Abstract

This study examines the role of street-level bureaucrats (SLBs) in resilience governance, using the 2021 earthquake in Majene Regency, Indonesia, as a critical case. Moving beyond conventional interpretations of discretion as merely a reactive coping mechanism, the article reconceptualizes SLB discretion as a strategic capacity embedded within institutional resilience. Drawing on qualitative methods—semi-structured interviews, field observations, and document analysis—the study identifies how SLBs enact three forms of resilience capacity: absorptive, adaptive, and transformative. These roles enable SLBs to respond effectively to uncertainty, resource constraints, and procedural rigidity. Theoretically, the article advances the integration of resilience governance and street-level implementation theory by proposing an analytical framework that maps SLB practices across key dimensions of resilience. Empirically, the findings show that SLBs operate as informal first responders, adapting disaster policies in real time through the use of discretion, tacit knowledge, and social networks to bridge gaps between centralized systems and local needs. The study recommends formal recognition of SLB discretion through adaptive standard operating procedures (SOPs), flexible budgeting arrangements, and decentralized coordination mechanisms. Strengthening SLB institutions, underpinned by trust and institutional flexibility, can enhance the agility of the public sector. Overall, the findings offer conceptual and practical guidance for integrating local institutions into national resilience frameworks, particularly in fragile and disaster-prone settings across the Global South.

Abstract

This study aims to analyze the strategies implemented by the Surabaya Metropolitan Police (Polrestabes Surabaya) in enforcing and preventing online gambling crimes, as well as to identify the factors that hinder the eradication process. In addition, the research discusses the measures taken by law enforcement officers to uphold the law against perpetrators of online gambling crimes in Surabaya City. According to Article 1, Paragraph (1) of Law Number 2 of 2002 concerning the Indonesian National Police, policing encompasses all matters related to the functions, institutions, and legal provisions governing police duties. Online gambling constitutes an unlawful act categorized as a criminal offense and has become increasingly prevalent in society. This research employs a qualitative approach, collecting data through interviews and documentation, with informants selected using purposive sampling, and analyzing the data descriptively in a narrative form. The findings indicate that the strategies of Polrestabes Surabaya in addressing and preventing online gambling crimes include technological innovation, effective communication, and community collaboration. The integrated implementation of pre-emptive, preventive, and repressive efforts has proven effective in uncovering numerous cases and deterring offenders. However, challenges such as low public awareness, limited cyber human resources, and the dynamics of global technology remain major obstacles that must be addressed through collaborative approaches and prevention-oriented policies for sustainable enforcement.

Abstract

The issues raised include the condition of interest in learning history, the process of achieving history learning outcomes, and the relationship between interest and learning outcomes. This study aims to determine the relationship between interest in learning and learning outcomes in History in class X students at State High School 2 Palu City. This study uses a quantitative method through a correlational framework, focusing on the entire class X population of 144 students at State High School 2 Palu City, with a sample of 36 people selected randomly. Data collection was carried out using observations, questionnaires, and tests, while the analysis was carried out descriptively and inferentially, with hypothesis testing carried out through t-tests and Product Moment calculations. The results of the study showed a strong correlation (r = 0.836) between student interest and History achievement, with a t-value of 8.894 exceeding the critical value of 1.691, thus indicating a significant relationship in class X at State High School 2 Palu City.

Abstract

Although gender differences in motivation to learn English have been widely investigated, findings remain inconsistent, particularly in the Southeast Asian context. Limited research has explored how male and female Indonesian students differ in their integrative and instrumental motivational orientations, especially within international learning settings. Therefore, this study aims to examine the relationship between gender and motivational orientations; integrative and instrumental towards English learning among Indonesian undergraduate students at Universiti Utara Malaysia. A total of 89 students from various academic fields participated in a survey using a modified version of Gardner’s Attitude/Motivation Test Battery (AMTB, 2004) comprising 20 items. The findings revealed that both male and female students showed high motivation in learning English, with males slightly more motivated than females. While female students demonstrated stronger integrative motivation and males stronger instrumental motivation, these differences likely reflect distinct social and learning orientations. The results suggest that in an English Medium Instruction (EMI) environment, both genders recognise English as essential for academic and professional success. Pedagogically, teachers should design activities that accommodate both motivational orientations—integrative tasks that promote interaction and cultural awareness for female learners, and instrumental tasks related to career goals for male learners. Understanding these orientations enables educators to create more balanced and motivating learning experiences. Future studies should further investigate how motivational orientations relate to learners’ English proficiency and academic achievement.

Abstract

Penelitian berikut yaitu suatu gagasasan yang ditawarkan Imam Al-Ghazali mengenai pendidikan anak dalam keluarga. Pendidikan anak ialah suatu kehendak nyata yang dikerjakan dalam membentuk tingkah laku yang dianjurkan dalam agama pada anak. Seperti halnya karakter pendidikan Islam yang mana diterangkan dari Imam Al-Ghazali bahwasannya nilai moralitas yang menjadi penekanan utama terhadap pendidikan anak dalam Islam. Pentingnya pendidikan anak dalam hal ini berikut adalah rumusan masalahnya: bagaimana pendidikan anak dalam keluarga perspektif Imam Al- Ghazali. Penelitian berikut ialahpenelitian kepustakaan (library reseach). Dan memakai pendekatan historis, sumber data pada penelitian ini ialah sekunder dan primer, serta memakai content analysis dalam penelitian ini. Adapun hasilnya dari penelitian berikut ialah Imam Al- Ghazali berkaitan pendidikan telah mengutamakan pada akhlaknya yaitu pembinaannya serta menanamkan budi pekeri pada anak sejak kecil.

Abstract

Nurses, as the backbone of healthcare services in Indonesia, face high multidimensional occupational risks, encompassing biological, physical, psychosocial, and legal hazards. Ironically, these high risks are not compensated with fair wages, as many nurses still receive remuneration below feasibility standards. This research aims to analyze the fundamental gap between occupational risks (Das Sein) and wage justice (Das Sollen) from a legal perspective. Using a normative-juridical method supported by the Theory of Distributive Justice and the Theory of Legal Protection, this study dissects the regulatory architecture of the healthcare sector’s wage system. The findings identify three primary juridical obstacles: First, the current wage system fails to apply a fair principle of proportionality between the level of risk and the amount of remuneration. Second, a crucial operational norm vacuum exists due to the absence of a Ministry of Health Regulation, which is mandated by Government Regulation (PP) No. 28 of 2024 to technically implement risk factor calculations. Third, wage justice is hampered by institutional weaknesses, including the limitations of PPNI as a professional organization lacking the formal bargaining power of a trade union, and insufficient state supervision.

Abstract

The rapid development of cryptocurrency as a global digital financial instrument has posed legal challenges, particularly regarding its status as a medium of exchange. In Indonesia, the legal position of cryptocurrency is characterized by dualism and ambiguity. On one hand, the Commodity Futures Trading Regulatory Agency (BAPPEBTI) regulates and recognizes cryptocurrency as a commodity tradable on futures exchanges. On the other hand, Bank Indonesia (BI) strictly prohibits its use as legal tender, based on Law Number 7 of 2011 concerning Currency, which mandates the Rupiah as the sole legal tender. This research aims to analyze the legal consequences of using cryptocurrency as a payment instrument in Indonesia and to formulate a regulatory concept that can ensure legal certainty. This study employs a normative legal research method with a qualitative approach. The data utilized consists of primary, secondary, and tertiary legal materials. The results indicate that the use of cryptocurrency as a payment instrument results in the civil nullification of agreements (based on Article 1337 of the Indonesian Civil Code), administrative sanctions from BI and BAPPEBTI, and potential criminal liability related to Money Laundering Crimes (TPPU). To achieve legal certainty, an integrated regulatory framework is required, encompassing: (1) clear classification of cryptocurrencies (payment, utility, and security tokens); (2) the establishment of specific legislation regarding digital assets; (3) inter-agency coordination among regulators (BI, OJK, BAPPEBTI, and Kominfo); (4) effective consumer protection and dispute resolution mechanisms; and (5) the integration of Anti-Money Laundering (AML) and Know Your Customer (KYC) principles. Policy recommendations include strengthening public awareness, adopting a regulatory sandbox, and accelerating the Digital Rupiah Central Bank Digital Currency (CBDC) project.

Abstract

The Maritime Court (Mahkamah Pelayaran) is a judicial body under the Ministry of Transportation authorized to examine and adjudicate ship accidents, specifically regarding shipping safety aspects and the responsibility of masters or officers by imposing administrative sanctions. The regulations concerning the functions, authorities, and duties of the Maritime Court are governed by Law Number 66 of 2024 concerning the Third Amendment to Law Number 17 of 2008, specifically in Articles 251 to 253 of the Shipping Law. Article 251 of the Shipping Law outlines the functions of the Maritime Court; Article 252 details the authority to examine ship collisions occurring between commercial vessels, commercial and state vessels, as well as commercial and warships; and Article 253 defines the duties of the court, including investigating the causes of ship accidents, determining the presence of procedural errors or negligence by the master or officers, examining negligence by operators, ship owners, or officials that result in accidents, and recommending administrative sanctions to the Minister. The method used in this research is normative legal research conducted to obtain the necessary data related to the issues. The data used is secondary data consisting of primary, secondary, and tertiary legal materials, supported by primary data. Data analysis was performed using a qualitative juridical analysis method. The results of this research indicate that the current authority of the Maritime Court remains limited to administrative matters and has not yet addressed the need for more comprehensive justice for victims, ship owners, or aggrieved third parties, even though every ship accident involves not only technical navigation issues but also economic, environmental, and social impacts. Law Number 66 of 2024 has strengthened administrative sanctions but has not changed the position of the Maritime Court as a quasi-judicial institution. Therefore, a more integrative restructuring of authority is required so that the Maritime Court's decisions can be recognized as part of the judicial process and serve as considerations for judges in General Courts. This integrative process can be achieved by appointing the expert panels of the Maritime Court as ad hoc judges in General Courts. Thus, General Court decisions can create and strengthen the quality of rulings through precise and accurate maritime technical considerations given that the expert panels possess the background, experience, and specialized expertise in the shipping field while creating harmonization between Maritime Court decisions and General Court rulings to reduce contradictions and strengthen legal certainty.

Abstract

Video Project-Based Learning (VPBL) is increasingly recognized as an effective approach to enhancing student engagement and learning outcomes. This study examines the impact of VPBL on Fiqh education at Madrasah Ibtidaiyah Negeri (MIN) 2 Enrekang, focusing on student comprehension, creativity, and pedagogical effectiveness. Employing a pre-experimental design, the study utilized a one-group pretest-post-test methodology to assess changes in student understanding before and after VPBL implementation. The research also incorporated qualitative insights from teacher interviews to provide a comprehensive evaluation. The results reveal a significant improvement in students' comprehension of Fiqh, as evidenced by a 20.53% increase in post-test scores. Video project assessments demonstrate students' ability to creatively interpret and apply Fiqh concepts. Teachers reported that VPBL fosters active learning and deeper student engagement but highlighted challenges related to technical skills and time constraints. These findings underscore VPBL's potential as a transformative approach in Islamic education, blending technology with religious instruction to create an interactive learning environment. Future research should explore VPBL's broader applicability and investigate advanced technological integrations, such as artificial intelligence, to further personalize learning experiences in religious studies.

Abstract

Creed Akhlak (Islamic Aqidah ) learning plays a strategic role in shaping students' character and personality in accordance with Islamic values. However, in practice, this learning often focuses on cognitive aspects and memorization, thus under-emphasizing the affective and psychomotor dimensions that are essential in values ​​education. Therefore, a deep learning approach is needed that emphasizes not only understanding the material but also the appreciation, reflection, and application of values ​​in real life. This study aims to examine the application of the deep learning approach in Aqidah Akhlak learning and its impact on the internalization of Islamic values ​​in grade XII students of MA Muhammadiyah 01 Tegalombo . This study used a qualitative method with a case study design. Data collection techniques were carried out through observation, in-depth interviews with teachers, the principal, and the deputy head of curriculum, documentation, and open-ended questionnaires to students. Data analysis was carried out using the interactive approach of the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The research results show that the deep learning approach can increase students' active engagement in the learning process, deepening their understanding of the Aqidah Material morals, and encourage the internalization of values ​​such as honesty, responsibility, and tolerance in everyday life. Teachers implemented various strategies such as contextual case studies, reflective discussions, journal assignments, and grade presentations. Madrasah support contributed to the success of this approach. Despite challenges in terms of student readiness and time constraints, this approach was deemed effective in realizing Aqidah Learning morals that were more meaningful, transformative, and aligned with the goals of Islamic education.
