Abstract

Kinerja angkutan pedesaan dari tahun ke tahun semakin mengalami penurunan. Hal ini mengindikasikan bahwa angkutan kurang diminati oleh masyarakat. Penyebabnya adalah pertumbuhan sepeda motor dan pelayanan angkutan perdesaan yang dianggap masih rendah. Saat ini, belum standar pelayanan minimal untuk angkutan pedesaan seperti halnya angkutan perkotaan yang dijadikan acuan para operator angkutan perdesaan dalam memberikan pelayanan. Untuk menjawab permasalahan tersebut, kajian ini dimaksudkan untuk memperoleh konsep standar pelayanan angkutan perdesaan. Pelayanan angkutan umum dikategorikan tipe pelayanan yang dapat diukur dan tidak dapat diukur. Pada penelitian ini hanya membahas tentang pelayanan yang dapat diukur. Metode yang digunakan adalah analisis kinerja pelayanan dengan metode area coverage aksesibilitas dan analisis kinerja operasional dengan metode standar operasional angkutan perkotaan oleh Peraturan Menteri Perhubungan. Hasil analisis konsep standar pelayanan angkutan perdesaan terdiri dari kinerja pelayanan dan kinerja operasional. Standar pelayanan pedesaan berdasarkan hasil analisis adalah suatu angkutan pedesaan dikategorikan baik apabila rute dilaluinya melebihi 80% dari wilayah perdesaan. Konsep standar pedesaan berdasarkan kinerja operasionalnya dapat dikategorikan baik apabila kecepatan rata-rata angkutan pedesaan adalah 50 km/jam, waktu tunggu rata-rata angkutan pedesaan adalah kurang dari 15 menit, waktu naik turun penumpang rata-rata angkutan pedesaan adalah kurang 3 menit, load factor rata-rata angkutan pedesaan adalah kurang 70%.

Abstract

Kementerian Perhubungan sebagai koordinator penyelenggara pelaksanaan angkutan lebaran selalu melakukan antisipasi terhadap peningkatan jumlah penumpang yang hampir 50% jika dibandingkan dengan hari normal. Pendekatan yang dilakukan selama ini berupa travel supply management dengan menyediakan sarana dan prasarana di sektor transportasi. Namun pendekatan tersebut belum merupakan solusi yang tepat. Untuk itu perlu dilakukan pendekatan lain berupa travel demand management seperti penggabungan libur lebaran dan libur anak sekolah sehingga dengan adanya libur yang panjang memberikan peluang untuk mudik lebih awal H-7 dan balik setelah H+7. Untuk itu perlu kajian lebih lanjut terhadap dampak dengan adanya penggabungan libur sekolah dan libur lebaran tersebut. Analisis yang digunakan dalam kajian ini berupa analisis deskriptif kuantitatif dan analisis regresi linear. Analisis deskriptif kuantitatif dilakukan untuk melihat dampak penggabungan hari libur berdasarkan respon masyarakat dan pekerjaan masyarakat. Sedangkan analisis regresi dilakukan untuk mengetahui hubungan panjang libur dan jumlah pemudik. Dari hasil analisis diperoleh bahwa berdasarkan respon masyarakat, terjadi penurunan jumlah pemudik sebesar 22% adanya penggabungan libur lebaran dan libur sekolah. Berdasarkan pekerjaan, terdapat 18.5% masyarakat pemudik yang memiliki pekerjaan ibu rumah tangga dan pelajar atau berdampak pada pengurangan 4.359.176 pemudik. Sedangkan penurunan jumlah pemudik 19% atau 4.476.992 pemudik akan terjadi bila penggabungan libur apabila dilihat dari keterhubungan antara jumlah hari libur dan jumlah pemudik. Sehingga penurunan rata-rata apa dilakukan penggabungan hari libur adalah sebesar 19,8% atau 4.665.496 jumlah pemudik. Meskipun jumlah tersebut tidak begitu signifikan namun dampak lain seperti kecelakaan dapat dikurangi.

Abstract

Pembatasan subsidi BBM Solar akan berdampak pada kenaikan biaya operasional kendaraan angkutan umum yang pada akhirnya akan menyebabkan kenaikan tarif angkutan umum. Dampak pengurangan subsidi tersebut perlu kajian untuk mengidentifikasi kenaikan tarif angkutan umum disesuaikan dengan wilingness to pay (WTP) dan willingness to accept (WTA) penumpang angkutan umum tersebut. Metode perhitungan tarif angkutan umum didasarkan pada metode perhitungan biaya operasional kendaraan yang telah ditetapkan pada peraturan Dirjen Perhubungan Darat Kementerian Perhubungan. Sedangkan metode perhitungan WTA dan WTP menggunakan analisis kuantitatif. Analisis dilakukan dengan menggunakan beberapa skenario kenaikan harga BBM Solar, yaitu kenaikan 20%, 40%, 60%, 80% dan 100%. Kenaikan harga BBM sebesar 20% belum memberikan pengaruh terhadap kenaikan tarif angkutan perkotaan yaitu masih dapat menerapkan tarif seperti yang sekarang berlaku Rp 3000. Karena tarif tersebut masih dibawah WTP (Rp 3.915) dan ATP (Rp 4.941). Kenaikan BBM solar sebesar 40% telah memberi pengaruh terhadap kenaikan tarif angkutan umum yaitu sebesar Rp 3.700. Namun kenaikan tarif tersebut belum melebih WTP dan ATP penumpang yaitu  Rp 3.915 dan Rp 4.941. Kenaikan harga BBM sebesar 60%, 80% dan 100% telah memberikan pengaruh terhadap kenaikan tarif sebesar Rp 5.200, Rp 8.175 dan Rp 15.059. Kenaikan tarif tersebut jauh dari nilai WTP (Rp 3.915) dan ATP (Rp 4.941). Untuk menjaga keberlangsungan angkutan perkotaan di DKI Jakarta, diperlukan campur tangan pemerintah dengan pemberian subsidi apabila kebaikan BBM solar yang diberlakukan melebihi atau sama dengan 40%. Subsidi tersebut untuk masing-masing kenaikan BBM solar 40%, 60%, 80% dan 100% adalah Rp 200 per penumpang-km, Rp 3.200 per penumpang, dan Rp 10.000 per penumpang-km. Kata kunci: subsisdi BBM solar, tarif, WTP, WTA

People feel more comfortable using 111otorcycles for tlzeir daily activities.As the conequense urban public transport seruices in Singaraja lzas not reached local road. Since the rates charged are quite e:xpensive as well. TJ1iere fore people pr~fer to use public private titan transport vehicles. this condition may bring public transportation in Si11garaja get worst. Two methods are carried out to calculate the quality of public transport services first accordance witlz the standards of the Directorate General of Land Transportation Ministry of Transportation and second, utilize tlze nzetlwd of Importance Performance Analysis (IPA). Based on the results due to the standards of tire Directorate General of Land Transportation Ministry of Transportation the city transportation in Singaraja still have good performance. While the result analysis of Importance Pe1formance Analysis (IPA) showed that 15 factor indicators, three factors indecated has a good perfomiance vehicle that is hygiene, driver peiformance and the route, seven factors indicated not important perfonnance and less priority by the transport users such as the walking time to the destination, no need moving vehicle, easily get in and get out the vehicle, additional facilities (music, etc.) and travel cost. Abstract

The simulation of travel management st;stem by vehicle emission consideration is using faur stepsmodeling. The congestion existed in cimahi city especially in peak periods c.aused btj the increasing thenumber of private c.ars. Based on the reasons, the study only considers private car passengers as modeof transportation that will be assigned in peak hour periods. To obtain the peak period result, the resultof traffic assignment should be multiplied btj 10.5% for collector road and 9% for arterial road. Thetechnique assignment is used user equilibrium and traffic assignment is run by using generalized cost.Generalized cost is c.alculated btj actual cost and -perceive cost (emission cost). CUBE software hasbeen employed for this research to analyze traffic performance. CUBE software applies existingcondition (base) and faur scenarios. The analysis will compare between the assignment with emissioncost and the assignment without emission cost.Cimahi CihJ is study case for transportation improvements c.ause changes in the existing trafficnetwork Therefore, The scenarios are built high side friction reduction on arterial road (scenario 1)and building ringroad (scenario 2). These changes analyzed is reduction of v/c ratio as well as lengthof congested links. The first analysis is v/c ratio reduction all of scenario which compared with basecondition. The scenario 1 result create only 9 congested links with is the v/c ratio reduction of scenariobtj assignment with emission cost is 29% and withour emission cost is 26%. and scenario 2 (26%).In additional , the second scenario result achieve the best scenario bec.ause the v/c ratio reductionwithout cost is 31 % with 6 congested links and assignment with emission cost is 26% with 2congested links The result of both scenarios shJw that assignment with consideration vehicle emissioncost more efektif because provide more v/c ratio reduction and number of congested link reductions.Key words: traffic assignment, private c.ar, peak hour, emission.

Abstract

Various solutions have been implemented by the DK! Government of to solve the problems of urban transport. However, these efforts have not been reduce private vehicle users as a cause of congestion. It is necessary to study on the selection mode of policy implementation plans prirnte Pelzicle restrictions. Mode choice method used in this study is Multinominal logic. The analysis will examine if the four transfer modes applicable policy. Those policies are congestion costs, increased taxes, increased parking fees, and fuel prices increase. From the results obtained that the implementation of four policies relating to the additional costs traveling to private vehicle users will have an impact on the shift to other modes of the motor (35.63%), railways (20:44%), and the busway (20.50%). Congestion charging at 20% will have an impact on the movement of the motor car users (27.57%), train (10.21 %), and the busway (12.35%); increase in vehicle tax rate of 20% will have an impact on the movement of the user to motor cars (26.10%), train (16.84%), and the busway (15.73%), an increase of 40% is the motor (29.52%), train (18.23%), busway (17.9%); increase in parking fees by 20% will have an impact on the movement of the motor car users (25.74%), rail (4.03%), and the busway (4.70%); increase in fuel prices 30% will have an impact on the movement of the motor car users (31.26%), rail (6.75%), and the busway (5.13%).

Abstract

The high traffic in OKI Jakarta is not only influenced by mavements in but also commuters from sub-urban areas like Bekasi District. For that we need to know the characteristics and distribution of the movement from North Bekasi to Jakarta. The purpose of this study was to determine the distribution of travelling from Bekasi to Jakarta. The research methods used are the establishment of Inter-Zone Travel Time Matrix, trip generation modeling (multiple regression analysis), Travel Distribution Modeling. In addition, the quantity method is used to identify travel time, total travel costs and advanced modes are used when using public transport. Based on the results obtained by the analysis of trip generation models Y = -1.44 of public transport + 2:14 of private vehicles. Trip distribution of Bekasi's population towards OKI Jakarta are Central Jakarta (261 trips/day), East Jakarta (180 trips/ day), South Jakarta (125 trip/day), West Jakarta (74 trips/day), and East Jakarta (87 trips/day). The different of travel time between private vehicles and public transport is average 30 minutes. Private vehicle users must expend more vehicle surcharge of Rp. 11 553 which compared with public transport.

Abstract

Implementation of the BRT-Lite TransMusi has aims to improve services such as more safe, comfortable and high capacity. However, its development are still encountered various problems related to safety for users and the environment. Using analysis of accident data oredered probit modeling, and hierarchy analysis process, the study was to determine the characteristics of crashes which involving Transmusi Indonesia, the safety factor influance, as well as knowing the factors that affect the BRT safety. Based on data and analysis, BRT-Lite Transmusi has more than 80% accidents occurred at bus stops and bus lanes in mix traffic. In line with users, AHP result as experts argue that the safety of BRT-Lite is strongly influenced by the safety facilities on the bus and infrastructure (non-bus). Safety facilities at bus such as seat belt. Moreover, the safety of infrastructure facilities (non-bus) includes safety facilities at shelter,marking, land use and improving driver knowledge.Keywords: Transmusi, Facility, Safety, BRT-Lite Penerapan BRT-lite Transmusi di Kota Palembang dalam memberikan pelayanan yang semakin nyaman, kapasitas angkut semakin besar. Namun seiring dalam perkembangannya masih ditemui berbagai masalah terkait dengan keselamatan baik bagi pengguna maupun lingkungan sekitar. Untuk itu, dengan menggunakan analisis data kecelakaan, Analisis Hirarki Proses (AHP) dan permodelan oredered probit, kajian ini dilakukan untuk mengetahui karakteristik kecelakaan yang melibatkan Transmusi, mengetahui kebutuhan fasilitas keselamatan, sehingga dapat dirumuskan upaya prioritas untuk meningkatkan keselamatan yang ada Transmusi,. Berdasarkan data dan analisis, sebagian besar (lebih dari 80 %)  kecelakaan terjadi di halte dan lajur bus. Senada dengan pengguna jasa, berdasarkan analisis AHP dengan para pakar transportasi sebagai responden bahwa tingkat keselamatan operasi BRT-Lite sangat dipengaruhi oleh kelengkapan fasilitas keselamatan dari sarana (bus yang dilengkapi dengan sabuk pengaman dan halte dengan fasiltas keselamatan) dan prasarana (rambu, marka kondisi geometrid an zebra cro.ss). Upaya dari segi non fisik berupa penyediaan fasilitas penyeberangan dan perungkatan kualitas pengemudi. Kata Kunci: Transmusi, Fasilitas, Keselamatan, BRT-Lite

Abstract

Rural transportation system is far behind when compared with urban transportation which resulted in decrease of rural transport demand. Therefore, for increasing the rural transport demand is needed a standards and concepts of rural transport for improving transport services both in infrastructure and facilities. Bus stop for rural transport is One of the support facilities that no avilable. This standar involves a specific standard for rural transport. The study was conducted in Jember and District Kalianda. The method used in this study is a qualitative and quantitative analysis. Analyses were performed using standard guidelines stop I stops of public transport which will be further developed a standard stop for rural transport. The analysis is based on the major facilities and supporting public transport standards issued by the Directorate General of Land Transportation can not be met properly. In other hands, planning of bus stop is appropriate but layout of bus stops at the intersection is outside the specified minimum standards. To obtain the size of the standard concept of bus stop (length: 3m-5meter ), location of bus stops that have noticed the condition of the land use and supporting facilities of bus stop such as pedestrian markings should be provided.Keywords: rural, bus stop, rural transport Sistem transportasi perdesaan memang jauh ketinggalan jika dibanding dengan transportasi perkotaan yang berakibat pada kurang diminatinya angkutan perdesaan. Untuk itu diperlukan suatu standar-standar dan konsep peningkatan pelayanan angkutan perdesan baik dari sisi prasarana dan sarana maupun dari kompenen utama dan komponen penunjang. Salah satu fasilitas pendukung yang belum ada standarnya adalah halte dan tempat hentian untuk angkutan perdesaan. Untuk itu diperlukan suatu standar khusus untuk angkutan perdesaan. Penelitian dilakukan di Kabupaten ]ember dan Kabupaten Kalianda. Berdasarkan hasil analisis diperoleh bahwa fasilitas utama dan penunjang sesuai standar angkutan umum yang dikeluarkan oleh Ditjen Perhubungan Darat tidak dapat terpenuhi dengan baik sedangkan dari sisi perencanaan sudah sesuai kecuali letak halte dengan persimpangan masih diluar standar minimum yang telah ditentukan. Untuk konsep standar halte diperoleh ukuran halte (panjang 5 meter-3meter), lokasi halte yang telah memperhatikan kondisi tata guna lahan dan fasilitas pendukung halte seperti marka penyeberang jalan harus disediakan.Kata Kunci : perdesaan, halte, angkutan perdesaan

Abstract

Transportation infrastructure has a significant role towards economic development. Railway infrastructure is expected to give a high contribution in regional development. The study was conducted to understand the role of the railway infrastructure in supporting the regional economy by using Gross Regional Domestic Product (GRDP) as a measurement. By using a dynamic spatial econometric models, it is expected to know how big influence the railway infrastructure on GDP and its effect may differ in national and regional levels. The result of model analysis showed that the addition amount of traffic or route service would raise GDP growth by 0.069%, whereas with the addition of traffic or route service frequency will increase GDP grmuth by 0.005%. Modeling results that positively affect GDP grmuth is the amount of traffic or traffic routes and frequency of services or service routes. Both these variables describe the traffic capacity that has a strong correlation with the availability of rail infrastructure. Through the simulation increases the number of paths, then if the total amount of the current trajectory is increased 1.1 times, it can affect GDP growth up to 0.076% while the frequency of traffic can contribute to GDP growth up to 0.005% and the frequency of cross-influence may continue to increase if the number cross frequency was increased.Keywords: railway infrastructure, regional economy
