The research objective is to describe the performance of the State Civil Apparatus in terms of work discipline, to describe the obstacles in improving the performance of the State Civil Apparatus in terms of discipline and to describe the efforts made in improving the performance of the State Civil Apparatus in terms of work discipline in the Tanjungbalai District Office of North Tanjungbalai City. With descriptive qualitative research methods, this type of research is descriptive qualitative by making direct observations or observations, interviews and documentation. The results of the research show that the application of disciplinary regulations within the scope of the North Tanjungbalai Sub-district office in Tanjungbalai City still implies that the regulations apply but in reality there are some things that have not been carried out optimally, there are still employees who cannot be invited to collaborate in routine Kecamatan activities and often leave offices during office hours such employee attitudes hamper service performance for the community. As for the obstacles faced in disciplinary regulations, namely the Lack of awareness of employees in carrying out their duties and responsibilities, the lack of professionalism and responsibility of Civil Servants in carrying out their duties, the lack of strict Sanctions given by the Authorized Officials and the Fading of Discipline of Regional Civil Servants.

This research was conducted in the field of UKM Empowerment of the Medan City Cooperative UKM Office, with the aim to determine the perceptions of Micro Business Actors on the quality of service in the field of UKM Empowerment of the Medan City Cooperative Office, to find out the factors that influence the quality of public services in the Field of UKM Empowerment of the Cooperative Office Medan City UKM. The research method used is a descriptive qualitative research method, with data collection techniques of observation, interviews and documentation. From the results of research by interviewing a number of SMEs, it is known that the perception of Micro Business Actors about the services of the Field of UKM Empowerment of the City of Medan SME Cooperative Office as a whole is satisfying. The theory used is a theory according to Zeithhaml, Pasuraman and Berry about the dimensions of service quality. The factors that affect service quality using indicators include: requirements, service time, costs / tariffs, implementing competencies and implementing behavior contained in the Regulation of the Minister of Administrative Reform and Bureaucratic Reform No. 16 of 2014 and adjusted based on the theories of Zeithhaml, Pasuraman and Berry. Regarding facilities and infrastructure, the Medan City Cooperative Office has not yet created an information board that contains information on technical or administrative requirements, so Business Actors can find out.

Pada penelitian ini penulis mengevaluasi kinerja Sekretariat Daerah Kabupaten Aceh Timur tahun 2017 khususnya pada Bagian Administrasi Pembangunan. Tujuan penelitian ini adalah untuk mengetahui kinerja Sekretariat Daerah Pemerintah Kabupaten Aceh pada Bagian Administrasi Pembangunan dan apakah hambatan yang dihadapi. Sedangkan tujuan yang ingin dicapai pada penelitian ini adalah untuk mengevaluasi kinerja Sekretariat Daerah Pemerintah Kabupaten Aceh Timur dan menganalisis hambatan yang dihadapi. Pada penelitian ini penulis menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian yang diperoleh dari wawancara disimpulkan bahwa kemampuan individu dan motivasi sudah baik sedangkan lingkungan organisasi pada Sekretariat Daerah Pemerintah Kabupaten Aceh Timur masih kurang baik. Hambatan yang dihadapi antara lain pegawai sulit beradaptasi, beban kerja besar dan jarak domisili pegawai jauh dari kantor. Beberapa hal yang disarankan penulis adalah membuat pelatihan bagi pegawai, memberikan cuti, reward dan menyediakan fasilitas mess.

Aim of scope this research is analysis the role of work motivation in employee performance in Tanjung Balai North Tanjungbalai District office Research method is a method used by researchers in collecting research data. In this study the method used is a qualitative research method which is a research method whose case study leads to a detailed and in-depth description of the portrait of what actually happens according to what is in the field of study. The results showed that the role of work motivation in employee performance in Tanjung Balai North Tanjungbalai District office that motivation is very influential is the work itself which it has if appropriate, but in reality there are still employees who find it difficult to carry out motivation due to the employee wanting to retire, this ditujukkan of employees in completing the work given is always not maximally done well, and the work given to employees in accordance with the expertise and ability of employees so that in the completion of the work will cause a feeling of dislike of the work with results that are not good too. So that it can be said that the work of the employee itself motivates them to work.

This study aims to analyze the Implementation of the Minister of Religion Regulation of the Republic of Indonesia No 02 of 2012 concerning Madrasah Supervisors and Islamic Religious Education Supervisors at Subulussalam City Junior High School, and to analyze the performance of Islamic Religious Education supervisors in Subulussalam Municipality Middle School. Research informants were selected by purposive sampling. Data collection techniques used through interviews and observation. Data Analysis Techniques used in this study are qualitative data analysis techniques. The results showed that the implementation of RI Minister of Religion Regulation No. 02 of 2012 in terms of communication and bureaucratic structure has been successfully implemented at the Subulussalam Ministry of Religion, but has not been fully successful in terms of resources and disposition. Implementation of RI Minister of Religion Regulation No. 02 of 2012 often experiences obstacles in the field because the conditions faced are less supportive in its implementation so that further policies can become less in line with the regulations implemented. Availability of funds for the implementation of supervision of Islamic Education is still relatively low. Islamic Education Supervisors are also less active in organization, especially supervisory professional organizations, and are less committed to carrying out supervisory duties. The performance of Islamic Education supervisors has increased in terms of the preparation of supervision and reporting programs for the implementation of supervision, but the supervisory performance of Islamic Education has not succeeded in increasing in terms of implementing supervision.

The formulation of the problem in this study are how is the implementation of North Sumatra Governor Regulation Number 18 Year 2018 concerning Additional Income Allowances for Civil Servants and Prospective Civil Servants in the North Sumatra Provincial Government, what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat, with the aim of research: 1) to find out and analyze the implementation of North Sumatra Governor Regulation Number 18 Year 2018 regarding Income Allowances for Civil Servants and Prospective Civil Servants in the Government of North Sumatra Province , 2) to find out what factors are obstacles in realizing improved performance and discipline of Civil Servants in the North Sumatra Provincial DPRD Secretariat. The research method used is descriptive method, while the data analysis technique uses qualitative descriptive. From the results of this study indicate that the implementation of Governor Regulation No. 18 of 2018 concerning Income Allowance for Civil Servants and Prospective Civil Servants has not been fully successful in the North Sumatra Provincial DPRD Secretariat. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successfully implemented in terms of resources and dispositions. Constraints faced in realizing improved performance and discipline of civil servants within the North Sumatra Provincial DPRD Secretariat are appraisal officials (superiors) unable to control the views of personal relations in evaluating subordinates' work, TTP payments often cannot be done in a timely manner because funds are not yet available, disciplinary sanctions are still relatively indecisive, and employees often report excessively. It is recommended that supervisors as appraisal officials need to eliminate the influence of the element of closeness in making judgments on the performance of subordinates, and be assertive in giving sanctions to employees who subscribe to disciplinary regulations

The main task of the Langsa City Inspectorate is to carry out oversight of the implementation of Government affairs in the region, and the implementation of guidance on the implementation of Regional Government. But in reality there are still problems that occur at the Langsa City Inspectorate. Based on the background of the problem, the formulation of the problem in the study is  What is the performance of the Inspectorate in carrying out the supervisory function at the Inspectorate in carrying out the supervisory function. Factors that influence the performance of the Inspectorate in carrying out the supervisory function.The research objective is to analyze  the performance of the Inspectorate in carrying out the supervisory function. Factors that influence the performance of the Inspectorate in carrying out the supervisory function. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation and observation. The results of the study are The performance of the regional inspectorate in carrying out the supervisory function in Langsa City in terms of productivity, service orientation, responsiveness and accountability in general has not been effective, apparently not yet effective. While the suggestions from the research are  Regulations or laws are needed which regulate internal supervision. There is a need for commitment and hard work and the seriousness of the supervisory apparatus in the Inspectorate in carrying out the supervisory function. As an institution that has a strategic role as supervisor of Government in the region, it is very important to increase effectiveness. Increasing the work ethic of examiners is a determining factor for the success of the organizational mechanism.

This study aims to determine and analyze the role of the community in managing household waste in Pakpak Bharat Regency and to identify and analyze constraints in household waste management in Pakpak Bharat District. Research informants were selected by purposive sampling. Data collection techniques used through interviews and observation. Data Analysis Techniques used in this study are qualitative data analysis techniques. The results of the study indicate that the role of the community in Pakpak Bharat District in waste management is still less important. The community still lacks a role in reducing household waste sources, and has less role in handling waste in their respective environments. The obstacle factor in waste management is the lack of public awareness to reduce the source of waste by avoiding products with a lot of waste to reduce the volume of waste, not trying to choose products that can be refilled, not using shopping in place of packaging from sellers, not trying to choose packaging that can recycled, and less actively composting organic waste.

This study aims: To analyze how the implementation of local regulation No. 8 of 2017 concerning the prioritization of Indonesian language and the protection of regional languages and regional literature in the DPRD Province North Sumatra Secretariat, Analyze the constraints of the implementation of regional regulations No. 8 of 2017 on prioritizing Indonesian and protecting Regional Languages and Regional Literature at the North Sumatra Provincial DPRD Secretariat. This study uses descriptive qualitative method and data collection techniques through observation, interviews and documentation with informants 5 {five} people and literature studies.Based on the results of this study, that there are still many employees who use Regional Languages in the North Sumatra Provincial DPRD Secretariat Office, this is due to a lack of awareness in using Indonesian language that is good and correct in public spaces and official forums. With this outreach, the public and especially employees in the Sumatra Provincial Secretariat know about it and to communicate prioritize Indonesian and when communicating using Regional Languages so that they are preserved only in group communication.

The purpose of this study is to determine how the Role of the Medan City sanitation and landscaping service in managing household waste in Medan Tembung district in 2019 along with inhibiting factors. The method which is used by researchers is a qualitative research method through observation, interviews, and documentation. The results of the study show the role of the Medan City sanitation and landscaping office in the management of household waste in Medan Tembung district in 2019 measured from four indicators including three indicators can be implemented well including equality,  consensus  orientation,  responsiveness,  and  one of  their  participation in  the management of household waste was declared less than optimal. Inhibiting factors include inadequate facilities and infrastructure such as garbage rickshaws, cleaning staff, participation, economic factors, and supervision and sanctions/penalties that are still weak for those who litter.
