Abstract

The rapid development of information and communication technology has made artificial intelligence (AI) a crucial issue in education and learning. Higher education institutions face challenges in adopting AI into the learning process to enhance the quality of technology-based education. This study aims to analyze policies and regulations, implementation, and evaluation of AI utilization in higher education learning. The method used is a literature study with data collection techniques based on primary and secondary sources relevant to artificial intelligence. Data analysis was conducted using a descriptive analysis method. The results of the study indicate that the implementation of generative AI in learning presents both opportunities and challenges. On one hand, generative AI technology can assist the academic community in accessing information and improving learning efficiency. However, improper use may negatively impact academic integrity. Therefore, appropriate policies and regulations are necessary for higher education institutions to address challenges and optimize AI integration in the learning process.

Abstract

This study examines the effects of the internal auditor’s role, risk management function, and operational risk management supervision on the performance of Regional Development Banks (BPD) in Sumatra region, with information technology integration serving as a moderating variable. A quantitative approach was employed, involving eight Regional Development Banks and 70 respondents. Data were collected through questionnaires and analyzed using Structural Equation Modeling Partial Least Squares (SEM-PLS) with SmartPLS 4 software. The findings reveal that the internal auditor’s role and risk management function do not have a significant effect on bank performance. In contrast, operational risk management supervision has a positive and significant effect on performance. The moderation analysis indicates that information technology integration does not moderate the relationships between the internal auditor’s role and bank performance or between the risk management function and bank performance. However, information technology integration significantly strengthens the positive effect of operational risk management supervision on bank performance. These findings highlight the importance of effective operational supervision and the strategic integration of information technology in enhancing the performance of Regional Development Banks in the Sumatra region.

Abstract

This study investigates the effects of audit fee, audit committee, and firm age on audit delay, with firm size serving as a moderating variable in conventional commercial banks in Indonesia and Singapore during the 2021–2025 period. A quantitative approach with a causal-associative design was employed. The population consisted of conventional commercial banks listed on the Indonesia Stock Exchange (IDX) and commercial banks operating under the Monetary Authority of Singapore (MAS). The sample was selected using purposive sampling, and secondary data were collected from audited annual financial statements. Panel data regression analysis was used to test the proposed hypotheses. The findings indicate that audit fee and firm age do not have a significant effect on audit delay. In contrast, the audit committee significantly affects audit delay, suggesting that effective oversight and monitoring contribute to a more timely audit completion process. Simultaneously, audit fee, audit committee, and firm age significantly influence audit delay. The moderation analysis further reveals that firm size moderates the relationship between firm age and audit delay, indicating that larger and more established banks tend to complete audits more efficiently. However, firm size does not moderate the relationships between audit fee and audit delay or between audit committee and audit delay. Overall, the results highlight the importance of audit committee effectiveness and organizational capacity in enhancing audit timeliness within the banking industry.

Abstract

The development of assisted reproductive technology, particularly the practice of surrogacy, has given rise to various legal issues, especially concerning the legal status of children born through surrogacy and their legal relationship with the surrogate mother. In Indonesia, surrogacy is not explicitly regulated in statutory law, resulting in legal uncertainty regarding the civil status of the child and the rights and obligations of the parties involved. This issue becomes more complex when examined from the perspective of Islamic law, which has specific provisions concerning lineage (nasab), motherhood, and the validity of agreements. This research aims to analyze the legal consequences concerning the status of children born from surrogacy agreements in relation to the surrogate mother from the perspectives of positive law and Islamic law. The research method employed is normative legal research using statutory, conceptual, and comparative approaches. The data sources consist of primary, secondary, and tertiary legal materials, which are analyzed qualitatively. The results of the study indicate that from the perspective of Indonesian positive law, the practice of surrogacy is not legally recognized and contradicts statutory provisions in the fields of health and marriage law, rendering surrogacy agreements legally unenforceable. Consequently, the legal status of the child tends to follow the woman who gives birth, based on the principle of mater semper certa est. Meanwhile, from the perspective of Islamic law, surrogacy is generally considered impermissible as it leads to the mixing of lineage and contradicts the principle of clarity of descent. The child is attributed to the woman who gives birth rather than to the genetic mother. Therefore, both positive law and Islamic law place the surrogate mother as the party having a legal relationship with the child born through surrogacy.

Abstract

Child marriage in Indonesia remains a complex issue despite the revision of Law Number 1 of 1974 through Law Number 16 of 2019, which sets the minimum age for marriage at 19 years for both men and women. However, the existence of a marriage dispensation mechanism granted by the court remains a factor that allows underage marriage to occur. This study aims to analyze the legal basis of marriage dispensation and its impact on the effectiveness of the implementation of the marriage age limit. The research method used is normative legal research with a statutory and conceptual approach. The results show that marriage dispensation remains a legal loophole that affects the effective implementation of Law Number 16 of 2019. Therefore, it is necessary to strengthen regulations and supervision in granting marriage dispensation to protect children's rights.

Abstract

The evolution of Constitutional Court decisions indicates a gradual strengthening of the 30% quota for women in legislative candidacy, including the emphasis on sanctions for non-compliance. However, this strengthening is not necessarily directly proportional to the quality of women's representation in practice, since political parties often conduct short-term and formalistic recruitment simply to fulfill candidacy requirements. This article fills a gap in previous researches by analysing Constitutional Court Decision No. 128/PUU-XXIV/2026 as a basis for evaluating political parties' obligations to meet the women's partitcipation quota. This article addresses two main issues: the development of Constitutional Court decisions in strengthening the quota for women legislative candidates in Indonesia and the design of strengthening women's candidate recruitment to prevent the practice of merely formal representation. This is a normative legal study using legislative, conceptual, and case study approaches. Legal materials were collected through literature review, then analysed descriptively and qualitatively. The results show that the development of Constitutional Court decisions has been progressive, starting from the legitimacy of affirmative action, strengthening women's representation in political structures, to affirming the legal consequences for political parties' non-compliance. However, the effectiveness of quota policies remains dependent on the recruitment design within political parties. Therefore, this article suggests that recruitment of female legislative candidates should be directed not only at meeting quotas but also at sustainable cadre development, open selection, and adequate political development so that women emerge as competent and substantive political actors in the legislative process and public policymaking.
