Abstract

This study aims to evaluate the effectiveness of internal audit functions at the regional government level through a case study at the Regional Inspectorate of Wajo Regency. The research is motivated by the critical role of internal audit in supporting good governance, as well as the limited literature and lack of standardized measures of internal audit effectiveness, particularly in Indonesia’s public sector. A qualitative approach with a case study strategy was employed, utilizing in-depth interviews, direct observation, and documentation. The analysis focused on management and stakeholder perceptions of internal audit effectiveness based on five key factors: independence, competence, audit scope, audit performance, and management support. The findings reveal that the effectiveness of internal audit is strongly influenced by the quality of adherence to internal audit standards and the level of managerial support. The study also highlights the interplay between internal and external factors in shaping the performance of internal audits, analyzed through the lens of institutional theory. This research contributes to the development of both theory and practice of internal audit in local government contexts and recommends enhancing auditor competence and strengthening managerial commitment to optimize oversight functions.

Abstract

Financial literacy is an essential skill that directly influences individual well-being and quality of life, including within the educational context. As agents of change, madrasah teachers hold a strategic role in instilling literacy values in students; however, they continue to face challenges in managing personal finances due to limited income and low financial awareness. This community engagement initiative aimed to enhance the financial literacy of teachers at Madrasah Nurul Haq, Central Lombok, through an interactive workshop held on 11 June 2025, involving 20 participants. The implementation methods included socialization, material presentation, guided discussions, financial planning training, introduction to the myIFPE Syariah application, and evaluation through pre-test and post-test assessments. The results indicate an average increase of approximately 50% in participants’ financial literacy scores after the training. Participants responded positively to the content, considering it relevant, applicable, and beneficial for managing personal and household finances. Challenges such as limited access to digital devices and varying levels of digital literacy were effectively addressed through intensive mentoring and the provision of spreadsheet-based alternatives. This initiative proved effective in raising financial awareness and enhancing teachers’ financial management capacity and is recommended to be continued through the establishment and strengthening of financial literacy groups within the madrasah environment.

Abstract

Stunting remains a major public health issue in Indonesia, particularly in Donggala Regency, where the prevalence rate remains high. The Local-Based Supplementary Feeding (PMT) program is one of the government’s specific interventions aimed at reducing stunting through the utilization of local nutritious foods. This study aimed to analyze the implementation of the PMT program in Donggala Regency using Edward III’s policy implementation model, which consists of four variables: communication, resources, disposition, and bureaucratic structure. The research employed a mixed-method approach with an explanatory sequential design involving 99 respondents and 12 qualitative informants. Quantitative data were analyzed using chi-square and multiple logistic regression tests. The results showed that all four variables—communication (p=0.000), resources (p=0.000), disposition (p=0.000), and bureaucratic structure (p=0.000)—had a significant influence on program implementation. The logistic regression analysis indicated that disposition was the most influential variable (p=0.001; Exp(B)=7.215), reflecting the strong impact of the implementers’ attitudes and commitment on the program’s success. Qualitative findings supported this, showing that effective communication, sufficient resources, and efficient coordination strengthened implementation outcomes. In conclusion, improving implementers’ commitment, inter-sectoral coordination, and community participation is crucial for enhancing the sustainability and effectiveness of the local-based PMT program in reducing stunting in Donggala Regency.

Abstract

Sea transport plays a vital role in the movement of goods and passengers, yet it simultaneously poses a potential risk for the transmission of infectious diseases, both nationally and internationally. Ship hygiene and sanitation inspection (HSI) is a strategic measure to control such risks, and the outcomes of these inspections are influenced by the expectations of the implementing officers. This study explores how staff expectancy at the Banten Class I Port Health Quarantine Office affects the quality of HSI. A qualitative study using the Rapid Assessment Procedure (RAP) was conducted with 80 staff members across five work units. Data were collected through in-depth interviews, focus group discussions, and field observations, and analyzed using triangulation of sources and methods. Findings indicate that expectancy is shaped by perceived ability, work experience, and technical skills, all of which affect motivation and inspection quality of HSI. Officers with high expectancy demonstrated stronger motivation and performance, while limited experience and competency hindered those with lower expectancy. This study recommends strengthening staff capacity through continuous training, establishing multidisciplinary inspection teams, and enhancing institutional support through performance-based incentives. The findings highlight staff expectancy as a critical factor in improving the quality of HIS.

Abstract

The development of information and communication technology has brought significant changes to various sectors of life, including the livestock sector. One form of adaptation to these developments is the implementation of digitalization in product marketing activities. This study aims to examine and understand how product marketing digitalization can influence the income of quail farming businesses in Nameng Village. Marketing digitalization refers to the use of various digital media and platforms, such as social media, instant messaging applications, and marketplaces, to market livestock products to consumers more widely and efficiently. This study uses a descriptive qualitative approach, focusing on one quail farming business operator in the Nameng Village area. Data collection techniques were carried out through in-depth interviews, direct observation, and documentation to obtain comprehensive information about the digital marketing practices applied by business operators. This study also considers various supporting and inhibiting factors in the implementation of marketing digitalization, such as access to technology, digital literacy, and the local market's response to digital-based marketing approaches. The results of this study are expected to contribute to the development of more adaptive and relevant marketing strategies for livestock businesses, particularly in the context of utilizing digital technology in today's modern era

Abstract

This study aims to analyze the influence of internal control systems and transparency on the accountability of village financial management. This type of research is quantitative and descriptive, using primary and secondary data. Data were collected using questionnaires and literature studies. The population was the Tanjung Datuk community and village officials, Siak Kecil sub-district, Bengkalis district, Riau. The sampling technique used was accidental sampling, with Yamane sample measurements, so the number of samples obtained was 237 people. The data analysis technique used multiple linear regressions with validity, reliability, classical assumptions and hypothesis testing using SPSS software. The results of this study indicate that the internal control system has a positive effect on the accountability of village financial management. However, transparency does not affect the accountability of village financial management. This study provides theoretical implications, especially in completing the theory regarding the influence of the internal control system on accountability and support for the theory of stewardship and legitimacy. This study can then be a reference for the village government in maintaining and improving the accountability of village financial management in implementing the internal control system.

Abstract

Introduction: The vector control that should be carried out today is biological control made from natural ingredients to reduce the negative impacts of the use of chemicals. Therefore, this research aims to examine the ability of residual oil from clove leaves (Syzigium aromaticum) to kill the larvae of the mosquito through field tests. Methods: This research uses experimental methods carried out in the field. This investigation is a follow-up investigation based on laboratory test results. This research uses test larvae obtained directly from the field without going through the breeding process in the laboratory. This research used the concentration of clover leaf (Syzigium aromaticum) residual oil that was adopted from laboratory test results, that is, a concentration of 0.006%; 0.007%; 0.008%; 0.009% and 0.01%. This research uses guidelines from the WHO Guidelines testing standards. Results: The results of this research show that waste oil from clove leaves (Syzigium aromaticum) is capable of killing mosquito larvae in field tests. For Aedes aegyipti larvae, the concentration that is effective in killing larvae starts from a concentration of 0.008%-0.01%, while in tests with Culex sp and Anopheles sp larvae, leaf waste oil Clove (Syzigium aromaticum) is effective in killing larvae at all. concentrations (0.006-0.01%). The implications and significance of this research show that clove leaf (Syzigium aromaticum) waste oil has proven to be effective as a base for developing natural and economical larvicidal products and can support government programs to eradicate diseases such as dengue, malaria and chikungunya, which are caused by mosquito vectors Conclusion: Waste oil from clove leaves (Syzigium aromaticum) can be used as an alternative ingredient to kill Aedes aegypti, Culex sp and Anopheles sp mosquito larvae in field tests.

Abstract

ABSTRACT This study aims to analyze the technical and economic feasibility of an on-grid Solar Photovoltaic (PV) system for the Baitul Ilmi Musalla in Padang City. The total electrical load of the musalla reaches 2,047 watts, with a daily energy requirement of 7,283 Wh. The system was designed using four monocrystalline solar panels, each with a capacity of 450 Wp, resulting in a total installed capacity of 1,800 Wp across an array area of approximately 7.86 $\text{m}^2$. The selected inverter has a capacity of 2,500 watts, which is appropriate for the power requirements and maintains a necessary safety margin. Power degradation due to module temperature increase ($\Delta T$) was estimated to be 11.05 watts. Based on simulation results, the system is capable of generating approximately 6.48 kWh of electricity per day, sufficient to support the musalla's daytime energy needs. The estimated total investment cost for the system is Rp16,850,000. Economic analysis results indicate that the system has a payback period of 3.79 years, equivalent to 3 years, 9 months, and 14 days. Thus, the implementation of an on-grid PV system in religious buildings like the musalla is deemed feasible and efficient for supporting the use of renewable energy. Keywords: On-grid PV, Solar Energy, Inverter, Monocrystalline Solar Panel ABSTRAK Penelitian ini bertujuan untuk menganalisis kelayakan teknis dan ekonomis sistem Pembangkit Listrik Tenaga Surya (PLTS) on-grid pada Mushalla Baitul Ilmi di Kota Padang. Beban listrik total mushalla mencapai 2.047 watt dengan kebutuhan energi harian sebesar 7.283 Wh. Sistem dirancang menggunakan empat panel surya monokristalin berkapasitas 450 Wp per unit, sehingga total kapasitas terpasang mencapai 1.800 Wp dengan luas array ±7,86 m². Inverter yang digunakan memiliki kapasitas 2.500 watt, sesuai dengan kebutuhan daya dan margin keamanan. Penurunan daya akibat kenaikan suhu modul (ΔT) diperkirakan mencapai 11,05 watt. Berdasarkan hasil simulasi, sistem mampu menghasilkan energi listrik sebesar ±6,48 kWh per hari, yang cukup untuk menopang kebutuhan siang hari. Estimasi total biaya investasi sebesar Rp16.850.000. Hasil analisis ekonomi menunjukkan bahwa sistem memiliki periode pengembalian investasi (payback period) selama 3,79 tahun atau setara dengan 3 tahun 9 bulan 14 hari.
