A work of art contains a stratified aesthetic element in accordance with the satisfaction of the human senses. Beauty is often directed at the object of the human body which is displayed tabooly in the form of "nude" and contains sexuality or intimacy. The work contains voyeuristic elements which often lead to negative perceptions or views and even behavioral deviations. disinterestedness attitude, thus, as answering the problem. the researcher tries to first explain the description of voyeuristic in a work of Newton's identical voyeuristic example. After that put forward a critical view of the use of disinterestedness attitude to interpret voyeuristic works. The method used is a phenomenological approach. The result of this analysis is the view of disinterestedness implying that selfless and selfless use can capture the value of the beauty of a work but in the existence of voyeuristic art it turns out that the effect is great if these two things are separated. Disinterestedness seems to encourage interpreters to create impersonal personalities in order to capture the "aesthetic" value of a work by capturing the other side of nudity. However, the value of a work cannot be separated from the truth it depicts.

The city of Padang as a Smart City city released an innovation program with the use of technology, namely e-Kelurahan. E-Kelurahan is a service innovation that aims to make it easier for the community to take care of letters according to their needs in the Kelurahan can be done manually by the Kelurahan operator or by the community itself. Merode The research used in writing this article is a qualitative research method. This article uses descriptive method research with deductive implication. The data collected is data derived from interview manuscripts, field notes, personal documents, memo notes and other official documents. The sample of villages selected in writing this article is the New Flamboyant Village, Padang Barat District, Padang City, the theory used in testing the implementation of e-Keluraham innovation, according to George C. Edward III. Based on the results of the study, it shows that the implementation of e-kelurahan innovation in improving public services in the city of Padang has been well implemented by village operators but not by the community as a whole. The obstacles found in implementing this e-kelurahan are internal to the organization and external to the organization. The efforts made in facing the obstacles that occur are by continuing to carry out socialization to the community about the benefits of using the e-kelurahan application and conducting training and improvements to this e-kelurahan application to make it simpler and more efficient so that people can easily use this application so that in the end public services to the community can improve.

The Municipal Government of Padang through North Padang District continues to make changes and developments in governance through bureaucratic reform. There are 8 areas of change in bureaucratic reform that need to be carried out seriously and sustainably. One of the important areas of change is a change in mindset and culture set (work culture). Mayor of Padang Decree Number 274 of 2019 concerning Bureaucratic Reform Change Agents for the Padang City Government assigns individuals or groups of organizational members from the leadership level to employees to be able to drive change in the work environment and at the same time act as role models for each individual organization. This study analyzes the influence of the work culture of change agents on the behavior of bureaucratic apparatus using a descriptive quantitative approach and the population is all State Civil Servants of the North Padang District with a total of 71 people based on the bezzeting of this District in December 2022. Data collection with this questionnaire starts from distribution until all questionnaires were collected again in full took place from October to December 2022. This questionnaire was prepared according to a Likert scale which was made based on the Padang Mayor Regulation Number 18 of 2016 concerning Guidelines for the Development of Change Agents. Based on this research data, it can be seen that the work culture of change agents has an influence significant and contributed 17.4% while the remaining 82.6% was influenced by other variables not examined in this study. Jika sebelumnya masyarakat hanya dipandang sebagai penerima hasil, masyarakat harus memahami posisi mereka menjadi pemangku kepentingan dan harus bertindak sebagai pelaksana. Oleh sebab itu, Collaborative Governance harus segera diterapkan untuk memperbaiki masalah yang ada dengan cepat dan memastikan pemulihan ekonomi yang lancar. Motor penggerak di balik pelaksanaan sistem pengelolaan pembangunan daerah yang terintegrasi untuk meningkatkan harkat dan martabat manusia serta kesejahteraan masyarakat adalah komitmen para pelaku pembangunan daerah secara menyeluruh, mulai dari persiapan, pelaksanaan, hingga pemantauan dan penilaian. Penggunaan studi kepustakaan untuk membahas masalah ini, dengan Undang-Undang Dasar Negara Republik Indonesia dan Peraturan Daerah Kabupaten Kerinci Nomor 2 Tahun 2022. Pemerataan infrastruktur jalan daerah Kabupaten Kerinci, collaborative governance dapat menjadi metode yang efektif untuk melibatkan pihak-pihak yang berpartisipasi dan masyarakat dalam perumusan keputusan dan pelaksanaan kebijakan. Penting untuk diingat bahwa collaborative governance bukanlah proses yang mudah, dan mungkin akan melibatkan tantangan seperti perbedaan pendapat dan kepentingan. Di Kabupaten Kerinci, peningkatan keterlibatan masyarakat dalam proses pembuatan kebijakan pemerataan infrastruktur jalan memberikan sejumlah keuntungan penting.

Abstract: The Coronavirus pandemic has had an extraordinary impact on the economies of countries in the world, including Indonesia. This economic condition was reflected in the collapse of the stock market index in Indonesia. Mutual funds are an investment alternative that has convenience for investors who want to invest but need more investment skills and time. Islamic stock mutual funds are one of the choices in investing because Sharia values guide their management. The performance of Islamic equity mutual funds during the Covid-19 pandemic has declined; the number of Islamic equity mutual funds looks stagnant, while the NAV value has fallen. This study aimed to test the effect of stock selection ability, market-timing ability, and fund cash flow on the performance of Islamic equity mutual funds during the Covid-19 pandemic. The population in this study is all Islamic equity mutual funds traded during the 2020-2021 period. The sampling technique in this study used purposive sampling. The samples obtained were 39 Sharia equity mutual funds that reported monthly NAV on the OJK website. The data were tested using regression with the help of Eviews software version 12. The results of this study indicate that stock selection ability, market-timing ability, and fund cash flow partially have a positive and significant effect on the performance of Islamic equity mutual funds. Abstrak: Pandemi Coronavirus berdampak luar biasa bagi perekonomian negara-negara di dunia termasuk Indonesia. Kondisi ekonomi tersebut tercermin pada runtuhnya IHSG pasar modal di Indonesia. Reksa dana merupakan salah satu alternatif investasi yang memiliki kemudahan bagi para investor yang ingin berinvestasi tetapi memilliki keterbatasan keahlian investasi dan waktu. Reksa dana saham syariah dijadikan salah satu pilihan dalam berinvestasi dikarenakan pengelolaannya yang berpedoman pada nilai-nilai syariah. Kinerja reksa dana saham syariah pada masa pandemi covid-19 terlihat menurun, jumlah reksa dana saham syariah terlihat stagnan sedangkan nilai NABnya turun. Tujuan penelitian ini untuk menguji menguji pengaruh stock selection ability, market timing ability, dan fund cash flow terhadap kinerja reksa dana saham syariah pada masa pandemi covid-19. Populasi dalam penelitian ini adalah seluruh reksa dana saham syariah yang diperdagangkan selama periode 2020-2021. Teknik pengambilan sampel pada penelitian ini menggunakan purposive sampling. Sampel yang diperoleh sebanyak 39 reksa dana saham syariah yang melaporakan NAB bulanan di website OJK. Data diuji dengan menggunakan regresi dengan bantuan software Eviews versi 12. Hasil penelitian ini menunjukkan bahwa stock selection ability, market timing ability, dan fund cash flow secara parsial berpengaruh positif dan signifikan terhadap terhadap kinerja reksa dana saham syariah.

Kebijakan merupakan kegiatan yang diusulkan dalam menyelesaikan masalah demi mewujudkan penyelenggaraan pemerintahan yang dapat melayani secara optimal dan meningkatkan kesejahteraan masyarakat. Kebijakan publik merupakan keputusan pada tataran strategis yang dibuat oleh pemegang otoritas publik yakni pimpinan tertinggi dari sebuah organisasi daerah. Salah satu kebijakan yang dapat mendukung penyelenggaraan pemerintahan yang lebih baik salah salah satunya melalui peningkatan kreativitas organisasi, pegawai/aparat baik dari level pimpinan sampai kepada level staf demi mewujudkan pemerintahan yang cerdas, melalui peningkatan kinerja organisasi dengan mengeluarkan kebijakan inovasi. Dimana kebijakan inovasi ini merupakan kebijakan dari pemerintah pusat sampai kepada pemerintah daerah dalam upaya meningkatkan kinerja pemerintahan. Kota Padang juga telah mengeluarkan Peraturan Walikota Nomor 60 Tahun 2021 Tentang Tata Cara Pelaksanaan Inovasi Daerah. Peraturan mengenai inovasi sebelumnya telah ada, namun masih banyak perlu penyempurnaan sejalan telah dilaksanakan peraturan sebelumnya. Namun pelaksanaan inovasi ini tentunya dibutuhkan perjuangan yang besar serta keseriusan pimpinan, pegawai serta pihak yang terkait dalam implementasi kebijakan ini. Selain itu pelaksanaan inovasi juga perlu dukungan anggaran yang memadai dalam pelaksanaan inovasi juga dukungan anggaran untuk peningkatan sumber daya manusia. Pelaksanaan inovasi daerah ini juga bertujuan meningkatkan sumber daya manusia yaitu pegawai/aparat serta meningkatkan tata kelola pemerintahan Kota Padang agar meningkatnya kinerja dan pelayanan terbaik kepada masyarakat. Penelitian ini menggunakan penelitian kualitatif dengan melakukan pendekatan deskriptif. Hasil penelitian ini memberikan gambaran implementasi kebijakan inovasi daerah sudah berjalan cukup baik namun dibutuhkan keseriusan dari berbagai pihak baik dari Walikota, Sekda dan pimpinan OPD dalam mendukung kelancaran dan kesuksesan pelaksanaan inovasi demi meningkatkan kinerja organisasi. Dengan hasil penelitian ini diharapkan kepada seluruh pimpinan agar dapat memberikan perhatian serius, komitmen dan menyediakan dukungan anggaran untuk dapat melaksanakan kebijakan ini agar meningkatkan kinerja oragnisasi.
Profile of vitiligo patients and distribution of narrowband-UVB therapy at dr. Cipto Mangunkusumo General Hospital

Background: Vitiligo is a disease marked by depigmented macules. Prevalence of vitiligo varies between 0.1- 2.3% worldwide. The objectives of this study are to identify the socio-demographic profile of vitiligo patients and distribution of narrowband-UVB given as a treatment modality. However, in Indonesia, including at dr. Cipto Mangunkusumo General Hospital, there has not been any study on the profile of vitiligo patients. Therefore, a preliminary study on the patients’ profile would be very useful for healthcare providers in calculating the need for narrowband-UVB equipment and evaluation of its current use. Methods: A retrospective descriptive study, using secondary data obtained from dr. Cipto Mangunkusumo General Hospital medical records during the period of 2015-2017. Results: There were 255 vitiligo patients enrolled. Females were greater in number (55.3%). Most patients were distributed evenly in all age groups, highest number of patients were the 21-30 years age group (18.8%). Most patients received elementary school–high school education (56.9%), worked as private employees (36.9%), resided in Jakarta (47.8%). The common diagnosis were unspecified vitiligo (53.3%). Onset of symptoms were mostly around 2 months prior to diagnosis (38.8%) and most of the patients received other treatments other than narrowband-UVB (N=180, 70.6%). Conclusion: The number of vitiligo cases decreased each year with the average vitiligo cases of 85 cases per year and mostly women whereas the number of unspecified vitiligo were quite high. Therefore, more attention is needed from the physicians to treat the patient starting from the establishment of vitiligo to the decision treating with narrowband-UVB.

Background: Pemphigus is a potentially life-threatening autoimmune bullous disease. In pemphigus, the therapeutic options are based on the clinical characteristics of each patient. However, other than corticosteroids, most therapeutic options for pemphigus are currently limited. Steroid-sparing agents might be considered since the initiation of therapy to prevent the side effects of corticosteroid. The objective of this study is to identify the clinical characteristics and therapy of choice in patients with pemphigus at Dr. Cipto Mangunkusumo General Hospital. Method: All cases of pemphigus from 2016 to 2018 at Dermato-Allergo-Immunology Clinic, Department of Dermatology and Venerology Dr. Cipto Mangunkusumo General Hospital were included in this study. Data were collected from medical records, including patient’s demographics, clinical data, and therapy. Data were analyzed using SPSS 20. Results: There were 24 new pemphigus cases from 2016 to 2018. Female to male ratio was 3.8:1 with median age of onset of 37.5 (16-73)years old. Pemphigus vulgaris was the most common subtype of pemphigus (75%), followed by pemphigus foliaceus. Number of patients with oropharyngeal mucosal involvement was found higher in pemphigus vulgaris compared to pemphigus foliaceus (p=0.012). Systemic steroid was given in 86.9% patients while the rest were treated with topical corticosteroid only. Steroid-sparing agents were given in 58.3% patients. Remission was achieved in 42.3% cases in average 5 (2-28) months. Conclusion: Pemphigus vulgaris is the most common subtype of pemphigus and corticosteroid remains to be its treatment of choice. The steroid-sparing agents most commonly used in this study are mycophenolate mofetil and azathioprine.

This study aims to explain a public service innovation in the health sector in West Pasaman district. This research is important so that readers can obtain information related to the existence of public service innovations in the form of free medical treatment for underprivileged people in West Pasaman Regency. This study uses a qualitative-descriptive approach. This free medical treatment program is intended for underprivileged people who do not have BPJS. This program is a collaboration between the government and health services in West Pasaman district. The innovation in this service is due to its uniqueness with the free medical treatment system for the people of West Pasaman who do not have BPJS. The purpose of this public service innovation, especially in the health sector, is to create a healthy community in West Pasaman district. The implementation of the free medical treatment program in West Pasaman district is said to be quite good, this is evidenced by the satisfaction of 95% of West Pasaman residents who have received medical treatment.

The problem of poverty is a serious problem for a government, both the central government and the district government. Poverty reduction has a strategic role in efforts to accelerate poverty reduction in an area. One of the government's efforts to reduce poverty in Indonesia is in West Pasaman district, namely by implementing the Direct Cash Assistance (BLT) program based on Presidential Instruction No. 3 of 2008 dated May 14, 2008. Poverty is also defined as a condition where one's basic needs are not fulfilled. The problem of poverty is a very complex and multidimensional problem. Therefore, poverty alleviation efforts must be carried out in a comprehensive manner and cover various aspects of life and be implemented in an integrated manner. In accordance with what was described above, the purpose of this study was to find out the extent to which the West Pasaman Regency government's policies are in tackling poverty, one of which is by distributing Direct Cash Assistance (BLT).
