Abstract

Abstract

The purpose of this study is to analyze the impact of Qard financing, market competition, internal bank factors and macroeconomic conditions on the stability of Islamic rural banks (IRBs) in Indonesia. This study analyzed as many as 123 banks that disbursed Qard financing in the 2015-2023 period using quarterly data. The analysis method used is panel data regression with an unbalanced data panel. This research also categorised IRBs into two groups: large and small. The study's results found that Qard financing has a negative effect on the stability of IRB. However, a large IRB faces a negligible risk compared to a small IRB in terms of distributing Qard financing, which reduces its stability. CAR, FDR and GDP have a positive effect on the stability of BPRS, while Assets, BOPO, NPF and COVID-19 have a negative effect on the stability of BPRS. The findings of this study have both theoretical and practical implications. From a theoretical perspective, although Qard financing reduces stability, it must still be distributed by IRB to achieve the goals of Maqasid Sharia. From a practical point of view, IBR must strengthen its fundamentals, such as capital and efficiency, to strengthen its stability.

Abstract

This article explores the legal legitimacy and challenges in the implementation of electronic land certificates (e-certificates) within Indonesia’s national land administration system, while examining the concept of immutability the inability to alter data in the context of land law. It discusses the legal foundations, implementation processes, evidentiary strength, as well as technical and regulatory challenges, highlighting the potential of e-certificates as instruments that enhance legal certainty and security in the digital era of land administration. The digital transformation of Indonesia’s national land system introduces a significant innovation in the form of electronic land ownership certificates (e-certificates), aimed at improving efficiency, accountability, and legal certainty in land administration. This article critically examines the legal legitimacy, normative basis, and practical implications of implementing e-certificates within the framework of national land law, with a primary focus on the application of the principle of immutability, whereby data cannot be changed or manipulated without a legitimate audit trail. Using a normative juridical approach and empirical analysis based on primary data, this article identifies several implementation challenges including vulnerabilities in information systems, infrastructure gaps, suboptimal legal evidentiary mechanisms in court, and social resistance to the digitization of land ownership documents. The success of e-certificate implementation is highly dependent on data interoperability, resilient system design, and regulatory clarity regarding digital legal evidence. Digital transformation has become a national strategic agenda for bureaucratic modernization and improving public service quality, as outlined in Peraturan Presiden Nomor 95 Tahun 2018 on the Electronic-Based Government System (SPBE). One of the sectors undergoing accelerated digitalization is land administration, through the implementation of electronic certificates by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Peraturan Menteri ATR/BPN Nomor 3 Tahun 2023 concerning Electronic Documents. This initiative aims to create efficient, transparent, and integrated land registration services. However, the use of e-certificates as legal evidence of land rights presents both normative and practical challenges within the national legal system particularly regarding evidentiary strength, document legality, and data integrity and authentication safeguards. The effectiveness of e-certificate implementation depends on a legal system that is adaptive to technology, supported by a digital architecture that incorporates the principle of immutability through cryptographic technology, audit trails, and potential blockchain utilization. Thus, the certificate becomes not only an administrative tool but also a new foundation for the protection of agrarian rights in the digital era. These findings are relevant for policymakers, academics, and land practitioners in designing a modern, inclusive, and legally protective national land system.

Abstract

This study explores the obstacles in implementing literacy habituation programs at SMPN 1 Tempuran and their implications for the development of students’ 21st-century competencies, namely critical thinking, creativity, communication, and collaboration (4Cs). Employing a descriptive qualitative method, data were collected through observations, interviews, and documentation. The findings reveal that the literacy program, although structured through reading routines and digital resources, faces significant barriers such as inconsistent implementation, limited reading materials, low student motivation, and insufficient integration with collaborative learning. These issues hinder the development of higher-order thinking and communication skills. The study emphasizes the critical role of teachers as literacy facilitators and the need for contextual, reflective, and technology-integrated strategies to strengthen students’ competencies in a globalized digital era. This research further identifies three broad categories of obstacles: personal (low motivation and reading interest), institutional (limited integration of literacy into lessons, lack of relevant reading resources, and minimal teacher involvement), and socio-cultural (weak family and community support). The novelty of this study lies in its comprehensive mapping of literacy barriers within a multidimensional framework that connects structural, pedagogical, and cultural factors to the 4Cs, integrating perspectives from multiple stakeholders. The implications contribute to the development of more effective, inclusive, and future-oriented school literacy policies aimed at equipping students with the skills required to thrive in a global and digital society.

Abstract

The Learning Meaning Crisis Among Generation Z in Vocational High Schools: A Systematic Review from the Perspective of Philosophy of Education  The rapid expansion of digital culture has reshaped the thinking patterns, behaviors, and learning styles of Generation Z, including students in vocational high schools. These changes have led to a learning-meaning crisis, in which students struggle to connect the learning process with personal values or future career goals. This study analyzes the underlying factors of this crisis using a Systematic Literature Review (SLR) guided by the PRISMA 2020 protocol, based on 72 internationally indexed articles published between 2012 and 2024. The analysis maps empirical findings related to digital learning behaviors, the relevance of vocational education, shifts in vocational values, and the influence of digital culture on students’ meaning-making processes. Five key themes were identified: changes in learning behavior driven by digital exposure, the diminishing sense of meaning in vocational learning, the weakening of vocational identity, psychological pressures within digital culture, and the relevance of educational philosophies particularly existentialism, humanism, and pragmatism in explaining these phenomena. The study concludes that vocational education requires a pedagogical reorientation toward more reflective, humanistic, and experience-based approaches to help Generation Z reconstruct a more meaningful learning experience..

Abstract

This study aims to examine the practice of ijarah (leasing) in rental housing agreements and to analyze such practice based on the Compilation of Sharia Economic Law (KHES), specifically regarding ijarah contracts for rental houses built on land owned by a third party. The research employs a qualitative method with a field study design and an empirical approach. Primary data were collected through interviews with ten informants—five landlords and five tenants—in the Waduk Permai area of Pontianak City. Secondary data were obtained from books and journals to support and strengthen the findings. Data collection techniques included interviews and documentation, and data validity was ensured through triangulation. The findings show that: 1) Rental agreements for houses in Waduk Permai are conducted orally, without any written contract or formal written ijarah agreement. The researcher also found that landlords did not clearly disclose at the outset of the agreement that the land under the rental house was not their own property. 2) According to KHES Article 303, the lessor in an ijarah contract must be the owner of the property, their authorized representative, or a legal guardian. However, in the observed cases, the lessors did not meet any of these conditions stipulated in KHES Article 303, raising concerns about the validity of the ijarah contracts in this context.
