Abstract

This study aims to analyze legal politics related to the authority of the governor in the formation of district / city head regulations. Legal policy is an important concept in understanding how power and law interact and influence the legislative process at the regional level. The authority of the governor as the representative of the central government in the region has significant implications for regional autonomy and the dynamics of the relationship between the provincial government and the district / city government. This research uses normative juridical method with statutory approach and conceptual analysis. The results show that the governor's authority in the formation of district / city head regulations often causes conflicts between central and regional interests. Political, economic, and social factors influence the governor's decision to approve or reject regulations proposed by district/city heads. In addition, it was found that there is vagueness and inconsistency in the regulations governing the governor's authority, resulting in legal uncertainty. The conclusion of this study emphasizes the importance of legal reforms that can clarify the limits of the governor's authority and increase transparency and accountability in the process of forming local regulations. Thus, it is expected to create harmonization between central and regional interests in order to realize good governance.Keywords:Legal Politics, Governor's Authority, Regional Head Regulation

Abstract

The rapid development of manufacturing industry technology requires vocational education institutions to continuously adapt to industrial needs, particularly in the fields of Computer Aided Design (CAD), Computer Aided Manufacturing (CAM), and Computer Numerical Control (CNC). However, vocational high school students still face limitations in understanding the integrated workflow of mechanical design and manufacturing based on digital technology. This community service activity aimed to socialize the D3 Mechanical Engineering Study Program of Politeknik Negeri Padang and to introduce ZW3D software and CNC technology along with their applications in mechanical design and manufacturing to students of SMK Negeri 1 Padang. The implementation method consisted of preparation, socialization and introduction sessions, interactive discussions, and evaluation through feedback from participants.The activities included presentations on vocational higher education opportunities,demonstrations of ZW3D as an integrated CAD/CAM tool, basic CNC concepts,and an overview ofhydraulic and pneumatic systems used in industrial machinery. The results showed a positive response from students and teachers, reflected in increased understanding of CAD/CAM-CNC concepts, awareness of modern manufacturing technology, and improved motivation to pursue vocational higher education in mechanical engineering. In conclusion, this activity effectively enhanced students'knowledge and readiness to face the demands of modern manufacturing industries and supported the strengthening of linkages between vocational schools and higher education institutions.

Abstract

Program Pengabdian Masyarakat UMB 2025 di Desa Simpang Sungai Rengas, Jambi, berfokus pada pemberdayaan Kelompok Ternak Rengas Sebatang dan Kelompok Tani Tuah Bawah Raman. Permasalahan utama yang dihadapi antara lain rendahnya pemanfaatan limbah pertanian/ternak, lemahnya manajemen kelompok, dan terbatasnya pemasaran produk. Solusi yang ditawarkan antara lain penerapan teknologi Starbo AFE untuk mempercepat proses pengomposan, pelatihan teknis pembuatan kompos dan sapu lidi, pembentukan unit usaha, penguatan manajemen, serta pemasaran luring dan daring. Metode pelaksanaannya menggunakan pendekatan Participatory Action Research (PAR) melalui sosialisasi, pelatihan, penerapan teknologi, pendampingan, dan evaluasi. Program ini mendukung pencapaian SDGs 1 dan 2 serta Asta Cita, dengan manfaat berupa peningkatan pendapatan, kemandirian ekonomi, dan keberlanjutan usaha berbasis sumber daya lokal.Kata Kunci: Budidaya ikan lele, ikan asap, pemberdayaan masyarakat, masyarakat hukum adat, ekonomi lokal

Abstract

This study examines gender in the perspective of Islam through a review of Qur’anic verses and Hadiths with a gender-sensitive approach. The purpose of this research is to analyze how Islamic texts address gender equality, women’s rights, and the social roles of men and women. A qualitative literature review method was employed, focusing on Tafsir (Qur’anic exegesis) and Hadith analysis. The findings show that while traditional interpretations often emphasize gender differences, many verses and Hadiths affirm equal rights and responsibilities for men and women when interpreted through a gender perspective. The study highlights that gender-sensitive interpretation of Islamic texts can promote social justice, women’s empowerment, and inclusive religious understanding. This research contributes to a broader discourse on contextualizing Islamic teachings in modern gender studies.

Abstract

The development of institutional repositories in the university environment continues to increase, but most of the previous research still focuses on policy, management, and technical infrastructure aspects. The research gap arises due to the lack of studies that empirically examine the impact of semi-open access policies on the pattern of repository utilization by students as the main user group. In addition, research in the context of Islamic-based private universities is also still rarely carried out. Based on these gaps, this study is directed to: (1) examine the implementation of the semi-open access policy in the repository of the University of Muhammadiyah Mataram; (2) identify the pattern and intensity of repository use by students; and (3) mapping policy, technical, and institutional factors that affect the effectiveness of repositories as a source of academic reference. This study uses a descriptive qualitative approach involving 24 informants through interviews, observations, documentation, and statistical analysis of repository visits in the period October–December 2025. The findings show that the UMMAT repository has carried out the institutional deposit function optimally, but the implementation of semi-open access makes students use more metadata than accessing full-text documents. The visit data showed fluctuating but consistent dynamics as a reflection of students' academic needs. The main contribution of the research lies in the provision of empirical evidence on the influence of semi-open policies on repository utilization behavior, as well as the affirmation that the model is an adaptive strategy that is relevant in the management of scientific papers. These findings help to enrich the repository literature in Indonesia and provide the basis for the formulation of more contextual and responsive access policies. Abstrak Perkembangan repositori institusi di lingkungan perguruan tinggi terus mengalami peningkatan, namun sebagian besar penelitian sebelumnya masih berfokus pada aspek kebijakan, manajemen, dan infrastruktur teknis. Kesenjangan penelitian muncul karena masih terbatasnya studi yang secara empiris mengkaji dampak kebijakan akses semi-terbuka terhadap pola pemanfaatan repositori oleh mahasiswa sebagai kelompok pengguna utama. Selain itu, penelitian dalam konteks perguruan tinggi swasta berbasis Islam juga masih jarang dilakukan. Berdasarkan kesenjangan tersebut, penelitian ini bertujuan untuk: (1) mengkaji implementasi kebijakan akses semi-terbuka pada repositori Universitas Muhammadiyah Mataram; (2) mengidentifikasi pola dan intensitas penggunaan repositori oleh mahasiswa; serta (3) memetakan faktor kebijakan, teknis, dan institusional yang memengaruhi efektivitas repositori sebagai sumber referensi akademik. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan melibatkan 24 informan melalui wawancara, observasi, dokumentasi, serta analisis statistik kunjungan repositori pada periode Oktober–Desember 2025. Hasil penelitian menunjukkan bahwa repositori UMMAT telah menjalankan fungsi deposit institusional secara optimal, namun penerapan akses semi-terbuka menyebabkan mahasiswa lebih banyak memanfaatkan metadata dibandingkan mengakses dokumen full-text. Data kunjungan menunjukkan dinamika yang fluktuatif namun konsisten sebagai cerminan kebutuhan akademik mahasiswa. Kontribusi utama penelitian ini terletak pada penyediaan bukti empiris mengenai pengaruh kebijakan semi-terbuka terhadap perilaku pemanfaatan repositori, sekaligus menegaskan bahwa model tersebut merupakan strategi adaptif yang relevan dalam pengelolaan karya ilmiah. Temuan ini memperkaya literatur repositori di Indonesia dan menjadi dasar perumusan kebijakan akses yang lebih kontekstual dan responsif.

Abstract

This study investigates the effect of Environmental, Social, and Governance (ESG) scores on firm value and examines the moderating role of the audit committee from an information systems audit perspective in Indonesian automotive companies. Using an explanatory quantitative approach, this research employs firm-year secondary data from automotive sector firms listed on the Indonesia Stock Exchange over the 2021–2023 period. Firm value is measured using Tobin’s Q, ESG performance is proxied by composite ESG scores, and the audit committee is represented by its size as an internal governance mechanism. Data are analyzed using multiple linear regression and Moderated Regression Analysis (MRA) with SPSS 27. The findings reveal that ESG scores do not have a significant effect on firm value, indicating that capital market participants have not fully internalized ESG information as a primary determinant of valuation within the Indonesian automotive sector. In contrast, the audit committee demonstrates a positive and significant effect on firm value, highlighting the importance of effective internal monitoring mechanisms in enhancing market confidence. Furthermore, the interaction between ESG scores and the audit committee is negative and statistically insignificant, suggesting that the audit committee does not strengthen the ESG–firm value relationship but functions more as a screening mechanism that ensures the credibility and reliability of ESG information produced by corporate information systems. This study contributes to the ESG and corporate governance literature by integrating an information systems audit perspective, emphasizing that ESG effectiveness as a value-relevant signal depends on the quality of internal oversight and data integrity. Practically, the findings imply that strengthening audit committees and ESG-related information systems is crucial for improving ESG credibility in emerging capital markets.

Abstract

The development of digital technology has changed the way students interact, access information, and participate in social life. In this context, digital literacy is an important competency that affects the formation of students' civic attitudes. This study aims to analyze the relationship between digital literacy and students' civic attitudes through the Systematic Literature Review (SLR) approach. The SLR process is carried out by following the PRISMA guidelines, including identification, screening, eligibility, and inclusion, to obtain relevant articles published between 2020 and 2025. The results of the study show that digital literacy plays a significant role in improving students' critical thinking skills, social participation, ethical awareness, and civic skills. In addition, digital literacy that is integrated into Pancasila and Citizenship Education (PPKn) learning is able to strengthen students' civic disposition. However, there are still challenges, such as low information evaluation capabilities and lack of understanding of digital ethics. This research emphasizes the importance of strengthening digital literacy as a strategy to form an intelligent, critical, and responsible generation in the digital era.   References Ariandini, N., & Ramly, R. Abstract

The relationship between religion and the state has long been a subject of scholarly debate. This relationship is commonly classified into three dominant models: the integralist model, in which religion and the state are fully integrated; the secularist model, which maintains a strict separation between religious and political spheres; and the symbiotic-mutualistic model, which seeks a proportional balance between the two. This study examines how these frameworks are manifested in halal policy governance in Southeast Asia, with a particular focus on Indonesia and Malaysia. Employing a comparative qualitative approach, data were collected through document analysis, relevant scholarly sources, and interviews with key stakeholders. The findings indicate that constitutional recognition of religion does not necessarily determine the structure of halal policy governance. In Indonesia, halal policy is embedded within the state bureaucracy and religious authority through the Halal Product Assurance Law. In contrast, in Malaysia, halal certification is institutionalized under the Department of Islamic Development Malaysia (JAKIM), shaped by considerations of trade and economic development. In both cases, halal certification has evolved beyond a purely religious obligation into a strategic political–economic instrument with global relevance. This study concludes that halal governance reflects a hybridization of religious, political, and economic factors, highlighting the importance of analyzing halal policy within the framework of global political economy. The findings contribute theoretically to the growing field of halal political economy studies, particularly in understanding state–religion relations in Southeast Asia. Halal governance can no longer be viewed merely as an instrument of religious policy but has become a strategic domain within the global political economy.

Abstract

This community service program focuses on providing graphic design training to enhance the creativity of students in Biduk-Biduk Village, Berau Regency, East Kalimantan. The training utilizes CorelDraw and Photoshop as primary tools for developing decorative batik motifs that reflect local cultural heritage. In addition to improving technical skills, this activity aims to foster students’ awareness and active participation in preserving regional cultural identity. The program was implemented using an educational approach that combines lectures, interactive discussions, and hands-on practice to ensure comprehensive understanding. The implementation was structured into several stages, including preparation, execution, evaluation, and follow-up to ensure program sustainability. The training materials covered the introduction of design software features, understanding of East Kalimantan batik motifs, application techniques, and evaluation of participants’ design outputs. Through this activity, participants not only gained conceptual knowledge but also developed the ability to independently create graphic design products. Therefore, this program serves as a strategic effort to integrate digital technology with the preservation and development of local culture.

Abstract

This paper explores the concept of psychotherapy within the Qur’anic framework, emphasizing its therapeutic dimensions in addressing mental and spiritual well-being. The study argues that the Qur’an presents a holistic model of healing that integrates psychological, moral, and spiritual elements. Through a qualitative textual analysis of selected Qur’anic verses, this research identifies key therapeutic mechanisms such as remembrance (dhikr), reflection (tafakkur), reliance on God (tawakkul), and purification of the soul (tazkiyat al-nafs). The findings reveal that the Qur’an not only diagnoses psychological distress—such as anxiety, despair, and inner conflict—but also offers structured methods for healing. These methods operate on multiple levels, including cognitive restructuring, emotional regulation, and spiritual transformation. Furthermore, the study demonstrates that Qur’anic psychotherapy differs fundamentally from secular approaches by grounding mental health in a theocentric worldview. The Qur’an positions ultimate healing as a process of reconnecting the human soul with divine guidance. This study contributes to the growing field of Islamic psychology by providing a systematic framework for understanding Qur’anic approaches to mental health, offering both theoretical insights and practical implications for contemporary psychotherapy.
