Abstract

This study analyzes the impact of fiscal decentralization on educational performance at the Senior High School (SMA) and Vocational High School (SMK) levels in Balikpapan City, East Kalimantan Province. Using the framework of human capital theory, this study evaluates the extent to which regional spending allocations are converted into student academic outcomes, as measured by indicators of literacy, numeracy, and graduate absorption. Using a qualitative method with a case study design, data were collected through in-depth interviews with stakeholders at the provincial and educational unit levels, as well as documentation from regional financial reports (APBD) and the 2023-2024 Indonesian Education Report. The results show that although East Kalimantan consistently meets the mandated 20% education budget, the effectiveness of this spending is hampered by administrative complexity following the transfer of authority for managing secondary education from the city government to the provincial government. Multilevel analysis reveals a disconnect between high regional fiscal capacity and resource distribution at the school level, where managerial factors and school autonomy are more dominant determinants in influencing academic competency scores than simply nominal budget volume. This study concludes that strengthening fiscal accountability and policy synchronization between levels of government are essential to optimize education investment in the regions.

Abstract

This study aims to analyze the influence of transparency, accountability, and participation on the effectiveness of school management. The study employed a mixed methods approach with a sequential explanatory design, involving the collection and analysis of quantitative data, followed by qualitative data to deepen the research findings. The sample consisted of 43 respondents, consisting of principals, teachers, and administrative staff from several public and private schools. Data collection techniques included questionnaires, interviews, and documentation. The quantitative analysis showed that transparency, accountability, and participation simultaneously had a significant influence on the effectiveness of school management. However, only participation had a significant effect, while transparency and accountability did not. The coefficient determination test showed that the three variables explained 76.6% of the variation in school management effectiveness. The qualitative analysis revealed that participation was the primary factor influencing the effectiveness of school management, due to the active involvement of teachers and education staff in program planning, implementation, and evaluation. Meanwhile, transparency and accountability have been implemented but tend to be administrative in nature and have not been optimally utilized in decision-making. Data integration shows that the effectiveness of school management is more influenced by active participation than by formal transparency and accountability. Therefore, improving the quality of participation is key to achieving effective school management.

Abstract

Percakapan dalam proses pembelajaran merupakan wujud dari sebuah interaksi simbolik, yakni proses pembentukan dan pertukaran makna antarindividu melalui bahasa yang penafsirannya dipengaruhi oleh konteks ketika interkasi tersebut terjadi. Kajian interaksi simbolik ini untuk mengungkapan makna simbolik yang terbentuk dari sebuah interaksi yang terjadi pada lembaga formal yaitu sekolah dengan tujuan pengelolaan kelas yang lebih terencana dan membantu menciptakan lingkungan inklusif di mana semua peserta didik  dapat membangun identitas pendidikan yang positif melalui interaksi sosial yang bermakna. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui observasi dan dokumentasi percakapan instruksional yang terjadi di kelas dan dianalisis dengan model interaktif Miles & Huberman. Analisis data dilakukan dengan mengidentifikasi unsur-unsur interaksi simbolik. Hasil penelitian menunjukkan bahwa interaksi yang terjadi ketika pembelajaran mencerminkan makna simbolik yaitu,  penghormatan, kedekatan emosional,  kedisiplinan dan religiusitas serta keterlibatan kognitif peserta didik.

Abstract

Early Childhood Education (PAUD) is a fundamental phase in shaping children’s character, as well as their social, emotional, and cognitive abilities. To ensure optimal child growth and development, PAUD services need to be implemented in an integrated manner through a Holistic Integrative approach (PAUD HI), encompassing education, health, nutrition, parenting, and child protection. This study aims to analyze effective multi-sector partnership strategies in the quality planning of Holistic Integrative PAUD in Samarinda City. This research employed a qualitative approach with a case study design conducted in two PAUD institutions: TK Negeri 1 Pembina and TK Islam Silmi Samarinda. The research informants consisted of school principals, teachers, representatives from technical agencies (education, health, and child protection), school committees, and parents, selected through purposive sampling. Data were collected through in-depth interviews, observation, and documentation, and analyzed using Miles and Huberman’s interactive model, which includes data reduction, data display, and conclusion drawing. The results showed that cross-sector partnership patterns in Samarinda City have been established but remain partial. TK Negeri 1 Pembina implements a formal partnership model based on regulations and institutional frameworks, while TK Islam Silmi emphasizes a cultural approach grounded in community participation. Each model has its strengths and weaknesses: public institutions excel in accountability and documentation, whereas private institutions stand out in flexibility and social closeness. The main challenges of partnership include weak inter-agency coordination, limited resources, differing partner perceptions, and the lack of a sustainable evaluation system. With the implementation of a comprehensive partnership strategy, cross-sector collaboration has the potential to become a strategic instrument in realizing quality, inclusive, and sustainable Holistic Integrative Early Childhood Education in Samarinda City

Abstract

Education is a constitutional right and a pillar of national development. The government allocates a minimum of 20% of the budget, with a total of IDR 665 trillion in 2024. However, increasing the budget does not guarantee equitable quality. The average length of national school is 8.92 years, but Papua and NTT are still below 7.5 years. The purpose of this study is to analyze the role of local governments in the management of education budgets, as well as to assess the extent to which this management contributes to improving access and quality of education in the regions. This research uses a descriptive qualitative approach with the aim of gaining an in-depth understanding of the role of local governments in managing education budgets and their impact on improving access and quality of education. Based on the results of the analysis, it is shown that the allocation and distribution of the education budget in Indonesia does not fully reflect the principle of justice between regions. Although most regions have met the minimum provisions for education spending in the APBD, the achievement of indicators such as average length of schooling, pure participation rate, and national assessment results still show striking gaps. For example, DKI Jakarta has the highest RLS of 11.31 years, while some provinces such as Papua are still below 7.5 years. Intermediate APM also varied, with Papua at 60.5% and East Nusa Tenggara at 63.2%. In terms of quality, DKI Jakarta and Yogyakarta show the percentage of student literacy and numeracy competency above 80%, while Papua is below 60%. This proves that the large proportion of the budget does not automatically guarantee equitable educational achievements. Therefore, the quality of governance and the effectiveness of program implementation are key factors in realizing equitable access and quality of education throughout Indonesia.

Abstract

The phenomenon of violations of the principles of politeness in language found in the dialogue of the horror comedy film Sekawan Limo. Theoretically, the principle of politeness functions to maintain harmonious social interactions. In the context of the film, violations of this principle are utilized as a communicative strategy to introduce elements of humor and strengthen characterization. This study aims to describe the forms of violations of politeness maxims, identify the types of maxims violated, and analyze the pragmatic function of these violations in character formation and storyline development. This study uses a descriptive qualitative approach with a pragmatic study based on Leech’s (1993) theory of politeness. The research data consists of dialogue utterances in the film Sekawan Limo, collected through listening and note-taking techniques. Data analysis was conducted by identifying speech acts containing violations, classifying them based on the six maxims of politeness, analyzing the context of the speech situation, and interpreting the pragmatic functions underlying them. The results showed that violations occurred in the maxims of politeness, namely the maxims of tact, generosity, praise, and sympathy. These violations were realized through the use of harsh remarks, mockery, sarcasm, and direct speech that belittled the interlocutor. Politeness violations in Sekawan Limo mainly arose in equal, intimate relationships and emotional situations. Functionally, they acted as pragmatic strategies to generate humor, highlight character traits, and drive conflict. These violations are not mere linguistic deviations but contextual, functional phenomena, whose use in media must consider ethical and social implications.

Abstract

This study aims to analyze the key factors influencing the success of administrative digitalization implementation at SMK Negeri 2 Sangatta Utara. A mixed-method approach with an explanatory sequential design was employed, involving questionnaire data from 163 respondents and in-depth interviews with selected key informants. The examined variables include management support, human resource competence, technological infrastructure, system suitability, and user acceptance. The results of multiple linear regression analysis indicate that all five variables significantly affect the success of administrative digitalization, with user acceptance emerging as the most dominant factor (β = 0.341). The adjusted R² value of 0.684 demonstrates that the model explains 68.4% of the variance in digitalization implementation success. These findings highlight the importance of integrating technical and human aspects in digital transformation and provide strategic recommendations for schools to strengthen administrative digitalization in order to enhance the effectiveness of educational governance.

Abstract

This study aims to analyze the efficiency and effectiveness of education financing and its impact on the quality of primary schools in the era of regional autonomy using a Systematic Literature Review (SLR) approach. The background of this study is based on the increasing demand for accountability in the management of education budgets, as well as disparities in educational quality across regions as a consequence of decentralization policies. The method employed follows the SLR procedure, including identification, screening, and synthesis of scholarly articles published between 2021 and 2026 from major academic databases. A total of 20 articles that met the inclusion criteria were analyzed using thematic analysis to identify patterns in the relationship between education financing and primary school quality.The findings reveal that the efficiency of education financing is more determined by the quality of school management in utilizing resources rather than the amount of funding available. The effectiveness of financing is strongly correlated with transparency and accountability in financial management, which ensures the appropriate allocation of funds. Furthermore, the impact of education financing on school quality is indirect (indirect effect), mediated by factors such as teacher performance, school leadership, and the quality of the learning process. The study also finds that regional autonomy leads to disparities in education financing and school quality due to differences in fiscal capacity and managerial competence across regions.In conclusion, increasing education funding does not automatically improve the quality of primary schools without effective governance and adequate managerial capacity. Therefore, strengthening financial management systems, enhancing transparency and accountability, and implementing equity-oriented policies are essential to ensure the effectiveness of education financing in the era of regional autonomy.

Abstract

Introduction: The incomplete foundation of reading, writing, and arithmetic (reading, writing, and arithmetic) in public junior high schools in East Kalimantan is crucial for school management to develop strategies to address this issue, while maintaining budget efficiency. The purpose of this research is to use the TOC approach as a solution. Method: The research employed a phenomenological approach, a systematic literature review procedure, and relevant keywords. Results: The research indicates that the incomplete foundation of reading, writing, and arithmetic can be addressed through the use of the TOC strategy. Discussion: The TOC stages of the education financing strategy are: identify, exploit, subordinate, elevate, and repeat. Currently, the foundation of reading, writing, and arithmetic is crucial, as previous studies have shown.

Abstract

Data collection methods use interviews, observation and documentation. The collected data was analyzed interactively to describe the situation and management process of educators and education personnel carried out by FKIP UWGM Samarinda. The implementation of human and academic resource management is carried out by integrating all elements of leadership and work units. There is the application of direct experience that supports management which is carried out both from planning, organizing, implementing, monitoring and evaluating. The management functions and duties of educators and education staff have implications for FKIP UWGM in dealing with the shortage of educators and education staff through placement. Coaching and development is also carried out for educators and education staff through training and further studies, which are carried out by study programs in every faculty at the University.
