Abstract

Abstract

Research in estimating losses and harm experienced by structures in the high seismic zone had been conducted in previous studies. Yet there is limited study carried out in low-moderate seismic areas. Therefore, an accurate method for calculating losses incurred due to earthquake events is needed in assessing the performance of building structures. This study aims to analyze the seismic risk of government buildings in Indragiri Hilir Regency Riau Province according to FEMA P-58. Seismic risk analysis was carried out on four reinforced concrete buildings. The four buildings reviewed in this study were categorized as low-rise buildings (Immigration Office) and medium-rise buildings (Regent's Office, Puri Husada Hospital, and Rusunawa). The buildings’ location according to SNI 1726-2019 was categorized as soft soil class. The results showed that the Immigration Office, Regent's Office, Puri Husada Hospital and Rusunawa were in a safe state. This is drawn by the value of the collapse probability in the current search condition, which is lower than the value of the collapse probability in the upper bound condition. Regent's Office and Rusunawa were the most vulnerable buildings where the value of the mean loss probability was the highest, namely 23.2%.

Abstract

The load capacity of old reinforced concrete structures must be increased to meet current standards. This might be due to increased load needs, inadequate shear provisions in the original design, material degradation, or rising demands for shear capacity related to flexural strengthening. This research demonstrates a method that effectively repairs RC beams using embedded steel bars. Loading history was reproduced in the form of cracking within the elastic range in 2000 x 150 x 200 mm beam. The beam was repaired and then reloaded to failure in the experimental test. The results show that the contribution of steel bars embedded in the core of the RC beam to the load capacity can be significant. The highest initial stiffness of the strengthened beam was 13,07 kN/mm, which was 69% higher than the control beam, while the maximum load of the strengthened beam was 43 kN with the deflection at 13,00 mm, 43% higher than the control beam. The cracks developed during the reinforced beam’s second load phase were identical to the first, and the shear capacity increased more than the control beam.

Abstract

Technological development requires everyone to carry out activities in cyberspace. Cybercriminals exploit the exchange of information to steal important data, which indirectly contributes to data leakage. Indonesia is one of the countries with the most internet users in the world and often experiences data leaks. Therefore, the risk of cyber threats coincides with technological use. This research discusses the extent of the Indonesian government's political will to overcome cyber threats. The research method used is a descriptive qualitative type that uses Brinkerhoff's political will theory. The results show that the Indonesian government is strongly committed to overcoming cybersecurity threats and data leaks through the establishment of the BSSN institution and coordination with various parties. However, weak security awareness among policymakers and the public, gaps in cybersecurity education and understanding, budget limitations, weak cybersecurity systems, and sectoral egos present challenges to strengthening cybersecurity in Indonesia and cause data leaks. Thus, the government's concrete steps to establish the Cyber Security and Resilience Bill are expected to fill the regulatory vacuum so that the implementation of cyber security policies can be optimized. Increasing government security awareness, prioritizing the cybersecurity budget, ensuring the availability of competent resources, conducting well-coordinated efforts, providing education, and encouraging active community involvement are solutions that can protect data from growing threats. Abstract

This study aims to analyze the implementation of the Integrated District Administration Service (Pelayanan Administrasi Terpadu Kecamatan or PATEN) policy in South Bekasi District using George C. Edward III’s policy implementation model. The research employed a qualitative method with data collection techniques including participant observation, structured and semi-structured interviews, and documentation. The study found that the four key dimensions of policy implementation—communication, resources, disposition, and bureaucratic structure—were not optimally integrated in the PATEN implementation at South Bekasi District. Communication barriers were evident in the poor dissemination of information to the community, limited public understanding of the PATEN policy, and inconsistencies in service procedures. Although the district has adopted digital systems such as E-Open and OSS to support public service delivery, some staff members still lack the necessary competencies to operate digital platforms effectively. Furthermore, the attitude of policy implementers was found to be problematic, as some officers tended to deflect responsibility, were not proactive in problem-solving, and were suspected of engaging in unofficial payment practices. From the bureaucratic structure perspective, the delegation of non-licensing services to the village level has disrupted the principle of one-stop service and created fragmented procedures that potentially open up opportunities for administrative discretion and service inequality. This study concludes that the PATEN policy implementation in South Bekasi District is still suboptimal and faces significant challenges in communication, human resources, service attitudes, and bureaucratic coordination, which may ultimately affect the public’s trust in government services.

Abstract

The research aims to explore how classical and contemporary exegetes interpret verses related to bodily testimony in the Hereafter and to analyze the extent to which these interpretations align with scientific findings in modern biometrics. This study employs a qualitative library research method by analyzing primary sources from classical, medieval, and contemporary tafsir literature, supported by secondary scientific references on fingerprint physiology and identity verification. The findings indicate that classical scholars generally interpret banānah as a reference to the reconstruction of human bodily structures on the Day of Resurrection, emphasizing divine power in restoring even the smallest parts of the body. In contrast, contemporary interpretations increasingly highlight the uniqueness of fingerprints as a form of individual identity, suggesting a possible scientific dimension in the verse. This demonstrates that the Qur’anic reference to banānah may encompass both theological meaning and indicators of biological specificity. The study contributes an integrative perspective that bridges traditional exegesis with modern scientific insights, offering a more comprehensive understanding of the verse in light of interdisciplinary approaches.

Abstract

This study aims to (1) describe the intrinsic elements that build the novel Sunset Bersama Rosie by Tere Liye and (2) identify the educational values contained in the novel through a literary sociology perspective. This research uses a qualitative descriptive method with an embedded case study design. The data consist of words, phrases, and sentences taken from the novel, collected through reading, note-taking, and literature study techniques. Data validity was ensured through theoretical triangulation, and the analysis employed a dialectical approach to relate literary structure with social reality. The findings show that Sunset Bersama Rosie revolves around the themes of love, compassion, and sacrifice. The story follows Tegar, the main character, who experiences deep emotional struggles following the Bali II bombing in 2005. The settings of Bali, Lombok, and Jakarta enrich the novel’s socio-cultural background. The analysis reveals several educational values reflected in the characters’ behavior and moral development, including the value of peace shown through forgiveness after tragedy, love illustrated in Tegar’s sincere devotion to family and friends, sacrifice embodied by Rosie’s willingness to prioritize others’ happiness, and responsibility demonstrated through the characters’ commitment to face challenges with integrity. These values highlight how the novel not only portrays emotional resilience but also promotes moral awareness and social empathy in readers.

Abstract

This study aims to analyze the effectiveness of agricultural machinery assistance (alsintan) in increasing corn production in Belu Regency, East Nusa Tenggara Province. Corn, as a key commodity, has experienced productivity fluctuations in recent years. The local government, through the Department of Agriculture and Food Security, has distributed various types of alsintan, such as tractors, corn planters, and power threshers, to improve farming eficiency. This research uses a qualitative approach with a phenomenological method. Data were collected through in-depth interviews, observations, and documentation. The results of the study indicate that the assistance of alsintan is effective in accelerating planting and harvesting processes and reducing reliance on manual labor. However, the effectiveness of this assistance is influenced by training, inter-agency cooperation, and limited infrastructure. This study recommends enhancing continuous training for farmer groups to optimize the use of alsintan.
