Abstract

This study analyzes the impact of fiscal decentralization on educational performance at the Senior High School (SMA) and Vocational High School (SMK) levels in Balikpapan City, East Kalimantan Province. Using the framework of human capital theory, this study evaluates the extent to which regional spending allocations are converted into student academic outcomes, as measured by indicators of literacy, numeracy, and graduate absorption. Using a qualitative method with a case study design, data were collected through in-depth interviews with stakeholders at the provincial and educational unit levels, as well as documentation from regional financial reports (APBD) and the 2023-2024 Indonesian Education Report. The results show that although East Kalimantan consistently meets the mandated 20% education budget, the effectiveness of this spending is hampered by administrative complexity following the transfer of authority for managing secondary education from the city government to the provincial government. Multilevel analysis reveals a disconnect between high regional fiscal capacity and resource distribution at the school level, where managerial factors and school autonomy are more dominant determinants in influencing academic competency scores than simply nominal budget volume. This study concludes that strengthening fiscal accountability and policy synchronization between levels of government are essential to optimize education investment in the regions.

Abstract

This study aims to analyze the influence of transparency, accountability, and participation on the effectiveness of school management. The study employed a mixed methods approach with a sequential explanatory design, involving the collection and analysis of quantitative data, followed by qualitative data to deepen the research findings. The sample consisted of 43 respondents, consisting of principals, teachers, and administrative staff from several public and private schools. Data collection techniques included questionnaires, interviews, and documentation. The quantitative analysis showed that transparency, accountability, and participation simultaneously had a significant influence on the effectiveness of school management. However, only participation had a significant effect, while transparency and accountability did not. The coefficient determination test showed that the three variables explained 76.6% of the variation in school management effectiveness. The qualitative analysis revealed that participation was the primary factor influencing the effectiveness of school management, due to the active involvement of teachers and education staff in program planning, implementation, and evaluation. Meanwhile, transparency and accountability have been implemented but tend to be administrative in nature and have not been optimally utilized in decision-making. Data integration shows that the effectiveness of school management is more influenced by active participation than by formal transparency and accountability. Therefore, improving the quality of participation is key to achieving effective school management.

Abstract

Effective management of education funding is crucial to ensuring the quality and sustainability of education, particularly in secondary schools, which often face significant financial challenges. This study aims to understand the meaning of technical and allocative efficiency in education funding in secondary schools in the era of decentralization. Using a qualitative approach, the study explores the experiences, perceptions, and strategies of school stakeholders including principals, teachers, and financial managers in managing educational resources. Data .were collected through in-depth interviews, observations, and document analysis, then analyzed thematically to uncover emerging patterns and meanings. The results indicate that technical efficiency is understood as a school's ability to maximize the use of funds to support effective teaching and learning, while allocative efficiency is defined as the alignment of budget distribution with educational priority needs and the local context. The era of decentralization provides space for schools to be more independent in decision making, but also poses challenges in maintaining a balance between resource constraints and demands for quality improvement. These findings emphasize the importance of managerial capacity and transparency in education funding and provide implications for policies that promote accountability and equitable access to education at the regional level.

Abstract

This study aims to analyze the semantic meanings embedded in the sea mantras and prayers of the Bajau community on Maratua Island, Berau Regency, East Kalimantan, and to reveal their ethnolinguistic implications for the belief system and worldview of the Bajau maritime society. This research employed a qualitative approach with an ethnolinguistic design. The data, consisting of sea mantras and prayer utterances, were collected through participant observation, in-depth interviews, and documentation. Data analysis was conducted interactively through data reduction, data display, and conclusion drawing, focusing on the identification of semantic fields, the analysis of lexical, connotative, and symbolic meanings, as well as the interpretation of metaphors and natural symbolism from semantic and ethnolinguistic perspectives. The findings reveal five major semantic fields, namely sea and nature, religiosity/Islam, safety, livelihood, and kinship. The Bajau ritual language contains complex layers of meaning through the use of metaphors and natural symbolism, such as the sea as an ancestor, the boat as a home, and water as a symbol of life and blessing. The study also shows a syncretism between Islamic teachings and local traditions in Bajau ritual practices. From an ethnolinguistic perspective, the mantras and sea prayers represent the Bajau cosmology that positions the sea as the center of life, a source of livelihood, a spiritual space, and a symbolic kinship entity that must be respected. This study confirms that ritual language functions not only as a medium of spiritual communication, but also as a representation of cultural identity, value systems, and the ecological relations of maritime communities. AbstrakPenelitian ini bertujuan menganalisis makna semantik dalam mantra dan doa laut masyarakat Bajau di Pulau Maratua, Kabupaten Berau, Kalimantan Timur, serta mengungkap implikasi etnolinguistiknya terhadap sistem kepercayaan dan pandangan dunia masyarakat maritim Bajau. Penelitian menggunakan pendekatan kualitatif dengan desain etnolinguistik. Data berupa tuturan mantra dan doa laut dikumpulkan melalui observasi partisipatif, wawancara mendalam, dan dokumentasi. Analisis data dilakukan secara interaktif melalui reduksi data, penyajian data, dan penarikan kesimpulan dengan fokus pada identifikasi medan makna, analisis makna leksikal, konotatif, dan simbolik, serta interpretasi metafora dan simbolisme alam berdasarkan perspektif semantik dan etnolinguistik. Hasil penelitian menunjukkan adanya lima medan makna utama, yaitu laut dan alam, religius/Islam, keselamatan, rezeki, dan kekerabatan. Bahasa ritual Bajau mengandung lapisan makna yang kompleks melalui penggunaan metafora dan simbolisme alam, seperti laut sebagai leluhur, perahu sebagai rumah, dan air sebagai simbol kehidupan serta keberkahan. Temuan penelitian juga menunjukkan adanya sinkretisme antara ajaran Islam dan tradisi lokal dalam praktik ritual masyarakat Bajau. Secara etnolinguistik, mantra dan doa laut merepresentasikan kosmologi masyarakat Bajau yang menempatkan laut sebagai pusat kehidupan, sumber rezeki, ruang spiritual, dan kerabat simbolik yang harus dihormati. Penelitian ini menegaskan bahwa bahasa ritual tidak hanya berfungsi sebagai media komunikasi spiritual, tetapi juga sebagai representasi identitas budaya, sistem nilai, dan relasi ekologis masyarakat maritim.

Abstract

This study aims to develop a School Profile Information System based on digital branding to support promotional strategies and strengthen the institutional image of SMP Negeri 5 Samarinda. The developed system is designed as a web-based information and promotion medium to facilitate users in accessing school-related information effectively and interactively. The research employed the Research and Development (R&D) method to produce and evaluate the quality of the developed system. Data collection techniques included observation and interviews to identify user needs and system requirements. System quality evaluation was conducted using the ISO 9126 standard, focusing on four aspects: functionality, usability, portability, and reliability. The functionality and portability tests were analyzed using the Guttman scale and obtained a score of 1, indicating that the system was categorized as “feasible.” The usability aspect was evaluated using a Likert scale and achieved a percentage score of 83%, categorized as “very good.” Meanwhile, the reliability test also obtained a score of 1, indicating that the system met the reliability criteria. The results of this study indicate that the developed School Profile Information System is feasible to be used as a digital branding medium to support school promotional activities and improve institutional image.

Abstract

This study investigates how East Kalimantan folktales can be integrated into Indonesian language and literature learning to strengthen character education. This study aims to achieve two objectives: (1) to identify and analyze character values embedded in East Kalimantan folktales, and (2) to examine how these values can be translated into learning activities. This study employs a qualitative narrative-ethnographic design, focusing on folklore in three regencies (West Kutai, East Kutai, and Kutai Kartanegara) in East Kalimantan. The data were analyzed through content analysis and interactive model, supported by source and method triangulation. The findings show that the folktales consistently articulate character values related to the self (responsibility, perseverance, sincerity, gratitude, humility), to others (social concern, cooperation, justice, empathy, respect for human dignity), and to divinity (religiosity and devotion), which are narratively modeled through characters’ actions, decisions, and dialogue. These values can be systematically integrated into learning objectives, materials, activities, and assessment through folklore-based reading, discussion, dramatization, reflective writing, value clarification, and rubric- and portfolio-based evaluation. The study concludes that East Kalimantan folklore constitutes pedagogically robust core content for contextual, narrative-based character education in language and literature classrooms.

Abstract

Higher education plays a strategic role in promoting social mobility and equal opportunity; however, policy transformation through State Universities with Legal Entity status (PTN-BH) has introduced new dynamics in the relationship between institutional autonomy, access to education, and social justice. This study aims to critically examine the construction of the PTN-BH policy and its implications for access to higher education and social justice in Indonesia. The study employs a qualitative approach using a Critical Literature Review (CLR) design, analyzing journal articles indexed in SINTA and Scopus from 2018 to 2025. The analysis is conducted through a semi-systematic literature selection process, thematic coding, and critical synthesis, guided by the frameworks of distributive justice, the capability approach, and social reproduction theory. The findings indicate that the PTN-BH policy reflects a shift from state-centered governance to market-oriented governance, resulting in a form of hybrid governance. While institutional autonomy encourages funding diversification, it simultaneously increases educational costs and reliance on student contributions. This condition leads to a pattern of selective inclusion, in which access to higher education remains formally open but is substantively filtered by economic capacity. Furthermore, the policy contributes to the reproduction of social inequality, as financial resources increasingly determine access to higher education. Overall, the PTN-BH policy reveals a structural tension between efficiency and social justice. Without adequate redistributive mechanisms, this policy risks reinforcing stratified access and shifting the role of higher education from a vehicle of social mobility to a mechanism of inequality reproduction. Therefore, policy reformulation is required to balance institutional autonomy with the principles of social justice in order to achieve a more inclusive and sustainable higher education system.

Abstract

This study aims to analyze critical discourse in online media coverage of the Molotov cocktail incident in Samarinda using the approach of Norman Fairclough and Teun A. van Dijk. The data consists of three online news articles analyzed from the perspective of text, discursive practices, and social practices. The results show that all three articles tend to present narratives that support the police as the sole source and frame the perpetrators as a threat to public security. The demonstrations are reduced to potential anarchy, and the perpetrators are denied any opportunity to defend themselves. The analysis shows that the media plays a role as a reproducer of state power in constructing public opinion.

Abstract

Penelitian ini membahas bagaimana sikap anak muda digambarkan secara positif dan negatif di media sosial khususnya pada platform Twitter dalam dua tahun terakhir (2023–2025). Data diambil dari cuitan-cuitan publik yang menggunakan tagar #anakmuda dan #generasiZ. Pendekatan yang digunakan dalam penelitian ini adalah Analisis Wacana Kritis (AWK) dengan model Teun A. Van Dijk, dengan fokus pada struktur teks, kognisi sosial, dan konteks sosial. Hasil analisis yang dilakukan menunjukkan bahwa anak muda generasi Z sering digambarkan memiliki dua sifat atau dua wajah. Di satu sisi, mereka dianggap kreatif, adaptif, dan produktif. Namun, di sisi lain, muncul beberapa wacana negatif yang menilai anak muda khususnya generasi Z sebagai generasi yang manja, cepat menyerah, dan sulit menghadapi tekanan sosial. Wacana semacam ini menunjukkan adanya perbandingan ideologi antara generasi tua dan generasi muda. Twitter menjadi wadah terbuka di mana perbedaan pandangan sosial itu saling terjadi dan diundang. Penelitian ini diharapkan dapat meningkatkan kesadaran kritis para pembaca terhadap cara penggunaan bahasa membentuk bagaimana pandangan sosial tentang generasi muda.

Abstract

Konsep pendidikan inklusif bertujuan untuk memberikan kesempatan pendidikan yang setara bagi anak-anak disabilitas tanpa diskriminasi. Di Kota Samarinda dan Kabupaten Kutai Timur, pendanaan pendidikan yang komprehensif sangatlah penting. Makalah ini menjelaskan tantangan dan solusi pendanaan pendidikan inklusif dari prasekolah hingga sekolah menengah atas. Studi kasus naratif digunakan dalam penelitian ini. Studi ini berlangsung di PAUD Negeri 1 Pembina (TK), Sekolah Dasar Negeri 006 Sangkulirang, Sekolah Menengah Pertama Negeri 1, dan Sekolah Menengah Atas Negeri 2 Muara Wahau. Empat kepala sekolah, empat guru, dan dua orang tua siswa komite sekolah berpartisipasi dalam studi ini. Kami mengumpulkan data menggunakan wawancara semi-terstruktur, observasi langsung, dan analisis dokumen. Data tentang pendanaan pendidikan inklusif diinterpretasikan menggunakan analisis tematik. Studi ini berfokus pada implementasi dan pendanaan pendidikan inklusif. Hasil penelitian menunjukkan bahwa pendidikan inklusif, terutama di sekolah inklusif, menekankan keterampilan sosial bagi anak-anak disabilitas. Pendanaan pendidikan inklusif di sekolah inklusif dan non-inklusif secara nasional membutuhkan konfirmasi dan dukungan. Studi ini menunjukkan bahwa hal ini dapat meningkatkan pendanaan pendidikan inklusif, terutama dalam menyediakan sumber daya manusia dan pembelajaran yang unggul untuk pendidikan vokasi di perguruan tinggi.
