This study aims to describe the implementation of the policy of appointing state civil servants in structural positions and the factors that influence them in Indragiri Hilir Regency. This research uses descriptive qualitative research and data collection with in-depth interviews. The process of implementing ASN appointment in Indragiri Hilir Regency there are 5 stages including planning, announcement, registration, selection and appointment. Planning is carried out based on the proposed workforce needs and the slack of officials in the region which are forwarded to each agency. The announcement phase was carried out by the Baperjakat Team after it was discovered that the SKPD needed employees and had been scheduled beforehand. The registration and selection stage for the appointment of the State Civil Apparatus in Indragiri Hilir Regency is the core stage in the appointment process. The final stage in the process of appointing a State Civil Apparatus in a position in Indragiri Hilir Regency is the appointment stage. This stage was carried out after the ASN candidate had carried out the examination and was declared eligible to become a State Civil Apparatus.Keywords: appointment, state civil apparatus

The purpose of this study is to describe the implementation of community empowerment programs in development towards independent villages; and knowing the factors that influence the implementation of community empowerment programs in the development towards Maju Indragiri Hilir Jaya Village in Teluk Belengkong District, Indragiri Hilir Regency. The research uses an approach approach with a research focus on the implementation of community empowerment programs in development towards independent villages consisting of planning, organizational actors, preparation of budget support, community participation and program results and obstacles and efforts to overcome obstacles in implementing community empowerment programs in development towards independent village in Teluk Belengkong District, Indragiri Hilir Regency. Research informants were selected purposively by involving nine key figures. The results showed that the implementation of community empowerment in the implementation of the Indragiri Hilir Jaya Maju Village Program which was carried out in Teluk Belengkong District required self-development, direct assistance, capacity building for human resources, and the development of programs that were socialized for the purpose of village self-reliance in an effort to raise the spirit of community self-help cooperation.

This study aims to describe the influence of work culture and organizational climate on employee performance at RSUD Puri Husada Tembilahan. The study population included all employees of Puri Husada Tembilahan Regional Hospital totaling 218 people, taken as many as 141 employees. Data collection is done by questionnaire. Then the data were analyzed with multiple regression analysis techniques. The results showed that work culture and organizational climate partially had a significant effect on employee performance. Work Culture is the dominant variable affecting the performance of employees at RSUD Puri Husada Tembilahan. Simultaneously work culture and organizational climate significantly influence employee performance. Organizational goals will be easily achieved if the organization can develop a work culture and create a healthy organizational climate so as to improve employee performance.

The village government is the smallest unit in the regional government structure, the village government has its own duties and authorities which are regulated by law. The main substance that has not changed is that the village government is the administrator of government at the village level. The purpose of this study was to see how the duties and functions of the village head and village officials in carrying out their duties and authorities in accordance with Law No. 6 of 2014 in the village of Topang, District. The type of research used is qualitative with descriptive method. Sources of data come from interviews and documentation studies. The results of the study indicate that the implementation of the main tasks and functions of the village and village apparatus is carried out in accordance with the provisions of the applicable laws and regulations. On the implementation side of the main tasks and functions of each village apparatus, it is necessary to be supported by human resources (HR) and adequate infrastructure in carrying out tasks and in order to achieve community services.

This research is to find out how the Policy Implementation of the Family Hope Program as well as the supporting and inhibiting factors in the Implementation of the Policy on the Family Hope Program in Enok District, Indragiri Hilir Regency, Riau Province. This type of research is a qualitative approach and focuses on whether or not the problem is easy to work on in the implementation of PKH, the ability of PKH policies to structure the implementation process properly, factors outside the policy that affect the PKH process. Informants in this study were PKH Implementers and PKH Beneficiary Families. Data was collected by using observation, interview and documentation methods. The results showed that the condition of PKH participants in Enok Subdistrict since the implementation of PKH in Enok Subdistrict, Indragiri Hilir Regency, Riau Province experienced ease in accessing health and education facilities, another perceived benefit was as additional capital for their socio-economic life.

This study is to analyze how the management of promotional facilities and infrastructure in supporting the effectiveness of regional promotion strategies in Indragiri Hilir Regency. The background of this research is to find out a more in-depth study to analyze the increase in investment realization through the promotion of strategies carried out by the Indragiri Hilir Regency Government, by carrying out the management of promotional facilities and infrastructure to attract investors to invest in Indragiri Hilir Regency, whose ultimate goal is is so that the economic growth and welfare of local communities can compete with other regions, taking into account the support for the management of promotional facilities and infrastructure in supporting the effectiveness of regional promotion strategies in Indragiri Hilir Regency. The research was conducted using qualitative research, which aims to gain a general understanding of social reality from the perspective of the participants who are the focus of the research. The results showed that the management of facilities and promotion of infrastructure supporting the effectiveness of regional promotion strategies in Indragiri Hilir Regency was not effective in terms of management functions, namely planning, organizing, implementing and controlling.

This study aims to describe the effect of work motivation, work discipline, and organizational climate on employee performance at the Regional Secretariat of the Indragiri Hilir Regency. The study population included all employees of the Regional Secretariat of Indragiri Hilir Regency, totaling 184 people and a sample of 65 people with an analysis unit in the form of employees. The results showed that partially work motivation, work discipline, and organizational climate significantly influence employee performance. But the dominant influence on employee performance is work discipline. Simultaneously work motivation, work discipline, and organizational climate influence employee performance. Organizational goals will be easily achieved if the organization can motivate, discipline, and create a healthy organizational climate and encourage employee performance such as implementing a performance-based reward system and comfortable and healthy working conditions.

The purpose of the study was to describe the influence of leadership style and communication climate on work motivation in the Indragiri Hilir District Health Office. The unit of analysis in this study was employees at the Indragiri Hilir District Health Office. The population in this study were all employees as many as 60 people. The sampling technique is total sampling, i.e. taking samples from the population for the purposes of research. The data to be analyzed in the study were obtained from research subjects which could be collected using the questionnaire and documentation method. Data processing procedures in this study were done by scoring answers to the questionnaire, Recapitulation of values, Descriptive analysis, and summing the values of each variable. The results of the study and data analysis explained that the leadership style and the communication climate had a significant influence on the work motivation of Indragiri Hilir District Health Office employees. The coefficient of determination of R2 = 0.572 which means that 57.2% of employee work motivation can be explained by the leadership style and communication climate, while the remaining 42.8% is influenced by other variables.

Usaha tape singkong banyak dilakukan di desa Kramatagung dikarenakan sebagian warga menjadikan penghasilan utamanya dengan cara membuka usaha tape singkong. Tujuan pengabdian masyarakat dari kelompok KKN V di desa Kramataagung ini adalah sebagai upaya untuk membantu perekonomian sebagian warga di desa Kramatagung melalui peningkatan kemampuan dalam berwirausaha produsen tape singkong yang berabggotakan sebagian warga secara bersama dalam berkelompok, hal ini untuk meningkatkan pendapatan. Agar mudah dalam mencapai tujuan yang diharapkan maka dalam pengabdian ini menerapkan teknik konsolidasi dengan pelaku usaha UMKM tape singkong, serta melakukan dengan diskusi interaktif terkait kebutuhan serta lokasi pelaksanaan. Dari hasil penelitian yang kami lakukan dalam penelitian ini ada beberapa problem yang kami temukan dalam penelitian kali ini diantaranya Pelaku usaha UMKM tape singkong di Desa Kramat Agung Kecamatan Bantaran Kabupaten Probolinggo masih belum memiliki izin produksi dari BPOM dan Sertifikasi halal dari MUI Probolinggo. Masalah tersebut terjadi disebabkan karena Terkendala Biaya, Karena untuk mendapatkan sertifikasi halal dari MUI dan izin produksi dari BPOM membutuhkan biaya yang tidak sedikit. Dari problem tersebut munculnya problem-problem lain yang disebabkan, belum awal diantaranya kurang maksimalnya pemasaran karena tidak adanya perizinan dan sertifikasi tersebut.

Tujuan pengabdian masyarakat ini adalah memberikan edukasi kepada pelatih bolavoli akan pentingnya peran psikologi olahraga dan juga pendekatan melatih teknik dasar bolavoli agar atlet tidak mengalami kejenuhan dan akhirnya akan berhenti latihan (drop out). Metode pengabdian dengan praktek langsung dengan audience, dengan penyampaian materi baik secara teori maupun praktek. Jumlah peserta 21 orang pelatih bolavoli di Desa Wedomartani. Tempat pelatihan yaitu ruang rapat Kepala Desa Wedomartani dan juga Lapangan bolavoli klub Bintang Utara. Hasil pengabdian terjadi peningkatan mean rerata pemahaman pelatih bolavoli berdasarkan hasil pre dan posttest sebagai berikut: rerata mean pemahaman pelatih pada materi psikologi olahraga sebesar: pretest: 2.2 dan posttest: 9.6 (sangat signifikan), dan rerata pemahaman pelatih tentang teknik dasar bolavoli sebesar: pretest: 4.2 dan posttest: 9.8 (sangat signifikan). Kesimpulan dalam pengabdian ini bahwa peran psikologi olahraga dan juga metode melatih teknik dasar bolavoli sangat mempengaruhi pemahaman pelatih dan juga meningkatkan kualitas pelatih dalam melatih bolavoli.
