampu menguatkan kepemimpinan kepala sekolah, isinya relevan dan sangat direkomendasikan, serta dapat diaplikasikan di sekolah. Peserta juga menyampaikan bahwa selain kepemimpinan, kompetensi kepala sekolah yang perlu ditingkatkan adalah pengelolaan sumberdaya, iklim sekolah yang kondusif, membangun tim kerja yang solid, meningkatkan potensi dan daya saing sekolah. Kompetensi yang disebutkan akan menjadi topik kegiatan PkM pada tahun berikutnya.

Abstract

This study was motivated by the importance of strengthening character education at the elementary school level as a foundation for developing students' personality, morality, and social responsibility amid the challenges of globalization, the influence of digital media, and the decline of moral values. The study aimed to analyze the principal's management model in implementing a deep learning–based curriculum to strengthen students' character, including aspects of planning, organizing, implementation, supervision and evaluation, as well as supporting and inhibiting factors. This research employed a qualitative approach with a case study method. Data were collected through in-depth interviews, observations, and documentation involving the school principal, teachers, and parents as research informants. Data analysis was conducted through data reduction, data display, and conclusion drawing using triangulation techniques. The results of the study indicate that the principal's management model is implemented through integrated management functions. In the planning stage, the principal builds a shared understanding of deep learning–based learning and aligns curriculum documents with character development goals. In the organizing stage, the principal optimizes school resources through the establishment of a curriculum team, the distribution of teachers' roles, and the involvement of parents as educational partners. The implementation of learning is carried out through project-based activities, reflection, and collaboration that encourage the development of values such as responsibility, empathy, discipline, cooperation, and independence among students. Supervision and evaluation are conducted continuously through classroom observations, review of teaching documents, student portfolios, and feedback from parents. The success of the implementation is supported by adaptive leadership of the principal, teacher commitment, and collaboration among school members, while the obstacles include variations in teachers' readiness, limited facilities and infrastructure, limited instructional time, and the geographical conditions of the school.

Abstract

This study aimed to analyze the principal's management in preventing bullying behavior through the Child-Friendly School Program at SMP Negeri 6 Sangatta Utara. The study employed a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and documentation, involving the principal, vice principal, teachers, educational staff, students, and parents as informants. The data were analyzed using the interactive model of Miles and Huberman, which includes data collection, data reduction, data display, and conclusion drawing or verification. The findings revealed that the principal's management in bullying prevention was implemented through four management functions, namely planning, organizing, actuating, and controlling or evaluating. In the planning aspect, anti-bullying policies were systematically, participatively, and integratively incorporated into official school documents. In the organizing aspect, the principal established a clear work structure involving various school stakeholders. In the implementation aspect, bullying prevention was carried out through preventive, educative, and corrective approaches, including socialization, character building, counseling services, and gradual case handling. In the controlling and evaluation aspect, the principal conducts continuous monitoring, coordination, and follow-up actions to improve program effectiveness. This study concludes that the success of bullying prevention depends not only on the existence of formal policies but also on the principal's managerial capacity to implement the Child-Friendly School Program consistently, collaboratively, humanely, and with a strong orientation toward child protection

Abstract

Access to quality education is a constitutional right, but geographic and economic disparities often create gaps in education funding. This study aims to analyze the extent to which the distribution of education budgets in districts/cities in East Kalimantan Province meets the principles of fiscal equity. The primary focus is on identifying unequal allocations of education spending and the factors that drive disparities between resource-rich and underdeveloped regions. This study uses a descriptive quantitative approach with secondary data sourced from the most recent Budget Realization Reports (LRA) of districts/cities in East Kalimantan. Fiscal equity analysis is measured using the Gini Index to assess the degree of distribution inequality and the Coefficient of Variation to measure the dispersion of spending per student. Furthermore, horizontal equity analysis is used to compare equality between regions with different fiscal capacities. The analysis shows that significant disparities persist in education budget allocation in East Kalimantan. Regions with high natural resource (SDA) revenue sharing tend to have student education spending far exceeding the provincial average, while satellite and remote regions experience fiscal constraints. Although the 20% spending mandate has been administratively met, the effectiveness of its distribution does not fully reflect the principle of equity based on real regional needs (need-based distribution). This inequality indicates that reliance on regional original revenues and revenue-sharing funds creates a gap in the quality of educational infrastructure and human resources between regions. A fiscal equity perspective calls for intervention mechanisms through more asymmetric financial aid funds to balance weak regional fiscal capacity. Without distribution policy reform, education disparities in East Kalimantan risk widening long-term socio-economic disparities in the buffer zone of the Indonesian Capital City (IKN).
