Abstract

The presence of BUMDes is expected that the village will become more independent and the community will become more prosperous. But considering that BUMDes is still a new thing in its existence, it is inevitable that in practice, several obstacles arise precisely related to the process of its formation. the existence of BUMDes, both in terms of the role and regulation of the law and in the implementing regulations, there are still deficiencies, especially its position as a form of business entity. The problem of this research is what is the position of BUMDes in the legal system of the national economy and what is the role of BUMDes in the national economic system. The research method used is normative legal research. The conclusions obtained from research on BUMDes regulations have existed since the promulgation of Law Number 22 of 1948 concerning Principles of Regional Government, then successively regulated in Law Number 1 of 1957 concerning Principles of Regional Government, Law Number 18 of 1965 regarding Principles of Regional Government, Law Number 19 of 1965 concerning Praja Villages as a Transitional Form to Accelerate the Realization of Level III Regions throughout the Territory of the Republic of Indonesia, Law Number 5 of 1974 concerning Principles of Governance in the Regions, Law Number 5 of 1979 concerning Village Government, Law Number 22 of 1999 regarding Regional Government, Law Number 32 of 2004 regarding Regional Government. Separate arrangements are made through the promulgation of Law Number 6 of 2014 concerning Village Administration. As a business entity, BUMDes plays an important role in the development and progress of the economy at the village level as the basis for the agricultural industry. The presence of BUMDes can be a tool for social engineering in the field of welfare which will function to engineer the standard of living of stagnant rural communities towards better progress in the welfare of their people.

Abstract

The energy required to transport heavy oil through pipelines can be significantly lowered by applying the core-annular flow (CAF) technique, in which a layer of water surrounds the oil as it moves through the pipe. This research investigates the behavior of upward oil–water flow in vertical pipelines using three-dimensional computational fluid dynamics (CFD) simulations. The numerical analysis is conducted based on previously published experimental studies. Validation has been completed to ensure the visual and numerical consistency of the observed interfacial wave geometry. This CFD work captures the wavy bamboo CAF pattern, illustrating the effect of buoyancy and pressure gradient in upward vertical flow, as demonstrated by experimental results. The present CFD simulation results indicate a relatively stable velocity distribution, where the central region of the pipe contains the highest concentration of oil. In addition, the absolute pressure gradually decreases along the length of the pipe, while the wall shear stress remains relatively low. The influence of gravity affecting the flow is investigated, showing a higher pressure drop compared to gravity-free flow. Compared with single-phase heavy oil transport, the CAF technique demonstrates significantly higher efficiency, achieving energy savings exceeding 90%. Furthermore, the three-dimensional simulation developed in this study provides more detailed flow pattern representation and more reliable hydrodynamic predictions than those obtained from earlier two-dimensional analyses.

Abstract

This research aims to examine effective digital marketing management strategies to enhance the competitiveness of Micro, Small, and Medium Enterprises (MSMEs) in the digital economy. Using a mixed-methods approach (qualitative and quantitative), it identifies best practices and obstacles MSMEs face in implementing digital marketing. The findings reveal that digital marketing, especially social media, significantly boosts MSME competitiveness. However, constraints like limited budgets, low digital literacy, and inadequate human resources hinder its optimization. Practical training, gradual budget allocation, and government support are needed to improve the effectiveness of MSMEs' digital marketing strategies.

Abstract

Language on social media reflected the identity and characteristics of its users, including differences in language style between generations. Millennials and Generation Z were two dominant demographic groups in digital communication that exhibited linguistic variations, which often caused gaps in understanding during online interactions. Variations in language structure and expression posed challenges in understanding the context of cross-generational communication. Therefore, this study aimed to classify linguistic styles across generations in social media texts by combining Sentence-BERT (SBERT). FastText-based synonym augmentation in Indonesian, and Support Vector Machine (SVM) as a margin-based classification model that utilizes embedding representations from SBERT. The results showed that synonym augmentation improved model accuracy from 85% to 93%, with a similarity threshold of 0.7 providing the best balance between data diversity and semantic consistency. These findings confirmed that synonym-based augmentation and SBERT semantic adaptation were effective in capturing generational linguistic differences in informal Indonesian. This approach had the potential to be applied in other NLP tasks that required contextual understanding of social language variation, such as sentiment analysis and cross-generational dialect detection.

Abstract

This study analyzes Indonesia’s land registration system from a constitutional and philosophical perspective, focusing on the persistence of the negative publication system and its implications for legal certainty and social justice. By tracing the colonial genealogy of cadastral administration, the study demonstrates that land registration in Indonesia originated as a fiscal and declaratory instrument serving colonial state interests rather than as a mechanism for guaranteeing definitive land rights. This legacy continues to shape contemporary land administration, where registration records ownership claims without conferring final legal force, thereby institutionalizing systemic legal uncertainty. Using prescriptive doctrinal (normative) legal research, this study examines the 1945 Constitution, the Basic Agrarian Law (UUPA), and the regulatory framework governing land registration, supported by legal and philosophical scholarship. The analysis reveals a normative paradox within Article 19 of the UUPA: although land registration is mandated to ensure legal certainty, the negative publication system leaves land certificates perpetually vulnerable to ex post judicial annulment. As administrative decisions (beschikkingen), certificates possess formal validity but lack material finality, reducing legal certainty to conditional legality. The study further finds that the limited positive elements introduced by Government Regulation No. 24 of 1997, particularly Article 32(2), the principle of openness, and the doctrine of rechtverwerking, function only as conditional safeguards and fail to ensure legal finality in practice. From a constitutional standpoint, this system is incompatible with Articles 28D(1) and 33(3) of the 1945 Constitution and with the Pancasila principle of social justice. The novelty of this research lies in its integrated constitutional philosophical critique, which justifies reconstructing Indonesia’s land registration system toward a positive publication model as a constitutional necessity to restore legal certainty, protect citizens’ land rights, and strengthen public trust in land administration.
